This study considers an approach for subregional fisheries organization in Northeast Asia. The fishery resources in the Northeast Asian waters surrounding Korea are among the most productive in the world because of their extremely high biological productivity and the natural features of the sea. However, the fishery resources of the region have long been subject to heavy fishing pressures, and many stocks are now believed to be seriously depleted or even in danger of extinction because of overfishing. To move to a run sustainable fishery in Northeast Asia waters area, cooperative fisheries management between Korea, China and Japan for common resource is probably necessary. Cooperative fisheries management is likely to be more effective in fishery resources management than individual fisheries management by countries. The effects of fisheries management by regional cooperation can be divided into resource management and economical performance. Cooperative fisheries management as RFO will bring satisfactory results. Currently these jurisdictional extensions and resulting disputes over maritime space and resources were thrust upon an already transitional and unstable political environment. However, They have to have a strategic approach for RFO establishment step by step. Cooperative fisheries management using the RFO can mitigate these disputes, and cooperative bilateral fisheries arrangements have been proliferating over the past 10 years and may provide the basis for possible trust-building multilateral agreements.

Abalone aquaculture has developed very rapidly in Korea. Until the mid 1990s it has annually produced about 100 tons. Since then the yield has increased to about 9,000 tons in 2012. The amount accounts for 20% of the global abalone yield. About 86% of produced abalone is consumed domestically and the rest is exported. 100 tons for export seemed as an unattainable goal back in 2003. However, the export rose up to 1,333 tons in 2012. Despite its rapid growth, Korean abalone industry is faced with some problems. The first is the slowdown of yield increase rates. Abalone production increased by 50〜60% until the mid 2000. However, the rate continued to drop to below 10%. Reasons behind the slow increase are deteriorating aquaculture grounds and worsening market problems. Constant aquaculture aggravated productivity and overcrowded facilities at a limited space made matters worse. Moreover, abalone export has stalled and so did domestic consumption. In the meantime, rising mortality of young abalone has lowered productivity at abalone breeding places. The mortality rates of abalone remained below 5% in the early 2000s but rose to 30〜40% these days. This translates into rising abalone prices. The market problems imply stagnant or shrinking export as well as domestic consumption. The export increase rates took a nosedive from 200 to below 50 between the early 2000s and the late 2000s. Moreover, the increase rates of domestic consumption have become remarkably sluggish. According to, it stood at 50〜60% in the mid 2000s but continued to decrease after 2008. These problems, in turn, affected the size of abalone. The usual abalone size for market was 10〜12 shells per kg, but recently the size became smaller and smaller to 15〜16 shells per kg. The change of size implies shift in consumption patterns: Consumers not only eat live abalone but also they cook soup with it. The size of abalone for uncooked dish is usually very big, like 10〜12 shells per kg. In contrast, smaller abalone, such as 20〜25 shells per kg, are used for making soup. Increasing use of smaller abalone leads to lower income of abalone aquaculture households. This is partly because that the size determines the price and the price gap between big abalones and smaller ones is extreme in Korea. For the sustainable growth of Korean abalone industry, we need to come up with strategies. First, a reasonable production system needs to be in place, especially for better management of abalone aquaculture grounds. Management of abalone licenses is also necessary because local governments issue relevant licenses as well as supervising abalone grounds. Second, abalone export destination need to be diversified. Japan, the major importer of Korean abalone, takes up a lion’s share of export, at 95%. Third, new consumption style of abalone needs to be developed. Abalone used to be consumed as‘raw type’or Sashimi in Korea. This sole type of consumption hampers the growth of abalone market. Moreover, more strategies are needed to encourage and distribute home cooking of abalone rather than eating-out at restaurants. Last but not least, distribution system should be improved for better delivery of live abalone.

The purpose of this study is to evaluate the economic validity of artificial reefs facilities and seeds release programs in Jeju Trial Sea Farm Project for raising fishing people’s revenue. The results of this study show the artificial reefs facilities and seeds release programs have net present value of 15,962.63 million won, internal rate of retrurn 13.86%, and benefit-cost of 1.912 under a 5.5% social discount rate. This suggests that in Jeju trial sea farm project, artificial reefs facilities and seeds release programs increase fisherperson’s revenue.

