        The thermal treatment of radioactive waste attracts great attention. The thermal treatment offers lots of advantages, such as significant volume reduction, hazard reduction, increase of disposal safety, etc. There are various thermal technologies to waste. The developed technologies are calcination, incineration, melting, molten salt oxidation, plasma, pyrolysis, synroc, vitrification, etc. The off-gas treatment system is widely applied in the technologies to increase the safety and operation efficiency. The thermal treatment generates various by-product and pollutants during the process. The dust or fly ash are generated as a particulate from almost every radioactive waste. The treatment of PVC related components generates hydrogen chloride, which usually brings corrosion of facility. The treatment of rubber and spent resin generates sulfur oxide, SOx. The treatment of nitrile rubber generates nitrogen oxide, NOx. The incomplete combustion of radioactive waste usually generates carbon oxide, COx. The process temperature also affects the generation of off gas, such as NOx and/or COx. Various off gas treatment components are organized for the proper treatment of the previously mentioned materials. In this study systematical review on off gas treatment will be reported. Also, worldwide experiences and developed facility will be reported.

        The primary purpose of high temperature process of radioactive waste is to satisfy the waste acceptance criteria and volume reduction. The WAC offers the guideline of waste form fabrication process. The WAC is defined as quantitative or qualitative criteria specified by the regulatory body, or specified by and operator and approved by the regulatory body, for radioactive waste to be accepted by the operator of a repository for disposal, or by the operator of a storage facility for storage. The main objective of WAC is to protect staff and general public and environment by the containment of radioactive material, limit external radiation level, and prevent criticality. The WAC also offers systematic management of radioactive waste by standardization of waste management operations, facilitation waste tracking, ensure safe and effective operation of operating facilities, etc. Since the high temperature process for radioactive waste is considered in many countries, lots of codes and standards are considered. In many WACs, compressive strength, thermal cycle stability, radiation exposure stability, free liquid, and leachability are evaluation to understand the effect of solidified form to the disposal facility. In this paper, systematical review on waste form will be discussed. In addition, brief result of characterization of waste form will be compared.

        During the operation of nuclear power plant (NPP), the concentrates and spent resin are generated. They show relatively high radioactivity compared to other radioactive waste, such as dry active waste, charcoals, and concrete wastes. The waste acceptance criteria (WAC) of disposal facility defines the structure and property of treated waste. The concentrates and spent resin should be solidified or packaged in high integrity container (HIC) to satisfy the WAC in Korea. The Kori NPP has stored history waste. The large concrete package with solidified concentrates and spent resin. The WAC requires identification of 18 properties for the radioactive waste. Since some of the properties are not clearly identified, the large concrete packages could not satisfy the WAC in this moment. The generation of the large concrete package (rectangular type and cylindrical type), pretreatment of the package, treatment of inner drum, process development for clearance waste, etc. will be discussed in this paper. In addition, the conceptual design of whole treatment process will be discussed.

        The treatment of solid radioactive waste can be divided into Mechanical (compaction), Thermal (Plasma), Melting (metal), Chemical (e.g. acid digestion) and Biochemical (e.g. bacteria). Among them, industrial thermal technologies include geomelt, Vitrificaion, Hip Ceramic, Incinerator, Pyrolysis, Plasma and Melting. In this study, the characteristics, status and advantages of geomelt vitrification were reviewed. Vitrification has long been considered an ideal choice for high-level radioactive waste by regulators internationally, because of its expected durability over hundreds of thousands of years. Geomelt vitrification is a highly flexible technology for hazardous and radioactive waste treatment. Uses electricity to melt waste materials to either destroy or immobilize contaminants. Final product is identical to natural obsidian very durable and resistant to weathering Geomelt vitrification creates ultra stable glass that is typically 10 times stronger than concrete, and more durable than granite or marble. Its leach resistance is among the highest of all materials in the world. In addition, contaminated soil, sludge, metals, organic matter, and bulky D&D debris can be treated simultaneously without pretreatment steps such as size reduction and sorting. Geomelt vitrification can be deployed in variety of in ground, in container or hybrid in cell treatment. Geomelt vitrification have been treating radioactive waste and hazardous waste since the 1990s, treatment in the U.S., UK, Australia, Japan and other countries. Initially developed by Pacific Northwest National Laboratory in the U.S., GeoMelt vitrification has been used successfully around the world for the U.S. Department of Energy (DOE) in Hanford and at Sellafield in the UK.

