지하도로는 주변 도심개발 등으로 수평적 도로용량 확장이 어려운 구간을 대상으로 입체적 활용을 통해 교통혼잡을 해소하기 위한 수단으로써 주목받고 있다. 그러나 지하도로는 공간 특성상 지상에 비해 다양한 불확실성이 수반된다는 면에서 위험요인이 크고 직접 건설비용이 큰 사업으로 인식되기도 하며, 최근 관련 안전·방재 및 설계 요소 관련 법령과 지침이 지속적으로 제·개정됨에 따라 사업 비 변동요인이 증가하고 있다. 따라서 향후 증가할 지하도로 민간투자사업 추진시에 발생하는 다양한 위험요인에 대한 관리방안 마련 이 필요한 시점이다. 이에 본 연구는 지하고속도로 민간투자사업의 특수성을 반영한 기본계획 단계의 기술부문 평가지표에 대한 배점 개선안을 제시하는 것을 목적으로 한다. 이를 위해 현재 제3자 제안 공고상 기술 부문의 평가 배점을 검토하고, 신규 평가항목이 포함 된 후보 평가지표를 제시하였다. 또한 분석적 계층화 기법(AHP) 기반의 전문가 설문조사를 수행하여 평가지표의 우선순위를 도출해 최종적인 지하 고속도로 평가지표의 배점을 도출하였다. 평가항목별 배점 결과 건설계획 분야에는 ‘공사비, 보상비 등 사업비 선정(10 점)’, ‘장대터널계획 종합(25점)’, ‘시·종점부 도로접속 및 교통운영(18점)’ 평가항목이 추가되었다. 사업관리 및 운영계획 분야에는 ‘안 정적 운영을 위한 계획수립(76점)’, ‘운영계획의 창의성(24점)’, ‘재해 및 재난관리계획(21점)’ 등의 순으로 배점이 수정되었으며, 특히 시설 및 장비확보 계획, 유지보수 계획, 교통 및 영업관리 계획 등이 고려되는 ‘안정적 운영을 위한 계획수립’ 평가항목의 배점이 크게 증가하였다. 본 연구에서 제시한 배점 개선안을 통해 기본설계 단계에서부터 지하 고속도로 민간투자사업의 위험요인과 특수성을 고 려하여 사업을 추진할 수 있을 것으로 판단된다.
PURPOSES : The purpose of this study is to derive implications by comparing overseas and domestic cases on the management of demand forecast risks in public-private partnerships (PPP) projects.
METHODS : Demand forecast risk management measures of PPP were classified into three categories: Expected project IRR, Minimum income guarantee, and LPVR mechanism. According to the classification method, the overseas demand risk sharing method was introduced. The risk methods of demand risk for PPP projects in Korea were classified and compared with that of overseas cases.
RESULTS : 1. The domestic PPP was developed from the perspective of investors rather than overseas. 2. The risk-sharing model was not considered during the bidding process. 3. The models for the demand forecasting errors were not diverse.
CONCLUSIONS : The domestic BTO project includes several risk factors, among which the burden on demand forecast risks is critical. Future studies will be required to quantitatively evaluate risk factors in PPP projects and properly share the risks between the government and the private sector.
Recently, PPP (Public-Private-Partnership) Projects, which private companies invest in, plan, design, construct and operate, have become more popular around the world. The construction industry environment is becoming increasingly competitive. The PPP project is composed of various organizations, so it is very difficult to carry out the project successfully. In this environment, the construction companies are trying hard to secure a competitive advantage. In this study, we tried to identify the role of project manager’s leadership and project citizenship behavior as a precedent for creating performance in PPP (Private-Public-Partnership) project. We examine the impact of PM’s transformational leadership and transactional leadership on project citizen behavior and examine the impact of project citizen action on project management performance and completion performance. For this study, we conducted a questionnaire survey on PPP project participants. As a result, the following results were obtained. First, transformational leadership and transactional leadership had a significant influence on project citizenship behavior. Second, project citizen behavior had a significant impact on both project management performance and project completion performance. The idealized influence of transformational leadership and the Active management by exception of transactional leadership were found to be very important in shaping PPP team’s project citizenship behavior. Therefore, this study has academic implications in studying the effects of PM leadership and project citizenship behavior on the performance of PPP project. And it is expected that it will help selection and training of PM to secure a competitive advantage for construction companies that implement PPP projects practically.
강직한 아로마틱 기능기를 주쇄로 갖는 폴리아로마틱 고분자는 일반적으로 해당 단량체의 축합반응을 제조된다. 많은 유형의 폴리아로마틱 고분자 중에서 폴리(파라-페닐렌)과 폴리(페닐렌 술파이드)는 그 고분자 구조의 특성으로 내열성이 우수하고 기계적 특성과 내화학성이 뛰어난 고성능 열가소성 수지의 대표적인 예이다. 특히 폴리(페닐 렌 술파이드)는 전도성 고분자, 전자부품 엔캡슐레이트, 인쇄회로기판, 광섬유, 나노복합체 등 현대산업 기술에서는 없어서는 안될 중요한 소재로 자리 잡았다. 본고에서는 대표적인 폴리(아로마틱) 고분자인 폴리(파라-페닐렌)과 폴리(페 닐렌 술파이드)의 합성과 그 응용에 관한 그동안의 연구동향을 간단히 살펴보았다.
This study aims to explore the critical success factors of the Water Public-Private Partnership (PPP) Projects in developing country with evidence from Indonesia. We all know that water is a basic need and therefore it becomes very important for the governments especially in the developing countries to develop and formulate a comprehensive water policy to deliver and manage the water services in the most appropriate manner as well tackle several challenges such as budget and project efficiency. In this context, PPP is a promising scheme to address the water problems, hence it becomes important to reveal the success factors of water PPP projects. An Analytic Hierarchy Process (AHP) questionnaire built from delphi methods is used to capture the perception of the relevant stakeholders in relation to the success factors. The results of this study show the most critical success factors in PPP water projects is the support and acceptance of the stakeholders from the community, whereas the private and public entities are the the second and third important factors . These findings contribute to the success of the PPP stakeholders by enhancing the policy-making decision process and by executing the water policies to support the development of PPP in the Water Sector.
Purpose – Purpose of paper is to clarify this PPP((Public Private Partnerships)’s essence and advantages as well as disadvantages, and then it will take it out some conclusions and implication together. To do so, PPP should be examined carefully and then landlord port will be investigated in view of PPP, then, it will give some implications whether or not PPP is successful to apply more port in concern. Research Design, data, and methodology – The methodology that I take is to look into both PPPs and then to look intp landlord port in view of PPP. By doing so, it can be more understandable to PPP in port industry. Results – It can be found that landlord port system is more valuable and applicable instrument to adapt for port competitiveness and productivity, which leads to efficient port management. Conclusions – Landlord port system is an alternative instrument to be apply to port management in terms of PPP, and it has been justified that many worldclass port has taken this landlord port management system.
