목적 : 본 연구는 시기능 검사 및 시기능 보정용구 제공과 관련한 해외 주요 선진국과 국내 체계를 비교 분석하여 한국 안경사가 나아가야 할 방향을 설정하고, 시기능 관리서비스와 국민 안건강의 사전관리에 관련된 제도개선을 위한 기초자료를 제공하고자 하였다. 방법 : 선행 연구·문헌과 인터넷 자료 등을 통해 현재 주요 선진국으로 평가 받으며 세계 안광학과 검안학에 있어 주도적 발전을 이끈 WCO(구 IOOL)의 주요3개국에 대한 현재 운영 체계를 비교·분석하였다. 결과 : 해외 주요 선진국은 다양한 요구로 증가하고 있는 시 기능 이상자들의 처치와 관리 그리고 정확하고 편안한 시기능 보정용구의 공급과 안과질환의 사전예방 업무에 있어 실무자들을 세분화하여 다양한 장비를 통해 전문성을 강화하고 있는 추세이고, 국민들에게 다양한 형태의 비용을 보조함으로써 국민 건강분야의 복지를 실현하 고 있으며, 업무 행위료의 설정과 비용보조 등의 제도를 통해 관련 실무자들에 대한 직업적 안정성을 보장하고 4 차 산업과 온라인시대의 시대적 흐름을 받아들이고 있다. 결론 : 한국 시기능 관리서비스 체계는 해외 주요 선진국의 전문화 추세에 발 맞춰 전문화된 상위 그룹의 제도를 도입하고 전문가 그룹의 지속적 교육 시스템과 도제 등의 임상 경험 필수 이수 시스템을 구축하고, 전문성 강화를 기반으로 우수한 인력 배출을 통해 안경사에 관한 사회 인식 개선은 물론, 현재 급변하는 시대의 안경사가 직업적인 안정화를 이루고 국민을 위한 보다 수준 높은 안보건 의료서비스가 이루어질 수 있도록 노력해야 한다.

Over the last decade, the sharing economy that covers systems of organised sharing, bartering, lending, trading, renting, gifting, and swapping among communities of peers on Internet platforms has emerged as a major disruptive pattern in capitalist economies (Botsman and Rogers, 2010). Prior research on the sharing economy has mainly concentrated on young, well-educated urban users and therefore particularly underlined “noble” motivations for participation, such as hedonic, environmental, and political reasons. This research looks beyond this “hipster” view of sharing entrepreneurs and focuses on French deprived mothers who use peer-to-peer (P2P) platforms to survive. Drawing on the literature on subsistence markets in developing countries (e.g., Viswanathan et al., 2014), it investigates Facebook buy-and-sell groups as a new form of subsistence markets in developed countries. Using a multi-method approach involving in-depth interviews, netnography, and participatory observation on Facebook buy-and-sell groups, it more particularly explores how Facebook specific digital features participate in these emerging markets. The findings indicate that subsistence markets’ emergence in developed countries on Facebook is founded on new digital features that (re)create structural, cognitive and relational forms of social capital. This research thus offers interesting contributions and implications for public policy makers engaged in the regulation of the sharing economy.

Information and Communication Technology is now widely accepted by developing countries as a development tool in their efforts to alleviate poverty, enhance human development, and achieve Millennium Development Goals. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries requiring a comprehensive ICT policy that plays a crucial rule, in particular, in the area of agriculture and rural development. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper tries to provide implication of ICT policy to the agriculture and rural development in developing countries, in particular through lessons learned from European Union (EU) IT policy. Through the examination of vital projects in the agriculture and rural development sectors and case study analysis of applied policies and strategies implemented in the European Union, this paper provides tangible examples and lessons for policy-makers and practitioners involved in the field. Hence, this study provides policy-makers the necessary tools, information and knowledge to facilitate the formulation and adoption of ICT policies and strategies in the agriculture and rural development sector.

Since the import ban of plastic waste in China has been enforced, plastic wastes were not properly collected and recycled in Korea. Hence, the management strategies for plastic waste in Korea should be improved by examining the regulations and policy in developed countries such as United States, Japan, EU and United Kingdom. The management strategy for the recycling cycle should be implemented to expand the labeling system of separation and discharge, reduce the consumption of plastic products, automate the separation and sorting method in recycling facilities, and improve the economical efficiency of the recycling cycle. The concept of residual waste (secondary waste) in the material flow analysis should be implemented to identify the shortage point in the plastic waste stream. Finally, the cooperation with international communities is required for a transboundary movement of plastic waste, which includes participation at the working group of international standards to recycle plastic waste.

최근 들어 기후변화와 같이 단일 국가에 국한되지 않은 재해 및 재난에 대한 논의가 활발해지는 가운데 국제 공동연구 및 국제화에 대한 관심과 저변이 확대되고 있다. 이에 재해관리 및 안전교육 분야 역시 국제 공동 프레임워크(Framework) 구축이나 공동 대응에 대한 관심이 증대되고 있다. 그러므로 본 연구에서는 현재 선진국에서 진행되고 있는 재난안전교육 현황을 조사하고, 국내의 소방방재청과 대학을 중심으로 수행되고 있는 교육 현황을 비교하고 분석하였다. 선진국은 주로 미국의 재난관리교육원(Emergency Management Institute)의 교육내용을 분석하였으며, 이에 더불어 미국 내에서 재난이나 안전관리에 관련된 교과목이 개설되어 학위를 수여하는 대학인 University of North Texas, Virginia Tech University, Oklahoma State University 등을 중심으로 분석하였다.분석 결과 미국을 비롯한 선진국에는 재난 및 안전관리를 담당하고 있는 공무원 중심의 교육과 관련직에 종사하기 위한 전문지식을 배우기 위한 학위과정으로 나누어져 상당히 체계적이고 자세한 교육이 이루어지고 있음을 알 수 있었다. 또한 재난대비를 위한 교육과 재난발생 시 행동요령, 안전행동요령 등 세분화된 교육이 실시되고 있었으며, 새로운 재난 형태인 기후변화까지를 포함하고 있는 것으로 조사되었다. 이는 향후 소방방재청 및 국내 대학에서도 새로운 교육과목 및 교육과정을 개설하기 위한 기본 지침이 될 수 있을 것으로 판단되었다. 또한 국내에 존재하는 교육과정에 중복이나 연계성 부족 등이 관찰되어 보다 장기간의 계획을 통해 체계적인 교육과정을 확립할 필요가 있음을 알 수 있었다.

We have carried out the bridge inspections according to the laws not considering the technical knowledge. It is reasonable to optimize the inspection practice within the limited resources. This study reviews the expressway bridge inspection practice by analysing the case of the developed countries.
