        본 연구는 현재 유류오염손해보상에 관련한 국제기금 보상체제의 한계점(피해보상한도액, 손해사정기간의 장기간, 영세업자의 증빙자료, 사고초기의 생계문제 등)을 살펴보고 프랑스, 스페인, 한국 등 3개국이 관련 특별법 및 정부정책에 의거 국제기금의 보상한계점을 어떻게 해결하는 지를 비교분석하여 정책적 시사점을 제시하고자 한다. 그동안 대형 유류오염사고에 대한 세계 대부분의 정부조치는 해난사고의 예방, 사고의 수습, 사고의 원인조사, 해양환경복구 등에 치중되었고 피해보상에 관하여는 민사상의 문제로서 직접적으로 관여하지 않았다. 다만 현재 유류오염피해배상 및 보상과 관련된 국제협약인 민사책임협약(CLC)과 국제기금협약(FC)의 제정 및 가입 그리고 관련 국내법의 입법은 정부가 주도하였다. 그러나 프랑스는 1999년 Erika호 사고, 스페인은 2002년 Prestige호 사고, 한국은 2007년 Hebei Spirit호 사고에서 정부의 정책 및 특별법의 제정을 통해 피해보상과정에 적극적으로 관여하고 있다. 이는 각국이 이러한 대형유류오염사고들 이전에 발생한 대형 유류오염사고들(프랑스의 Amoco Cadiz호 사고, 스페인의 Agean Sea호 사고, 한국의 Sea Prince호 사고)에서 피해배상 및 보상이 원활히 이루어지지 않았기 때문이다.

        The present study aims to examine the types of professors" discourse strategies that are used by Spanish native professors in the classes given to Korean university students. For this purpose, we recorded 15 hours of professors" lectures in Spanish of 6 compulsory subjects on a video tape and transcribed them. After the collection of the data, we identified 17 strategies and their representative examples. On the basis of this, we recorded frequency of each discourse strategy. In this way, we were able to identify the most frequently used strategies, and tried to explain the cause of their use taking the educational situation into consideration. Because we were concerned about the use of strategies for each of the 6 subjects: grammar, conversation, culture, vocabulary, composition, and reading comprehension, we determined by analysing the frequency the particular discourse strategy that were used in each individual subject.

        The first part of this paper examines foreign language enrollment statistics from 1960 to 2002 in United States institutions of higher education. Spanish has been the most widely taught language for more than 35 years, and it counts for more than half (54.3%) of all enrollments in 2002. The second part of this paper reviews United States language policy history and its main debate focusing on two different policies: Bilingual Education and English Only Movement, and it reviews also their different points of view about the national identity of U.S.A. and their perspectives on foreign languages. The last part of this paper recommends that foreign languages be considered as precious resources for Korean future, not only several but more various foreign languages be taught in Korean middle and high schools, and bilingual education system or immersion program be introduced and implemented in special purpose institutions at least from middle school level.

        The rapid growth of translation studies has made remarkable progress in the old ‘literal vs. free’ translation debate. Now it is clear that a literal translation is not so accurate and faithful to the source text, and such concepts should be replaced by more precisely defined terms. In Korea, translation has been relegated to language learning, and a literal translation is still recommended in order to focus on the source language, although it is not possible to translate a totally different Indo-European language following closely the form of it. Furthermore, literary style, so common and frequent in any Indo-European language, aggravates the difficulties, because literal translation of a source language written in literary style usually distorts Korean language and leads to misunderstand correct meanings of the source language. In this paper, I have attempted to expose the problems of literal translation and to make rules of translating Spanish into Korean by using mainly ‘transposition’ and ‘modulation’, terms developed by Vinay and Darbelnet(1958). I hope to apply such rules to the education of Spanish or other foreign languages.

