최근 도시 경쟁력 제고를 위한 도시간 통합이 활발히 이루어지고 있다. 이에 청주시와 청원군도 2012년 6월 실시한 청원군 주민투표를 통해 통합을 결정했다. 청주시의 도시통합은 지방행정체계 개편의 효과로 10년간 약 735여억원의 순편익이 발생할 것으로 예상되는 것으로 보고된 바 있다(장덕희 등, 2012). 하지만 도시 통합에 있어 상대적으로 인구 수가 적거나 경제력이 약한 도시는 여러 가지 불이익을 감수해야 하는 것도 사실이다. 이런 불이익을 최소화하기 위해 통합추진위원회를 결정하고 상생을 위한 여러가지 합의사항을 도출한다. 이런 취지로 청주·청원 통합 합의사항에 청원군 지역에 버스 터미널을 신설하는 방안이 포함되었다. 버스 터미널은 관공서와 함께 인구유입과 도시개발에 핵심적인 역할을 수행한다. 이런 버스 터미널의 위치에 따라 도시내 교통흐름과 도시개발의 방향이 결정된다 하여도 과언이 아니다. 그리고 청주시는 기존 터미널을 이전 하는 방법이 아닌 신규 터미널을 신설하는 방향으로 계획을 진행하였기 때문에 효율적인 위치에 터미널을 신설하지 않는다면 이용객이 없을 수도 있는 위험성을 내포하고 있다. 이에 본 연구는 계층분석방법(Analytic Hierarchy Process : AHP)을 통해 청주·청원 통합시를 대상으로 통합시의 버스 터미널 신설을 합리적으로 결정하는 방안을 제시하는데 목적이 있다.
이 연구는 청주·청원 통합시의 터미널 신설의 입지선정에 우선적으로 고려해야 하는 인자를 계층분석방법을 통해 도출하여 결과를 제시한다. 분석을 위한 설문은 관련 전문가(충북발전 연구원, 충북대학교, 청주시청, 충북도청)를 통해 작성되었으며, AHP 쌍대비교방법을 사용하였다. 요인은 크게 이용객 측면, 운영자 측면 및 지역 측면에서 도출하였다.
PURPOSES : This paper aims to improve the evaluation method of the Level of Service(LOS) for urban streets presented by the current Korean Highway Capacity Manual(KHCM) and suggest its utilization plan as a part of the methods to evaluate the sustainability of a transportation policy. METHODS : This paper carried out a research in 3 steps to develop a new evaluation method. First of all, this paper reviewed the previous studies related to the LOS of urban streets and the socially requested items for a sustainable transportation system. Then this paper derived an index and weight through expert questions to select an evaluation index. Lastly, this paper compared the results according to the existing evaluation methods with the new evaluation methods through case studies. This paper used an Analytic Hierarchy Process(AHP) for importance analysis and weight selection between new evaluation items and indices, and applied a Grey System Theory(GST) for a synthetic and integrated evaluation between the selected evaluation indices. RESULTS : As a result of evaluating the LOS according to the existing evaluation methods and the integrated evaluation methods using a GST through case studies, it was analyzed that new methods' results are less than or equal to the existing evaluation methods; and as a result of applying a weight between evaluation indices according to AHP, it was noticed that the total score seems to rise more when the LOS in the existing evaluation is calculated lower. It was analyzed that the LOS calculated by reflecting the newly established evaluation items and the importance between indices in this study has difference from the LOS of the existing urban streets. CONCLUSIONS : It is expected that this evaluation method can diagnose the current conditions when establishing a future sustainable traffic system and can be used for the measurement of the sustainability effects of the improvement plans and so on.
