The IMO Standard Marine Communication Phrases (SMCP) has been established purposely to enhance the greater safety of vessel’s navigation by standardizing the language used among seafarers. However, accidents are still occurred due to communication failures among onboard merchant vessels’ crews. It is worth mentioning that the major cause of marine accidents is human error (80%) where one-third from it was due to communication failures. Ineffective communication, different culture and language among seafarers onboard are some instigators of human error that lead to accidents in marine operations. Therefore, the primary aim of this paper is to investigate and evaluate the causal factors that contributes to communication failures onboard merchant vessels. Then, this paper recommends possible solutions for minimizing the communication failures among seafarers. To achieve this research objectives, two decision-making tools which are the Analytical Hierarchy Process (AHP) and Evidential Reasoning (ER) was applied. Data and judgments are obtained from domains experts from four marine training providers and eight shipowners in Malaysia. The result has shown that lack of SMCP knowledge, prejudice and dialect varieties are the most significant factors that contribute to the communication failures onboard merchant vessels. Few suggestions and opinions from the experts are proposed in this paper. This research can assist marine training providers and shipowners to identify and evaluate the causal factors of communication failures thus corrective action can be taken.
현대사회의 대중과 해양산업에 종사하는 이들조차 ‘해양력은 해군력이다.’라고 인식하고 있다. 하지만 해양력이라는 용어를 처음 사용한 미국의 해군장교 알프레드 마한은 그의 저서에서 “해양력의 역사는 주로 해군의 역사이지만 전부는 아니다.”라고 밝히고 있다. 평시의 해운력과 전시의 해군력이 상호 순환적인 관계로 발전하여 해양력을 강화시켰으며, 해운과 해군의 관계는 상호보완적이라고 하였다. 해양력의 근간인 바다는 하늘과 우주공간 등과 같이 세계적 공유물로 정의되고 있으며, 세계적 공유물의 실질적인 지배와 운용은 사람만이 가능하다고 평가되고 있다. 따라서 향후 해양력 확보를 위한 핵심과제이자 성공 요인은 인적자원의 확보라 할 수 있다.
해운력의 인적자원은 해기인력이다. 해기인력은 해상에서 인명, 재산 및 해양환경의 안전을 달성하기 위해 공익적 차원의 법적 규제를 받게 된다. 더욱이 일반근로자와 달리 노사관계가 불균형적이고, 불만을 해소할 수 있는 기회가 제한되며 고용환경이 불안정하여 해기직을 기피하는 현상이 확대되고 있다. 이러한 현상을 보완해주는 제도가 승선근무예비역제도이다. 승선근무예비역은 에너지수송, 외화획득, 연관산업 전문가로 활약하며 국익적 역할을 수행하고 있다. 또한, 비상시 민·관·군의 수요에 따라 물자보급과 병력수송 그리고 국가기능 유지를 위한 물자와 주민수송을 담당하게 된다.
따라서 해기인력의 이러한 역할을 유지하고 발전시키기 위하여 병력화 방안을 다음과 같이 제안한다. 첫째, 승선근무예비역제도의 복무규정을 담고 있는 병역법 제4장 현역병 등의 복무 제2절 상근예비역 및 승선근무예비역의 복무규정을 별도의 독립된 절로 구분하여야 한다. 둘째, 병역법의 전시특례 세칙을 규정하여야 한다. 셋째, 이병으로 제대하는 승선근무예비역이 전시특례에 따라 예비역 장교 또는 부사관 병적으로 편입되는 문제를 해결해야 한다.
국가의 해양력은 평시의 해운력과 전시의 해군력의 우세로 좌우된다. 해운력은 해군력과 더불어 국가 해양력의 한 축으로, 해운력의 인적자원인 해기인력은 평시 해운력의 원동력이자 전시 해군전력으로 즉시 활용 될 수 있다. 따라서 우리나라가 21세기 신 해양시대에 해양력을 바탕으로 해양강국으로 발돋움하기 위하여, 승선근무예비역제도를 통한 우수해기인력의 안정적인 확보가 필요하다.
이 연구는 2010 마닐라 개정을 적용한 필리핀 해기 교육 및 훈련의 STCW 78/95의 이행여부를 검토한다. 또한 각국의 해사환경, 해기교육의 구조와 질, 해기인적 자원의 효과에 대해 논한다. 2010 마닐라 회의에서 채택한 다양한 결의안 중에서, 이 논문에서는 훈련과 증명의 기준 및 기술과 역량 증진에 대해 강조한다. 이는 필리핀고등교육위원회(CHED)에 의해 위임된 기존의 교과과정과 해사훈련위원회(MTC)에 의해 향상된 STCW 훈련을 비교할 것이며, 다른 아시아 국가에서의 해기 훈련에 대해서도 비교 분석할 것이다. 해기교육기관의 자격과 평가에 대한 현재 해사 제도의 약점을 지적한다. 이 연구에서는 미래에 유능한 인적자원 개발 측면에서 상호 채택 가능한 평가기준이 필요하다고 결론짓고 있다.
