        The Straits of Malacca and Singapore is without hesitation, a vital sea lane of communication with the geographical advantage of linking the Indian and Pacific Oceans. Geographically, the Straits of Malacca and Singapore is shallow and fairly narrow on its eastern part and has created one of the most important traffic choke points in the world. Being a crucial sea-lane has experience the Straits with high density of vessel traffic. The increase in shipping activities has risen the challenge in safety of navigation and marine environmental protection problem which generally end up with huge financial losses for the seafarers and damages to the marine environment. Owing significant limitations in the geographical landscape, this article has primary objectives to examine how navigational safety and marine environment can be effectively protect using existing regulatory instruments. This article provides a review and analysis of existing laws and regulations to assess the status of navigational safety for marine environmental protection in the Straits of Malacca and Singapore. The article also evaluates potential strategies to this problem using insights from literature. The article finds out that the littoral States to the Straits of Malacca and Singapore should adopt more forward-looking perspective in the formulation of legal measures to enhance navigational safety for marine environmental protection. The article finally suggests the potential strategies for navigational safety and marine environmental protection in the Straits of Malacca and Singapore. This will help in setting priorities for future efforts in improving navigational safety for marine environmental protection with regard to international and regional initiatives.

        대한민국 정부는 해양사고 예방 및 해양안전 확보를 위해 지속적으로 법제도를 개선하고 있다. 그럼에도 불구하고 최근 해양사고는 계속적으로 증가하고 있어, 그동안 정부의 해양안전관련 법제도 개선방안 실효성은 미흡했음을 시사하고 있다. 최근 해양사고의 발생현황을 살펴보면, 전체 해양사고 건수 중 총톤수 10톤 미만의 소형어선이 차지하는 비중은 5년(’13~’17년)평균의 44.9%를 차지하고 있다. 이에 따라 본 연구에서는 해양사고 비중이 높은 소형어선의 해양안전 확보방안을 모색하기 위해, 관련 국내외 법제도의 현황과 특징을 조사 및 분석하였다. 그 결과, 국내 소형어선 관련 법제도는 어선과 비어선의 관련법이 통합(’97)되고 분법(’09)된 이력에 따라 접목교잡(接木交雜)의 현상을 보이고 있으며, 제도의 개선방안은 안전설비의 비치강화라는 단편적인 개선만 이루어 졌다는 문제점이 식별되었다. 또한, 해외 관련 법제도에서는 어선 소유자 및 운항자의 책임강화 및 자율검사제도 도입 등의 특징이 확인되었다. 본 연구에서는 이를 바탕으로 국내 해양안전 확보를 위해 실효성 있는 소형어선 법제도 개선방안을 제시하였다.

        Offshore plants should be managed at a high level of safety condition. Because the offshore plant has cramped space and has difficult access when a fire occurred, a fire can be critical to the plants. LED lighting can reduce the risk of fire by its lower energy consume suitable to intrinsic safety and lower heat radiation that can reduce the possibility of ignition. Also LED has a long lifetime. Though LED luminaire has various advantages for offshore plants, an international standard for the luminaire has not provided because it is new technology. Because there is no international and domestic standard specially provided for the LED luminaire, a guideline is required for developing the LED light and for the future establishment of an international standard. This study was conducted to develop the guideline for LED luminaire for offshore plants. Firstly, relevant standards were analyzed for the guideline. Then we found that there are editorial differences between international standards and domestic standards. So the guideline was developed based on international version and the differences between the domestic and international standard were provided to let Korean developers recognize the differences.

        Current marine navigational practice relies less on long-range visual marine signals such as lighthouses for reference purposes. This is due to the availability of Global Navigation Satellite Systems (GNSS), which are integrated with other navigational aids on ships. Therefore, the objective of this study is to review the function of Pisang Island lighthouse and to propose the most relevant use of Pisang Island for current navigational needs. The function of the lighthouse was reviewed according to the IALA Navigational Guide and the AIS data image. The result showed that the most suitable navigational use of the lighthouse is to act as a reference for Line of Position (LOP). The AIS data image indicated that mariners are not using Pisang Island lighthouse for LOP. The trend in the Straits of Malacca (SoM) was compared with the trend in the Straits of Dover, UK. The selected experts verified that LOP was not practised there. As a specific example, a tanker ship route in the South China Sea was used to further support that LOP was not practised. This evidence supported the view that Pisang Island lighthouse is less relevant for current navigational practice and does not directly support the coastal state VTS operation and the establishment of the marine electronic highway. Furthermore, the existing shore-based VTS radar has limitations on range and the detection of targets near Pisang Island. Therefore, this study proposes the establishment of a new radar station on Pisang Island at the existing site of the lighthouse. The proposed new radar station on Pisang Island will add to the existing coverage of the VTS radar, bridging the coverage gaps to overcome the weakness of the existing shore-based radar and improve the safety and security of marine navigation in the SoM.

        최근 정보통신기술의 발달로 선박에 육상과 동일한 인터넷 환경이 조성되고 있다. 선내 인터넷 사용에 대한 접근성이 높아지면서, 선원들은 휴대가 간편한 스마트폰을 이용해 인터넷을 사용하고 있다. 하지만 항해 중 스마트폰 사용의 부작용에 대해서는 심각하게 생각하고 있지 않으며, 그에 대한 연구도 거의 없는 실정이다. 이에 본 연구는 항해 중 스마트폰 사용의 위험성을 판별하기 위해 선박 조종 시뮬레이터를 이용하여 위험도 측정 실험을 수행하였다. 시뮬레이션은 근접도 평가, 제어도 평가, 운항자의 주관적 평가 및 위험 상황인지 시간을 이용하여 분석하였으며, 스마트폰 사용 유무를 구분하여 위험 정도를 평가하였다. 실험 결과, 항해 중 스마트폰의 사용으로 인해 위험도가 최소 1.3배에서 최대 3배까지 증가한 것으로 분석되었다. 분석 결과를 바탕으로 항해 중 스마트폰 사용 규제에 대한 기반을 마련하고, 스마트폰 사용지침을 수립하고자 한다.
