This study aims to examine factors affecting the seafood processing business of primary cooperatives. For this purpose, I divided primary cooperatives that participate to seafood processing business into three group by sales scale. And then analyzed survey results for the four items that might be affecting the seafood processing business, type of seafood processing methods, HACCP certification status, distribution channels, processing difficulties during project implementation, etc. The result offers four implications. First, It is desirable to reduce the burden of the initial investment by leveraging the consignment process at the initial entry to seafood processing business. Second, HACCP certification is essential factor in order to promote seafood processing business as a long-term economic business. Third, To the steady growth of the seafood processing business, it is important to secure fixed large customers, as well as a individual customer. Fourth, For the continued growth of the seafood processing business it should be approached differently by way of sales, when the National Federation of Fisheries Cooperatives support to primary cooperatives.

The illegal, unreported and unregulated fishing can be properly regulated only if fishing activities, transhipment and landing of illegally caught fish, and processing of fish at sea involved in it are integrally managed. To do this, flag States, port States, coastal States, market States and relevant regional fisheries management organizations shall closely cooperate. In addition, fishing boats involved in IUU fishing often ignore requirements of safety of navigation so that they could be exposed to more causes of incidents and could have less chances to be rescued. Then, it seems to be necessary for the regulation on IUU fishing to include a certain consideration of strengthening safety of those ships. International Maritime Organization(IMO) has developed and implemented international rules for the safety of shipping. IMO has cooperated with Food and Agricultural Organization on IUU fishing since 2000 and the third joint meeting is scheduled in November 2015. This paper reviews the recommendations adopted in the previous meetings, and the measures actually taken as a result of the cooperation and, in particular, focus on the additional roles of IMO for the eradication of the IUU fishing.

This study examines whether or not the South Korean major fishery product import markets; Frozen Pollock, Frozen Long Arm Octopus, and Frozen Hairtail are integrated. We are utilizing the Multivariate and Bivariate Johansen Co-integration test to see if the law of one price(LOP) holds in each market or not. The empirical results show that even though import prices from different countries affect each other in each South Korean major fishery product import market, there is no evidence of LOP in any fishery product import market, which means that none of the markets are integrated. Based on these results, we could expect that the three major fishery product import markets show monopolistic competition among import countries. we would also see whether or not any country plays the role of a price leader in any of the markets. Based on weak exogeneity test results, we might expect that the United States and Malaysia are price leaders in the South Korean Frozen Pollock Import Market and Frozen Long Arm Octopus Import Market, respectively; however, we need to study more on this in the future.

The purpose of this study is to find food safety approach in the Eco-label Chain of Custody(CoC) which is only focused to traceability. Because, consumers want to be assured the certified seafood comes from sustainable fishery as well as hygienic. In order to this approach, we used Analytic Hierarchy Process(AHP) method as belows. We first understood the CoC criteria for using pair-wise comparison and analyzed and selected each Eco-label certifications and standards. Second, we carried out a survey to the targeted standard Marine Stewardship Council(MSC) CoC auditors all over the world and analyzed the priorities of food safety approach to 4 principles and 12 criteria belong the MSC CoC Standard. As the results, we found out that‘Management System’has the highest priority in the principles and ‘.Documentation’and‘Keeping Record’are the most important criteria for this approach. In addition, ‘.Training’and‘Identification’are also higher priority of criteria. So, we suggested food safety approach method for improvement of these criteria in conclusion based on discussion with specialist in this field.

This study aims to empirically analyze the relationship between climate change elements and catch amount of coastal fisheries, which is predicted to be vulnerable to climate change since its business scale is too small and fishing ground is limited. Using panel data from 1974 to 2013 by region, we tested the relationship between the sea temperature, salinity and the coastal fisheries production. A spatial panel model was applied in order to reflect the spatial dependence of the ocean. The results indicated that while the upper(0-20m) sea temperature and salinity have no significant influence on the coastal fisheries production, the lower(30-50m) sea temperature has significant positive effects on it and, by extension, on the neighboring areas’s production. Therefore, with sea temperature forecast data derived from climate change scenarios, it is expected that these results can be used to assess the future vulnerability to the climate change.

This study aimed to evaluate the effectiveness of closed season policy using an integer linear programming, targeting the large purse seine fishery in Korea. In the analysis, based on Cheng and Townsend(1993), fishing effort (fishing days by month) was assumed to be distributed for profit maximization of vessels and catch of immature fish was estimated. The analytical results showed that the effects of closed season policy would vary in accordance with the monthly closures in terms of fishing profits and catch of immature fish. A closed season policy by month had different effects on fishing profits and catch of immature fish by species. It implies the importance of considering seasonal changes of fish species when limiting fishing efforts with the closed season policy.

The main purpose of this study is to explore a way of South-North Korea fisheries cooperation through international organizations under the principles of the Korean peninsula trust process. Considering the government policy toward the North, although some humanitarian aids or cooperations may be plausible with permission of the Ministry of Reunification. direct cooperations between the South and the North Korea must be much limited at leat under the present government. The 5.24 measures taken in 2010 banned in fact all economic/humanitarian cooperations by private sectors and government. Noting the present and the visible future, an important question is whether the North accepts all cooperations including fisheries, bartering giving up nuclear weapon development for the 5.24 measures. It would be a difficult question to be answered, because win-set to both parties is too narrow, so far as there is no change in the South-North conflicting priority policies. If so, one way of implementing South-North fisheries cooperations is to drive forward cooperative programs through UN organizations. Since for instance FAO and WFP secure justification and roles and has a global network, they have sufficient capacity of being abe to organize fisheries experts. If the South can finance the budget necessary for the programs, FAO or WFP would lead the programs through a negotiation with the North. In other words, it is a type of cooperative model that FAO or WFP leads the programs and the South finances. In addition, if World Fisheries University(WFU) is invited to the Republic of Korea, it might make a great contribution to expert exchange of the North.

