This article provides an analyses the implications of China’s constitutionally proclaimed notion of “Community of Shared Future for Mankind” (CSFM), which reveals the stance of the PRC party in promoting so-called “Chinese wisdom” and a “Chinese solution” to address common issues in global governance and in pursuing China’s global leadership in President Xi Jinping’s “New Era.” The author explores the possibility for China and the West of reaching a normative consensus in terms of standards set by the CSFM vision and human security in light of the current global pandemic. The author advocates pursuing a pragmatic, problem-solving approach to international engagement with China without advancing a particular political agenda based on broad ideological presumptions, namely by encouraging and facilitating China’s further participation in international institutions and treaties. This approach may establish an increasing convergence and resonance of local and nonlocal norms to reach a normative consensus and, ultimately, to influence treaty performance incrementally and gradually.
The PoN (Proof of Nonce) distributed consensus algorithm basically uses a non-competitive consensus method that can guarantee an equal opportunity for all nodes to participate in the block generation process, and this method was expected to resolve the first trilemma of the blockchain, called the decentralization problem. However, the decentralization performance of the PoN distributed consensus algorithm can be greatly affected by the network transaction transmission delay characteristics of the nodes composing the block chain system. In particular, in the consensus process, differences in network node performance may significantly affect the composition of the congress and committee on a first-come, first-served basis. Therefore, in this paper, we presented a problem by analyzing the decentralization performance of the PoN distributed consensus algorithm, and suggested a fairness control algorithm using a learning-based probabilistic acceptance rule to improve it. In addition, we verified the superiority of the proposed algorithm by conducting a numerical experiment, while considering the block chain systems composed of various heterogeneous characteristic systems with different network transmission delay.
In recent years, importance of blockchain systems has been grown after success of bitcoin. Distributed consensus algorithm is used to achieve an agreement, which means the same information is recorded in all nodes participating in blockchain network. Various algorithms were suggested to resolve blockchain trilemma, which refers conflict between decentralization, scalability, security. An algorithm based on Byzantine Agreement among Decentralized Agents (BADA) were designed for the same manner, and it used limited committee that enables an efficient consensus among considerable number of nodes. In addition, election of committee based on Proof-of-Nonce guarantees decentralization and security. In spite of such prominence, application of BADA in actual blockchain system requires further researches about performance and essential features affecting on the performance. However, performance assessment committed in real systems takes a long time and costs a great deal of budget. Based on this motivation, we designed and implemented a simulator for measuring performance of BADA. Specifically, we defined a simulation framework including three components named simulator Command Line Interface, transaction generator, BADA nodes. Furthermore, we carried out response surface analysis for revealing latent relationship between performance measure and design parameters. By using obtained response surface models, we could find an optimal configuration of design parameters for achieving a given desirable performance level.
With the growing concern of the international community about the negative spillover effects of SOEs on trade, reaching a consensus among different stakeholders has become increasingly urgent. This paper argues that strengthening a redefined competition policy is a feasible alternative, or at least a complementary option to the existing trade framework. The reasons are as follows: (a) surrounding SOEs is not only trade-related, but also competition-related; (b) the existing SOE disciplines have defects when it comes to dealing with competition distortion effects; and (c) characteristics of competition policy make it easier to reach a “maximum common divisor” among all parties. Accordingly, competition policy needs to be redefined and pursued from an international and domestic level. It is necessary to strengthen the fundamental position of competition policy in China by integrating it into SOE reform measures, advancing the implementation of the Fair Competition Review System, and promoting the construction of the competitive neutrality system.
Stakeholder management in construction projects is an important factor in project performance creation. The purpose of this study is to verify the effect of the recognition of the importance of the quality influence factors among the stakeholders of the construction project on the perceived quality and the project performance. The impact of the project management methodology on the project performance has been actively researched, but there is little research result on the project stakeholders. The projects to be researched are apartments and buildings that have been completed within the last five years of domestic large construction company. The method of survey is to measure the consensus of the importance of the quality influential factors among the three parties such as the ordering party, the design supervisor and the constructor, and confirm whether the agreement affects the quality of the actual project. Finally, the research model was verified by surveying the satisfaction of the client on the final product. The results are as follow. The degree of agreement on the importance of quality influential factors among stakeholders has a significant effect on perceived quality. In the relationship between perceived quality of influence factors, organizational (support) quality influenced technological quality and managerial quality, and technological quality and managerial quality also have significant influence on resource quality. The results of analysis showed that perceived quality of resources strongly influenced project performance. The remaining three experienced qualities also significantly affect project performance.
