The paper aims to explore existence and degree of remaining fisheries damages after the completion of undertaking the Four Major Rivers Project focusing on the case of Yeongsan river. The paper seeks to show the necessity of consideration of periods of fishery resources recovery in the estimation of ex-post fisheries damages of the project by inferring the analysis of the annual variation of environmental indicators in the river. Therefore, the paper suggests three years of remaining periods of fisheries damages of the project utilizing the variation trend of ex-ante and ex-post annual output data of inland fisheries in Jeonnam province and individual catch of fisheries. In the measurement of the annual degree of fisheries damages during periods of fishery resources recovery, the paper attempts to suggest the method of comparision of day catch data per vessel between ex-ante and ex-post periods of the project, which were investigated by the same institute. Here the paper tries to make correction of ex-post catch data for holding the same catching condition as ex-ante situation by adopting the concept of competitive intensity of catching which was derived from the decreasing rate of number of fishing households in the area of Yeongsan river.

This study is to evaluate economic effect of the creation project of snow crab, Chionoecetes opilio, spawning and habitat ground in Uljin and Youngdeok county. The main results of this study are summarized as follows: first, 14,400 million won was invested in the creation project cost of Chionoecetes opilio spawning and habitat ground of Uljin and Youngdeok County from 2015 to 2020. Second, the creation project of Chionoecetes opilio spawning and habitat ground directly provides fishing benefits, festival benefits, research and development benefits and employment benefits. Third, on the basis of above benefits, the creation project of Chionoecetes opilio spawning and habitat ground has net present value of 29,900.53 million won, internal rate of return 16.9%, and benefit-cost of 2.91 under a 4.5% social discount rate. Also, the creation project creates 195 jobs. This indicates that the creation project of Chionoecetes opilio spawning and habitat ground not only contributes to the increase in the income of coastal fishery and fishing villages but also to the job making. The result of this study provides useful information to policy makers or project managers as it shows that the project to create spawning and habitat ground should be carried out in consideration of the resource and biological characteristics of individual fish and that economic assessment logic should also be developed based on this. Also, it proves that the project to create a snow crab spawning and habitat ground is a national and local infrastructure project that increases the actual fishing income in the region. At the same time, it maintains the reproducibility function of most fish species, along with enhancing the people's benefits such as fishing village tourism and marine product consumption. Moreover, it provides useful information on budgeting for the continuous development of snow crab spawning and habitat ground in the mid to long-term.

I explore that South Korea’s major import fishery product markets-frozen hairtail, frozen mackerel, frozen pollock and frozen squid-are integrated by testing whether there is favorable evidence of the law of one price (LOP). Unlike previous studies on the LOP for fishery product markets, I assume non-zero import costs and include them in a trade model. To explore whether LOP holds for major import fishery product markets in South Korea with non-zero import costs, I utilize a non-linear time-series model, Smooth Transition Autoregressive (STAR) model with the sample periods from January in 2002 to December in 2019. I find that the behaviors of home-foreign price (i.e., import price) differentials of all four major import fishery products are non-linear depending on whether trade occurs and favorable evidence of LOP for each import market in South Korea. These findings indicate that each of South Korea’s major import fishery product markets is integrated. They imply that the supply of each major import fishery product-frozen hairtail, frozen pollock, frozen mackerel and frozen squid, and their prices are stable even if there is an economic shock on each market. When it comes to trade policy implications, the Korean trade policy including tariffs or quotas against their import countries for the four major import fishery products may not have influences on their price in the markets.

The purpose of this paper is to empirically investigate whether asymmetric price transmission exists in the distribution stage of farmed olive flounder market. For the analysis, time series data were used for the producer prices of Jeju and Wando, and the wholesale prices of Incheon, Hanam and Busan. Through the Granger causality test, the causal relationship from the producer price to the wholesale price was derived and the asymmetric price transmission was analyzed using the autoregressive distributed lag model (ARDL). As a result of the analysis, it was found that there is a phenomenon of ‘positive asymmetric price transmission’ from the producer price to the wholesale price. This result can be one evidence that excess profits are received in the intermediate distribution stage, and can be said to be a result showing the incompleteness and inefficiency of the distribution structure of the farmed olive flounder. In the future, it is required to establish an information-sharing system in all stages of production, distribution, and consumption that can create a competitive environment for distribution participants and resolve information asymmetry. Also, it is necessary to review the distribution center specializing in live fish from the viewpoint of the establishment of new distribution channels and sales diversification strategy under the rapidly changing fisheries environment.

