The global cod market is supposed to have weak structure with a high dependence on the supply of Russia, the United States, Norway, and China. The COVID-19 pandemic has significantly disrupted the cod supply chain for the worse. Fish processing facilities in China stopped their operation, and cod demand declined due to shrinking consumption in Europe. The position of South Korea as an intermediary trade country between Russia and China strengthened due to the U.S.-China trade war and the Atlantic cod decrease in 2019. However, this global cod supply chain collapse has caused South Korea to export accumulated cod to Indonesia and Vietnam at a bargain price, showing that South Korea was unable to cope with this supply chain crisis. The primary purpose of this study is to investigate changes in the global cod supply chain and their impacts on the intermediary trade of South Korea caused by the COVID-19 pandemic. It also aims to provide implications by analyzing advanced cases in Denmark. As the cod supply chain crisis countermeasures, this study suggests that South Korea develop high value-added marine products, gain competitive advantages by solidifying the value chains of related countries, and activate export by discovering alternative markets in terms of the supply chain of the cod industry.

This study attempted to estimate the amount of expenditure per capita of visitors to the Mongsanpo fishing village tourism festival, and quantitatively measure how much the festival contributes to the local and national economy through input-output model. The analysis data used 302 questionnaires, excluding missing questionnaires, surveyed on festival visitors from April 21 to May 7, 2018, during the 9th Mongsanpo port webfoot octopus and seafood festival. The main results of this study can be summarized as follows. First, analyzing the average expenditure per person of festival visitors, it shows that the average one-person festival visitor consumes KRW 129,519: entertainment costs KRW 5,672 (4.4%), accommodation costs KRW 16,860 (13.0%), food costs KRW 74,791 (57.7%), transportation costs KRW 21,646 (16.7%), shopping costs KRW 6,788 (5.2%), and other costs KRW 3,762 (2.9%). Among the expenditures of festival visitors, the proportion of food expenses was the highest, and transportation costs and accommodation costs were in order. Second, based on the actual expenses spent by visitors at the fishing village tourism festival, the direct economic effect of the Mongsanpo fishing village festival was estimated be approximately KRW 14.8 billion. Third, as a direct and indirect economic impact effect of the Mongsanpo fishing village tourism festival in 2018, the amount of production induced in the local and national economies was estimated at KRW 33.3 billion, and the amount of value-added inducement was estimated at 11.3 billion won, and employment inducement reached 272 people, which is considered to contribute greatly to the national economy. This study quantitatively analyzes and provides the extent to which the fishing village tourism festival using local specialized fisheries directly or indirectly contribute to the local and national economy. Thus, it is expected to serve as useful information by providing basic information on business feasibility required for budgeting for local fishing tourism festivals.

The purpose of this study was to conduct a comparative study between Korea and the United States to examine anglers’ motivations, consumptive orientation, and the relationship between these two concepts. The following two research questions were explored: (1) whether there are significant differences in anglers’ motivations and consumptive orientation between Korea and the United States; and (2) what differences exist in the effects of anglers’ motivations on consumptive orientation between these two countries. The main research results are as follows. First, Korean anglers showed a higher level of consumptive orientation than American anglers. Second, a positive relationship between activity-general motivation and consumptive orientation was reported for Korean anglers while the relationship was opposite for American anglers. Study results imply that national angler surveys as well as public education and outreach programs are necessary to help anglers engage in sustainable fishing behaviors for effective fishery resources management.

Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an ‘IUU participating country’ or a ‘non-cooperative third country’ by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a ‘non-cooperative third country’ again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.

In addition to simply providing quality food to the people, the fishery industry must be maintained and developed because it has various functions such as national food security, preservation of natural scenery, protection of national territory, and revitalization of the local economy. However, risk factors such as climate changes and environmental destruction have raised concerns about the sustainable development of the industry. Since these risk factors are becoming larger and more complex over time, it is time to conduct research related to the risk of the fishery industry. Therefore, the purpose of this study is to explore the risk factors facing the fisheries at this point, to analyze the economic ripple effect of regional fishery product supply shortage, and to draw implications. As a result of this study, the economic ripple effect of fishery product shortage per won was highest in Busan, followed by Gangwon, Gyeongnam, and Gyeongbuk. Considering the size of the local fishery industry, Busan had the highest supply shortage per 1% of local fisheries production. It is also necessary to prepare special risk management and countermeasures for these regions since the effect of supply shortage in regions such as Jeonnam, Gyeongnam, and Jeju is large compared to other regions.

This study analyzed the performance of the national fishing port development project, which lacked ex-post impact evaluation despite a lot of investment in terms of fishery income opportunities. Using micro data from the Census of Agriculture, Forestry, and Fisheries, the sales amount of fishery products and the proportion of fishery-related businesses were used as performance indicators. The fishery households in the fishing port area (treatment group) and those not in the area (control group) were classified through data pre-processing, and factors unrelated to the fishing ports were controlled using the propensity score matching difference-in-difference method. The analysis target is six fishing ports with large investment in from 2010 to 2014. As a result of the analysis, it was confirmed that the sales of fishery products increased significantly in four of the six fishing ports, and the proportion of fishery-related businesses increased in two fishing ports. The analysis method of this study can be fully utilized in the evaluation of the Fishing Community New Deal 300 Project, which is in need of performance analysis.