A study on the seamen’s demand - supply has been focused on early 1990s, and never studied yet since 2007. Because previous studies related to the seamen are very different in conditions the environments around the fishery recently. It is serious problem that the number of domestic semen are decreasing continually. To depend on foreign seamen because of lacking of domestic seamen should be linked closely with the fishing industry environment in our country. Therefore, this study is limited to domestic seamen. Lacking recent domestic seamen, it is the most likely to rise imbalance between demand - supply in the future. Through medium and long term its analysis based on data, we are willing to discover various political subjects for seamen’s welfare, the training of manpower, education, etc. To solve these issues, it can be made institutional changes as follows ; First, it is necessary policy-making related the deteriorating employment situation based on its analysis of medium and long term for seamen. Second, it is necessary to overcome a dual system for its management for seamen. Third, it is necessary to improve problems of statistics data for fishery and build a statistical system for seamen. Also, it will be improved a insurance system under 5 ton and strengthen the function for Korean seamen welfare and employment center and must be urgently countermeasures for the minimal unemployment rate through a content development and management of home page. Finally, it will be supplied reliably seamen to improve a practice system for apprentices according to the international regulations(STCW-F) for fishery students.

This study is aimed to present measures for stable supply of fishmeal and to develop fish farming into a food industry and an export industry. The study analyzed current domestic and international supply and demand for fishmeal and suggested future prospects. The results of the study suggested the basic directions for the stable supply of fishmeal in Korea as follows: first, stable securing of fishmeal importers and establishment of the supply and demand monitoring system; second, policies to boost using of compound feeds and expansion of relevant fishmeal use; third, higher competitiveness of fishmeal and compound feeds through selective and intensive R&D investments. Based on the basic directions, the paper suggested implementation measures such as strengthening of cooperations with fishmeal suppliers abroad, expansion of overseas local market entrance, diversification of fishmeal trading countries, revision of relevant laws and polices on the fishmeal and feeds, organization of domestic fishmeal, promotion of group purchase, improvement of domestic fish meal quality, development of fish meal alternatives, etc.

While some steps in laver aquaculture production can be controlled artificially to a certain extent, the culturing process is largely affected by natural factors, such as the characteristics of seawater, climatic and oceanographic conditions, etc. This study aims to find a direct relationship between climatic and oceanographic factors (water temperature, air temperature, salinity, rainfall, sunshine duration and wind speed) and laver aquaculture production in Wando region, the biggest aquaculture production area of laver, located in the southwest coast of Korea using a multiple regression analysis. Despite the small sample size of a dependent variable, the goodness of model fit appeared acceptable. In addition, the R-squared value was 0.951, which means that the variables were very explanatory. Model results indicated that duration of sunshine, temperature, and rainfall during the farming period from the end of September to the end of April would be important factors affecting significantly to the laver aquaculture production.

The foundation of any association or organization should include a mission, a vision, and strategic goals. Vision and mission are frequently discussed in academic and practitioner literature and accepted as key items in strategic decisions. But in these days, the words“change and crisis”are what companies are familiar with. They bringing about uncertainty led the companies to search for new strategies in order to specify their directions. In case of making proper direction for some organization, the role of management philosophy is most important. And also identifying, clarifying and communicating the management philosophy is now a major part of the planning process. This study examines the characteristics of management philosophy items which including mission and vision in Korean fisheries business with contents analysis. in order to achieve these purpose, this research analysing the mission, vision and CEO’s greeting with the social network analysis(SNA) which is the most dominant technique in contents analysis. The SNA is evaluated that most popular, rigorous and firm methodology for analyzing, examining and revising some concepts or objects in the context of semantics. The findings of social network analysis show that some critical problems are existed. First, most of the fisheries company did not fully announce the mission and vision irrespective of one’s size or scale. Second, there is some coverage insufficiency of stakeholders in mission and vision. And cutting edge topics like environmental problem, corporate social responsibility, consumer sovereignty are not included in management philosophy.

This paper analyzed that the economic effectiveness of the artificial fish reef project in the Tae-an Marine Ranching. Benefit-cost(B/C) model used to indicate the effects of economic valuation. B/C model is based on the sub-models which are Benefit Cost Ratio(BCR), Net Present Value(NPV) and Internal Ration of Return(IRR). First, the Sum of Incremental Benefit and Cost for total vessel by year in Artificial Fish Reef Area(AFRA) estimated 2,381 million won. And then, using 5.5% discounting rates and the survey data, the sub-models showed economically feasible in the all of analysis and analyzed the results as follows. BCR is 2.66, NPV is 28,014million won, and IRR is 22.78%. In conclusion, these results indicated that the artificial fish reef project in Tae-an Marine Ranching would be increase the income of fishermen as well as fish biomass.
