PURPOSES : Pavement growth (PG) is a phenomenon whereby the overall length of a concrete pavement increases. The increase in length induces an axial compressive force in the concrete pavement slab, resulting in blow-up and damage of adjacent structures, such as a bridge. PG is influenced by several interacting factors, including climatic conditions, pavement materials, joint systems, incompressible particles (IP) infiltrating the joints or cracks in the slab, and an expansion caused by reactive aggregates in the concrete. However, it is difficult to predict PG and blow-up due to various complicated factors. Therefore, in this study, the pavement growth and blow-up analysis (PGBA) package program was developed to predict the PG and blow-up potential. The PGBA can consider the pavement configuration, expansion joint (EJ) configuration, climatic conditions, and design reliability. To evaluate the effects of influencing factors — such as climatic data, EJ configuration, pavement structures and materials, and design reliability — on PG and occurrence time of blow-up, a numerical example was demonstrated and a sensitivity analysis was performed. METHODS : To predict the PG, the concrete temperature was calculated using an appropriate analytical model. The trigger temperature for pavement growth(TTPG) was predicted using a statistical equation that considers pavement age, joint spacing, and precipitation. An analytical solution for estimating the concrete slab movement was performed. Through the calculated TTPG and the amount of PG, the service life of the EJ (width of EJ) can be predicted compared to the allowable width. In addition, by using analytical and finite elements, the safe temperature(Tsafe) for preventing blow-up occurrence was calculated. The blow-up occurrence was assumed to occur when the variation between the concrete temperature and TTPG was larger than Tsafe. RESULTS :As a result of the sensitivity analysis of maximum temperature and precipitation, the temperature and precipitation increase and the EJ service life and possibility of blow-up decrease. Sensitivity analysis was performed on the thermal expansion coefficient, pavement thickness, base layer type, concrete elastic modulus, and joint rotational stiffness in the concrete pavement structure and properties. In the PGBA program, the coefficient of thermal expansion and the type of base layer significantly affect the EJ life, as do the possibility of blowup and the elastic modulus. The joint rotational stiffness and pavement thickness had little effect on the EJ life but were found to affect the possible timing of blow-up. As a result of the PGBA sensitivity analysis of the width and spacing, which are the specifications of the EJ, the life of the EJ and the possibility of blow-up increased as the joint width increased; however, the EJ life and blow-up increased as the EJ interval reached a certain value. It was found that the possibility of a blow-up occurrence decreased. The results for the PGBA program in extreme weather conditions, the life span of EJs, and the possibility of blow-up in normal climates were reduced by over 50 %. CONCLUSIONS : As a result of PGBA sensitivity analysis, it was found that the substrate type, thermal expansion coefficient, precipitation, and alkali-silica reaction had the greatest influence on pavement expansion and blow-up.

PURPOSES : Since the 1990s, underground utility projects have been conducted to solve the problem of aerial communication cables. The purpose of this study is to derive optimal measures for preventing collisions with existing underground utilities and for future maintenance in the implementation of the utilities undergrounding projects. This study considered the identifier sensor and tested the optimal sensor performance for more accurate and systematic management. METHODS : In this study, three representative technologies were selected from identifier sensors generally used in air and the possibility for their use in soil and asphalt was confirmed by simulating the environment via a test construction. Three identifier sensors were selected: BLE (Bluetooth low energy) beacon, ultra-high frequency radio frequency identification (UHF RFID), and a geomagnetic recognizer. The long-term recognition performance of each identifier sensor was tested using the underground depth as a variable and the results were analyzed for comparison. RESULTS : The results of the test under limited conditions and environment demonstrated that the BLE Beacon had advantages in equipment composition, recognition range, and speed but exhibited problems with batteries in winter. The geomagnetic recognizer did not show the exact location and its influence on the surrounding environment was a disadvantage. CONCLUSIONS : Although the performance of UHF RFID has been demonstrated to be relatively suitable under these test conditions, it seems that the impact of the more diverse installation depth or medium should be reviewed for actual commercialization.

