본 연구는 독일, 영국, 호주의 선진 사례를 바탕으로 국내의 스포츠를 통한 국제개발협력의 질적 고도화를 위한 정책적 시사점을 도출하는 데 목적이 있다. 복합적 자료 수집을 기반으로 각국의 관련 정책과 주요 프 로그램에 대해 질적 문헌 분석을 수행하였다. 각국은 중장기정책 및 프 레임워크를 통해 스포츠를 통한 국제개발협력의 방향과 세부 과제를 제 시하고 UN의 SDGs 이행과 국익에 부합하는 프로그램을 실행한다. 또 한, 상이한 거버넌스를 바탕으로 공여국, 파트너 조직 및 지역사회와의 긴밀한 협력 속에서 수요자 중심의 프로그램을 제공한다. 따라서, 한국은 외교부와 KOICA를 중심으로 다양한 이해관계자와의 협력적 거버넌스 체 계를 구축하고 SDGs 달성을 위한 정책 수립이 필요하다. 마지막으로 수 원국과 그 지역사회의 관심사에 초점을 맞추고 현지화를 고려한 수요자 중심의 프로그램을 발굴하는 것이 바람직하다.
According to the statistics of IEA (International Energy Agency), China has the strong dependency on the coal energy. However, the coal energy creates the highest level of CO2 emission among the energy resource. Since 2006, China became the most important CO2 emission country.
In order to control the air polution and the CO2 emission, Chinese government is diversifying the energy resource for its economy.
After Fukushima incident, Chinese government checked the safety of nuclear facility and suspended the new nuclear power plant construction. This governmental measures were similar to those of Germany. However, Chinese government resumed the new nuclear power plant construction while Germen government turn its nuclear policy into the shutdown.
The important role of Chinese governmental nuclear companies is similar to the French situation of nuclear energy development by the Government-owned company.
Like the French nuclear company which acquired its nuclear technology from Westinghouse, China introduced and learned the nuclear technology from USA (AP1000) and from France (EPR).
Especially, French government and French nuclear company are willing to cooperate with China in the field of nuclear energy. French nuclear company, Areva expect that the over than 50% of potential nuclear energy development in the World will be created in China.
To mark the 70th anniversary of the alliance between South Korea and the United States, President Yoon Seok-youl of South Korea and President Joseph R. Biden of the United States convened at the White House, adopting the pivotal “Washington Declaration.” This significant act paved the way for the establishment and institutionalization of the ROK-US Nuclear Consultative Group (NCG). The NCG is envisioned as a mechanism to address North Korea’s nuclear threat, striving for nuclear sharing and a nuclear defense system, thereby alleviating concerns about nuclear security. The NCG is perceived as a crucial advancement in the realm of ‘tailored extended deterrence’ on the Korean Peninsula. However, its operational scope and efficacy remain subjects of debate within South Korea. A comparative analysis with other consultative entities, such as NATO’s Nuclear Planning Group (NPG) and Extended Deterrence Strategy Consultative Group (EDSCG), raises questions about NCG’s unique contributions and potential functional overlaps. Furthermore, the establishment of the NCG represents a notable progression in the strengthened ROK-US alliance. This progression coincides with the resumption of large-scale joint nuclear security military exercises under the new administrations of both nations. Anticipated future operations within the NCG framework encompass the continual deployment of strategic assets and the execution of nuclear simulation exercises. Such actions serve not merely as a deterrent message to North Korea but also aim to instill confidence in the US’s commitment to extended deterrence among the South Korean populace. This study aims to highlight the significance and implications of the ROK-US Nuclear Consultative Group (NCG) through an exhaustive comparative analysis of existing nuclear security consultative bodies and pertinent nuclear security policies. Moreover, this research emphasizes strategies to boost the NCG’s effectiveness, the necessity for policy enhancements to foster South Korea’s nuclear security autonomy, and the importance of raising nuclear security awareness among the general public.
This study aims to review the differences in urban regeneration independently implemented by the government (Ministry of Land, Infrastructure, and Transport, MOLIT) and Seoul based on related laws and ordinances, and to draw out the implications of Korean urban regeneration’s directions. The results are as follows. First, Seoul has constantly responded to the revision of the Urban Regeneration Act by adjusting and specifying the contents of ordinances, and especially, there have been efforts to enhance regional characteristics suitably for the circumstances of Seoul. Second, in the urban regeneration of Seoul, the budgets including the matching ratio of national and local subsidies shall be changed according to the standards of the MOLIT in changing designating places after the selection of the urban regeneration by the ministry, and this procedure and these implementation methods cause confusion to Seoul and local governments. Third, there were differences in the results of comparing the budgets and support methods of the “Gaggum Housing Project” of Seoul and “New Deal Housing Repair Project” of the MOLIT, which caused conflicts due to the differences in the project implementation and support standards, and the arbitrary interpretation of the guidelines. Although the urban regeneration greatly contributed to the revelation and conservation of regional characteristics, it might be necessary to establish systems that can enhance citizens’ awareness and compensate the efficient contents needed for each region in the future.
The purpose of this study is to analyze the cases of Asan-si and Hongseong-gun in Chungcheongnam-do to derive the direction of development of the school meal support center and improvement of the school meal policy in connection with local food. We conducted a survey on the importance and performance of school meal support policy and local food supply policy for nutritionists in two areas. In addition, we identified the issues to be improved intensively and the issues to be continuously managed over the medium to long term, and suggested directions for improvement using IPA. As a result of the importance-performance analysis of school meal support policy and local food supply policy, both Asan-si and Hongseong- gun. focused on improving the price and quality of local food.
