최근 시설물의 안전 및 유지관리에 관심이 증대되고 있으나, 발주처의 저가발주로 인해 안전진단전문기관은 부실화 되고 부실 점검 및 진단으로 인한 많은 문제점들이 야기되고 있다. 따라서 본 연구에서는 실무자들의 인식조사와 사례분석을 통해 실행대가 현황을 고찰하 였으며, 그 결과 정밀안전점검은 대가기준 조정보다는 대가기준의 효율성 증대 및 강제성 강화가 필요한 것으로 판단된다. 또한 정밀안전진단은 연면적 10,000㎡미만 시설물에 대한 대가기준 설계금액을 현재 기준에서 80%로 하향조정하고, 그 이상의 시설물에 대해서는 현행 대가기준을 적용하되, 대가기준의 강제성 강화가 필요할 것으로 판단된다.
The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the ‘Standard for Estimate of Agency Fee for Environmental Impact Assessment.’ This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.

Recently, interest in the safety and maintenance of the structures is growing. However, due to the low-cost order placed by the ordering organization, the safety diagnosis specialized institution becomes insolvent and many problems have arisen due to insufficient inspection and diagnosis. Therefore, in this study, the current status of bid cost was examined through the survey of the practitioners and case analysis. As a result, Precision safety diagnosis, the criteria cost for structures with a floor area of less than 10,000 ㎡ is lowered to 80 % from the current standard. For structures larger than that, the current criteria cost are applied, but it is deemed necessary to strengthen the rigidity of the criteria cost.
Structural engineers needs know-how about using nonlinear analysis softwares for seismic performance evaluation of existing building. In this study, it’s compared with several softwares, nonlinear analysis are available.
본 논문은 디자인 전공 분야에서 학생들이 현장 경험을 통해 실무적인 기술을 습득할 수 있도록 돕는 지역사회경험학습인 CBL(Community Based Learning) 학습 모델을 고찰하고 그 질적 효과를 NCS(National Competency Standards)에서 제시한 지식, 기술, 태도의 관점에서 분석하는데 목적을 둔다. ‘디자인과 지역사회경험학습’ 과목은 동의과학대학교 디자인계열의 ‘커뮤니케이션 디자인 프로젝트’ 과목을 수강하는 2학년 학생들을 대상으로 개설되었다. ‘디자인과 지역사회경험학습’ 교과목으로 학생들은 ‘커뮤니케이션 디자인 프로젝트’에서 배운 전공이론과 지식을 실제 현장에 직접 적용해보고, 프로젝트 결과물을 수업 시간 중에 발표한다. 그리하여 시각 디자인 직무의 현장 실무에 대한 이해를 향상시키고 경험을 넓힐 수 있게 된다. 본 연구를 통해 현장 실무와 관련된 CBL은 시각 디자인 전공 학생들의 전공능력과 직무 관련 능력을 향상시키는 것으로 나타났다. 즉, NCS 기준에 의한 학생 일지 분석, CBL 관련기관 평가, 포트폴리오, 자격증 취득 결과 등을 통해, 본 논문의 교육설계와 그 설계에 따른 실행이 학생들의 전공능력과 현장실무 능력을 높이는데 기여하고 있음을 보여주었다.
이 연구는 교사자격 세부기준의 개정에 따라 교직소양 과목의 하나로 개설된 「교직실무」교육프로그램을 개발하여 교육대학에 적용한 사례 연구이다. 이를 위해 교직실무 관련 교재와 타 대학의 강의계획 사례분석을 기초로 교재를 제작하고 강의계획을 수립하여 적용하였다. 교과부고시에 따르면 이 과목은 ‘교사로서의 학습지도 능력 이외의 직무수행에 필요한 영역을 주제별로 운영토록 되어있으며, ‘교직윤리’, ‘사회변화와 교육’, ‘학생문화’, ‘학급관리와 학생지도’ 등을 포함토록 되어있다. 이 과목은 교직관 형성을 위한 교사론, 실무능력 향상을 위한 학급운영, 그리고 제도적 이해를 위한 학사․인사 등 3개 주제로 구성하였다. 강의방식과 쟁점 관련 토론방식을 병행하였고, 실무실습 보고서 평가와 무감독 시험방식을 병행했다. 수업 후 수강생에 대한 의견조사와 담당교수 간의 협의를 통하여 운영상 문제점을 분석하고 개선 과제를 제시하였다. 교직이론 과목을 비롯하여 교육실습 활동과의 연계 운영의 필요성과 교직실무 과목 내용 구성을 위한 학회 차원의 논의를 제언하였다.
This research was made to propose the improved contents of Practical Business English (PBE) that can be actually commanded by graduates working for trade companies in Busan metropolitan area. In addition to general business English regulated by customary practice, PBE can provide students with specific words, sentences and expressions which are practically used in local trade companies; moreover, both employers and employees engaged in international business in Busan area actively agree to the proposal. Students should given opportunity to take the lecture of PBE not only at the college of commerce but at the department of English language and literature as well, and to experience field work in the local trade companies which reflect the property of Busan industries, as interns according to the requirement of curriculum. PBE should also cover the contents that affords a better understanding of international culture and regional customs, together with the faculty of the fluent command of business English.