The purpose of this paper is to discuss possibilities of applying growth curve models, such as Logistic, Log-Logistic, Log-Normal, Gompertz and Weibull, to three specific technology areas of Fishery Science and Technology in the process of measuring their technology level between Korea and countries with the state-of-the art level. Technology areas of hazard control of organism, environment restoration, and fish cluster detect were selected for this study. Expert panel survey was conducted to construct relevant panel data for years of 2013, 2016, and a future time of approaching the theoretical maximum technology level. The size of data was 70, 70 and 40 respectively. First finding is that estimation of shape and location parameters of each model was statistically significant, and lack-of-fit test using estimated parameters was statistically rejected for each model, meaning all models were good enough to apply for measuring technology levels. Second, three models other than Pearl and Gompertz seemed very appropriate to apply despite the fact that previous case studies have used only Gompertz and Pearl. This study suggests that Weibull model would be a very valid candidate for the purpose. Third, fish cluster detect technology level is relatively higher for both Korea and a country with the stateof- the-art among three areas as of 2013. However, all three areas seem to be approaching their limits(highest technology level point) until 2020 for countries with the state-of-the-art. This implies that Korea might have to speed up her research activities in order to catch up them prior to 2020. Final suggestion is that future study may better apply various and more appropriate models respectively considering each technology characteristics and other factors.

This study is to analyse the causality and volatility spillover between farming fish species in consumption replacement relation using flatfish(oliver flounder) and rockfish’s wholesale market price data from September 2006 to July 2015. For the analysis, VAR(5) model and bivariate asymmetric GARCH-BEKK model are employed. The empirical results of this study are summarized as follows: First, the price volatility of flatfish and rockfish is very large without the trend during the sample period. Second, the correlation coefficient between flatfish and rockfish wholesale markets has positive 0.1059 value. Third, causality relation is unidirectional from rockfish market to flatfish market. Fourth, conditional volatility spillover effect is unidirectional from rockfish market to flatfish market, but asymmetric volatility effect is bidirectional between flatfish and rockfish markets that implies the bad news arising from flatfish wholesale market impact on rockfish market’s volatility and the bad news arising from rockfish wholesale market impact on flatfish market’s volaltilty. Consequently, based on the thus results, the volatility spillover effect interacts and is bidirectional between flatfish and rockfish wholesale markets.

Because land based aquaculture is restricted by high investment per rearing volume and control cost, good management planning is important in Land-based aquaculture system case. In this paper master production planning was made to decide the number of rearing, production schedule and efficient allocation of water resources considering biological and economic condition. The purpose of this article is to build the mathematical decision making model that finds the value of decision variable to maximize profit under the constraints. Stocking and harvesting decisions that are made by master production planning are affected by the price system, feed cost, labour cost, power cost and investment cost. To solve the proposed mathematical model, heuristic search algorithm is proposed. The model Input variables are (1) the fish price (2) the fish growth rate (3) critical standing corp (4) labour cost (5) power cost (6) feed coefficient (7) fixed cost. The model outputs are (1) number of rearing fish (2) sales price (3) efficient allocation of water pool.

This study presents a comparative analysis on mackerel distribution process and price formation process, and investigation of price and margin between traditional markets and Large-scale discount store distribution channel. Through this, the study investigated distribution efficiency of each channel, and examined whether a difference of distribution efficiency leads to a difference of performance through the investigation of a difference of function and role between members of a wholesale market and vendor of Large scale discount store. The following are the results of this study. As a consequence of investigating supply and sum by distribution channel of mackerel, it appeared that mackerels shipped from port market are distributed into 9 consumption sites(Wholesale market, Large scale discount store, Institutional Food Service, etc.). In the comparison of distribution efficiency between traditional retail store and Large scale discount store 52.0% margin is formed in traditional retail store distribution channel and 43.1% margin is formed in Large scale discount store, and a distribution cost rate consists of 19.4% cost in a traditional retail store for fishery products and 18.1% cost in a Large-scale discount store. To analyze a difference of performance, the study examine a difference of role and function between vendor and Wholesale market company, wholesaler and middleman.

Nowadays, Under the current system of fisheries laws, fishery division and marine division are unified into one marine-fishery related law system indiscriminately. So they are not divided by nature. Moreover, terminology of fishery Law has been used by now in inappropriate conditions from Japanese 1951 fishery law systemct. Because fisheries administrative reorganization is also in parallel with the same logic as above, the reorganization of the legal system should be made. Finally, when the above mentioned problems is clearly defined and improvement is actually performed, more efficient management will be achieved through the beneficiary of more simple legal services. And so fisheries managers will be able to contribute to the development of the industries through more efficient management. While the existing framework of laws and regulations currently being enacted or established should be kept as much as possible, in order to ensure better control of fisheries resources and ensure sustainable development of related industries. Under various existing laws including the Fisheries Act, the Enforcement Regulations/enforcement rules, notice, instruction, established rule, the recognition of problems and improvements on the overall delegate legislative framework will be needed.
