        This study aims to quantitatively and qualitatively evaluate the operational effects of an emergency-vehicle preemption (EVP) system implemented in Anyang City and to derive improvement directions based on both empirical performance outcomes and user-experienced insights. Specifically, this study integrates three complementary methodologies: (1) controlled field tests comparing pre- and post-EVP travel performance under consistent traffic and signal conditions, (2) a one-year operational evaluation using 204 actual dispatch cases collected from six 119 Safety Centers, and (3) a structured survey of frontline firefighters who directly utilized the EVP system during actual emergency responses. The field test results indicated that the average travel time reduced by approximately 44% while the average travel speed increased by approximately 79%, with paired t-test verification confirming that the observed improvements were statistically significant and attributable to the EVP system instead of to random variations. Similarly, the operational evaluation indicated that the actual travel time reduced by an average of 49% compared with navigation-estimated values, whereas the golden-time (5 min) arrival rates for both fire/rescue and medical dispatches exceeded the regional average, with consistent performance demonstrated even under varying travel distances and road complexities. The firefighter survey further reinforced these findings, with respondents reporting clear improvements in golden-time achievement, reduced anxiety toward potential safety risks, and enhanced perceived safety during emergency trials, as well as identified several practical limitations such as route mismatches, occasional system malfunctions, and difficulty in perceiving preemption activation—factors that suggest necessary technical and operational refinements. In general, the EVP system was evaluated as an effective and highly practical tool that improves emergency-vehicle mobility, arrival-time stability, and operational reliability across diverse dispatch conditions. The combined quantitative and qualitative verification in this study underscores its value as a field-proven technology. Future studies should expand to multiregional longitudinal datasets, controlled analyses considering external variables such as traffic volume and weather, and quantitative evaluation of safety-related impacts such as reductions in intersection collisions or on-route risk exposure to assess the system’s broader policy and operational benefits more comprehensively.

        Traffic congestion in tunnels, particularly phantom jams, significantly reduces driving efficiency and increases crash risks. To address this issue, a Pacemaker System (PMS) was implemented in the Geumnam Tunnel along the Seoul–Yangyang Expressway. A PMS aims to stabilize traffic flow and improve operational efficiency by guiding drivers to maintain uniform speeds through sequential LED illumination. This study aims to quantitatively evaluate the effectiveness of a PMS on traffic flow by analyzing Vehicle Detection System (VDS) data collected before and after its implementation. The analysis incorporated Level of Service (LOS) categories A–E, and distinguished between peak and non-peak hours to assess speed improvements and flow stabilization. The results indicated that the PMS increased the average speeds by approximately 6.5% across the LOS A–E conditions, with the most pronounced effects observed in LOS C–E. Furthermore, the speed distribution analysis revealed that the PMS enhanced lower-percentile speeds and reduced speed variance, thereby contributing to improved traffic stability. Statistical tests confirmed that the observed improvements were significant (p < 0.05). These findings demonstrate that the PMS effectively mitigates phantom jams and improves tunnel traffic efficiency, offering empirical evidence to support future PMS deployment and the development of tunnel traffic management policies.

        본 연구는 중대형 건설현장의 산업안전보건법상 산업안전보건관리비 운용실태를 분석하 고, 2024–2025년 개정된 계상기준이 건축공사 대비 토목공사의 예산 부족 문제를 얼마나 완화하는지 평가하였다. 분석은 한국토지주택공사 144개 현장 자료를 바탕으로 하였으며, 핵심 지표로 ‘월별 산업안전관리비 사용실적 금액’, 즉 각 현장의 산업안전보건관리비 총액을 사용기간으로 나눈 값을 설정하였다. 건축와 토목[단지·도로·조경]공사의 사업종 류별 산업안전보건관리비를 사업규모별, 공정률별로 층화하여 비교한 결과, 2024~2025년 개정 전 산업안전보건관리비 계상기준으로 운영되는 공사현장에서는, 공사금액 규모가 낮은 반면에 공기가 상대적으로 긴 토목에서 월별 사용실적 금액이 일관되게 낮아 안전관 리자 인건비, 안전시설 유지·보수, 정기 교육·검진 등 상시성 비용 집행 압력이 높게 나타 났다. 2024-2025년 산업안전보건관리비 계상기준 개편으로 인한 요율 상향 시나리오에서 는 월별 가용성이 전반적으로 개선되었고, 특히 토목에서 개선 폭이 상대적으로 크게 관찰 되었다. 다만, 공사금액에만 연동되는 현행 체계의 구조적 한계가 잔존함에 따라, 개정된 계상기준에서도 여전히 사각지대가 존재함을 실증적으로 확인하였다. 이를 통해, 공사금 액에만 연동하는 산업안전보건관리비 체계의 실효성과 한계를 제시함으로써 향후 제도 고도화 필요성의 근거를 제공한다.

