        Although Korea operates various systems and policies for the management of fisheries resources, it is judged that a more systematic resource management policy is needed due to the continuous decrease in the production of coastal and offshore fisheries. In this study, the catch capacity was analyzed using the DEA technique for coastal and offshore fisheries. As a result, despite the decrease in the amount of fisheries resources and the number of fishing vessels, there was a trend of increasing fishing capacity. As of 2019, the total maximum catch of offshore fishery was estimated at 820,007 tons. The actual catch was 548,159 tons and the CU was measured to be about 66.8%, which was analyzed to be an excess of about 33.2% of the catch. The total maximum catch of coastal fisheries was estimated at 187,887 tons. The actual catch was also the same value and the CU was measured to be about 100.0%. Thus, it was analyzed that there was no excess in catch. For the management of fisheries resources, it is necessary to manage the fishing capacity. To this end, policies such as scientific TAC should be promoted as well as expanding the reduction of fishing vessels.

        The main purpose of this study is to explain fishery relation in the seas surrounding Korea and how the Prisoner’s Dilemma (PD), within game theory is applied to the region and suggest possible co-operative approaches in the region. The seas surrounding Korea are very productive fishing grounds with abundant fisheries resources because of the favourable marine environment, including its geographical features and physical oceanography. Nevertheless, Fishery relations among the coastal states in the region have been historically characterized by conflict rather than co-operation. Based on the PD game where there is always an incentive to do better by not co-operating, in order to ensure a share of the short-run benefits, fishing countries in the region have so far pursued the non-co-operative strategy of ‘don’t fish responsibly’ rather than the co-operative strategy of ‘fish responsibly’. Considering rapidly deteriorating situations in terms of fishery resources, regional co-operation among coastal states is urgently required to eliminate overfishing and increase fish stocks to sustainable levels. The West Sea/East China Sea and the East Sea, semi-enclosed seas, have unitary ecosystems, and many migratory fish species are shared between coastal states. Therefore, one countries’ efforts alone cannot effectively manage and conserve the fishery resources and close co-operation among coastal states is required. The 1982 UN Convention and other international instruments emphasize the role of RFOs in managing and conserving capture fisheries and encourage states to establish Regional Fishery organizations (RFOs) or strengthen existing RFOs to facilitate conservation and management for fish stocks. Therefore, an international regime is worthy of serious consideration in that it provides fundamental advantages for the conservation of fish stocks for the fishery characteristic of the region.

        The primary purpose of this paper is to introduce the cases of fishery co-management, particularly in Korea. In recent, the fishery co-management between the government and fishermen has been brought an important shift of paradigm in a part of Korean fishery management policy. In case of Korea fisheries area, three fisheries cooperatives(which refer to purse sein fishery, trawl fishery, stow net fishery) have a minority of co-management programs. Generally, the main method of fishery co-management programs is ‘Fishery Closures’ among the programs, and others are restriction of fishing gear and fishermen educations. In spite of the efforts and time consumes of Korean government and fisheries cooperatives, much to our regret that it is hard to confirm visible results in an increased amount of fisheries resources so far because of the time constraint, namely fishery co-management programs have been conducted just since two to three years before. However, what’s certain is that fishery co-management programs make it possible to positively effect on both of area in fishermen and fisheries resources. Accordingly, it is necessary that Korean government and fishermen should extend the fishery co-management to other fishery areas as soon as possible we can in order to efficiently reduce administrative costs and effectively reserve fisheries resources.

        This study focuses on the case of FIRA(Korea Fisheries Resources Agency) and analysis the introduction effect of BSC(Balanced Score card) implementation. So it will set forth the improvement method and the implications for Quasi-governmental organizations which are trying to introduce or are operating the BSC system. This study suggests how to improve the problems of BSC as below : ① Building of reasonable and balanced evaluation index system ② Acquiring of comparability and equality through adjustments of group evaluated ③ Enhancing of competence and professionalism of evaluating group ④ Alleviating of difference gap of performance incentives and promoting of non-money incentives ⑤ Enhancing of positive acceptance and recognition for BSC.

