The purpose of the study is to analyze the status and trend of less favored condition of fishing village in Korean island regions using the census of agriculture, forestry and fisheries. The less favored condition was measured as the difference in accessibility to major services and in fishery sales and resident infrastructure, applying the difference-in-difference method and propensity score matching method respectively. The result shows that access to major services has improved in island area between 2010 and 2015, implying that related policies such as the island comprehensive development project have been successful to some extent. However, some educational facilities, cultural facilities, and health facilities still have low inaccessibility and fishery sales are also significantly lower than in general area. This suggests that it is necessary to maintain related policies like the direct payment of fisheries.
The Agriculture, Forestry and Fisheries Research Council within the Ministry of Agriculture, Forestry and Fisheries looks over the Agriculture, Forestry, and Fisheries Research and Development Project. Every five years, it revises the Agriculture, Forestry and Fisheries Research Basic Plan. Based on the information above, the following suggestions are made to implement domestic research projects. First, the strategic planning and promotion of research and development projects are needed to achieve the goals of the country and agricultural policy. Second, it is necessary to break up and diversify research assignments so that the project implementation reflects the trend of the time. Third, there is a need to develop a research partnership that strengthens cooperation among industry, academia, government, and research institutes to utilize technology seeds from fields other than agriculture. Fourth, it is necessary to improve field demonstration research projects where central and local research institutes, universities, private companies, agricultural cooperation, and farmers can participate. Fifth, follow-ups should be conducted at the end of research to advance research implementation systems. Finally, there is a need to build a new dissemination system which includes research results and policy.
The Japanese government, on the basis of the Food, Agriculture and Rural Areas Basic Act, announced the 4th Basic Plan for Food, Agriculture and Rural areas, at the same time the third Basic Plan for Agriculture, Forestry and Fisheries Research in March 2015. The Basic Plan is configured as improvement of food self-sufficiency rate, a stable food supply, agricultural maintenance and development, rural promotion. The new target for the calorie-based food self-sufficiency ratio has been lowered from the previous 50 percent by 2020 to 45 percent by 2025. The production target for table rice has been lowered, but production targets for rice for flour and rice for feed have been raised significantly - five times and 10 times the more than current production by 2025, respectively. The 4th Basic Plan included the important measures of 24 and the details practice challenges of 50 should be intensively promoted for the next five years. The new Research Basic Plan set 21 key targets research and development to solve problems promptly faced by producers with the aim of increasing income in agriculture and rural communities and 11 priority targets research and development to be steadily promoted under medium- to long-term strategy. In addition, it announced the necessary measures of 10 at three areas in order to promote more efficiency and effective in the Agriculture, Forestry and Fisheries Research. In Korea, it refers to the announcement contents of Japan where there is a need to formulate a development plan for Agriculture, Rural Areas and Food Industry Development Plan that meets the Korean situation.
Research and technology has been transforming the agriculture to agribusiness which encompasses all operations with all the connections from faming per se, to manufacture & distribution of production supplies and farm commodities. Further, with the revolutionary development of information technology in the last two decades, we cannot talk about agribusiness process alone without considering the information technology embedded in the artifact, process, and structure. Despite the emergence of precision agriculture (PA) which is supported by IT based innovations which can not only improve efficiency in farming operations but also contribute to environmental sustainability, the adoption of IT among farmers and in agriculture industry are rather low than expected. Thus, Korean government has been seeking to converge IT into food, agriculture, forestry and fisheries to improve the competency of the agribusiness, and much progress has been made. This paper investigated the status quo of the current IT convergence with Food, Agriculture, Forestry and Fisheries in Korea, and further proposed future policy directions.
지식경제부는 2009년부터 RFID(Radio-Frequency IDentification)와 USN(Ubiquitous Sensor Network) 기술의 중요성을 파악하고 이를 집중적으로 육성하여 2017년까지 세계 RFID/USN 산업에서 3강에 진입하겠다는 로드맵을 발표하였다. RFID와 USN은 전 세계적으로 매년 큰 폭으로 성장하고 있는 산업이며, 정부에서도 의욕적으로 지원을 발표하였다. 또한 RFID/USN 산업에 종사하고 있는 기업의 80%가 중소기업이기 때문에 이 분야에 대한 정부의 지원은 중소기업의 활성화라는 측면에서도 매우중요하다. 본 논문에서는 RFID/USN 최신 기술에 대해 간략하게 정리하였으며, 농림수산업분야에서 RFID/USN 기술을 적용한 연구 사례를 충실히 소개하고 있다. 또한 해외 사례를 토대로 RFID 및 USN 산업이 나아가야할 시사점을 제공함으로써, 정부가 유비쿼터스 분야의 커다란 로드맵을 구성하는데 있어 중요한 지표가 될 수 있을 것이다.
The objective of this study is to analyze 1) the law system in relation with the development permissions 2) characteristics of the development permissions change 3) especially focusing on the development permissions changes in agricultural, forestry and fisheries facilities in light of socio - economic conditions in Korea Greenbelt. The following results were obtained: 1) The purpose of Greenbelt in Korea is to control the land use in order to protect the surrounding areas from urbanization. 2) During the 1990s, the number of formulated development regulations increased one and half times than that of the previous decades(1970s 1980s). The main reasons are advancements of local autonomy and democratization. 3) Three patterns were observed with respect to ease the regulations in agricultural, forestry and fisheries facilities those are: (1) increase in types of businesses ; (2) increase the maximum area permitted ; (3) decrease in qualification for establishing facilities. 4) There were few development permissions in a agricultural, forestry and fisheries facilities in consideration to the regional agricultural condition. The development permissions were only during the period of restricted to use (1979.12~1993.11). We propose that the authority of development permission should be given to the local autonomy government, because the local government has the knowledge of its individual agricultural conditions.