PURPOSES : This study uses deep learning image classification models and vehicle-mounted cameras to detect types of pavement distress — such as potholes, spalling, punch-outs, and patching damage — which require urgent maintenance. METHODS : For the automatic detection of pavement distress, the optimal mount location on a vehicle for a regular action camera was first determined. Using the orthogonal projection of obliquely captured surface images, morphological operations, and multi-blob image processing, candidate distressed pavement images were extracted from road surface images of a 16,036 km in-lane distance. Next, the distressed pavement images classified by experts were trained and tested for evaluation by three deep learning convolutional neural network (CNN) models: GoogLeNet, AlexNet, and VGGNet. The CNN models were image classification tools used to identify and extract the combined features of the target images via deep layers. Here, a data augmentation technique was applied to produce big distress data for training. Third, the dimensions of the detected distressed pavement patches were computed to estimate the quantity of repair materials needed. RESULTS : It was found that installing cameras 1.8 m above the ground on the exterior rear of the vehicle could provide clear pavement surface images with a resolution of 1 cm per pixel. The sensitivity analysis results of the trained GoogLeNet, AlexNet, and VGGNet models were 93 %, 86 %, and 72 %, respectively, compared to 62.7 % for the dimensional computation. Following readjustment of the image categories in the GoogLeNet model, distress detection sensitivity increased to 94.6 %. CONCLUSIONS : These findings support urgent maintenance by sending the detected distressed pavement images with the dimensions of the distressed patches and GPS coordinates to local maintenance offices in real-time.

PURPOSES : The type and degree of structural conditions and influencing factors distributed across representative sections should be similar to those distributed across entire sections as the representative sections have been predominantly used for developing performance prediction models, which substitute entire sections of road pavement. Therefore, a logic that selects the representative sections with similar distributions of structural conditions and the influencing factors with those of entire expressway asphalt pavement sections requires development. METHODS : The logic developed in this study to select the representative sections of asphalt pavements comprised three steps. First, the data on the structural conditions of the pavement and the influencing climate conditions and pavement materials were collected and organized. Consequently, in the second step, the candidate sections were selected, with the severity of the structural conditions of the pavement distributed widely and evenly. Finally, in addition to the widely and evenly distributed pavement conditions, the representative sections with climatic conditions and pavement materials were selected. RESULTS : A total of 6,352 ordinary asphalt pavement sections and 596 composite asphalt pavement sections were selected as entire expressway asphalt pavement sections and the data were collected and organized according to the logic developed in this study. Three times the representation sections were selected as candidate sections and, finally, 85 sections were selected as representative sections. The distribution of structural conditions and influencing climate conditions and pavement materials in the representative sections were similar to those in the entire sections. In addition, the representative sections were spread evenly across the country. CONCLUSIONS : The sections presenting similar distributions of structural conditions and the influencing factors of entire expressway asphalt pavement sections could be selected in this study. Using the representative sections selected in this study, a remodeling index model will be developed for predicting the asphalt pavement sections that require large-scale repair.

PURPOSES : This study evaluates the mechanical properties of high-viscosity polymer-modified asphalt binders using PG and MSCR tests. METHODS : Using the Superpave asphalt binder performance grade (PG) and multi-stress creep recovery (MSCR) test methods, the linear (dynamic shear modulus, stiffness, and viscosity) and non-linear properties — i.e., non-recoverable compliance (Jnr) and recoverable shear strain % recovery — of 16 different types (SBS, SIS, PE, PP) of polymer-modified asphalt binders were assessed. RESULTS : Based on the viscosity testing results. Most PG 82 binders did not meet the criterion of 3 Pa ·s. This indicates that they need to increase the mixing and compaction temperatures to reduce the high viscosity. The MSCR % Jnr results demonstrated that PG 76, PG 82–22, and PG 82-28/34 binders were below 1.0, 0.5, and 0.2, respectively. In addition, the MSCR % recovery results showed that PG 76, PG82-22, and PG82-28/34 were above 35 %, 55 %, and 80 %, respectively. CONCLUSIONS : It was found that the % Jnr decreased with an increase in the high-temperature PG of the asphalt binder, whereas the % recovery increased as the low-temperature PG of the binder increased.

PURPOSES : The purpose of this study is to build an optimization model using the capacity and initial travel speed of the volume delay functions for network calibration performed in the traffic demand analysis process. METHODS : The optimization model contains an error term between the observed traffic volume and estimated traffic volume, based on the user equilibrium principle, and was constructed as a bi-level model by applying range constraints on capacity and travel time. In addition, we searched the split section to apply the method of adjusting the section instead of adjusting the single link. The optimization model is constructed by applying the warm-start method using the bush of the origin-based model so that parameter adjustment and traffic assignment are repeatedly executed within the model and the convergence of the model configured %RSSE. RESULTS : As a result of analysis using the toy network, the optimization model is that the observed traffic volume is estimated when there are no restrictions and, when the constraint conditions were set, the error with the observed traffic volume and error rate was significantly reduced. As a result of the comparative analysis of the trial-and-error methods, KTDB optimum values, and optimization models in empirical analysis using a large-scale network, the evaluation indexes (e.g., RMSE and %RMSE) were significantly improved by applying the optimization model. CONCLUSIONS : Based on the empirical analysis, the optimization model of this study can be applied to large-scale networks and it is expected that the efficiency and reliability of road network calibration will be improved by repeatedly performing parameter adjustment and traffic assignment within the model.

