Based on the relevant theories of campus culture, this paper takes the construction of universities in minority areas in China as well as the actual situation of the universities in the ethnic minority areas in China and the campus culture of neighboring countries as examples. The multi-cultural background of campus culture in ethnic minority areas is comprehensively analyzed. Through a large number of facts investigation and data research, the challenges, problems and measures to deal with campus culture construction are discussed and studied effectively. And make positive efforts to promote the construction of campus culture in ethnic minority area. Yanbian region is the main inhabited area of Korean nationality in China, which is located in the east of Jilin Province, bordering with Russia, North Korea, South Korea and Japan. It is the meeting point of the regional economy, population, and geographical center of gravity of Northeast Asia, and it is the hub for air, sea and land transport in Asia and Europe. Yanbian University is the only comprehensive university with distinct national characteristics in Yanbian area. Taking Yanbian University as the research object, it has certain representativeness to carry out the campus cultural construction under the multi cultural background, and also has certain reference function to the campus culture construction of the comprehensive universities in other ethnic regions. The conclusion will provide reference for strengthening the construction of campus culture in ethnic minority areas.

OBJECTIVES : Many roadway departure crashes on the freeway interchange are due to the running speed being greater than the design speed. This study aims to ensure a safe and pleasant driving experience for the driver by increasing the superelevation based on the running speed on the highway interchange ramp. METHODS: The mean running speed for each type of ramp is calculated on site survey more than 10 interchanges. Using the mean running speed, we calculated the superelevation and the side friction using the method given in “A Policy on Geometric Design of Highways and Street”(Pages 145-166, 2001). Then, we applied the modified method to the superelevation range. Finally, we ensured safety using the Degree of Safety that is proven by the centrifugal acceleration ratio as suggested by Joseph Craus (1978). RESULTS : The mean running speeds are 50 km/h and 65 km/h when the design speeds are 40 km/h and 50 km/h, respectively. After the application of the new method used in this study, the superelevation will be increased by 9.0% and 10.0% when the mean running speeds are 50 km/h and 65 km/h, respectively. CONCLUSIONS: A higher superelevation can give the driver a more comfortable and safe driving environment. However, the driver needs to be aware of snow and low-temperature conditions.

Between the 3rd century and the 5th century, Murong Hsien-pias established several regimes successively which were Former Yan, Later Yan, Northern Yan, Western Yan and Southern Yan. The Several Yans of Murong located in the area of Northeast with Koguryo. They all wanted to change over to new ways and had many conflicts. At the end of Later Yan, the dominance of Murong was extravagant and dissipated, the domination made the masses have no means to live. In 407 A.D., Feng Ba who was the officer of Later Yan made the opportunity which was Murong Xi attended the funeral procession for Litter Funv would kill Murong Xi and then crown Murong Yun (primitive name is Gao Yun, Koguryo) as the king of Yan, who was the foster son of Murong Bao. It was called Northern Yan by historians. From the perspective of each benefit, they maintained the friendly relationship between Koguryo and Northern Yan. When Northern Wei was fight with Northern Yan, Koguryo protected and rescued Feng Hong who was the king of Northern Yan. Koguryo also arrange Feng Hong for the area of Liao Dong and maintained the status of the king of Northern Yan. Afterwards, Feng Hong insulted the king of Koguryo, he would go to Southern Dynasty and then he was killed by the king of Changshou Koguryo, in order to remit strained the relation between Koguryo and Northern Wei, then the relationship between Koguryo and Northern Wei were collapsed. All the people of Northern Yan belonged to Koguryo, the national power of Koguryo was replenished much more. With the extinction of Northern Yan, the king of Changshou Koguryo carried out the flexible foreign policies to Southern and Northern Dynasties, it made Koguryo sustain the status of powerful state in the northern eastern areas.

As the market of express delivery services expands rapidly, delivery service companies are exposed to severe competition. As a result of the surplus of delivery companies, they are struggling with remaining competitive at a reasonable price with appropriate level of customer satisfaction. To cope with competition pressures, a strategic alliance is suggested as an effective solution to the challenges faced by small and medium enterprises (SMEs) in express delivery services. Therefore, this study suggests a combined optimization and simulation approach to the reconfiguration of an express delivery service network for strategic alliance with respect to strategy partnership of closing/keeping service centers among companies involved and adjustments of their cutoff times. An illustrative numerical example is presented to demonstrate the practicality and efficiency of the approach.