The objective of the research was to study the determinants affecting the decision to study nautical science program within a Thai maritime institute in preparation for working post-graduation as a ship officer on a merchant ship. The samples are classified by institute, academic year, cumulative score level, domicile, and parent's monthly income. The total sample of study was 386 Thai merchant marine students. The data collection method was a one to five rating scale questionnaire. The statistical methods applied in analyzing the data were percentage, mean, standard deviation, t-test, one way analysis of variance and a Sheffe's test. The study shows seven factors that influenced the decision in descending order; expectations, tuition and scholarships, selection system, quality of the institute, background and private capability, generality of the institute and external influences on the decision. The decision to select an institute was classified by institute and revealed that different institutes had distinct determinants that led to the decision. The students were from The Merchant Marine Training Center and from The International Maritime College, Kasetsart University were differences. There were no dissimilarity between academic year, cumulative score level, domicile, and parent's monthly income.
The objective of this study was to compare the attitude of merchant marine student of Thailand in 3 aspects; cognitive, affective and behavioral classified by institutes, domiciles, parent's occupation, parent's income per month, motivation and information receiving concerning mariner profession. The sample used in this study consisted of 867students in maritime institutes of Thailand. The instrument implemented in collecting data was a set of 30 five rating scale questionnaires. The statistical methods applied in analyzing the data were mean, standard deviation, t-test and one way analysis of variance and fisher's LSD. The results of this research shows that the attitude in vocational education of Thai merchant marine student was of the high in every aspect. Attitude for mariner profession of Thai merchant marine student in terms of different institutes had different in all aspects. In terms of different domiciles, it shows different attitude in affection and similar attitude in cognition and behavior. In terms of parent's occupation, it shows similar in all aspects. In terms of parent's income per month, it shows different attitude in cognition and affection and similar attitude in behavior. In terms of motivation, it shows similar in all aspects. In terms of information receiving concerning mariner profession, it shows different attitude in all aspects.
With the advent of the 21th century, Korea surrounded by the three sides of the sea has been underlining the fact that it will become one of the strongest maritime powers near future as ever in the past. The study shows that in order to build up Korea as a powerful maritime country, not only should we urge its government to take more in-depth political interest in the field of the shipping industry, but the effective training and the managing program for sea-farers employing in th forefront of the shipping business(as the centric panel of the competent merchant marine officers) also have to be taken into a sufficient consideration. According to the large scale, higher speed and automatization of vessels, a number of seamen who have so well-workable brain as to dexterously operate the up-dated scientific equipments have come into be demanded. This study therefore has not only suggested that an improvement for the system of the education for merchant marine officers and the effective scheme of the management on them, but especially underlined the problems of seamen' and their families' economic and social securities as well.
Traditionally, in the education for the trainees of marine officier, the emphasis is laid on the practical training on board to prepare them for the future position on board and to fit them for the shipboard life. Though the education has been carried out in various ways according to each country's social tradition, culture and educational system, in these days it is done normally by the combined way of school education and training on board to get the competence for the marine officer. Thus the shipboard training course is compulsively required to the candidates for certification as merchant marine officers by the IMO STCW convention 1978 and also it is believed that the education for the dacet officers is to be completed through the shipboard training. In spite of the various earlier studies to improve the training education system, there are few studies for the matters and problems form the standing point of cadet.
Much efforts have been made to improve the training education system for last decades. however, it still leaves much room form improving the system. The reason for this is that the have been many changes in given educational conditions, national and international, and that there existed the lack of training facilities on shore and the limits of capacity on the training ship. The existing program adopts a straight-through system of which the course has to be completed at same time, and also forces students to study the course, disregarding their aptitude for sea life. Consequently, the program resulted in frustrating the learning desire of some students and, as a consequence, in deteriorating the quality of the entire training education. This paper aims to develop an efficient training program including curriculla by the literature survey and the teaching and sea experiences on the training ship "HANBADA" and merchant ships, where the authors have been for many years. Compared with the existing one, the new training model suggested in this paper has some advantages as follows : First, the new model adopts multi-state system which consists of various short-term training courses according to each purpose. This system will be helpful for student to find their aptitude for sea life earlier and to understand classes of major subjection shore. Second, the model includes new curriculla which consist of core subjects (for example, navigation, marine operation, marine transportation, watch keeping and nautical English for deck cadets and internal and external combustion engine, auxiliary machinery, electric and electronics and engine maintenance for engine cadets), by incorporating existing 20 subjects in 5 subjects. These curriculla may contribute to embodying the characteristics of training education where the above mentioned subjects must be linked with each other. In order to implement this new training model efficiently and effectively, the following prerequisties must be prepared : ① The contents of each subject included in the new model should be systematically developed. ② The educational schedule should be adjusted according to the new model.new model.
