        This paper reviews the implementation of the STCW 78/95 in the Philippine MET including the effects of the revised 2010 Manila Amendments. It discusses the country’s maritime environment and the structures, quality of maritime education in the country and the effects on the maritime human resource. Among the various resolutions adopted at the conference, the standards of training and certifications, and promoting skills and competency will be more emphasized in this report. These will be compared with the existing curriculum mandated by CHED and upgrade STCW trainings advised by MTC for maritime institutions. A brief comparison and analysis with other Asian countries’ maritime training shall be offered. The recommendation pinpoints to the weaknesses of the present maritime regimes in certification and evaluation of maritime institutions. It concludes with the need to have mutually acceptable evaluation standards in view of developing a competent human resource for the future.

        해상에서 인명과 재산을 보호하기 위한 항해상의 조건 중 하나인 항해구역은 선박안전법에서 규정하고 있으며, 여기에는 평수구역,연 해구역, 근해구역 및 원양구역 등 4개의 구역으로 분류된다. 이러한 항해구역제도는 1961년 입법되어 2002년 선박항해구역의 합리적 조정방안 연구 이후 변화된 해상교통 요소를 반영하지 못하고 있으며 특히 평수구역을 항해하는 소형선들의 상황을 반영하지 못하는 실정이다. 이러한 문제를 개선하기 위하여 서해 중부해역의 항해구역 실태를 조사하고 해상교통 환경을 평가하여 현행 항해구역제도의 문제점들을 지적하고 항해 안전성평가를 통하여 항해구역 조정방안을 제시하였다.

        This paper aims to investigated the reasonable objectiveness of trading areas on the Korea Ship Safety Act and to make a regulated proposal of trading areas. To achieve the above mentioned object, we analyzed the existing rules and other related circumstances of maritime fields. On the basis of this viewpoint, this paper was focused on three topics of concern : (1) the relationship between the ship Safety Act and other Maritime Acts. (2) the legislative examples of foreign countries, (3) the reasonable revised reasons of trading areas. In this paper, we proposed following four matters such as (1) the modification of ship's length and speed which are the designative basis of trading areas, (2) the extension of the smooth sea area to limit of territorial seas (3) the extension of the near-coastal area to the coasts of the P.R.C., Japan, the U.S.S.R and the R.O.C ., and rename of its area into the near & greater coastal area, (4) the annulment of greater-coastal area.