        본 연구는 교정 치료공동체 도입으로 구체적인 철학과 프로그램 운영 체계를 마련 하기 위한 목적으로 수행되었다. 이를 위해 교정시설 소속 마약사범 치료 담당 직원 13명을 연구 참여자로 선정하여 1대1 심층 면담을 통해 자료를 수집하였다. 이를 사 례연구 방법을 적용하여 개별 주제, 주제, 범주 분석 단위를 도출하였다. 이를 토대로 교도소 마약류 사범 심리치료를 담당하는 교정 직원 관점에서 마약류 중독 재활과 재 범 방지의 핵심 요소를 탐색하였다. 연구 참여자들의 다양한 진술을 분석한 결과, 총 60개의 개별 주제가 도출되었고, 공통성과 추상화 기준에 따라 20개의 주제 범주로 결집하였다. 이를 다시 4개의 범주로 정리함으로써, 치료공동체의 철학적 기초부터 프 로그램 운영 및 인프라 개선 방안에 이르는 전반적인 구성을 제시하고 있다. 이 같은 결과는 교정 치료공동체 운영을 위한 철학 및 가치관(인본주의, 가족과 사회의 동시 구원, 영성의 회복), 프로그램(직업 윤리 교육, 사회기술 훈련, 동기부여, 개별・집단상담 등), 운영 체계(보안과 교정 업무의 분리, 협력적 거버넌스 등), 그리고 물적・인적 인프라 개선(과밀 수용 완화, 전문역량 강화 등) 방안을 포괄적으로 보여준다. 본 연구 결과는 선행연구와의 비교를 통해 교정 치료 공동체의 효과적 운영과 마약중독 재활 및 재범 예방을 위한 교정 치료공동체 프로그램 운영 모듈 개발의 기초자료로 활용될 수 있을 것이다.

        Port operational efficiency is considered as one of the most important competitive factors and plays a critical role in the port development all over the world, especially container ports. Haiphong Port, which is in the northern of Vietnam, is planned to become one of the national and regional ports. To do this objective, it is important to analyse the operational efficiency of its container terminals. The paper aims to comparatively analyse the operational efficiency of 16 container terminals in Haiphong Port from 2016 to 2022 by basic and Malmquist DEA models. With 112 observations collected and calculated in R software, DEA models have five inputs (container yard area, number of quay crane, berth draft, berth length, labour force) and one output (annual cargo throughput). Consequently, Hai An, Tan Vu, and Vip Greenport are more efficient terminals over the 7-year period, whereas Transvina and MIPEC have lower efficiency. Paper contributions are the literature review about port operational efficiency and references to propose resolutions in next author’s research as well as masterplans to develop Vietnam seaport’s system. Besides, the limitations are discussed as the number of observations and environmental factors in ports.

