        담수의 염분화, 저지대 영토 상실 등 해수면 상승의 부정적 영향이 일부 국 가들과 거주민에게 생존을 위협할 정도로 가시화되고 있는 가운데, 이를 해결 하기 위한 국제법적 방법의 일환으로 기후변화와 국제법에 관한 소도서국 위원 회(Commission of Small Island States on Climate Change and International Law, 이하 COSIS)는 2022년 12월 국제해양법재판소에 유엔해양법협약상 기후변화에 대한 국가책임에 관한 권고적 의견을 요청하였다. 현재 유엔해양법협약은 해수면 상승을 포함한 기후변화 원인을 명시적으로 규율하는 조문을 가지고 있지 않다. 다시 말해, 국제법상 국가책임의 구성요소인 구속력 있는 국제의무와 이 와 관련된 행위규범을 유엔해양법협약 자체만으로는 확인하기 어렵다는 것이 다. 이에 이 논문에서는 COSIS에서 국제해양법재판소에 요청한 기후변화의 부 정적 현상에 대한 국가 책임의 권고적 의견과 관련하여 유엔해양법협약상 해양 환경보호를 위한 일반적 의무와 상당한 주의의무 등을 통해 유엔기후변화협약 등이 적용가능한지 살펴본다. 결론적으로 유엔해양법협약 제12부는 해양환경보호를 위한 일반적 의무를 당사국에게 부여하고 있고, 이 의무는 상당한 주의의무를 포함하여 협약 당사 국이 해수면 상승의 원인이 되는 온실가스 배출 등을 규제해야 하는 의무를 부 과하고 있다고 할 수 있다. 이러한 상당한 주의의무는 유엔해양법협약 제293조 와 함께 유엔기후변화협약을 참조할 수 있는 근거가 될 수 있어, 향후 국재해 양법재판소가 기후변화 및 해수면 상승 등에 대한 국가책임을 규명하는 근거 규정으로서 활용할 수 있을 것으로 판단된다. 그러나, 유엔해양법협약상 상당 한 주의의무는 본질상 각 국가의 여건과 상황에 따라 개별적으로 평가되고, 이 에 따라 요구되는 주의의무 정도가 달라지기 때문에, 향후 이러한 법적 문제를 해소하기 위해 관습국제법과 유엔기후변화협약상의 관련 연구가 더 이루어져 야 할 것으로 사료된다.

        PURPOSES : The purpose of this study is to analyze the impact of the level of the light-environment and the driver's visual ability on the change in the driver's perception of a forward curved section at night. The study also aims to identify factors that should be considered to ensure safety while entering curved sections of a road at night. METHODS : Data collected from a virtual driving experiment, conducted by the Korean Institute of Construction Technology (2017), were used. Logistic regression was applied to analyze the effects of changes in the light-environment factors (road surface luminance and glare) and the driver’s visual ability on a driver's perception of the road. Additionally, analysis of the moderated effect of visual ability on light-environment factors indicated that the difference in drivers’ visual abilities impact the influence of light-environment factors on their perception. A driver's ability to perceive, as a response variable, was categorized into 'failure' and 'success' by comparing the perceived distance and minimum reaction sight distance. Covariates were also defined. Road surface luminance levels were categorized into 'unlit road surface luminance' (luminance ≤ 0.1 nt) and 'lit road surface luminance' (luminance > 0.1 nt), based on 0.1 nt, which is the typical level observed on unlit roads. The glare level was categorized as 'with glare' and 'without glare' based on whether the glare was from a high-beam caused by an oncoming vehicle or not. The driver's visual ability level was categorized into 'low visual ability' (age ≥ 50) and 'high visual ability' (age ≤ 49), considering that after the age of 50, the drive’s visual ability sharply declines. RESULTS : The level of road surface luminance, glare, and driver's visual ability were analyzed to be significant factors that impact the driver's ability to perceive curved road sections at night. A driver's perception was found to reduce when the road surface luminance is very low, owing to the lack of road lighting ('unlit road luminance'), when glare is caused by oncoming vehicles ('with glare'), and if the driver's visual ability level is low owing to an older age ('low visual ability'). The driver's ability to perceive a curved section is most affected by the road surface luminance level. The effect is reduced in the order of glare occurrence and the driver's visual ability level. The visual ability was analyzed as a factor that impacts the intensity of the effect of change of the light-environment on the change of the driver's ability to perceive the road. The ability to perceive a curved section deteriorates significantly in 'low visual ability' drivers, aged 50 and above, compared to drivers with 'high visual ability,' under the age of 49, when the light-environment conditions are adverse with regard to the driver’s perception (road surface luminance: 'lit road surface luminance'→'unlit road surface luminance,' glare: 'without glare'→'with glare'). CONCLUSIONS : Supplementation, in terms of road lighting standards that can lead to improvements in the level of light-environment, should be considered first, rather than the implementation of restrictions on the right of movement, such as restricting the passage of low visual ability or aging drivers who are disadvantageous in terms of gaining good perception of the road at night. When establishing alternatives so that safety on roads at night is improved, it is necessary to consider improving drivers' perception by expanding road lighting installation. The road lighting criteria should be modified such that the glare caused by oncoming traffic, which is an influential factor in the linear change in perception, and the level of light-environment thereof are improved.

