        This study aims to analyze the cost of climate change damages to laver and sea mustard aquaculture, which are considered to be highly vulnerable to climate change in Korea. For this purpose, the correlation between aquaculture production and climate factors such as water temperature, salinity, air temperature, and precipitation was estimated using a panel regression model. The SSP scenario was applied to predict the changes in production and damage costs due to changes in future climate factors. As a result of the analysis, laver production is predicted to decrease by 18.0-27.2% in 2050 and 20.6-61.6% in 2100, and damage costs are predicted to increase from 29.7-50.8 billion KRW in 2050 to 35.7-116.1 billion KRW in 2100. Sea mustard production is projected to decrease by 24.5-37.2% in 2050 and 24.0-34.5% in 2100, with similar damage costs of 41.1-61.8 billion KRW and 41.1-58.6 billion KRW, respectively. These damage costs are expected to occur in the short term as damage caused by fishery disasters such as high temperatures, and in the long term as a decrease in production due to changes in aquaculture sites. Therefore, measures such as strengthening the forecasting system to prevent high-temperature damage, developing high-temperature-resistant varieties, and relocating fishing grounds in response to changes in aquaculture sites will be necessary.

        This study analyzed the performance of the national fishing port development project, which lacked ex-post impact evaluation despite a lot of investment in terms of fishery income opportunities. Using micro data from the Census of Agriculture, Forestry, and Fisheries, the sales amount of fishery products and the proportion of fishery-related businesses were used as performance indicators. The fishery households in the fishing port area (treatment group) and those not in the area (control group) were classified through data pre-processing, and factors unrelated to the fishing ports were controlled using the propensity score matching difference-in-difference method. The analysis target is six fishing ports with large investment in from 2010 to 2014. As a result of the analysis, it was confirmed that the sales of fishery products increased significantly in four of the six fishing ports, and the proportion of fishery-related businesses increased in two fishing ports. The analysis method of this study can be fully utilized in the evaluation of the Fishing Community New Deal 300 Project, which is in need of performance analysis.

        The purpose of this study is to find out the determinants of export in Korean fishery products. For the analysis, laver and tuna, which account for almost half of seafood exports, were selected, and a gravity model widely used in trade analysis was applied. As explanatory variables, GDP, number of overseas Koreans, exchange rate, FTA, and WTO were applied, and fixed effect terms were included to take into account multilateral resistance that hinders trade. The analysis period is from 2000 to 2018, and the Poisson Pseudo Maximum Likelihood (PPML) method was applied to solve the problem of zero observation and heteroscedasticity inherent in trade data. As a result of the analysis, GDP was found to have a significant positive effect on both laver and tuna. The number of overseas Koreans was significant in canned tuna exports, but not in laver and the other tuna products. As the exchange rate increased, the export of laver and tuna for sashimi increased. The impacts of the FTA were confirmed in the exports of dried laver and raw tuna, which supports the results of the previous study. WTO was not significant for laver and tuna. Based on these results, it is necessary to find a way to make good use of the FTA to expand exports of seafood.

        This study analyzed the impact of FTA tariff elimination on the export prices for Norwegian fresh and chilled salmon, of which Korean import has significantly increased since the Korea-EFTA FTA implementation. Korea's fresh and chilled salmon market is almost monopolized by Norway, and Korea's price level is higher than other countries, so it is highly likely that price discrimination occurs. This study theoretically explained that exporters could adjust their prices by market power when tariffs are eliminated in imperfectly competitive markets. And the empirical analysis provided evidence that the exporters have made price adjustments since the FTA took effect, and similar results were found in the relative price comparison with trade statistics and Nasdaq Salmon Index. Therefore, in order to increase consumer welfare in Korean salmon market, it is required to transform the monopolistic market structure into a competitive one.

        The purpose of the study is to analyze the status and trend of less favored condition of fishing village in Korean island regions using the census of agriculture, forestry and fisheries. The less favored condition was measured as the difference in accessibility to major services and in fishery sales and resident infrastructure, applying the difference-in-difference method and propensity score matching method respectively. The result shows that access to major services has improved in island area between 2010 and 2015, implying that related policies such as the island comprehensive development project have been successful to some extent. However, some educational facilities, cultural facilities, and health facilities still have low inaccessibility and fishery sales are also significantly lower than in general area. This suggests that it is necessary to maintain related policies like the direct payment of fisheries.

        The purpose of this study is to analyze the climate change exposure of fisheries and fish species in the southern sea of Korea under the RCP climate change scenarios. The extent of exposure was calculated through weighted sum of the sea temperature forecasted by National Institute of Fisheries Science, and the weight were obtained from the time-space distribution of each fisheries or species, based on the micro-data for the fishing information reported by each fisherman. Results show that all the exposed sea temperature of RCP8.5 is higher than that of RCP4.5 in year 2100 as well as in near 2030, therefore it is thought to be very important to reduce the GHG emission even in the short term. The extent of exposure was analyzed to be comparatively high especially in the fisheries such as anchovy drag nets and species like cod, anchovy and squid. Meanwhile the method of this study is considered to be excellent to obtain the accurate extent of exposure under RCP scenarios, and therefore it is applicable on assessing the vulnerability of climate change in fisheries.

        This study aims to empirically analyze the relationship between climate change elements and catch amount of coastal fisheries, which is predicted to be vulnerable to climate change since its business scale is too small and fishing ground is limited. Using panel data from 1974 to 2013 by region, we tested the relationship between the sea temperature, salinity and the coastal fisheries production. A spatial panel model was applied in order to reflect the spatial dependence of the ocean. The results indicated that while the upper(0-20m) sea temperature and salinity have no significant influence on the coastal fisheries production, the lower(30-50m) sea temperature has significant positive effects on it and, by extension, on the neighboring areas’s production. Therefore, with sea temperature forecast data derived from climate change scenarios, it is expected that these results can be used to assess the future vulnerability to the climate change.

        This study indicates that 84.5% of fishermen have perceived climate change and 74.9% of fishermen have responded that frequency and intensity of the impacts of climate change are increasing. The results of regression analysis have shown that the level of fishermen experiencing the impacts of climate change differs according to individual’s characteristics including age, length of experience, sea area (fishing area) and types of fisheries. About half of the respondents have shown that they are not taking any actions against the effects of climate change. The main reasons are that they either have lack of knowledge on how to respond to the impacts of climate change or have the perception that climate change is irresistible. The majority of respondents have responded that they are not aware of the government’s climate change policy and emphasized that it is necessary to have effective countermeasures strengthening the provision of information about climate change policy. The result of perception survey have highlighted that it is essential for the government and the fishermen to share relevant information and to consider method of cooperation.