PURPOSES : This study analyzes the service life of the repair methods of jointed plain concrete pavement (JPCP) on expressways in Korea using PMS data. METHODS : The Korea Expressway Corporation PMS data acquired from five major expressways in Korea were used for the analysis. The service lives of the repair methods were considered for two different cases: 1) the previous repair methods had been completely rerepaired by another or the same method due to their damage, and 2) the current repair methods were still in use. RESULTS : The service lives of D/G and section repair were shown to be at least 30 % and 50 % shorter than expected, respectively. Joint sealing and crack sealing exhibited a service life similar to that expected. The Mill-and-Asphalt-overlay method showed an approximately 30 % longer service life; this might be because some damage to the asphalt overlay is typically neglected until subsequent maintenance and repair. When multiple repairs were applied in series for an identical pavement section, the service life of repairs on previously damaged secti ons become even shorter compared to their first application. CONCLUSIONS : It was found that the analyzed service life of most important repair methods did not reach the expected service life, and that the service life of the same repair method becomes shorter as applied to the previously repaired concrete pavement sections. These shorter service lives should be seriously considered in future JPCP repair strategy development.

PURPOSES : The cooling characteristics of the asphalt mixture in a moving dump truck were analyzed using a numerical simulation method. The cooling characteristic can be used to determine the optimum transport path for minimizing the temperature drop of the asphalt mixture. METHODS : In this research, a coupled analysis of the discrete element method (DEM) with computational fluid dynamics (CFD) was applied for cooling characteristic analysis of asphalt mixtures in transit. Two different transit speeds, 30 km/h and 60 km/h, were considered to evaluate the effect of speed on the temperature drop of the asphalt mixture. Velocity, pressure, and temperature contours were plotted and temperature variations were compared. RESULTS : Most of the temperature drops in the asphalt mixture were observed in the middle of the dump box in the longitudinal direction. It was confirmed that a faster speed causes a greater temperature drop for the same travel time and a slower speed causes the more temperature to reach the same travel distance as expected. CONCLUSIONS : It is concluded that the coupled analysis method can be used to quantitatively evaluate the effect of vehicle speed on temperature drop in asphalt mixtures. In addition, the method can be used to determine the optimum travel path considering environmental conditions and traffic congestion.

PURPOSES : The purpose of this study is to contribute to the utilization of standards while considering the possible upgrade of a local system as a subject of the application. Therefore, this study aims to explore the possible application of LandInfra for a local road management (maintenance) system in the context of enabling the basis of 3D geospatial road information management in Korea. METHODS : Based on a review of related literature and international standards, an analysis of the current system is performed. After reviewing the LandInfra standard, an examination of corresponding classes between each data model (HMS and LandInfra) is performed for the mapping process. After the mapping process, a data model of the LandInfra-based HMS pavement data model is proposed. RESULTS : To apply the LandInfa to the HMS pavement part, an examination of each data model is performed. After this procedure, a LandInfra-based HMS pavement database schema is proposed in the context of enabling 3D geospatial road information management and maintenance, particularly for pavement management information. CONCLUSIONS : This paper presents how the LandInfra international open geospatial standard can be applied to the local road management system (HMS pavement part). As a result of this study, the LandInfra standard could be applied to the HMS; however, an encoding of the standard is required for conformance. Thus, further studies would be the encoding of the proposed data model for conformance with InfaGML encoding standards. In addition, a system prototype may be needed for complete application.

