In the past, measures for the reduction of industrial accidents has led the safety and health policy of construction sites by the guidance, supervision and the regulation according to「Occupation Safety and Health Act」handled by Ministry of Employment and Labor (MOEL). Nowadays companies realize that due to the factors such as diversification of employment types, outsourcing of hazardous work, new construction method and complicated types of construction, etc., there is a limit on safety management for construction sites as far as it is passively led by the governmental safety management policy and regulation. In this study, in order to practice the autonomous safety management escaping from the government-led safety management, improvement plans are proposed and applied by analyzing the basic cause of the all kinds of fall accidents that could possibly occur in the apartment construction sites and by verifying the hazardous factors and risks by fields.

The large-sized, complex, and multi-storied construction industry caused the increasing construction amount together with insufficient skilled workers to increase the probability of occurring accident , resulting in the most construction accidents next to manufacturing industry. Death accidents have risen to serious level, compared construction industry with manufacturing industry along the numbers of workers. Due to the main feature of one-time industry receiving orders, open-air dispersed production activity and the long-complex production process, the continuous efforts to prevent and manage safety accidents were made but the results were of no effect. They didn't deeply analyze the falling accidents that consist of half death accidents in construction industry. This study has classified in detail Missteps, Slip, Trip, Unstability and the others on the basis of gait characteristics, occurrence types, frequency and intensity of death accidents. This study suggested the effective methods on the construction safety management according to the causes of falling accidents. This study will be expect to be used as the basic data in the procedure and the program of safety management.

2000년대 후반 들어 난 재배면적이 지속적으로 감소하고 있으며, 특히 중국 수 출을 통해 산업 활성화가 이루어졌던 심비디움의 경우 중국 내 소비 위축으로 재배 농가에서 많은 어려움을 겪고 있다. 이처럼 어려운 실정에도 불구하고 난 산업 육성 을 위해 절화수출 등 다양한 소비처 확보를 위해 노력하고 있다. 그러나 타 작목에 비해 연구관심도가 낮아 현재까지 병해충에 대한 연구가 부족하여 재배 시에 특이 증상이 발생하였을 때 적절한 관리에 어려움을 겪고 있으며, 많은 농가에서는 난 무 역업에 종사하고 있는 대만 등의 외국 관계자의 조언에 따라 조치를 취하고 있는 실 정이다. 특히 팔레놉시스에서 꽃대 출현 후 발생하는 꽃봉오리의 변색 및 떨어짐 현 상에 대해서는 다양한 추측이 되고 있을 뿐 그 원인에 대한 명확한 자료는 없는 실 정이다. 따라서 팔레놉시스에서의 꽃봉오리 변색 및 떨어짐 현상의 원인을 밝히고 자 2013년과 2014년도에 경기도 화성시, 충남 서산시 및 태안군, 울산광역시 등의 팔레놉시스 재배농가에서 관련 증상이 발생한 꽃봉오리를 채취하여 관찰하였다. 개화 전에 탈색이 된 꽃봉오리의 내부를 관찰한 결과, 꽃밥을 감싸고 있는 덮개부분 의 끝부분이 검게 변하고, 암술대 윗부분의 앞부분 양측에 미소곤충에 의한 흡즙 피 해와 유사한 증상이 나타났다. 현재까지 조사된 후보 원인으로는 응애류 2종(긴털 가루응애류 등), 총채벌레류, 날개응애류 등의 해충류와 농약 살포에 따른 약해, 그 리고 생리적 현상을 후보 원인으로 추정하고 있다. 본 조사결과에서는 구체적인 증 상과 꽃봉오리 내에서 발견된 곤충류의 종류를 밝히고자 하며, 향후 본 조사에서 발 견된 종들에 대해 접종 등을 통한 증상발현 시험을 추진하여 명확한 원인을 밝힐 계 획이다.

During five years (Year 2009~2013), Total victims of 72 %( 81,560 people) and those 50.6 %( 1,258 people) of death accident occurs in small scale construction site which operate 2 million USD less construction budget. Especially, falling death accident account for 785 people, in the share of 33.2 %( 261 people) death disaster takes due to defect of original cause materials. The major safety issues in small scale work place take place while scaffold installation, disassembling, work-plate improper installation or non-professional skills of workers. Furthermore, labor subcontract systems make small construction site shortage of resources. Those workers regard work-plate as unnecessary and consumables supplies. Because of that most of workers use unsafe workplace in most construction site. Therefore, in order to prevent falling accident occurring in small scale work site, government should organize related regulations such as “Work site safety construction method” and then expands education support, financial aid, and sourcing safety supplies for work plate which offer broad variety experiences. Also, introduce certificate solutions for various work plates to improve safety function such as anchoring type method and anti sliding function.