Since the late 20th century, the urbanization in Korea has been rapidly increasing, especially in major cities like Seoul, as a result of industrialization. One of the aspects of urbanization is coating the surfaces with impervious concrete or asphalt that water cannot penetrate. In addition, various urban, such as urban heat islands, which also have a great impact on the urban environment, occur within the cities. Therefore, the urban environment is gradually becoming hot and dry, and the need for more urban parks to compensate for these negative impacts is growing. Thus, several numerical studies have been conducted to assess these problems using coupled Numerical Weather Prediction (NWP) and Computational Fluid Dynamics (CFD). In this study, an experiment was conducted to determine the accuracy of the area of the input field using Weather Research and Forecasting (WRF) model, and applying the more accurate input field to a numerical simulation using ENVI-met, in order to investigate the effect of urban parks on the thermal comfort. The results showed that an input field with a larger area is more accurate than that with a smaller area, because the surrounding terrain and cities are considered in details in the experiment with the larger area. Subsequently, the more accurate input field was used in ENVI-met, and the results of this simulation showed that the presence of the urban park increased the thermal comfort and improved the humidity conditions.
고정확도의 도시침수 모의를 위해서는 물리적 개념에 기반한 통합적 수치해석이 필요하다. 본 연구에서는 Lee et al. (2015)이 개발한 1차원 하 수관망, 2차원 범람 모형의 국내 적용성을 검토하고, 과거 도시 홍수 사상의 침수 원인 분석을 수행하였다. 본 모형은 이중배수 개념에 기반하여 멘 홀 대신 집수구를 지표면과 하수관망 사이의 교환유량 산정 지점으로 이용하므로 보다 실제와 유사하게 침수 과정을 모의할 수 있을 뿐 아니라 지 표면 범람 해석시 건물에 의한 차단 효과를 고려할 수 있다. 개발된 모형의 적용성은 서울 사당 유역에서 발생한 침수 사상에 대해서 재현 모의를 통 해 검증하였다. 적용 결과, 본 연구에서 개발된 모형은 실제 침수 피해 영역을 실제와 유사하게 모의 하였을 뿐만 아니라 침수 원인을 보다 자세히 분석할 수 있는 장점을 보여주었다.
The relationship between urban spatial structures and GHG-AP integrated emissions was investigated by statistically analyzing those from 25 administrative districts of Seoul. Urban spatial structures, of which data were obtained from Seoul statistics yearbook, were classified into five categories of city development, residence, environment, traffic and economy. They were further classified into 10 components of local area, population, number of households, residential area, forest area, park area, registered vehicles, road area, number of businesses and total local taxes. GHG-AP integrated emissions were estimated based on IPCC(intergovernmental panel on climate change) 2006 guidelines, guideline for government greenhouse inventories, EPA AP-42(compilation of air pollutant emission factors) and preliminary studies. The result of statistical analysis indicated that GHG-AP integrated emissions were significantly correlated with urban spatial structures. The correlation analysis results showed that registered vehicles for GHG (r=0.803, p<0.01), forest area for AP (r=0.996, p<0.01), and park area for AP (r=0.889, p<0.01) were highly significant. From the factor analysis, three groups such as city and traffic categories, economy category and environment category were identified to be the governing factors controlling GHG-AP emissions. The multiple regression analysis also represented that the most influencing factors on GHG-AP emissions were categories of traffic and environment. 25 administrative districts of Seoul were clustered into six groups, of which each has similar characteristics of urban spatial structures and GHG-AP integrated emissions.

This studys concerns with a critical issues of urban and rural integration for rurban development. Todays, many of urban-rural integrated cities are confronted with the negative effects of administrative boundary integration. The first problem is induced from the developmental gaps and different residential demands between the core-city and peripheral-county. The second problem is social-economic and administrative unification costs neglected. The third problem is the environmental pollutions and degradations in peripheral-county by rapid urbanization. The forth problem is the inequality of the public services and regional investments in the urban-rural Integrated cities. The fifth problem is the administrative relation and financial distribution between core-city and residual province when the urban-rural integrated core-city becomes large urban city. The results of the questionnaire analysis as follows. The first point, the preference of administrative boundary integration is different in intra-areas of urban-rural integrated county by it's location. The second point, the diversity of preference of residents depends on theirs job, age, resdential period, education and income level. So, administrative boundary integration must consider the many important factors which affect the socio-economic situations between the core-city and peripheral-county. In conclusion, residents' preference for the admistrative boundary integration depends on their situation without rational approach for macro regional development. In this contexts, comprehensive approach for the urban-rural administrative boundary integration is needed in consistent with rapid change of local government's functions.