PURPOSES : The objective of this study is to quantitatively evaluate the visibility of a mixed-color asphalt pavement. METHODS : The visibility was compared and evaluated using a color pavement specimen, i.e., a pigment was added to the asphalt binder, which was used to fabricate a color pavement specimen, with red aggregate as the coarse aggregate, and the resultant difference in visibility was quantitively evaluated. The color asphalt mixture to which the pigment was added was prepared by varying the amount of pigment added — i.e., 3 %, 5 %, and 7 % of the total weight of the mixture — to confirm the change in visibility according to the amount of pigment added. For the color asphalt mixture with color aggregates, red-colored mudstone coarse aggregates(13mm and 10mm) were used. It is assumed that the surface of the produced specimen simulates the initial performance periods and the cut section of the specimen simulates the state of completion of the performance periods. RESULTS : The initial ΔE for the colored pavement exhibited the best visibility of WC-2-R. However, when considering the value of a in the red color pavement, the visibility of SMA13-R and WC-2-R was assessed as best; this is because SMA13-R exhibits a lower color difference than WC-2-R at the beginning of the performance periods but the red color is better. Upon completion of the colored pavement performance periods, the ΔE of each specimen using the SMA13-0C specimen as the reference specimen was high in SMA13-RC and ΔE using the WC-2-0C specimen as the reference specimen was also high in SMA13-RC. In addition, the a value is also higher than that of other mixtures so it is judged that the visibility of SMA13-RC is best when the performance periods are completed. CONCLUSIONS : The a value tended to increase with the increasing amount of pigment added at the beginning of the performance; however, it was found to decrease rapidly as the performance was completed. However, in the case of using SMA13-RC as the colored aggregate, since the color of the aggregate itself is red, it exhibits a constant value of 5.67 from the performance start to completion. Therefore, it is judged that a constant red color can be expressed during the performance period when the colored pavement using red colored aggregate is applied to the exclusive bus lane.

PURPOSES : Nitrogen oxides (NOx) are the main precursors to generate fine particulate matter, which significantly contribute to air pollution. NOx gases are transmitted into the atmosphere in large quantities, especially in areas with a high volume of traffic. Titanium dioxide (TiO2), which is a photocatalytic reaction material, is very efficient for removing NOx. The application of TiO2 to concrete road structures is a good alternative to remove NOx. Generally, TiO2 concrete is produced by mixing concrete with TiO2 . However, a significant amount of TiO2 in concrete cannot be exposed to air pollutants or UV. Therefore, an alternative method of penetrating TiO2 into horizontal concrete structures using a surface penetration agent was proposed in a previous study. This method may not only be economical but also applicable to various types of horizontal concrete structures. However, the TiO2 penetration method may not be applied to vertical structures because it has a mechanism for the penetration of TiO2-containing penetration agents via gravity and capillary forces. Therefore, this study aimed to evaluate the applicability of the pressurized TiO2 fixation method for existing vertical road structures. METHODS : For the application of vertical concrete structures — such as retaining walls, side ditches, and barriers — the applicability of a static and dynamic pressurized TiO2 fixation method was evaluated according to the experimental conditions, considering the amount of pressure and time. The penetration depth and distribution of TiO2 particles in the concrete specimen were measured using SEM/EDAX. In addition, the NOx removal efficiencies of TiO2 concrete were evaluated using the NOx analysis system. RESULTS : As a result of measuring the penetration depth and distribution of TiO2 in the concrete, it was found that the surface-predicted mass ratio increased with increasing pressure and time. In the case of the static pressurized fixation method, it was confirmed that a pressure time of at least 10 s at a pressure of 0.2 MPa and 5 s at a pressure higher than 0.3 MPa were required to achieve a NOx removal efficiency higher than 40 %. Conversely, for the dynamic pressurized fixation method applying a hitting energy of 16.95 J, NOx removal efficiencies higher than 50 % were secured in a pressure time of more than 3 s. CONCLUSIONS : The results of this study showed that the static and dynamic pressurized TiO2 fixation method was advantageous in penetrating and distributing TiO2 particles into the concrete surface to effectively remove NOx. It was confirmed that the proposed method to remove NOx was sufficiently applicable to existing vertical concrete road structures.

