The problem of labor shortage in the fisheries is gradually intensifying due to the population decline and aging of fishing villages. In order to maintain the sustainable industrial base of the fisheries, it is necessary to consider the fundamental causes of the lack of labor inflow along with efforts to allow the young people to enter the fishery. Therefore, this study aims to derive implications for mitigating the labor risk surrounding the fishery by analyzing the perception and intention to enter the fishery targeting the generation Z. As a result of the study, 11.7% of respondents who are willing to enter the fisheries and 88.3% who are not willing to enter the industry. The cognitive factors influencing the generation Z's intention to enter the fisheries were work-life balance, industrial outlook, gender equality, and income perception, showing a positive (+) linear relationship with the intention to enter the fisheries. This shows that in order to encourage the generation Z to enter the fisheries in the future, it is important to make the industry known as a flexible industry that guarantees work-life balance and stable income, has a positive future outlook, and does not have gender-based differences in opportunities and treatment.

This study aims to evaluate and prioritize fisheries climate change adaptation policies using Importance-Performance Analysis (IPA). While the Korean government has implemented various climate adaptation policies for fisheries, a systematic assessment of their urgency and importance has been lacking. To address this gap, a survey was conducted with 155 fisheries experts, including professors, researchers, and government officials, to analyze the significance and urgency of key adaptation measures in both aquaculture and offshore fisheries. The IPA results indicate that, in offshore fisheries, the highest-priority policies include monitoring fishery environments, assessing major fish species’ distribution changes, and adapting to emerging fish species. For aquaculture, the most critical strategies involve developing climate-resilient species, relocating fish farms based on environmental changes, and enhancing environmental monitoring. These findings highlight the need for targeted, high-priority actions in fisheries climate adaptation, providing a foundation for more effective policy development.

Since the early 2000s, Korea has pursued multiple free trade agreements (FTAs) concurrently, concluding 22 FTAs with 59 countries as of August 2025. While tariff reductions under such agreements are widely recognized for boosting trade volumes, their potential to enhance consumer welfare through greater product diversity is often overlooked. The introduction of previously unavailable varieties broadens consumer choice, thereby improving welfare. This study quantifies changes in consumer welfare resulting from diversity in imports of processed fishery products by employing an import price index framework. Building on Feenstra’s (1994) theoretical model derived from a CES utility function with a “love of variety” assumption, we apply the Sato-Vartia (1976) and Feenstra (1994) indices to Korean import data to estimate price index changes and diversity gains over the study period. As a result of the analysis, prepared or preserved caviar (HS160431) was identified as the fishery product with the greatest increase in product diversity, corresponding to a consumer welfare gain equivalent to a 55% price reduction. The next largest gain was observed in prepared or preserved tuna, skipjack, and bonito (HS160414), where the expansion in product variety generated a consumer welfare improvement equivalent to a 14.7% price decrease. On the other hand, some products showed reduced diversity, leading to consumer welfare losses. For instance, prepared or preserved lobster (HS160530) recorded a diversity benefit of -7.4%. These figures indicate that decreases in product variety translated into consumer utility losses equivalent to price increases. Overall, among the 21 goods for which the Feenstra index was calculated, 10 exhibited positive diversity benefits, 10 showed reductions in diversity, and 1 showed no change. This suggests that more than half of the imported prepared fishery products require improvement in terms of product variety. This research is the first to measure welfare effects of import diversity in the processed fishery product sector in Korea.

This study developed an early warning model for Korea’s salmon import supply chain, which relies heavily on a single country. A supply chain crisis is defined as a significant change in the CIF import price beyond a stable range, with potential impacts on domestic prices. The crisis index, using January 2010 as the base point, combines the relative price level and its year-on-year growth rate. The threshold was set based on earlier agricultural early warning studies. Monthly and quarterly data were used to select explanatory variables including supply factors and demand or macroeconomic factors. Variables with high 3~5 month lagged correlations were chosen using a stepwise method. Ordinary Least Squares (OLS) regression and Probit models were applied for both all crises and continuous crises, and predictive accuracy was evaluated using MAE and RMSE. Results show that the Probit model with a five-month lag for continuous crises provided the highest accuracy.