        In the Kori power plant radioactive waste storage, the concentrated waste and spent resin drums generated in the past are repacked and stored in large concrete drums. Four 200 L drums of solidified concentrated waste are packed in the square concrete. One 200 L drum of spent resin is packed inside the round concrete. In order to build a foundation for disposal of large concrete drums that generated in the past, it is necessary to develop a large concrete drum handling device and disposal suitability evaluation technology. In order to build handling equipment and establishment of disposal base, such as weight and volume, of square and round concrete containers must be identified. In addition, waste information, such as the production record of the built in drum and the type of contents, is required. Therefore, this study plans to comprehensively review the characteristics of the waste by investigating the structure of square and round concrete containers and the records of internal drum production.

        During the operation of a nuclear power plant (NPP), the generation of radioactive waste, including dry active waste (DAW), concentrates, spent resin, and filters, mandates the implementation of appropriate disposal methods to adhere to Korea’s waste acceptance criteria (WAC). In this context, this study investigates the potential use of polymer concrete (PC) as a high-integrity container (HIC) material for solidifying and packaging these waste materials. PC is a versatile composite material comprising binding polymers, aggregates, and additives, known for its exceptional strength and chemical stability. A comprehensive analysis of PC’s long-term integrity was conducted in this study. First, its compressive strength, which is crucial for ensuring the structural stability of HICs over extended periods, was evaluated. Subsequently, the resilience of PC was tested under various stress conditions, including biological, radiological, thermal, and chemical stressors. The findings of this study indicate that PC exhibits remarkable long-term properties, demonstrating exceptional stability even when subjected to diverse stressors. The results therefore underscore the potential viability of PC as a reliable material for constructing high-integrity containers, thus contributing to the safe and sustainable management of radioactive waste in NPPs.

        A study was conducted on the vitrification of the rare earth oxide waste generated from the PyroGreen process. The target rare earth waste consisted of eight elements: Nd, Ce, La, Pr, Sm, Y, Gd, and Eu. The waste loading of the rare earth waste in the developed borosilicate glass system was 20wt%. The fabricated glass, processed at 1,200℃, exhibited uniform and homogeneous surface without any crystallization and precipitation. The viscosity and electrical conductivity of the melted glass at 1,200℃ were 7.2 poise and 1.1 S·cm−1, respectively, that were suitable for the operation of the vitrification facility. The calculated leaching index of Cs, Co, and Sr were 10.4, 10.6, and 9.8, respectively. The evaluated Product Consistency Test (PCT) normalized release of the glass indicated that the glass satisfied the requirements for the disposal acceptance criteria. Furthermore, the pristine, 90 days water immersed, 30 thermal cycled, and 10 MGy gamma ray irradiated glasses exhibited good compressive strength. The results indicated that the fabricated glass containing rare earth waste from the PyroGreen process was acceptable for the disposal in the repository, in terms of chemical durability and mechanical strength.

        Radioactive waste generated in various forms needs to be technically stabilized for safe treatment, disposal, and long-term safety. Overseas, research on vitrification with excellent mechanical and physicochemical properties of high-level waste is being actively conducted. Vitrification is a process of converting radioactive waste into a stable and durable glass-like material, which is then safe storage and disposal. The stability of vitrified form is an important concern for environment safety, as any leakage or release of radionuclide could have serious consequences for health and the environment. Therefore, several studies are being conducted on the disposal stability of vitrification of radioactive waste. In order to evaluate the stability of the solidified form, mechanical properties such as density, microhardness, and compressive strength and chemical durability such as leaching properties should be performed. There are several types of leaching test methods to evaluate the chemical durability, which is important in the characterization of solidified forms. In this study, the leaching test method for chemical durability evaluation and the evaluation results of leaching characteristics according to pH were reviewed.