The purpose of this study is to find out the determinants of export in Korean fishery products. For the analysis, laver and tuna, which account for almost half of seafood exports, were selected, and a gravity model widely used in trade analysis was applied. As explanatory variables, GDP, number of overseas Koreans, exchange rate, FTA, and WTO were applied, and fixed effect terms were included to take into account multilateral resistance that hinders trade. The analysis period is from 2000 to 2018, and the Poisson Pseudo Maximum Likelihood (PPML) method was applied to solve the problem of zero observation and heteroscedasticity inherent in trade data. As a result of the analysis, GDP was found to have a significant positive effect on both laver and tuna. The number of overseas Koreans was significant in canned tuna exports, but not in laver and the other tuna products. As the exchange rate increased, the export of laver and tuna for sashimi increased. The impacts of the FTA were confirmed in the exports of dried laver and raw tuna, which supports the results of the previous study. WTO was not significant for laver and tuna. Based on these results, it is necessary to find a way to make good use of the FTA to expand exports of seafood.

The ultimate purpose of this study is to revitalize the fishing community as the basis for the revival of the fisheries industry. The types of Eochon-Gye acceptance were analyzed as a basic study to achieve this purpose. According to the results of the study, it turned out that the head and the member of the Eochon-Gye had the same three Eochon-Gye acceptance types; that is, democratic, decision-making, and separatist types. However, the Eochon-Gye acceptance types by two groups differed in detail, even though they were named by the same names. Therefore, in order to devise an effective revitalization plan of the fishing community, it is necessary to reflect the detailed characteristics of each Eochon-Gye acceptance type owned by the two groups.

This study attempted to propose a method of determining a project implementation area according to the purpose of the Offshore Project for Fishery Stock Enhancement after analyzing the regional economic effects in advance targeting the candidate regions for the Offshore Project for Fishery Stock Enhancement. The main results of this study can be summarized as follows: first, in comparison with the overall effect of the Offshore Project for Fishery Stock Enhancement to 2013, the production inducement coefficient increased by 0.08 in the region, but decreased by 0.39 in other regions and by 0.33 in the whole country. The value-added inducement coefficient increased by 0.01 in the region and by 0.06 in other regions, increasing 0.27 for the whole country. In the case of the employment inducement coefficient, the number of workers in the region decreased by 9.48 and increased by 0.3 in other regions, resulting in a decrease of 9.1 people in the whole country. Second, depending on the purpose of the Offshore Project for Fishery Stock Enhancement, an aggregating indicator of economic effects within the region, an aggregating indicator of economic effects in other regions, and an aggregating indicator of economic effects across the country were prepared to be used to determine the priority of the project implementation region. There was a little difference between the 2013 and 2015 regional rankings according to the standardization method, indicating that the analysis results were somewhat consistent. In conclusion, the results of this study may contribute to determine the project implementation area according to the purpose of a specific project after analyzing the regional economic effect in advance.

In this study, the differences of institutional development processes of fishery products wholesale markets were compared between Korea and Japan in order to suggest improvement direction of trading system in Korea. The wholesale markets have shrunk while wholesale and distribution has been becoming larger in size in both countries. A summary of differences in the wholesale market trading systems between Korea and Japan is as follows: first, middle wholesalers play pivotal roles in wholesale transaction in Korea, and wholesale corporations take such roles in Japan. Second, most wholesale corporations take charge of listing in Korea whereas such corporations are in charge of buying in Japan. Third, Korea has high proportion of auction for transactions, in contrast to Japan with high proportion of relative transactions. Forth, Korea maintains more sales within the wholesale markers and has more small and medium customers than Japan. Finally, Korea investigates inside causes to find solutions for the decreased competitive power of the wholesale market, whereas Japan copes with the problem by searching for outside customers. To seek solutions for the decreased competitiveness of Korean fishery products wholesale markets, middle wholesalers’ consignment should be limitedly allowed, and improvement direction of wholesale corporations should be investigated in the future study.
