The social service delivery system has had problems of low efficiency and effectiveness because of service discontinuity, redundancy and incomprehensiveness for a long time. A model of Health and Social Welfare Office was implemented in order to solve these problems but stopped its operation without being expanded nationally in 1990's. In 2004 a new experiment of the Social Welfare Offices was launched to solve the problems. One of the important goals of the new experiment of the Social Welfare Offices was to reinforce autonomy and accountability of the local governments in providing various social services and social welfare benefits, to deliver coordinated services and to activate participation of the local people for development of social welfare through construction of the cooperative system among the central government, the local government and the social welfare institutions in the private sector. This paper analyzed how different linkage of financial resources in the social service network for the elderly was between the experiment and the control areas during the second experimentation period of the social welfare offices. It compared the organizational characteristics of the social service network for the elderly, frequency and density of networking, and degree centrality of the networks between the experiment and control areas. The findings show that the social welfare offices are playing a very important role in activating networking. However, it is difficult to conclude that the experimentation caused the difference in networking between the two areas because the research design did not take before and after comparison for the experiment and control areas. Discussion can be advanced if the results of the qualitative study would be compared with the findings of this study.
This study is to analyze the examples of the modified Youth policy and work in the developed countries (Japan, England and Finland) after 2000 from the point of four parts; Promoting System of Youth Policy, the Categories of Youth, the Goal of Youth policy and work aim. This study also suggest a developing plan for Youth Policy and Work of Korea. In the case of Japan in 2003, the government rearranged the Youth age less than 30-year-old, and it has two main goals of policy; supporting independence and special supporting for the handicapped youth. Ministry of Education Culture, Sports, Science, and Technology has pushed youth experiential activities connected with school education. Also Cabinet Office has focused on supporting independence, youth safety, and international exchange. The government of England announced 'The Children's Plan' in December 2007, and arranged the comprehensive countermeasure to make the welfare state for children. It also changed the Promoting System of Youth Policy and has encouraged the total policy connected with kid, school, and family in the new Department for Children, School and Family. The government of Finland reformed from the Youth Work Act to Youth Act in 2006, and defined the age of Youth less than 29. Also, it made the Youth Policy Development Programme for 5 years and has encouraged mainly supporting independence of youth growth. For advanced Korea society, Youth policy and work has to remake a plan based on sustainable Holistic Flexibility and Stability of Youth Policy and Work. The government will have to make a goal with preparing a basic capacity of life and constructing a safety network. To achieve the above things, first, it should make the total service of education, welfare and health from birth to youth who can become independence. Secondly, it should build the total service system for user. Thirdly, it should make a national standards, and need to propel them systematically.
This article aims to analyse the influence of digital technology on the possibility of cooperative film production and distribution for korean independent films in 1990s. Korean film industry, especially commercial film industry was highly grown in 1990s and so called 'pc TONGSIN' and internet service on the basis of WWW (World Wide Web) opened a new era of searching and communication with computer. Digital camera instead of analog camera was also spread out among non professional filmmakers because of low price and high resolution in 1990s. The main topic of this article is the influence of digital technology on the independent korean films in 1990s.
Sun Zi is the ancient Chinese military strategist(tactician) of the spring and autumn period. Here, by the introducing Sun Zi Bing Fa(Master Sun's Art of War; Military Science of Sun Zi; Sun Zi Warcraft), in order to national unification and the construction of One World Family Building, we intend to research the military political thought of Sun Zi through the approach oriented to the integration of the Oriental and Korean Studies in the ternary approach comparing to the Chinese dualism. I began to research this article for the politicans and political scientists to know and learn by heart the Sun Zi's Bing Fa, and finally to have two capacities of the civilian and the military, and therefore to lead national political leadership and national academism This article's contents contain 13 parts such as Sigye(Beginning), Jakjeon(Strategy), Mogong(striving), Gyunhyeong(military formation), Byeongse(military strength), Heosil(truth and falsehood), Gunsa(military affairs), Gubyeon(nine changes), Henggun(march), Jihyeong(geographical features), Guji(nine soils), Whagong(fire attack), Yonggan(using espionage). The military (strategy) is the national great affairs, the soil of the death and life, the way of the survival. Therefore in these points the military book of Sun Zi explains concisely all the strategies, tactics including decisions national policies and choice of generals with the excellent sentences. These mean that he does not do always the leading positions in the battles, but emphasize things to win principally, and explain thinking background. So this book characterizes the non-militant war feeling the contradiction as the military books. From ancient time this book was not only respected by the many generals as the sacred bible, but also suggests for the guide of the national management for the success and failure of personnel administration. In conclusion, this book is applied to all the broad life as the book of wisdom even todays.
The present thesis examined the individual influences of personal, social, economical and cultural factors that effect the adaptation of North Korean defectors to the community. The arranged research result is as follows. In the present research, we multi-dim- ensionally analyzed personal, social, econ- omical and cultural factors that affect them to adjust to the South Korean soc- iety and considered these factors in the same breath to get out of the bounds of the preceding research. In the result, the attitude of the South Korean people, sae tomin's health conditions, thoughts about ignoring the sae tomin, age, educational background and religion had meaningful influence. Factors like the length of one's stay at a third country, the extent of sup- port from the neighborhood and the extent of communication with the neigh- borhood did not have meaningful effects when they were inclusively considered at the same time. Based on the research result like this, the implications of this research are as followed. First, between the personal, social, economical and cultural factors that infl- uence the North Korean defectors to ada- pt to the South Korean society, the atti- tude of the South Korean people and thoughts about ignoring the North Kore- ans had major effects. Therefore, changes are needed for the South Koreans on understanding North Koreans and when running a program for the North Korean defectors, there also needs a program that can make both Koreans to participate all at once. Second, this research faces a problem that the most difficult part of the adap- tation on a brand new society is due to a relative deprivation and a sense of alienation. Besides, the adaptation of the North Korean defectors needs a united management plan not only to adjust these people on the existing level but also on the quality of life for an individual self-perfection to prevent social deviation and to adequate their desire in a sound way. Third, as presented in the research, ana- lyzing personal, social, economical and cultural factors in the separate way and in the synthetic way showed different res- ults. Since there are various factors are exposed to the life of the North Korean defectors living in the South Korean co- mmunity, researches that deliberate these factors in a synthetic way could adapt the North Korean defectors more effecti- vely.
The purpose of this study is to research plans to make beneficial environments in an adolescent development or improve adolescent problem by means of understanding environmental features composing the adolescent development system. In order to accomplish this purpose, we investigate the general background factors, which effect the adolescent problem, as social psychological environment, social system environment, physical environment, and suggest the general sociological explanatory model based on Rational Choice-Theory.
The purpose of this study is to analyse influential relevance of systematic, behavioral and environmental factors in deliberation for budget of the Gyeonggi Provincial councilors. A result of the analysis indicate that the council is formed mostly by members who are highly educated, newly elected and belong to the Hannara Party. Looking at the realities of the budget deliberation process, (1) inquiry period is short, (2) formation of the network collecting relevant information through regional connections (.81) is high, and (3) com·mon·place inquiry by questioning and answering (4) councilor's speaking that is based on political disposition, and (5) individual variation is big (6) deliberation ability (.37) that is required to slash the budget rationally through professional knowledge and effort is lacking. In order to solve, first, In view of the executives, establish a business program on the ground of result oriented performance principle. second, Period of the regular session should be extended and residents must elect members whose role awareness and public service spirit is high.
