        In this paper, a design for a vehicle body of an armored robot for complex disasters is described. The proposed design considers various requirements in complex disaster situations. Fire, explosion, and poisonous gas may occur simultaneously under those sites. Therefore, the armored robot needs a vehicle body that can protect people from falling objects, high temperature, and poisonous gas. In addition, it should provide intuitive control devices and realistic surrounding views to help the operator respond to emergent situations. To fulfill these requirements of the vehicle body, firstly, the frame was designed to withstand the impact of falling objects. Secondly, the positive pressure device and the cooling device were applied. Thirdly, a panoramic view was implemented that enables real-time observation of surroundings through a number of image sensors. Finally, the cockpit in the vehicle body was designed focused on the manipulability of the armored robot in disaster sites.

        In this paper, we introduce a target position reasoning system based on Bayesian network that selects destinations of robots on a map to explore compound disaster environments. Compound disaster accidents have hazardous conditions because of a low visibility and a high temperature. Before firefighters enter the environment, the robots notify information in advance, such as victim’s positions, number of victims, and status of debris of building. The problem of the previous system is that the system requires a target position to operate the robots and the firefighter need to learn how to use the robot. However, selecting the target position is not easy because of the information gap between eyewitness accounts and map coordinates. In addition, learning the technique how to use the robots needs a lot of time and money. The proposed system infers the target area using Bayesian network and selects proper x, y coordinates on the map based on image processing methods of the map. To verify the proposed system, we designed three example scenarios based on eyewetinees testimonies and compared time consumption between human and the system. In addition, we evaluate the system usability by 40 subjects.

        A national infrastructure is a physical and human system that can have a significant impact on life, property, and the national economy if its function is paralyzed. It is also used for energy, telecommunications, transportation, finance, healthcare, nuclear energy, environment, important government facilities, etc. In this paper, we present a disaster risk assessment method and alternative method considering the regional characteristics of the national infrastructure through the evaluation of disaster risk.

        상수도관의 파열은 과도한 압력, 노후화, 온도변화나 지진 등에 의한 지반이동에 의해 발생한다. 상수도관 파열이 대규모 단수, 싱크홀 등과 같은 더 심각한 피해 이어지지 않도록 신속하게 탐지 및 대응하는 것이 중요하다. 본 연구에서는 상수도관 파열 탐지를 위해 개선 Western Electric Company (WECO) 방법을 개발하였다. 개선 WECO 방법은 통계적공정관리기법 중 하나인 기존 WECO 방법에 임계치 조정자(w)를 추가하여 대상 네트워크에 적합한 이상탐지 의사결정을 할 수 있도록 했다. 개발된 개선 WECO 방법을 미국 텍사스 오스틴 관망에 적용 및 검증하였다. 상수도관 파열 발생 시 측정한 비정상데이터와 수요량 변동만 고려한 정상데이터를 이용하여 기존 및 개선 WECO 방법을 비교하였다. 최적 임계치 조정자 w값을 결정하기 위해 민감도 분석을 수행하였으며, 다양한 계측시간 간격 데이터(dt = 5, 10, 15분 등)의 영향도 분석하였다. 각 경우 별 탐지 성능은 탐지확률, 오경보확률, 평균탐지시간을 계산하여 비교하였다. 본 연구에서는 도출된 결과를 바탕으로 WECO 방법을 실제 상수도관 파열 탐지에 적용하기 위한 가이드라인을 제공한다.

        A series of disaster response drill was conducted using a robust and integrated safety management platform (WINS+) which can provide multi-functions of safety evaluation in realtime, disaster information provision and recovery actions for major water infrastructures, which are designated as nation’s first class infrastructures, under natural disasters such as floods or earthquakes. It is believed that the experience of disaster response drills using the new integrated safety management system (WINS+) enhances our capability of preparedness and response against disasters, and that the validity of WINS+ can be clearly confirmed.

        대형복합재난은 자연재난과 사회재난이 연쇄적 또는 동시다발적으로 발생함에 따라 예측 가능한 범위 밖의 거대한 규모로 전개되 는 재난을 의미한다. 대형복합재난은 재난의 동시성과 연쇄성으로 전혀 새로운 형태로 변화되어 기존의 재난관리방식과 다른 새로운 관리방 식이 필요하게 된다. 이에 본 연구는 대형복합재난을 대상으로 선진외국의 복합재난대응체계를 검토하여 국내 복합재난 대응체계에 필요한 정책적 개선방향을 제시하였다.

        This study is the result of questionnaire about disaster and safety. Survey results showed that residents' satisfaction with disaster and safety was low. And satisfaction of public officials was high. Therefore, there is a difference in perception between residents and civil servants.

        This study suggests a plan to expand the rural experience program linked to natural disaster through the case analysis of the village of Garisan-ri, Inje-gun, Gangwon-do, Republic of Korea. This will help to establish the necessary improving and policies for Re-leap of rural villages in disaster areas and activation of rural experience villages. The local residents have created flood recovery stories, disaster response content, and disaster prevention camp sites, all of which have been hit by serious disaster damage. It has also contributed to the revitalization of the village by providing various experience programs such as disaster response training, crossing rapids, and evacuation experience. This is a way to get rid of the negative perception of disaster and utilize it. The conversion of idea through disaster experience content contributed to the activation of the area. By linking the disaster experience contents to the rural experience program in the future, it can be helpful to avoid the duplication of contents and limit the similar operation method, which is an existing problem of rural experience villages.

        For a practical mobile robot team such as carrying out a search and rescue mission in a disaster area, the localization have to be guaranteed even in an environment where the network infrastructure is destroyed or a global positioning system (GPS) is unavailable. The proposed architecture supports localizing robots seamlessly by finding their relative locations while moving from a global outdoor environment to a local indoor position. The proposed schemes use a cooperative positioning system (CPS) based on the two-way ranging (TWR) technique. In the proposed TWR-based CPS, each non-localized mobile robot act as tag, and finds its position using bilateral range measurements of all localized mobile robots. The localized mobile robots act as anchors, and support the localization of mobile robots in the GPS-shadow region such as an indoor environment. As a tag localizes its position with anchors, the position error of the anchor propagates to the tag, and the position error of the tag accumulates the position errors of the anchor. To minimize the effect of error propagation, this paper suggests the new scheme of full-mesh based CPS for improving the position accuracy. The proposed schemes assuring localization were validated through experiment results.

        Among the various disasters caused by climate change, flooding has account for more than 70% for domestic disaster. This study develops an integrated system that be able to express and spread the disaster information, which can corresponds to the flooding. DRiMSS developed in this study consists of four modules, including RASS, LeVAS, FROK, and FRIENDs. DRiMSS is applied to Sungseo industrial complex in Daegu, and it is confirmed that DRiMSS can produce, express, and spread various disaster information according to the progress of the flooding.