        Hydro-acoustic survey was carried out to estimate a fish distribution at marine ranching area and aggregated fish schools at artificial reef area in Oeyeondo, Korea. The survey system was set up with DGPS system, scientific echo sounder (EK60, Simrad Co.), and ECDIS (Mecys. Co. LTD). A track survey and a random survey was respectively applied to the marine ranching area (474.4ha) and to the artificial reef area (within a radius of 300m). As the result, fish distribution and MVBS values in marine ranching area showed that created fisheries resources didn't come to be abundant yet as to appear fish distribution in all of the area. In the artificial reef area, it was, however, able to detect many fish school signals on the top of and around artificial reefs and to confirm the luring effect of artificial reefs.

        The market-based fisheries resources management system was reviewed and the improvement scheme was studied for seeking the sustainability of marine ecosystems and their fisheries resources. A demand-side policy is currently emerging to the management of fisheries resources by reducing over-exploitation, based on the consumer's selection. The role of consumers in the sustainable fishery was studied by comparing the social responsibility and consumer's activity between Korea and foreign countries and international NGO groups, based on the FAO guideline. The adoption of the Marine Stewardship Council (MSC)'s eco-labelling certificate was suggested by expanding the existing environment-friendly certification system in Korea. This new system will contribute to the protection of young immature fish and spawners in coastal and offshore fisheries as well as to the international trade of seafood in terms of fish products from well-managed fisheries. It is noted that the consumer's activities in the markets as regulators will contribute to the ecosystem health and sustainability.

        본 논문은 수산자원보호구역의 효과적이고 합리적인 관리방향에 대한 정책수립 지원라 체계적인 어장환경실태조사 시스템 구축을 위한 사전 진단적 연구접근으로서 수산자원보호구역에서 계절별로 장기적으로 모니터링된 국가해양환경측정망 등의 자료를 이용해서 어장환경의 실태와 변화를 분석하고 평가하였다. 어장환경은 오염이 진행되었거나 진행 중인 것으로 진단되었는데, 각 영역별로 수질과 저질 오염특성이 다소 다르게 나타나서 오염원과 이용실태 및 지형적 특성 등 제반 환경요소를 고려한 맞춤형 수질관리방안 수립이 요구되었다. 또한, 보호구역의 지정면적은 점차적으로 변화되어 왔는데, 2003년도와 처음 시정시의 면적을 비교해 볼 때, 총 면적변화는 -22.9~2.4% 범위로 완도 도암만은 약 2.4% 정도 미미한 증가를 보였지만, 전체 구역은 평균 약 6.4%가 감소하였고, 한산만이 가장 큰 비율로 감소하였다. 전체 면적 중 육역이 약 6.1%, 해역이 약 6.6%가 감소되었지만, 2008년 시 군별로 고시된 상황을 종합적으로 고려하면 지정면적의 감소는 대부분 육역인 것으로 사료 되었다. 보호구역의 환경을 양호하게 유지하고 효과적인 관리정책을 수립하기 위해서는 실효적인 수질관리방안 뿐만 아니라 개발 및 이용실태 파악을 위한 조사와 데이터(정보)관리가 체계적으로 이루어지고 해역별로 종합 관리할 필요가 있을 것이다. 아울러 각종 관련 법률을 정비 보완해서 조사, 평가, 협의 등 관리방향과 관련된 요소를 일관성있고 체계적으로 정립할 필요가 있다고 판단된다.

        The potential of ecosystem-based fisheries management is recently recognized to be very important to improve the sustainability of fisheries resources. Under the depressed condition of many fisheries resources, this recognition has been expanded and more effort has been taken to improve this approach. Taking ecosystem concept includes the use of other tools of management in addition to fisheries regulation, such as stock and productivity enhancement, provision of physical structure, or marine protected areas. In the ecosystem-based fisheries management approach, it would require to holistically consider ecological interactions of target species with predators, competitors, and prey species, the effects of climate on fisheries ecology, the complex interactions between fishes and their habitat, and the effects of fishing on fish stocks and their ecosystem. Fisheries management based upon the understanding of these factors can prevent significant and potentially irreversible changes in marine ecosystems caused by fishing. A useful approach for analyzing tropho-dynamic interactions and mass-balance in marine ecosystems is introduced to demonstrate the complexity and usefulness of the ecosystem approach, which was applied to a small ecosystem in Korea. Korea should seriously consider to take the ecosystem-based approach to fisheries management, since most major fish stocks are currently depleted due to many reasons such as overfishing, land reclamation and coastal pollution.
