        Daily workers in construction sites rarely receive the benefit of systematic safety and health training as they are required to move from one construction site to another in response to the start, completion, and repetition of construction works. Also, small- to medium-sized construction sites often lack the capacity to train their workers. Therefore, as in the advanced countries, basic OSH training sheme for construction workers should be conducted in the industrial-level, rather than in individual workplace-level, to make the training more effective. By doing so, only workers with the basic safety training will be able to engage in construction works. Consequently, accidents in the construction industry will decrease, as workers themselves who are at the forefront of the construction worksites are empowered to play the central role in accident prevention activities.

        The occupational safety and health expenses in construction since 1988 has contributed significantly to the reduction of injury occurrence rate. But accounted basis and criteria used of the occupational safety and health expenses have been pointed out so many issues. The purpose of this study, perform analysis of the effectiveness of the occupational safety and health expenses through the reviewing of several issues about the current system and analysis of existing statistical data. Based on the result of the research, it is concluded that the contribution survey of the occupational safety and health expenses on the safety accident prevention program qualitatively evaluated as an average of 4.39(standard deviatin 0.652) on the five point scale based was very positive.

        Safety is totally established through not only legal regulations and system but the establishment of safety culture. As a foundation of safety culture, safety and health communication is the essential condition. Therefore, in the case of researching safety culture the communication network of a organization is a crucial factor. This study has analysed the structure of occupational safety and health communication between domestic and foreign corporations comparatively by the statistical analysis. The occupational safety and health communication is composed of four sub-dimensions: general communication in working site, using safety information communication, communication with the board of directors, and communication with labor union. The nationality of corporations influences the safety communication significantly except for communication with labor union. Consequently it is possible to infer that the nationality of corporations is a significant factor for safety communication network.

        The safety & health can not be accomplished by only one side's effort of labor and management. To establish high level of occupational safety & health system, we have to recognize the extent of participance and need to study about how to keep the labor-management cooperation in good condition. The purpose of this paper is to make better suggestions such as how to improve the labor-management cooperation and how to establish the efficient occupational safety & health law through studying the labor-management cooperation system in the occupational safety & health.

        This article is concerned with various aspects of establishing the global standard for occupational safety and health management system (OHSMS). The notion, main features, and brief history of the OHSMS are presented. The OHSAS 18000, its assets and liabilities, are reviewed as a prototype of the global standard. It is also addressed the possibility of combining ISO 9000(quality management system), 14000(environmental management system) and the OHSMS into the integrated management system (IMS) as a whole. The concepts of internal and external customers are presented to explain why the environment, safety and health should be incorporated into the notion of total quality 'Participation of the members' and 'standardization of the 4Ms (Man, Machine, Materials and Method)'are emphasized as the major enablers of the IMS. Finally, the industrial, academic and governmental roles are discussed for developing the IMS and setting it down into the Korean industries.
