The top country of organic agriculture becomes nowadays well known Germany in terms of technical levels not only in the field of organic plant & animal production but also food processing & marketing. In this paper, 3 main factors which exerted a strong influence on the evolution & development of German organic agriculture in Germany were discussed.First, German Universities such as University of Bonn, University of Giessen, and Hohenheim University established Dept of Organic Agriculture and offers the organic agriculture major in the Master & Ph D course, while University of Kassel established College of Organic Agriculture and offers 23 major courses in various organic agriculture sectors. Furthermore most agriculture colleges in Germany offers some organic agriculture subjects to the students, because organic agriculture is one of the emerging industries in the agricultural sector, and farmers and consumers pay a great attention. There are 50 universities which offer agriculture courses in Korea, nevertheless none of Korean university offers Dept of Organic Agriculture. Second, German federal government established National Institute of Organic Agriculture in Trenthorst and tried to develop new scientific technology and skills for organic plant and animal production. And these new technical information was transferred to organic farmers through Demonstration Farm which is located in more than 200 sites. Third, Organic Agriculture Extension Service Center such as Kompetenzzentrum Oekolandbau Niedersachen (KÖN) was established in each states from 2002. These Organic Centers offer various advices for organic farmers verified scientifically or and the technical package for conversion farmer too.

With the increasing awareness of health and environmental preservation, consumers turn their attention to organic and eco-friendly products. The increased service industry incurred partly by sophistication of industrial structure has resulted in having the service industry subject to environmental certification in a bid to promote sustainable production and consumption, which has contributed to reducing environment loads and energy costs as well as the amount of wastes. The gradually increasing maternity care centers have elevated environment loads and caused a variety of diseases due to a lack of health control and improper treatment of chemical substances. Against this backdrop, this study aims to develop evaluation criteria for an official certification of organic maternity care centers and to present the basic operational proposals through a comparative analysis of organic and eco-friendly industrial certification programs. Due to the absence of studies on certification programs for organic maternity care centers, this study has conducted a comparative analysis of overseas certifications, including Organic SPA, GRA, and Nordic Swan, and domestic eco-friendly hotel service certification standards. The evaluation areas have been classified into 19 or less categories, including 19 items for Organic SPA, 8 items for GRA, 7 items for Nordic Swan and 7 items for eco-friendly hotel service certification, and common evaluation areas have been grouped into categories and health control and education management that are considered important in maternity care centers have been incorporated into evaluation areas, which has eventually produced six different categories. When it comes to selecting evaluation indicators for different categories, what are neither used in nor applicable to maternity care centers have been excluded and similar items have been combined and eventually 41 preliminary evaluation indicators have been selected following in-depth interviews with relevant professionals. Further researches into developing the evaluation system to properly evaluate and certify organic maternity care centers through in-depth interviews and surveys among operators of maternity care centers and relevant professionals will be appreciated.

독일 연방정부가 유기농산물의 공급 - 수요의 균형과 지속적 성장을 유도하기 위해 2010년 확정한 연방유기농업계획안(Bundesprogram Okolandau)을 다듬었고, 이 계획안에서는 유기농의 훈련, 교육, 정보 제공 등을 중시하고 있다. 독일 정부가 추진하고 있는 유기농업 지원정책에서 가장 특이한 것이 1)유기농쎈터의 설치 운영과 2)유기농 시범농장 설치 운영이다. 유기농시범농장은 현장을 방문한 농업인이 직접 눈으로 확인하고 농장주와의 질의응답/토론을 통해 궁금증을 해결해 가도록 함으로서 보다 확실한 기술보급이 이루어지도록 하였다는 평가를 받고 있다. 독일이 유기농의 최선진국으로 부상하게 된 이유의 하나가 바로 유기농 시범농장의 운영을 통해 가장 빠르게 최신 기술들을 유기농 영농 현장에 전파시켜 나갔기 때문이다. 또한 시범농장은 소비자들과 청소년들에게 유기농업에 대한 집중적인 교육 프로그램을 실시하여 소비자에게 신뢰감를 심어주어 왔었기 때문이라고 평가받고 있다. 한편 우리나라는 아직도 경험적인 유기농업 기술이 영농현장에서 주로 이루어지고 있어 독일과 같은 시범농장 시스템의 설치 운영이 절실히 필요하다. 우리나라에서도 유기농 시범농장이 광역지자체별로 거미줄처럼 세워져 나가고 새로이 자연과학적으로 개발되고 검증된 신기술이 영농현장에 보급될 수 있도록 노력함과 동시에 소비자 교육을 위한 유기농 영농 현장에서의 교육이 이루어 졌으면 한다. 이를 위해 유기농 시범농장에 대한 기여 인센티브 제공, 시범농장주에 대한 사전 유기농교육 등이 제공된다면 한국 유기농 발전을 위해 더없는 기여를 할 것이라고 평가된다.

