        The purpose of this study is to estimate the resource recovery effect and the economic effect of the fishermen by the fisheries vessel buy-back program. First, this study standardizes the fishing efforts of coastal gill net, coastal trap, and coastal composite fisheries using Gavaris general linear model. Second, the resource evaluation is performed by using vessel buy-back program data, and also the CYP model based on exponential growth function is applied. In order to derive the effect of the vessel buy-back program, the MSY with the vessel buy-back program is compared with the MSY without the vessel buy-back program. Finally, we compare and analyze producer surplus under the equilibrium of the MEY and the OA using bioeconomic model. In conclusion, the vessel buy-back program has shown an increase in resource growth and economic improvement for the remaining fishermen. The result shows that the remaining fishermen are able to obtain an increase in producer surplus of about 53% due to the vessel buy-back program under equilibrium levels of the open access and the maximum economic yield.

        According to the recent presentation by the Korean Maritime Safety Tribunal, about 70% of marine accident occurs from fishing vessel, and 90% of cause of entire marine accidents attributes to human error. As fishing vessels require basic operations, fishing operations, other additional operations and techniques such as fish handling, cultivating excellent marine officer to prevent marine accident and develop industry is very important. A fisheries training ship is still very difficult to satisfy the demand for diversity of fishery training and sense of realism of the industry. As the result of employment expectation by category of business survey targeting 266 marine industry high school graduates who hope to board fishing vessels for the last four years, tuna purse seine was the highest with 132 cadets (49.6%), followed by offshore large purse seine (65 cadets, 22.4%), and tuna long line (35 cadets, 13.2%). The Korea Institute of Maritime and Fisheries Technology (KIMFT) has replaced old jigging and fish pot fishery training ships and proceeded developing and building multi-purpose fisheries training ships considering the demand of industry and the promotion of employment; however, the basic fishing method was set for a tuna purse seine. As a result of seakeeping model test, it can conduct the satisfiable operation at sea state 5, and survive at sea state 8.

        The concern on the greenhouse gas emissions is increasing globally. Especially, the greenhouse gas emission from fisheries is an important issue from the Paris Climate Change Accord in 2015. Furthermore, the Korean government has a plan to reduce the GHG emissions as 4.8% compared to the BAU in fisheries until 2020. However, the investigation on the GHG emissions from Korean fisheries rarely carried out consistently. Therefore, the quantitative analysis of GHG emissions from Korean fishery industry is necessary as a first step to find a relevant way to reduce GHG emissions from fisheries. The purpose of this research is to investigate which degree of GHG emitted from the major offshore fisheries such as offshore gillnet fishery, offshore longline fishery, offshore jigging fishery and anchovy drag net fishery. Here, we calculated the GHG emissions from the fisheries using the Life Cycle Assessment method. The system boundary and input parameters for each process level are defined for the LCA analysis. The fuel use coefficients of the fisheries are also calculated according to the fuel type. The GHG emissions from sea activities by the fisheries will be dealt with. Furthermore, the GHG emissions for the unit weight of fishes are calculated with consideration to the different consuming areas as well. The results will be helpful to understand the circumstances of GHG emissions from Korean fisheries

        Busan is a representative of ocean cities in South Korea, which attracts many Chinese tourists. As a number of Chinese tourists increase, Chinese tourists’ evaluations of sightseeing resources in Busan appear extremely important. However, there are few researches on Chinese tourists’ evaluations of sightseeing in Busan. The purpose of this paper is to analyze Chinese tourists’ evaluations of Busan tourism. Chinese tourists who travel to Busan are chosen as research objects and several aspects including marine, fisheries and general tourism are investigated to evaluate the tourists’ overall satisfaction of the tourism in Busan. IPA analysis, factor analysis multiple regression analysis are used for the research. The results are as follows. Chinese tourists’ evaluations of the importance and performance level of variables on Busan tourism were significantly different (total 19 of 25 variables) and the performance was lower than importance. This means the outputs of the various Busan tourism elements do not live up to their expectations. The findings show that Chinese visitors have high satisfaction on infrastructures of fisheries tourism (e.g. cleanness of aquatic product tourism facilities and sanitary state on fishery products), but low satisfaction in terms of the contents (e.g. unique cooking method experience of seafood and traditional seafood cooking consumption). The factors of fisheries tourism (e.g. product services of fisheries tourism and the attractiveness of seafood in Busan) never affect their satisfaction and intention to revisit and recommend the city.

        Fossil fuel combustion during fishing activities is a major contributor to climate changes in the fishing industry. The Tier1 methodology calculation and on-site continuous measurements of the greenhouse gas were carried out through the use of fuel by the coastal and offshore gillnet (blue crabs and yellow croaker) and trap (small octopus and red snow crab) fishing boats in Korea. The emission comparison results showed that the field measurements are similar to or slightly higher than the Tier1 estimates for coastal gillnet and trap. In offshore gillnet and trap fisheries, Tier1 estimate of greenhouse gases was about 1,644-13,875 kg CO2/L, which was more than the field measurement value. The CO2 emissions factor based on the fuel usage was 2.49-3.2 kg CO2/L for coastal fisheries and 1.46-2.24 kg CO2/L for offshore fisheries. Furthermore, GHG emissions per unit catch and the ratio of field measurement and Tier1 emission estimate were investigated. Since the total catch of coastal fish was relatively small, the emission per unit catch in coastal fisheries was four to eight times larger. The results of this study could be used to determine the baseline data for responding to changes in fisheries environment and reducing greenhouse gas emission.

        This study is to compare and evaluate the estimating method of WTP(willingness to pay) for the valuation of oceans and fisheries resources with non-market goods characteristics using contingent valuation method. In general, when estimating parameters of the WTP function, we should take into account the assumption of probability distribution, inclusion of covariates, method of inducement of payment, and the treatment of 0 payment intention and resistance responses. This study utilizes survey data that was used to estimate the value of fisheries resource protection zones, with a total of 1,200 samples. The main results of this study are summarized as follows: First, the final willness to pay amount is estimated at a statistical significance of less than 1 percent, and the distribution of the final willness to pay amount is from ₩6,926 of the double bounded dichotomous model to ₩10,721 of the spike model. Second, the willness to pay amount based on assumptions about the normal and logistic probability distributions are estimated to be ₩9,429 and ₩9,370 respectively, so there was no significant difference. Third, the willness to pay amount of the single bounded dichotomous model and the double bounded dichotomous model are estimated to be ₩8,951 and ₩6,926 respectively, making a relatively large difference. Fourth, the willness to pay amount of the model without covariates and the model with covariates are estimated to be ₩9,429 and ₩8,951, respectively, so the willness to pay amount is underestimated when the covariates are included. Fifth, the Spike model that considers zero payment intention and resistance response estimates ₩10,405 as the highest payment in this study. Finally, the CVM analysis guidelines proposed by the Korea Development Institute (KDI) are estimated to be ₩9,749 and ₩10,405 respectively, depending on including no covariates and with covariates. Compared to other models, the final willness to pay amount is not estimated underestimated. Therefore this study suggests the use of KDI's guidance under government public policy projects. In view of these results, the estimating model for willness to pay amount model will be selected by considering the sample size, the suitability of the model, the sign of the estimated coefficient, the statistical significance, the ratio of the zero payment intention and the payment rejection. And, for CVMs on government public policy projects, it is desirable to estimate by the method proposed by the KDI.