        Ras activates a series of downstream effectors, including the mitogen-activated protein kinase pathway and the Rac/Rho pathway after insulin stimulation. Mutations in Ras are found in approximately 30% of all human cancers and are critical factors in tumor initiation and maintenance. There are four Ras proteins with 80-90% amino acid sequence homology with major differences in the carboxyl termini. Ras proteins undergo farnesylation on their carboxyl termini catalyzed by the enzyme protein farnesyltransferase (FTase), which facilitates localization of Ras proteins to the inner surface of the plasma membrane. Because inhibition of FTase would prevent Ras from processing into its active form, FTase is viewed as a potential therapeutic target. A variety of FTase inhibitors have showed great potency against tumor cells in preclinical studies. Although many farnesyltransferase inhibitors have been developed, their adverse effects on the mitogenic and metabolic actions of insulin are not completely understood. Here we show that YH3096, a farnesyltransferase inhibitor, inhibits insulin-mediated DNA synthesis in HIRc-B cells without affecting c-Jun expression and membrane ruffling in HIRc-B cells. Moreover, YH3096 and its derivatives did not affect insulin-induced glucose uptake in 3T3-L1 adipocytes. Our results provide a laboratory evaluation of the effects of Ras inhibitors on insulin functions.

        Methoxychlor (MXC) was developed to be a replacement for the banned pesticide DDT. HPTE [2,2-bis (p-hydroxyphenyl) -1,1,1-trichloroethane], which is an in vivo metabolite of MXC, has strong oestrogenic and anti-androgenic effects. MXC and HPTE are thought to produce potentially adverse effects by acting through oestrogen and androgen receptors. Of the two, HPTE binds to sex-steroid receptors with greater affinity, and it inhibits testosterone biosynthesis in Leydig cells by inhibiting cholesterol side-chain cleavage enzyme activity and cholesterol utilisation. In a previous study, MXC was shown to induce Leydig cell apoptosis by decreasing testosterone concentrations. I focused on the effects of MXC on male mice that resulted from interactions with sex-steroid hormone receptors. Sexsteroid hormones affect other organs including the kidney and liver. Accordingly, I hypothesised that MXC can act through sex-steroid receptors to produce adverse effects on the testis, kidney and liver, and I designed our experiments to confirm the different effects of MXC exposure on the male reproductive system, kidney and liver. In these experiments, I used pre-pubescent ICR mice; the puberty period in ICR mice is from postnatal day (PND) 45 to PND60. I treated the experimental group with 0, 100, 200, 400 mg MXC/kg b.w. delivered by an intra-peritoneal injection with sesame oil used as vehicle for 4 weeks. At the end of the experiment, the mice were sacrificed under anaesthesia. The testes and accessory reproductive organs were collected, weighed and prepared for histological investigation. I performed a chemiluminescence immune assay to observe the serum levels of testosterone, LH and FSH. Blood biochemical determination was also performed to check for other effects. There were no significant differences in our histological observations or relative organ weights. Serum testosterone levels were decreased in a dose-dependent manner; a greater dose resulted in the production of less testosterone. Compared to the control group, testosterone concentrations differed in the 200 and 400 mg/kg dosage groups. In conclusion, I observed markedly negative effects of MXC exposure on testosterone concentrations in pre-pubescent male mice. From our biochemical determinations, I observed some changes that indicate renal and hepatic failure. Together, these data suggest that MXC produces adverse effects on the reproductive system, kidney and liver.

        The primary purpose of this study was to determine the risk of various disease outcomes due to exposure to cyanobacteria toxin (microcystin-LR) through drinking water in a Korean watershed. In order to determine the risk in a more quantitative way, the risk assessment framework developed by the National Research Council (NRC) of the United States (US) - hazard identification, dose-response relationship, exposure assessment, and risk characterization - was used in this study. For dose-response relationships, a computer software (BenchMark Dose Software (BMDS)) developed by the US Environmental Protection Agency (EPA) was used to fit the data from previous studies showing the relationship between the concentration of microcystin-LR and various disease outcomes into various dose-response models. For exposure assessment, the concentrations of microcystin-LR in the source water and finished water in a Korean watershed obtained from a recent study conducted by the Ministry of Environment of Korea were used. Finally, the risk of various disease outcomes due to exposure to cyanobacteria toxin (microcystin-LR) through drinking water was characterized by Monte-Carlo simulation using Crystall Ball program (Oracle Inc.) for adults and children. The results of this study suggest that the risk of disease due to microcystin-LR toxin through drinking water is very low and it appears that current water treatment practice should be able to protect the public from the harmful effects of cyanobacteria toxin (microcystin-LR) through drinking water.
