This study was conducted for the purpose of systematically identifying research trends in technology transfer and commercialization and setting future research directions in academia. Over a total of 35 years (1987-2021), 146 papers related to technology transfer and commercialization were analyzed for research period, research area, research methods, and research subjects. The research results are as follows. First, the largest number of papers (55) was published during the Park Geun-hye administration. Second, among major academic journals, only the ‘Korea Society for Technology Innovation’ had a relatively high proportion of research. Third, quantitative research (38%) was the most widely applied research method. Fourth, the most frequent research target was institutions/systems (44%). Additionally, the results of frequency analysis of 729 keywords were presented in a word cloud. This study is significant as the most current study that attempted bibliographic analysis of technology transfer and commercialization research papers over the past 35 years.
Recently, there are some outdoor floor advertising lighting devices as one of the active marketing methods. However, for outdoor use, there are many restrictions due to the Outdoor Advertisement Act, according to requiring high-output heat generation, waterproofing, and AC power, etc. The purpose of this study is to develop a Duo Light product optimized for indoor use through publicity and information guidance in normal times and automatic evacuation route guidance display in case of disaster, in conjunction with disaster safety. To that end, patent search and patent association analyses were conducted, and a comparative analysis with commercial products was conducted as a case study. In addition, prototypes were designed and produced through the review of operation principles, where field environment surveys and self-tests were conducted. Also, technology roadmaps were presented by preparing plans for expandability and advancement of products. For the analysis of technology commercialization, the feasibility of technology commercialization was examined through the analysis of Jolly’s Model and Lean Canvas Model. The results of this study will be able to contribute to minimize human damage through the effective response to disasters, which can increase the effect of indoor advertising by using the proposed indoor floor advertising lighting device in advertising and disaster situations.
KHNP’s vitrification technology introduced a commercialized vitrification facility to the Hanul nuclear power site after a commercialization test through a lab test and a pilot plant at KHNP-CRI. France’s ANADEC (consortium with CEA, Orano, ECM Technologies and Andra) conducted a feasibility evaluation from FY2018 to FY2021 to apply In-Can vitrification, which was developed to treat Fukushima Effluent Treatment Waste (FETW) such as carbonate slurry and ferric slurry generated from ALPS (Advanced Liquid Processing System-Multi Radionuclides Removal) facilities for waste treatment in Fukushima, Japan. For commercialization, the following method was used. First, through the Laboratory scale studies, the possibility of high waste loading (60wt% in dry mass) of slurry on borosilicate matrix was tested. In addition, the volatility of radionuclide was evaluated through radionuclides surrogates with a Bench-scale mockup and glass discharge (100 kg) was evaluated through In-Can vitrification process verification. The feeding system was improved through a pilot scale test, and finally, glass discharge (300 kg) was evaluated after large amount of waste was treated through an industrial prototype (Fullscale) at the CEA Marcoule site (France).
The purpose of this research was to test the effects of technological innovation capability and technology commercialization capability on new product performance of the companies in electronics industry and the moderating role of perceived usefulness of government R&D support. For this study, Research data were collected through questionnaire instruments from the sample of 346 employees in 17 electronics companies of metropolitan area. The 305 sample was selected and analyzed by hierarchical regression technique.
The results showed that technological innovation capability and technology commercialization capability had a positive effect on new product performance. And also found out perceived usefulness of government R&D support had the moderate roles between only technical innovation system our of three technological innovation capability factors and new product performance, and also between only manufacturing capability our of three technological commercialization capability factors and new product performance. With the research results, the implications for electronics company were discussed, and the directions for future research were suggested.
During the seven years from 2009 to 2016, PWR SNF (spent nuclear fuel) transportation and storage systems suitable for domestic conditions were developed by the government to cope with the saturation of wet storage capacity in NPPs. One of the developed systems is a multipurpose metal cask applicable for transportation/storage; the other is a concrete cask dedicated to storage. Efficient cask technologies were secured utilizing the characteristics and experience of relevant industrial, academic and research institutes. Technological independence was also achieved through several patent registrations of research outcomes. To prepare for a rapid increase of demand in the near future, technology transfer of secured patents and technologies to the domestic industry was carried out twice in the years of 2016 and 2017. 본 연구는 공공연구기관의 기술이전시 연구자가 이전기술의 사업화 과정에 참여 하여 이전된 기술의 발명 과정에서 습득한 노하우를 전수하는 것이 사업화 성공에 미치는 영향 을 분석하였다. ETRI(Electronics and Telecommunications Research Institute)의 2014년 기술 이전 계약건중 설문조사에 응답한 204건을 분석대상으로 하였으며, 종속변수가 범주형 변수일 때 특정 사건의 발생(성공 또는 미성공) 가능성을 예측하는 통계기법인 로지스틱 회귀분석을 이용하였다. 실증분석 결과, 기술이전이후 사업화 지원의 강도가 이전된 기술의 사업화 성공 여부와 양의 상관관계가 있는 것으로 나타났다. 본 연구는 공공연구기관중 최대 규모의 기술이 전 및 사업화지원 실적을 보유하고 있는 ETRI의 사례를 통한 실증분석 결과라는데 의의가 있으며, 이를 통해 정부 및 공공연구기관의 중소기업 지원 정책 방향에 대한 시사점을 제시한다.