독일은 2010년까지 농경지의 20%를 유기농법에 의해 경작할 것으로 추진 중에 있어 이를 위해 여러 가지 지원정책을 실시하고 있는데, 유기농쎈터의 설치 운영이 가장 눈에 띄는 지원정책의 하나이다. 2002년부터 2010년까지 독일 연방정부는 유기농산물의 공급-수요의 균형과 지속적 성장을 유도하기 위해 연방유기농업계획안(Bundesprogram Okolandau)을 다듬었고, 이 계획안에서는 유기농의 훈련, 교육, 정보 제공 등을 중시하고 있다. 독일에서는 각 광역지자체별(주)로 1개소씩 설치되어 있는 유기농영농기술센터를 통한 기술보급 및 컨설팅이 활발하게 이루어져 과학적이고 체계적인 유기농 기술이 확산되고 있으며, 이를 통해 유기농가의 소득 증대와 유기농 기술 보급이 크게 이루어지고 있다. 독일의 유기농영농기술센터는 각 주의 제도 및 지도활동은 각 주의 조건에 따른 독자성을 가지고 있지만, 바이에른 남부, 바이에른 서부, 바덴뷰텐베르그, 라인랜드 팰츠, 자르란트 주 등에서는 농업행정부 기능의 하나로 수행이 되고 있으며 헷센, 노르트라인 웨스트팔렌, 니더작센, 쥬레스비히 홀쥬타인의 북부, 중부, 동부에서는 농업회의소가 그 업무를 주관하고 있다. 2000년대 초부터 유기농영농기술센터가 설치가 되었고, 독일 유기농업 발전에 큰 기여를 한 것은 유기농영농기술센터의 과학적 유기농업의 기술보급에 있다. 독일 유기농영농기술센터는 유기농 분야의 영농기술 지도를 담당할 뿐만 아니라, 유기농 가공기술 그리고 유기농 유통에 이르는 모든 분야에 대한 기술지도 및 상담 업무를 담당하고 있다. 또한 유기농에 처음 입문하는 농민을 위한 유기농 전환을 위한 영농기술지도 페키지를 제공하고, 각 작목별(전작물, 원예, 과수, 포도), 축종별(소, 돼지, 닭)로 유기농 전문영농지도사가 기술지도를 실시하고 있으며, 또한 가공 및 유통 분야등의 유기농 전문영농 전문지도사가 업무를 담당하고 있다. 각 센터에는 소장 및 행정직원외에 15명 내외의 유기농 전문영농지도사가 배치되어 있고 유기농업 각 분야별로 전담직원이 각 작목 또는 축종을 담당하고 있어 효율적이고 전문적인 기술지도가 가능한 상태로 운영이 되고 있다. 우리나라에도 이와 유사한 “유기농센터”가 각 광역지자체별로 설치되고, 유기농의 각 전문영역별로 전담직원이 배치되어 유기농가가 현장에서 필요로 하는 새로운 유기농 기술이 제도적으로 농민들에게 제도적으로 편리하게 전달될 수 있기를 기대해 본다.
