        정부가 2050년까지 탄소중립 목표를 선언함에 따라 농업 분야도 많은 양의 온실가스를 감축해야 한다. 이 연구의 목적은 저탄소농업 지원정책 추진현황을 살펴보고, 저탄소농업 지원정책 참여요인을 분석하는 데 있다. 연구 목적 달성을 위해 농가를 대상으로 설문조사를 실시하였으며, 프로빗모형을 이용하여 저탄소농업 지원정책 참여요인을 분석하였다. 2019년 기준 농업분야의 국가 온실가스 감축목표 달성률을 평가한 결과 매우 낮은 수준으로 나타났다. 프로빗 모형분석 결과, 경지 규모가 클수록, 농업 교육 프로그램 참여도가 높을수록, 저탄소농업 지원정책에 참여할 확률이 높은 것으로 분석되었다. 또한 농업분야 온실가스 감축 필요성과 2030 감축로드맵에 대한 인지도가 높을수록, 영농경력이 많을수록, 지원정책 참여 확률이 높았다. 따라서 저탄소농업을 활성화시키기 위해서는 저탄소농업 지원정책에 대한 인지도를 높여야 하며, 이를 위해 차별화 전략과 타켓팅 전략이 필요하다.

        이 연구의 주 목적은 친환경농산물가공식품 구입경험이 있는 소비자의 개별 특성과 이 식품의 소비확 대 정책 선호 간 상관관계를 분석하는 데 있다. 연구의 목적을 달성하기 위해 소비자를 대상으로 친환 경농산물 가공식품 소비실태를 조사하였고, 실증 분석을 위해 다항로짓모형(Multinominal logit model) 을 활용하였다. 분석결과는 인증제도 관리가 강화될 때 소비를 늘릴 의향이 있는 소비자는 인증마크를 확인하는 응답자, 상대적으로 건강에 유익할 것으로 인식하는 응답자들인 것으로 나타났다. 가격이 인하될 때 소비를 늘릴 의향이 있는 소비자는 친환경가공식품 가격이 높다고 생각하는 응답자들, 친환경 가공식품의 안전성에 만족하는 응답자들인 것으로 나타났다. 친환경농산물 가공식품 구매를 효과적으로 확대시키기 위해서는 이러한 소비자의 개별특성을 고려하여 맞춤형으로 정책을 추진하는 것은 유용할 것이다.

        The purpose of this study is to analyze the amount of willingness to pay for environment-friendly agricultural processed foods by the level of consumption intention. To accomplish the objective of the study a consumer survey was conducted for quantitative analysis regarding consumption pattern. The ordered-probit selection model, Heckman-type two-stage method was employed for an empirical analysis on determining the amount of willingness to pay. The estimation results showed that in the case of consumers who are to keep their consumption at the present level, those with high quality contentment compared to price, brand contentment, and purchasing chiefly in the special store, have the higher amount of willingness. The estimation results also showed that in the case of consumers who are to increase their consumption, those with high quality contentment compared to price, brand contentment, certificate contentment, and having family members who suffer from diseases such as atopy, cancer, diabetes, high blood pressure, have the higher amount of willingness. Therefore For those who are to increase their consumption, enhancement of quality, enhancement of contentment with certificate, promotion are useful to increase the amount of willingness to pay.

        The purpose of this study is to analyze willingness to pay (WTP) for organic agricultural products. To accomplish the objective of the study, a consumer survey was conducted. Based on the pilot survey results, parametric survival model was used to analyze the WTP for organic products. The estimation results showed that the WTP for organic agricultural products is 1.4-fold when compared with the conventional products, which is lower than the current price by about 30 percent. The analytical results also showed that such variables as gender, recognitions for organic agricultural products, and consumers’ income have very significant effects on the WTP, and that there are no differences among WTPs by consumption goals. Based on major findings, the most effective countermeasure was suggested for expanding of organic food consumption through the premium reduction of organic products. Reducing the costs of production and distribution, supporting farmers’ income by direct payment system were presented. Furthermore, it is needed to allocate more budget for promoting the consumption and distribution of organic agricultural products, and for enhancing conservation of agricultural environment.

        This study analyzes the factors affecting farmers’ recognition and acceptance of sustainable agriculture. To accomplish the objectives of the study a farm survey was conducted using target respondents which were made of the local correspondents and reporters of Korea Rural Economic Institute. The Heckman's model was employed for an empirical analysis on determining the extent of farmers’ acceptance of sustainable agriculture. The analysis results show that the more farmers think it is important for Korea to adopt sustainable farming practices, the more they adopt sustainable agriculture. It is also shown that the high incomes farmers earn, the more interest they have in the environment and thus the more likely they are to adopt sustainable agriculture. Based upon the empirical results it is suggested that an adoption of economic incentive instruments, education of sustainable agriculture, research and development of sustainable agriculture technology, and an establishment of sustainable agriculture infrastructure to expand the scale of sustainable agriculture.