This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.
우리나라는 국가연구개발사업의 결과로 얻어진 성과가 기술이전 되거나 사업화되어 사회로의 확 산이 되도록 하기 위한 여러 법령과 제도가 시행되 고 있다. 「특허법」, 「과학기술기본법」, 「기술의 이 전 및 사업화의 촉진에 관한 법률」, 「국가연구개발 사업의 관리 등에 관한 규정」(이하 ‘국연사규정’이 라 한다) 등의 법령들이 무형적 결과물의 확산 정 책에 관련하여 기본적인 원칙을 규정하고 있는데, 해당 법령들은 무형적 결과물에 대한 주요 용어인 “실시”, “기술이전”, “사업화”, “기술료”, “양도” 및 “양여” 등에 대한 개념정의가 치밀하지 못하고, 동 일한 용어에 대해서 법령 내에서 또는 법령 간에 상충하는 부분이 있어 해당 법령들의 해석과 적용 에 있어 논란의 여지가 있다.
한편, 연방정부의 지원을 통해 발생한 기술 및 특허에 대한 소유권의 귀속을 정부에서 연구기관 참여기업 등으로 할 수 있도록 하는 것을 골자 로 한 미국의 Bayh-Dole Act가 1980년에 시행 된 이래, 우리나라도 「과학기술기본법」 및 ‘국연사 규정’ 등 통해 국가연구개발사업의 무형적 결과물 의 소유권 귀속을 연구개발기관 등으로 할 수 있도 록 하는 등 연구개발결과물이 민간으로 널리 확산 될 수 있도록 노력하고 있다. 그럼에도 불구하고 ‘국연사규정’은 무형적 결과물을 소유한 기관이 해 당 결과물을 타 기관으로 양도(또는 양여)하는 것 을 제한하고 있어 연구결과물의 사회적 확산에 대 해 일정 부분 규제로서 작용하고 있다. 또한 동규 정은 무형적 결과물의 소유기관이 해당 결과물에 대한 권리를 포기하는 경우 발명자(연구책임자)에 게 양도(또는 양여)할 수 있도록 하고 있으나 그 요건 등의 현실성이 부족하여 해당 조항은 사문화 될 수 있다고 생각한다.
‘국연사규정’이 정하고 있는 기술실시계약에 있 어서 국내 중소기업 우선 제도는 지식재산권 시장 의 글로벌화 시대에 해외 시장으로의 기술실시에 제한을 가하는 것이므로 무형적 결과물의 사회적 확산에 대한 규제로 작용하는 부분이 있다. 한편, 동 규정 및 일부 중앙행정부처의 훈령은 기술료 감 면 제도를 두어 사실상의 국내 기관의 지원 정책을 시행하고 있는데, 해당 기술료 감면 제도 및 이에 근거한 정부의 조치는 WTO체제에서의 GATT가 채택한 ‘보조금 및 상계조치 협정’에 위반될 여지가 있으므로 기술료 감면 제도 및 정책을 수립⋅시행 함에 있어 해당 협정에 위배되지 않도록 유의할 필 요가 있다
국가연구개발사업에 대한 기술이전⋅사업화 촉 진 정책 및 제도를 시행함에 있어 통일적인 법령 정비를 시행하는 한편 불필요거나 의도치 않게 발 생한 규제를 풀어 국가연구개발사업의 결과물이 사회적으로 널리 확산될 수 있도록 하는 법체계를 구축해 나갈 필요가 있다고 생각한다.
