        Beginning from July. 2000, the product liability of Korea is designed for reduction of customer loss by defective products. Therefore, most of company are supposed to be ready for taking care of safety and quality of products. ISO9001:2000 quality management system reform to emphasize continual improvement of the process with customer satisfaction. First of all, this paper start with introduction motive of the product liability and examine distinctive mark of the ISO9001:2000 quality management system. We consider the correlation between ISO9001:2000 quality management system and product liability and would like to propose product liability prevention by ISO9001:2000 quality management system with classification a defect style of product, the management guide and the law case.

        Radio astronomy, on its part, requires 'quiet zones' to be able to receive incoming cosmic signals unaffected by interference to enable astronomers and others learn about universe. The agenda item 1.16 of WRC-2000 contains a number of issues relevant for radio astronomy, but some of them are more important than others. The preparations for WRC-2000 have reached a close-to-final stages, with a number of proposals to this agenda item submitted to the ITU by many countries and groups of countries, like APT, CEPT and CITEL. There is no clear preference to anyone of these proposals since their differences are only minor. However, several points remain to be solved in the APT and CITEL. Fortunately, the preparation went very well, and consensus was reached on allocations above 71 GHz and three resolutions. The radio astronomy has obtained about 100 GHz of new spectrum allocations in bands above 71 GHz. In addition, a new resolution was approved by plenary meeting of WRC-2000. It deals with the consideration by a future WRC of sharing and compatibility issues between passive and active services in adjacent bands particularly with the space services (downlinks) into radio astronomy above 71 GHz. Therefore, in future, there should be a need for studies to be made to determine if and under what conditions sharing is possible, given that modifications were made on the basis of requirements known now and that little was known of requirements and implementation plans for active services in bands above 71 GHz.

ISO9001:2000 품질경영시스템의 요구사항은 고객만족 지향에 대한 프로세스의 지속적인 개선을 강조하여 개정되었고, 고객의 요구는 제품의 안전을 더욱 중요시하는 추세로서 이러한 대응방안을 ISO9001:2000 품질경영시스템의 요구사항에서 고찰·제시하고자 한다. ISO9001:2000 품질경영시스템은 경영에 대한 프로세스 접근방식의 도입으로 프로세스의 입력사항으로 고객이 중요한 역할을 하며, 고객의 요구사항이 충족되었는지를 검토하며, 지속적인 고객만족을 위해 프로세스를 관리한다. 본 연구에서는 먼저 제조물책임법의 도입배경과 Is09001:2000 품질경영시스템의 특징을 고찰한다. 그리고, ISO9001:2000 품질경영시스템과 PL과의 관련성을 제고하여 제조물의 결함 유형별, 경영관리지침 항목, 소송상의 항목으로 분류하여 제조물책임 대응방안으로 ISO 9001:2000 품질경영시스템을 제시하고자 한다.

        1. The aim of this study is to find the theoretical foundation of science education and to offer a basic materials and efficient suggestions for the 2000s Earth Science by analyzing and comparing the new curriculum amended in 1988 and the old one amended in 1981. 2. The main contents of this study is to find the problems in curriculum and to suggest the way to improve the curriculum by analyzing and comparing the new and old curriculum. 3. The problems that may appear in the new curriculum are as follows. (1) It's hard to expect the normal Earth Science Education in high school because Earth Science is designated as an optional subject in natural course. (2) It is contradictory to relation in learning to unify the Earth Science I and Biology I into Science I in new curriculum. (3) If the new curriculum goes in effect it is natural that Earth Science teachers quality should be lowered because able students will avoid entering the Department of Earth Science Education in university. 4. The suggestions to help improve the Earth Science curriculum in 2000s are as follows. (1) For the normal Earth Science Education, Earth Science should be designated as a required subject in civic science course as well as in natural course in high school. (2) The aim of Earth Science Education should be amended not to be dicipline centered curriculum but to satisfy the future society or individual's desire (3) The intergrated science should be researched profoundly and it is necessary to name Earth Science Geophysics, which is unified with physics. (4) Natural science curriculum should be amended by the committee constituted with the specialist in science education, scientists, and science teachers ; it is not proper that science curriculum be reached and discussed by an reorganization in which a few specialists in science education join.

        The dynamics of the outer zone radiation belt has received a lot of attention mainly due to the correlation between the occurrence of enhancing relativistic electron flux and spacecraft operation anomalies or even failures (e.g., Baker et al. 1994). Relativistic electron events are often observed during great storms associated with ultra low frequency (ULF) waves. For example, a large buildup of relativistic electrons was observed during the great storm of March 24, 1991 (e.g., Li et al. 1993; Hudson et al. 1995; Mann et al. 2013). However, the dominant processes which accelerate magnetospheric radiation belt electrons to MeV energies are not well understood. In this paper, we present observations of Pc5 ULF waves in the recovery phase of the Bastille day storm of July 16, 2000 and electron and proton flux simultaneously oscillating with the same frequencies as the waves. The mechanism for the observed electron and proton flux modulations is examined using groundbased and satellite observations. During this storm time, multiple packets of discrete frequency Pc5 ULF waves appeared associated with energetic particle flux oscillations. We model the drift paths of electrons and protons to determine if the particles drift through the ULF wave to understand why some particle fluxes are modulated by the ULF waves and others are not. We also analyze the flux oscillations of electrons and protons as a function of energy to determine if the particle modulations are caused by a ULF wave drift resonance or advection of a particle density gradient. We suggest that the energetic electron and proton modulations by Pc5 ULF waves provide further evidence in support of the important role that ULF waves play in outer radiation belt dyanamics during storm times.
