본 연구는 Van Meter & Van Horn의 정책 집행 시스템 모델을 이론 적 틀로 삼아, C대학을 사례로 중국 대학생 혁신창업교육 정책의 집행 효과에 나타나는 차이를 탐구하였다. 연구방법으로는 사례연구를 적용하 였고, 첫째, 문헌 분석을 통해 중국의 관련 정책과 C대학의 정책 집행 문서를 정리함으로써, 이론적 기반과 주요 영향 요인을 도출하였다. 둘 째, 심층 인터뷰를 하여 C대학의 정책 집행 현황을 조사하고, 정책 집행 자, 교수, 학생들의 피드백을 수집함으로써 정책 집행 과정에서 나타나는 핵심 문제를 분석하였다. 연구결과, 중국 대학생 혁신창업교육 정책의 집 행에는 정책 개념의 모호성, 자원의 부족, 다중 조직 간 협력의 어려움, 경직된 행정 체계, 낮은 사회 참여도, 집행자의 소극적 태도 등이 주요 저해 요인으로 작용하고 있음이 확인되었다. 이에 본 연구는 정책 효과 제고를 위해 정책 개념의 명확화, 재정 지원 제도의 구축, 조직 구조의 최적화, 데이터 플랫폼의 마련, 자원 통합 시스템 구축, 교사와 학생 중 심의 실행 방안 등 여섯 가지 개선 방향을 제안하였다. 이러한 연구는 Van Meter & Van Horn 모델의 적용 가능성과 정책 집행에 미치는 구 체적 영향을 실증적으로 분석함으로써, 향후 정책 수립과 집행 과정에 실질적 시사점을 제공한다.

본 연구에서는 택지개발예정지구의 노인을 대상으로 친환경 택지개발 정책에 대한 수용성 수준 및 영향요인을 분석하였다. 이 과정에서 개발 지역 주민의 특성을 고려하여 영농활동을 하는 노인과 그 지역에 단지 거주하는 노인으로 집단을 나누어 비교분석하였다. 본 연구에서 수집된 자료 분석을 위하여 IBM SPSS Statistics ver. 27.0을 이용하였다. 주요 결과는 다음과 같다. 첫째, 영농활동을 하는 노인은 그 지역에서 단지 거 주하는 노인보다 개발정책에 대한 수용성이 유의미하게 높은 것으로 나 타났다. 다만, 모든 집단에서 정책수용성 수준은 높지 않은 것으로 평가 되었다. 둘째, 영농활동을 하는 노인과 그 지역에 단지 거주하는 노인은 정책수용성에 영향을 미치는 요인과 그 영향력이 다른 것으로 나타났다. 이와 같이 본 연구는 개발정책에 대한 주민의 수용성에 처음으로 주목하 여 택지개발예정지구의 노인에 대해 그 특성에 따른 차이점을 실증적으 로 분석함으로써 친환경 택지개발 정책이 원래의 의도대로 효과가 구현 되는데 필요한 정책집행 요인을 엄밀하게 규명하고 정책수용성을 증진하 기 위한 기초자료를 제공했다는 점에서 연구 의의를 찾을 수 있다.

A probation system of death penalty can lie halfway between death penalty and life sentence. Since grotesque and crude murder cases continually happen in Korea, it is difficult to abolish death penalty right now. We need to introduce the probation system of death penalty, which may be regarded as an interim stage for abolishment of death penalty. I have investigated the current death penalty system in China and found the following problems: There are many kinds of crimes punishable by death penalty, the appropriate condition is not shown to apply the probation system of death penalty, and the number of execution is the largest in the world. However, the probation system of death penalty has the following advantages: It is a humanistic system to head for the return to society, a positive effect of correction can be anticipated during the probation, and danger of misjudgement can be minimized. Moreover, in regard to the probation system of death penalty, I have explored a range of probation judgement, the probation period, the screening procedures of application, and the cases of remission.

We have endured a lot of social and economic loss due to the industrial calamities. A study for the government policies to reduce the loss in the field of industrial safety and health leaves much to be desired. The practical one on the government policies industrial safety and health policies, however, hasn't been accomplished as much expected. The purpose of this study is to suggest a research framework fir the execution process analysis, which is needed to find out the desirable or undesirable elements of industrial safety and health policies. The focus of the analysis lays on a policy problem of the industrial safety and health criteria. And based on this paper, it will proceed to the practical research for the industrial safety and health policies.

산업재해로 인한 개인·사회·국가적 손실이 막대함에도 불구하고, 이러한 산업재해손실을 최소화하기 위한 산업안전보건정책의 결정과 집행과정에 대한 분석·연구는 매우 미흡한 실정이며, 유사한 성격의 사회정책으로서 공정거래제도나 환경분야보다도 훨씬 뒤떨어 져 있다 본 논문은 산업안전보건기준이라는 정책과제를 중심으로 산업안전보건정책의 집행 과정의 성공과 실패요인의 분석에 필요한 연구분석들을 제시하고자 하며, 향후에 이를 바탕으로 실증적인 적용실태연구를 통해 산업안전보건정책방향의 일단을 제시하고자 한다.
