        In order to cope with the steady increase in social demand, the establishment of forest welfare facilities is being considered not only by the national or local governments but also in the private sector. However, just as there are varying types of facilities, there are varying regulations overseeing these facilities, as well as complex processes involving negotiations between related government agencies, designation, approvals for establishment plans, registration, and feasibility assessments. Forest welfare facilities are created through heavy investment, thus requiring a prudent approach. Therefore, this study has compared the procedures of forest welfare facilities, identified points of improvement in the planning procedures, and provided basic data on forest welfare facilities plans. This study has reviewed the existing literature relating to the concept of forest welfare facilities and site selection and identified related laws and regulations on which new establishments are based. Further, it has examined the procedure of establishment of forest welfare facilities specified in the relevant laws and regulations, finally arriving at implications that consider similarities in establishment procedures in forest welfare facilities. There have been ongoing studies to evaluate and determine appropriate sites for forest welfare facilities. In addition to common elements such as landscapes and natural (forest) environments, previous studies have suggested methods for selecting appropriate sites based on specific evaluation factors, according to the characteristics of individual facilities. Some research results have been legislated and are being utilized subsequently. In addition, in the case of woodland burial grounds, which are suffering from various civil complaints during the establishment process due to psychological rejection unlike other forest welfare facilities, this study found that there were no indications of procedures such as public hearings, feasibility assessments, and committee reviews.

        This study provides basic data for the cost operating strategy of forest welfare infra facilities. We use the Price-Sensitivity Measurement technique (PSM) for a forest welfare infra facility (healing forest, wood camping, forest leisure sport, etc.). In addition, we conduct a survey in the four target locations (Kyung-gi, Kyung-sang, Chung-cheong, and Jeolla) and receive answer from 390. The results show that higher the price of present infra facilities, higher the price sensibility. The forest welfare infra facilities we include are healing forest 1,894 won, wood camping 5,625 won, mtb park 9,530 won, mountain horseback riding 14,556 won, paragliding 20,252 won, mountain ski 3,075won. However, we investigate zip-lines at lower than current price levels.

        Forest service government has been prepared a Forest welfare voucher service system base on published law on th Promotion Welfare Forest. The purpose of this research is study on domestic situation and set on direction of voucher service before started it. In particular, voucher service will be implemented to Forest service government’s recreation facilities area, awareness of voucher service system of its users and operators need to be reveal, and also other government’s similar voucher operator’s opinions also investigate. From those results, it find out introduction factors of forest welfare services voucher system. Recognition investigating survey result shows that the ordinary people are interested in programs, the forest recreation experts are interested in 'Construction and utilization of forest infrastructure', other voucher's experts are interested in 'Training', and ordinary people are interested in 'voucher programs'. So each respondents’ results are different in important factors of introducing welfare service voucher system.

        The necessity of universal design for forestry is increasing. Although several studies applied universal design in forest site, they had been only concentrated on the barrier-free design for the limited activities rather than overall utilization for considering all visitors from the disabled, the elderly and the infirm to the baby and child. The purpose of this study is to find out the principle of the universal design within forest welfare service facilities by analysing how socially disadvantaged people perceive overall usage of natural recreation forest area. This study figures out the main principles of universal design in forest welfare through analyzing usage of children and disabilities in Yumyeongsan natural recreation forest where is one of the popular type of forest welfare area. By doing focus interviews targeted on children and disabilities, the results are analyzed through semantic network analysis, objectively. The result proves that universal design in forest welfare area contains four principles; convenience, safety, diversity and amenity. Also it confirmed that disabilities need better internal space facilities and priority care. Through those characters of universal design, forest area will be able to cover more various type of users as forest welfare area.

        After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government's welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority 's voucher management, forest service's Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.