        Seven foreign languages can be offered in the middle schools since 2001, based on the 7th National Curriculum of Korea. However, in reality, only five languages have been taken as elective subjects in these institutions. The purpose of this study is to present some basic directions for choosing elective subjects and its implication, by using statistic analysis about different motives in choosing Spanish. The first chapter begins mentioning some evaluations about Korean foreign language education policy on choosing foreign languages in the middle schools, the previous studies, and the purpose of this study. In the second chapter, statistic research method and data collection information are presented. In the third chapter, statistically meaningful results are described with SPSS cross tab tables. As a conclusion, the fourth chapter summarizes this study and recommends that elective courses should be chosen by students themselves, neither by school nor by others.

        In this paper we attempt to introduce a new teaching method for Spanish grammar education, based on the Movement theory of the Generative Grammar and we want to show that this new method can explain Spanish grammar phenomenon more easily and effectively than the existing school grammar. For this purpose, we start with some nominal phrases and simple sentences of the Korean and Spanish languages. We find out the basic difference of the two languages by comparing their nominal phrases and simple sentences from the point of view of Movement theory. The difference is that the Korean language does not have movement phenomenon but the Spanish language does. This difference is consistent in all of complex clauses with relative pronouns. We show that with this theory we can teach Spanish nominal phrases, simple clauses, exclamative clauses and relative clauses in a unitary and effective method of explication without a supposition ad hoc.

        El propósito de este estudio es analizar los 1,471 errores recopilados en las clases de conversación española de una universidad y señalar cómo el análisis del error desempeña un papel relevante en el proceso de la enseñanza/aprendizaje de español. Después del análisis a todos los errores, se clasificaron cuatro categorías según su origen: errores simples (morfológicos), errores por la interferencia, errores gramaticales y errores lógicos. A su vez, cada categoría incluyó subdivisiones, según el contenido gramatical, y por último se seleccionaron veintiún tipos de errores a los que se les dio un porcentaje. Algunos de los resultados obtenidos en este análisis son: primero, cerca del 63 ó 75% (según los niveles) de los errores derivan de confusiones gramaticales y apenas un 9 ó 12% se atribuyen a interferencias de la lengua materna y del inglés; segundo, en algunos casos o tipos, los estudiantes de nivel alto cometen más errores que los de nivel bajo y esto se puede explicar a partir de una estrategia de ‘evitación’, empleada por los últimos; tercero, con respecto a los estudiantes del nivel bajo, muchos de los errores no satisfacen el mínimo de los requisitos estructurales; así que para ellos, antes de la corrección del error, se debe ofrecer mucha atención a los modelos de la oración española.

        Spanish has been introduced and taught in Korean middle schools since 2001, based on the 7th National Curriculum, The purpose of this study is to present some basic directions of teaching Spanish culture in Korean middle schools by using statistic analysis about students’ perception on Spanish culture. The first chapter describes the current trends of teaching culture in the foreign language classroom, the previous studies on Spanish culture, and purpose of this study. Statistic research method and data collection information are mentioned in the second chapter. In the third chapter, statistically meaningful results are described with SPSS cross tab tables, focusing on school, grade and gender. As a conclusion, the fourth chapter summarizes this study and shows that Korean middle school students’ perception on the importance of Spanish culture and Spanish culture teaching is positively related to Spanish learning interest and elective courses should be chosen by students, not by schools.

        This study aims to propose a new instruction method about the Spanish rhythm structure. The Korean students of Spanish are very inexperienced in realizing the proper rhythm structure of the language, because in Korean there is not a similar accentual system. To develop a most interesting and effective method for the linguistic rhythm practice, it is necessary that the teachers pay attention firstly to the Spanish suprasegmental phonetic system and secondly to the correlation between the linguistic system and the music system. The fundamental concepts of musical structure involve such factors as rhythmic and pitch organization, dynamic and timbre differentiation, etc. Among the three major elements of the music ― melody, rhythm and harmony ― we have to pay a special attention to the first two, because the two elements are very closely related with the accent position of the words of song, and hereby we describe in detail about the organization of metrical and structural accents as well as their application to the instructional method.