Recently, blockchain technology has been recognized as one of the most important issues for the 4th Industrial Revolution which can be represented by Artificial Intelligence and Internet of Things. Cryptocurrency, named Bitcoin, was the first successful implementation of blockchain, and it triggered the emergence of various cryptocurrencies. In addition, blockchain technology has been applied to various applications such as finance, healthcare, manufacturing, logistics as well as public services. Distributed consensus algorithm is an essential component in blockchain, and it enables all nodes belonging to blockchain network to make an agreement, which means all nodes have the same information. For example, Bitcoin uses a consensus algorithm called Proof-of-Work (PoW) that gives possession of block generation based on the computational volume committed by nodes. However, energy consumption for block generation in PoW has drastically increased due to the growth of computational performance to prove the possession of block. Although many other distributed consensus algorithms including Proof-of-Stake are suggested, they have their own advantages and limitations, and new research works should be proposed to overcome these limitations. For doing this, above all things, we need to establish an evaluation method existing distributed consensus algorithms. Based on this motivation, in this work, we suggest and analyze assessment items by classifying them as efficiency and safety perspectives for investigating existing distributed consensus algorithms. Furthermore, we suggest new assessment criteria and their implementation methods, which can be used for a baseline for improving performance of existing distributed consensus algorithms and designing new consensus algorithm in future.
This study aims to analyze the agreement of service innovation using contingency approach (manager personality, organizational structure) moderated by leadership agility. The study has been carried out on Islamic banking companies’ managers in Indonesia, from East Java and Yogyakarta region using purposive sampling technique with questionnaire and interviews as the method of data collection. The total number of respondents in the sample is 184. This sample is then analyzed using Euclidience Distance Simple Regression and Simple Regression Moderation method. The results prove that: (1) there is a partial fit between incremental strategy with reactive personality and mechanical organizational structure, which increases the service performance; (2) there is a partial fit between radical strategy with proactive personality and organic organizational structure, which increases the service performance; (3) leadership agility is able to strengthen the fit of the relationship between incremental innovation strategy and reactive personality toward service performance; (4) leadership agility is able to strengthen the fit the relationship between radical innovation strategy and proactive personality toward service performance; (5) leadership agility is able to strengthen the fit of the relationship between incremental innovation strategy and mechanical organizational structure toward service performance; and (6) leadership agility is able to strengthen the fit of the relationship between radical innovation strategy and organic organizational structure toward service performance
For purposes of studying intron structures and predicting consensus splice motifs, a total of 102 legume species were used to isolate introns across the family. Of 196 gene-targeted PCR primer pairs, we successfully amplified 118 intron-containing genes (60.2%) and obtained a total of 1,870 introns with an average size of 143 nucleotides. Species-based compilation of 5’- and 3’-splicing motifs showed lineage-specific conservation in each splicing motif. Compilation of the entire intron set permitted prediction of the consensus sequences of splicing signal motifs in legumes, AYGWGTABABGH and TVNC/TAGGHTV for the 5’- and 3’-splicing motifs, respectively. Interestingly, these consensus motifs are very similar to the corresponding splicing signals of two model systems, Arabidopsis and rice. This result is suggestive of conservation of pre-mRNA splicing mechanisms in higher plants. Multiple alignments of CALTL introns demonstrated that the region from the branch point to 3’ splice site was relatively more conserved than the region from5’ splice site to the branch point. Phylogenetic analysis demonstrated that each of three splicing motifs, 5’-splice sites, 3’-splice sits, and branch site, was relevant to evolutionary divergence of species and phylogenetically informative, suggesting that splice signal sequences would be useful as a potential tool for the molecular phylogenetic analysis.
본 연구에서는 물환경 정책 및 계획의 추진과정에서 발생할 수 있는 갈등을 풀어나갈 수 있도록 다양한 이해당사자들의 참여, 투명한 정보공개, 객관적 의사결정과정, 개별 이해당사자들의 의견 반영 등 합의형성을 위한방법론 또는 도구로서 합의형성 지원시스템을 제안하였다. 개발된 합의형성 지원시스템은 물환경 문제에 대하여 영향력을 가진 특정 집단이 해결안을 제시하여 강요하거나 설득하는 구조 대신에 다양한 이해당사자의 참여를 바탕으로 한 공동적 문제해결 방식을 기반으로 하였다. 즉, 합의에 도달하기 위해서 협상 및 조정과 같은 상호작용을 통해 이해관계를 조정하여 이해당사자들 스스로 갈등을 해결할 수 있는 환경을 제공한다는 것이다. 개발된 합의형성 지원시스템의 적용성을 검증하기 위하여 한탄강댐 건설 사례에 대한 제한적인 롤플레잉 모의실험을 수행하였다. 본 연구는 합의형성 지원시스템의 적용을 통해 정부가 지역사회나 NGO 등과 공론의 장을 마련하여 적극적으로 합의형성을 이룰 수 있도록 노력한다면 협상의 효과를 한층 높일 수 있음을 확인할 수 있었다.

Heinrich Bullinger and John Calvin agreed on a common doctrine of the Eucharist in 1549.