PURPOSES : The purpose of this study is to evaluate the asphalt binder properties using FTIR analysis. METHODS : To investigate the chemical properties of asphalt binders, FTIR tests were performed. Recently, FTIR was used for quantification under various aging conditions. Three scans were averaged for each sample within the wavenumber range of 4000 to 400 cm-1, at a resolution of 4 cm-1 (default Simatech software settings). To determine the oxidation of the extracted asphalt binder and the remaining TCE solution in the extracted asphalt binder, the penetration test was adopted and compared. To track the changes in the chemical composition of the aged bitumens, the ATR spectrum of each sample was analyzed, both qualitatively and quantitatively. The qualitative analysis involved identifying characteristic absorption peaks for the functional group of interest, such as polymer components, carbon and sulfur oxidation products, and polar aromatics. RESULTS : The asphalt binder is easily oxidized in air during FTIR testing. To reduce the oxidization of the asphalt binder, the asphalt binder must avoid air contact to measure constant results. Sometimes, the extracted asphalt binder has a residual solvent (TCE), which affects the evaluation of the extracted asphalt binder rheology, such as absolute viscosity and penetration testing. To solve this problem, the research team adopted the FTIR test method. First, the TCE was scanned with FTIR to obtain the chemical characteristics of TCE. After that, the extracted asphalt binder was scanned and the FTIR spectra were compared with those of TCE. If there is a TCE in the extracted asphalt binder, a typical peak was found in the spectrum. Thus, it is possible to estimate the content of the TCE remaining in the extracted asphalt binder via the FTIR test method. CONCLUSIONS : It is possible to evaluate the aging of asphalt binder through FTIR analysis used for the analysis of the chemical structure of asphalt. In addition, during FTIR analysis, the sample is required to avoid air contact to obtain accurate results. FTIR analysis was conducted to confirm whether the solvent (TCE) remained in the extracted asphalt binder and it was confirmed that the penetration increased by a factor of two when the solvent remained. This suggests that it is difficult to control the quality of the asphalt mixture by controlling the amount of recycled additive, as well as the aging of the extracted asphalt binder.

PURPOSES : In this study, the luminance of night road markings was measured in a tunnel of length 200 m or less. The purpose of the project is to evaluate the consistency of night road markings. METHODS : In this study, field measurements were conducted to achieve the purpose of this study. Five tunnels with lengths of less than 200 m were selected to measure the luminance value of the road markings. The analysis of the difference in road markings between the inside and outside points of the tunnel and the analysis of alternative tunnels and points were used to assess the consistency of road markings in tunnels. RESULTS : The average luminance of the tunnel’s night road markings was 9.7, and the standard deviation was 3.0. The analysis of variance for the tunnel and point indicated that the p-value was less than 0.05 and was inconsistent. CONCLUSIONS : In conclusion, consistency was assessed by measuring the luminance value of the short tunnel of length 200 m in the Cheongju Sangju Expressway, and it was confirmed that the luminance of the road markings was not consistent with the tunnel and point. Finally, it is necessary to control night lightings on roads outside the tunnel or adjust lighting facilities in the tunnel to enhance the consistency of luminance.

PURPOSES : The purpose of this study is to disseminate the process of deriving the truck performance curve of Korea’s representative trucks in detail such that the relevant experts can use it in the future when re-selecting the representative trucks and deriving the truck performance curve accordingly. METHODS : To collect relevant data required to derive the truck performance curve, this study used four trucks that implemented the weight/power of the nation’s representative trucks, and conducted a practical driving test on four different upgrade sections. RESULTS : The truck performance curve was derived for each driving position to represent the deceleration and acceleration capabilities of the truck through the actual driving test on the upgrade sections. CONCLUSIONS : The truck performance curve derived from this study indicated that the truck’s deceleration and acceleration capabilities increased as the total weight/power of Korea’s representative trucks improved, and the design of the climbing lane demonstrated that the design method used in this study saved approximately 60% of the construction cost compared to the existing method.

PURPOSES : The purpose of this study is to derive implications by comparing overseas and domestic cases on the management of demand forecast risks in public-private partnerships (PPP) projects. METHODS : Demand forecast risk management measures of PPP were classified into three categories: Expected project IRR, Minimum income guarantee, and LPVR mechanism. According to the classification method, the overseas demand risk sharing method was introduced. The risk methods of demand risk for PPP projects in Korea were classified and compared with that of overseas cases. RESULTS : 1. The domestic PPP was developed from the perspective of investors rather than overseas. 2. The risk-sharing model was not considered during the bidding process. 3. The models for the demand forecasting errors were not diverse. CONCLUSIONS : The domestic BTO project includes several risk factors, among which the burden on demand forecast risks is critical. Future studies will be required to quantitatively evaluate risk factors in PPP projects and properly share the risks between the government and the private sector.