        오르막차로는 오르막 구간에서 속도 감소가 큰 대형차의 혼입률이 증가하여 교통용량의 감소가 크게 예상되는 경우, 고속 교통류에서 저속 교통류를 분리하기 위해서 설치된다. 오르막차로와 관련된 기존의 연구는 오르막차로의 구간선정, 시종점 위치, 설치방법 등 주로 도로설계기준과 관련된 내용에 집중되어 왔다. 그러나, 교통운영측면에서 오르막차로는 교통량이 증가할 경우 주요한 병목지점이 된다고 알려져 있는 바, 본 연구에서는 교통운영측면에서 교통량(v/c), 중차량비, 종단경사에 따라 오르막차로 일시 폐쇄가 혼잡 감소에 미치는 영향을 파악하고 아울러 적절한 교통운영기준을 수립하고자 하였다. 중부내륙고속도로 낙동분기점 부근의 오르막구간(136.9K~133.3K, 길이 3.6km, 구배 3.7%)을 대상구간으로 선정하여 교통운영변수에 따른 시뮬레이션 분석을 수행한 결과, 교통량과 중차량비가 오르막차로의 주요한 교통운영기준이 되는 것으로 나타났다. 즉, 오르막차로로 인한 혼잡을 막기 위해서는 교통량비가 0.8이고 중차량비 50%일 때 종단경사와 상관없이 폐쇄하는 것이 효과적이며, 교통량비 1.0일 경우에는 중차량비, 종단경사와 상관없이 오르막차로 폐쇄가 효과적으로 나타났다. 특히 일반적인 소통상황에서는 오르막차로 운영효과가 더 큰 것으로 나타나, 교통량 및 중차량비의 변화에 따라 오르막차로의 탄력적 운영이 필요함을 알 수 있었다. 본 연구를 계기로 도로시설의 탄력적 운영기준에 대한 연구가 활성화될 수 있을 것으로 기대된다.

        This study examines the relation between the quality of leader-member relationship and operational performance of processing enterprises employees in Vietnam, while job satisfaction and innovation are as a mediator variable. In depth interviews are first conducted with five managers and professional workers in five processing enterprises to determine the latent variables and build the structured questionnaire with observed variables. A quantitative survey with 438 employees and managers from 300 processing enterprises was carried out. The method of exploratory factor analysis (EFA), Cronbach’s alpha analysis, and confirmatory factor analysis (CFA) was used to test the reliability, the convergent nature, and the consistency of the concepts. Structural equation modeling (SEM) is used to test the proposed model. The result shows that job satisfaction, innovation and operational performance have positive effects on the quality of leader-member relationship. The relationship between leaders and members had indirect impact on employee’s operational performance via their job satisfaction and innovation, which illustrates a mediator role of job satisfaction and innovation for employees’ performance. The findings of this study suggest that managers need to focus on developing relationship with employees to improve their satisfaction, innovation and performance.

        The comprehensive rural village development projects (CRVDP) have been carried out as the core one of the rural development schemes in Korea since 2004. CRVDP included the various rural experience programs to increase rural income and in order to promote rural community development in the project area. This study analyzed the operating management conditions, types and characteristics of the rural experience programs targeting the 168 CRVDPs have been completed so that the recommendations and lessons which were found the usefulness, challenges and improvements to the CRVDP can be provided to be better the same kinds of rural development projects. We identified the relationships between performances such as increasing village income and utilization of rural amenity resources to the CRVDP and operational management types of the rural experience programs as well. Employing principle component analysis and cluster analysis technique, this study found 5 clusters of rural experience programs among 168 CRVDPs. The results of analysis of variance indicated that there were significant the mean differences between clusters such as the utilization of rural amenity resources(0.01), income of rural experience programs(0.1). According to the result of the Chi-squire test, there was very significant differences between internet homepage operation and clusters(0.01). Finally, the analysis of covariance about the income of rural experience programs showed that there were significant the mean differences between clusters(0.05).

        The purpose of this research was to investigate and analyse how Community Forest Initiatives as urban fringe management initiatives made alliances with a variety of interest groups, enrol them in the urban fringe management processes using the Actor Network Theory. The Thames Chase Community Forest Initiative was selected and its area of operation included a 97 km2 area of green-belt area in East London. It was a instrument far improving and protecting the unique characteristics of the countryside landscape from urban developments as well as evaluating the impact of forestry inclusion in land use planning in the urban fringe. It was operated through a tiered structure comprising the Thames Chase Joint Committee and the management team. They employed a variety of devices to speak with one voice to bring about an effective operation process and to secure the enrolment of a variety of interest groups in its operational processes. Of note, the initiative's actor network impacted on improvement to and management of the countryside landscape despite not owning any land itself. As a result, when urban fringe management initiatives will be launched in South Korea to achieve a more effective and efficient urban fringe management, local councillors and representatives from public and non-government bodies should be more responsive to local communities' views and needs and work more vigorously on their behalf through lobbying, seeking media support, and so on. Moreover, better understanding and communication between local authorities' officers and management initiatives' teams are essential to avoid duplication of work practice.