        The public value of agriculture and rural areas is closely associated with the concept of multifunctionality of agriculture and rural areas, which in turn signifies economic values other than the production function of agriculture and rural areas. Based on the survey results, virtual scenarios were set up and the contingent valuation method (CVM) was used to estimate the amount consumers are willing to pay (WTP) for the public functions of agriculture and rural areas. This study selected five domains of the public value (environment conservation, maintenance of landscape and cultural tradition, enhancement of national prestige, local community maintenance and socio-economic functions, and food security) and 21 value items as components of the public value. An economic assessment of the public value of agriculture and rural areas was conducted using a binomial logistic regression model. The estimation results showed that the public value consumers are willing to pay ranges from a minimum of 6,346.8 billion won to a maximum of 9,327.2 billion won.

        The objective of the study is to investigate factors affecting consumers’ purchase intention toward imported organic agricultural products. To accomplish the goal of the study a consumer survey was administered for randomly selected households residing in capital area. Results show that the more consumers trust a safety of domestic products and a certification system, the less they purchase the imported products. In addition, it is demonstrated that educated consumers are relatively less reluctant to imported organic agricultural products. Finally, an improvement of domestic certification system, decrease of price of environmentally friendly agricultural products, and aggressive promotion are required to enhance the competitiveness of the domestic environmentally friendly agricultural products.

        The purpose of this study is to analyze the effects of abolishing the low-pesticide agricultural product certification on environmentally friendly farming. A survey was conducted to quantitatively analyze farming practices and factors that change farming practice. It was found that only 17.0% of low-pesticide fruit farmers said that they will change their farming practice into organic or pesticide-free farming. With regard to the factors of farming practice change, binomial logistic regression model was applied for the analysis. In the analysis, it was found that farmers who grow the low-pesticide agricultural product are more likely to change their farming practice into organic or pesticide-free farming, as their expected price of organic or pesticide-free products is high, their area size is small, price premium of lowpesticide agricultural product is low, the frequency of their training is high. It is necessary to enhance the direct payment system to enlarge organic and nonpesticide acreage, and pest management techniques for fruits should be developed for low-pesticide fruit farmers to change their practice into organic and nonpesticide practice. Dissemination of cultivation manual, introduction of insurance to farmers, improvement of certificate system, and advertising and marketing of environment-friendly agricultural products are useful to develop environmentfriendly agriculture.

        The purposes of this study are to analyze the effect of consumption of environment- friendly agricultural products (EFAP) on improvement of family health, and to suggest directions for improvement of family health. A survey was conducted for qualitative analysis regarding relationship between EFAP consumption and family health. The method of his study was employed Cross-tabulation and an Ordinal Logistic Regression Model to derive more significant results in analyzing factors of improvement of family health. The result shows that improvement of health has a significant positive relationship with consumption of EFAP. In addition, those consumers with high reliability and quality contentment are more likely to experience improvement of health. As consumers constantly eat EFAP, they are more likely to experience improvement of health. In order to provide consumer reliability of EFAP, more strict certification management system with sound monitoring and an appropriate penalty for violation should be established

        The purpose of this study is to analyze consumption of homemade organically processed food (HOPF), and to derive directions for consumption promotion of HOPF. A survey was conducted for quantitative analysis regarding consumption. This study used an Ordinal Logistic Regression Model to derive more significant results in analyzing factors of consumption. The findings was that younger consumers with high income are more likely to purchase HOPF. And those consumers with high price and quality contentment are more likely to purchase HOPF. And contentment with certification institutions and improvement of health have a significant positive relationship with consumption. Consumers were found to pay 51 percent more for HOPF than for non-HOPF products. This level show that the current level of price premium for HOPF is 51 percent higher than their desired level. In order to reduce the price premium for HOPF, effective policy programs should be developed. A targeted market strategy to sell HOPF to younger consumers with high income is needed to boost consumption. A strict certification management system should be established to enhance consumer reliability in HOPF.

        The objective of this paper is to analyze management performance of organic farming management organizations in the large-scale environment-friendly agricultural districts, focusing on cases of organic farming organizations in Chungnam Asan city and Gyeongnam Sancheong-gun which are leading regions in Korean organic agriculture. The management performance in Asan Organic Farming Organization showed that ratio of operating gain to revenue in 2008~2009 increased by 1.2% point compared to in 2006~2007. The management performance in Sancheong Organic Farming Organization showed revenue gain by KRW 2 million in 2009 whereas it suffered a loss by KRW 24 million in 2008. The management performances implied that the amount of financial performance was not yet large and would be a symbol for soundly developing organic farming organization. This paper suggested that network system, recycling agriculture, and the enlargement of processing industry would be very useful to maximize synergy effect in organic farming organizations in a large-scale environment-friendly agricultural districts.