PURPOSES : This study defines travel time reliability as a concept that explains the change in travel time that passengers can hardly predict and calculates the value of travel time reliability based on travel objectives. METHODS : Because the reliability of passage time is difficult to estimate from actual passenger data, standard quantification measures have not been established despite various interests. In this study, the reliability of transit time was defined as the expense that passengers did not recognize in advance, such as an accidental delay caused by unforeseen circumstances. For analysis based on the individual behavior of users, the data were constructed using the optional experiment method (marginal rate of substitution method) of the stated preference survey, which has the advantage of controlling the correlation between attribute variables and maintaining the independence of the data of the study. RESULTS : Consequently, the reliability value of travel time in mandatory-purposed traffic was almost identical to the value of travel time, and the reliability value of travel time in return and shopping/leisure, which is not mandatory during non-business-purpose traffic, is lower than the value of travel time. Comparing and analyzing with existing studies on estimating the reliability value of transit time, both work/ non-work purposes are in line with the overall research results. CONCLUSIONS : Estimating the reliability value of transit time for each purpose of passage was the first attempt, and it is meaningful to suggest a direction for quantifying and applying the reliability value of transit time along with the passage time value of this study.

PURPOSES : In this study, the social cost of on-street parking spaces was estimated by dividing it into private and external costs. METHODS : We established a methodology and conducted a case analysis of Seoul. Private costs were estimated from the guidelines and historical data collected. The opportunity cost of the land was estimated using spatial information. External costs built a macroscopic model (using TransCAD) and estimated travel time, operation, accident, and environmental costs. RESULTS : The social cost per space was estimated at 77 million won. Private costs were analyzed as 133.3 billion won, the opportunity cost of the land was 68,555 billion won, and external costs were 118,25 billion won in 2020. CONCLUSIONS : In this study, a methodology for estimating the social cost of a road parking facility was established and applied to the case of Seoul. Therefore, it is expected to contribute to the objective reviewing of the feasibility of policy evaluation or facility investment related to parking facilities.

PURPOSES : The purpose of this study is to introduce the development of M5 low-level lighting (LLL) with the necessity and justification, mainly the ecological traffic safety merits and the convenience and traffic efficiency of maintenance compared to the existing high mounted pole lightings. The basic photometric property of the developed facility is analyzed. The visual performance is analyzed in terms of visibility distance and subjective opinions from the subjects on several factors related to lighting performance. METHODS : The basic photometric properties of LLL were measured in a tunnel-shaped shield with a visibility meter (LMK 5 Color). The visibility distance between LLL and existing pole-based lighting was observed by 13 subjects under various weather conditions, such as dry, rainy, and wet conditions. In addition, the subjective opinions in terms of several pre-designed factors regarding lighting performance were surveyed. RESULTS : The developed M5 LLL satisfied photometric requirements such as average surface luminance, overall uniformity, and lane uniformity, as suggested by the lighting guidelines. More than 200 m of visibility distances were measured under normal weather conditions for both LLL and existing pole lightings. However, more than 200 m were observed under a wet surface and a rain intensity of 20 mm/h in the case of LLL, but visibility distance was reduced to 48.46 m in the case of pole lightings. A higher visibility distance was observed in the case of amber colored LLL. According to the results of the subjective opinion survey, all types of lightings had favored ratings, and the whitecolored LLL showed the highest ratings under normal weather conditions. However, existing pole lightings had unfavorable ratings under wet surface and rainy conditions, whereas the amber colored LLL had favorable ratings compared to pole lightings in terms of uniformity of illumination, glare, and psychological stability. CONCLUSIONS : The necessity of M5 LLL lies on the cost-effective application to the low standard roadways where the cost is always the main factor to consider in safety facilities and the ecological benefits of roadsides. The developed LLL satisfied the basic optical property suggested by the related lighting guidelines and showed higher performance in terms of visibility distance across various weather conditions compared to the existing high mounted pole lightings.

PURPOSES : This study reveals the social cost of illegal parking. Roadside illegal parking causes additional traffic congestion, air pollution, and traffic accidents. Several cities try to reduce illegal parking for the same reasons and build public parking spaces. However, few studies have been conducted on the effects and social cost of illegal parking problems. METHODS : In this study, a real-world study site was selected for the calibration of the VISSIM micro-simulator parameters, and several scenarios were created for developing illegal parking effect models. According to the simulation results, this study demonstrated five regression models that illustrated the average travel speed drop effects and the differences in emissions. RESULTS : Depending on the scenarios, the travel speed was dropped by 20 km/h–57 km/h and the levels of carbon dioxide and nitrogen oxide were increased by 111 g–279 g and 22.5 g–56.3 g, respectively. CONCLUSIONS : In this study, a methodology for estimating the social cost of illegal parking was established. Therefore, it is expected to contribute to the evaluation of policies related to illegal parking or the feasibility of facility investment.