대학 및 출연연구기관과 같은 공공연구기관들의 기술사업화에 대한 관심이 높아지고 있다. 기존 연구들은 기술이전 조직이나 기관 및 제도적 특성이 기술이전 성과에 미치는 영향에 대해 다양한 연구결과들을 제시하고 있다. 그러나 기술이전이 연구자 개인의 사업화에 대한 태도, 사회적 네트워크나 사업화를 위한 노력정도에 따라 실질적인 기술이전이 이루어지고 있음에도 불구하고 연구자 개인특성에 따른 기술사업화 성과에 대한 연구는 미흡하였다. 본 연구에서는 국내 대표적인 출연연구기관인 K연구원 소속 연구자들을 대상으로 과거 기술이전 경험과 수행과제 건수가 해당 연구자의 기술사업화 성과에 미친 영향을 실증적으로 분석하였다. 분석결과, 과거 기술이전 경험이 있는 연구자일수록 추가적인 기술사업화 가능성이 높은 것으로 나타났다. 또한 수행과제 건수와 기술사업화 성과는 역U자형 영향관계가 존재하는 것으로 나타났다. 본 연구결과를 바탕으로 국내 공공연구기관에서의 기술사업화 성과향상을 위한 시사점과 향후 연구과제를 제시하였다.
본 연구를 통하여 나노입자를 분리막의 표면에 함침시킴으로써 MBR 공정상에서 가장 큰 문제인 막 오염 문제를 해결하고자 하였고 실제 제작된 분리막의 현장적용 테스트를 거쳐서 개발된 분리막의 막 오염 저항성질을 확인하였다. 실험과정은 본 연구를 통한 티타니아가 함침된 분리막 제품과 국외의 타사 제품과의 장시간 현장적용 테스트를 통해 본 연구 제품의 우수성을 확인할 수 있었다. 본 연구 제품은 활성슬러지의 농도가 7,000∼13,000 mg/L의 고농도인 조건에서 20∼25 L/m 2 ⋅hr의 투과유량을 꾸준하게 유지하는 것을 확인할 수 있었다. 이와 아울러 막과 막사이의 배치거리, 막과 산기관의 배치거리, 산기관의 홀 크기, 세정액의 농도 및 처리 방법 등에 따른 분리막의 투과유량의 거동 등을 살펴보았다. 즉 이들 부수적인 변수들의 최적화를 통해 분리막의 물성을 극대화할 수 있는 방법을 모색해 보았다.
The purpose of this study is to identify the barriers of university and industry cooperation and to develop recommendations for the internal ecosystem of technology commercialization. The research method used is a survey of three categories of experts from 9 universities of Almaty (researchers, technology transfer managers, spin-off-owners). Despite the strong efforts of the government of Kazakhstan in building innovation infrastructure, there is a low level of innovation activity, less than 5% of university inventions are transferred into the industry. The results of the expert survey showed that the main barriers for cooperation between university and industry are: lack of resources to build university-industry links, lack of time due to high teaching load, poor qualification of technology transfer managers and lack of networking with industry. Based on the results of the expert survey, it is proposed to develop the ecosystem for the commercialization of university-based technologies, for which the following economic activities are important: human resources, financing, intellectual property management system, and intermediary infrastructure. The results of this study can be applied in developing the strategies and policies for universities, public research organizations, as well as for national R&D and higher education policies.
Purpose - To success, in spite of deficient resources, a start-up company has to check various circumstances. Many researchers proposed different appraisal methods for technology commercialization. But everybody agrees Merrifield is the first one, who is a pioneer of an appraisal model of technology commercialization. After he proposed it, many researchers and field workers developed a more complicated model, which called a BMO model. In this research, considering the circumstances of start-ups that lack available resources, it proposes a new appraisal method for technology commercialization, which is named a weighted-BMO model.
Research design, data, and methology - For the new BMO-model, it studied the preceding studies. And it found that the success factors for start-ups were correlated with technology commercialization. After comparing the success factors for technology commercialization of start-ups with BMO appraisal factor, it withdraws the net BMO appraisal model: which we are calling the weighted-BMO model.
Results – This study found a few things. First, actually, the BMO appraisal factors related with the success factors of technology commercialization. Second, the weighted-BMO model, which included the entrepreneur ability factor, was more accurately estimated the success of technology-based start-ups than the BMO model. Third, it overcame the weakness of the BMO-model, which did not include quantitative factors. In addition to evaluating the feasibility of the BMO model, we also presented a strategy for the future direction. But, still, it included a few shortcomings, which we are calling the arbitrage of weighted value. Sometimes, the intentional weighted value can deliberate the different valuation.
Conclusitons - Due to this study, the weighted-BMO model included appraisal factors related with the success factors of technology commercialization and the entrepreneur ability factor, and quantitative factors. When evaluating the combined score of the existing Merrified BMO components, 35 points of the first pass criterion accounted for 29.17% of the total score, and 80 points of the merit score of the second rank criterion were 66.67% Considering that the weighted sum is taken into account, the baseline score of the weighted summing method for each component of the modified BMO model is 2.92 points, which is 29.17% of the weighted sum total of 10 points. The evaluation score was 6.67 points, 66.67% of the weighted total score of 10 points.