        The large rectangular and cylindrical concrete drums are stored in nuclear power plant (NPP) for a long time. At the early stage of NPP operation, the treatment technology of boron concentrates and spent resin was not well developed, when compared to current system. Since the waste acceptance criteria (WAC) of the disposal facility was not established, the boron concentrates and spent resins were packaged in 200 L drum. Some of the 200 L drums, which contain relatively high dose rate radioactive waste, were stored in large concrete drum. The concrete drum offers superior shielding effect and allows reduction of radiation exposure to workers. The WAC requires various characteristics: radiological characteristics, physical characteristics, chemical characteristics, etc. The non-destructive method allows the rapid evaluation and estimation of the concrete structure. Also, it is expected that the large concrete exhibits integrity after the measurements. In this paper, the non-destructive method to understand the large rectangular and cylindrical drum is systematically studied. The advantage and disadvantage of the non-destructive methods were compared in this paper. In addition, the optimized methodology to characterize the radioactive waste containing large rectangular and cylindrical drum will be discussed in this paper.

        During the operation of the nuclear power plant, various radioactive waste are generated. The spent resin, boron concentrates, and DAW are classified as a generic radioactive waste. They are treated and stored at radioactive waste building. In the reactor vessel, different types of radioactive waste are generated. Since the materials used in reactor core region exposed to high concentration of neutrons, they exhibit higher level of surface dose rate and specific activity. And they are usually stored in spent fuel pool with spent fuel. Various non-fuel radioactive wastes are stored in spent fuel pool, which are skeleton, control rod assembly, burnable neutron absorber, neutron source, in core detector, etc. The skeleton is composed of stainless 304 and Inconel-718. There are two types of control rod assembly, that are WH type and OPR type. The WH type control rod is composed of Ag-In-Cd composites. The OPR type control rod is composed of B4C and Inconel-625. In this paper, the characteristics and storage status of the non-fuel radioactive waste will be reported. Also, the management strategy for the various non-fuel radioactive waste will be discussed.

        The segmentation of activated components is considered as a one of the most important processes in decommissioning. The activated components, such as reactor vessel and reactor vessel internals, are exposed to neutron from the nuclear fuel and classified to intermediate, low, and very low-level wastes. As it is expected, the components, which are closed to nuclear fuel, exhibit higher degree of specific activity. After the materials were exposed to neutrons, their original elements transform to other nuclides. The primary nuclides in activated stainless steel are 55Fe, 63,59Ni, 60Co, 54Mn, etc. The previous study indicates that the specific activity of individual nuclide is strongly depends on the material compositions and impurities of the original materials. The 59Co is the one of the most important impurities in stainless steel and carbon steel. In this paper, the relationship between individual nuclides in activation analysis of activated components was studied. The systematic study on specific activity of primary nuclides will be discussed in this paper to understand the activation tendency of the components.

        Dry active waste (DAW) contains substantial amount of cellulose related materials. The DAW are usually classified as low and/or very low-level waste. In Korea, three types of disposal facilities have been considered: silo, engineering barrier, and land-fill. Currently, only the silo type disposal facility is in operation. Around 27 thousand drums were disposed in silo. Massive amount of cement concrete is used in construction of silo. The ground waste, which flow through the concrete structure, shows higher pH than as it is. It is generally known that the pH of silo is ~12.47 in Korea, when considering construction material, filling material, and property of ground water. It is expected that the cellulose in DAW will be partially transformed to isosaccharinic acid (ISA). It is generally accepted that the ISA plays a negative role in safety analysis of disposal facility by stimulation of specific nuclides. Various factors affect the degradation of cellulose containing radioactive waste, such as degree of polymerization, pH of disposal condition, interaction between concrete structure and ground water, etc. In this paper, the disposal safety analysis of cellulose containing radioactive, usually paper, cotton, wood, etc., are studied. The degradation of cellulose with respect to degree of polymerization, pH of neighboring water, filling material of silo, etc. are reviewed. Based on the review results, it is reasonable to conclude that the substantial amount of DAW could be disposed in silo.

        Licensing for the application of the Polymer Concrete High Integrity Container (PC-HIC) to nuclear power plants has been completed or is in progress. Approval for the expanded application to all domestic nuclear power plants has been completed to utilize the 860 L PC-HICs for the 2nd stage surface repository, and the regulatory body is reviewing the license application to use the 510 L PCHICs for the 1st stage underground repository in the representative nuclear power plants. The 860 L PC-HICs, which have been licensed for all domestic nuclear power plants, will be used for safe storage management and disposal of low-dose dried concentrate waste and spent resin, and a total of 100 units is expected to be supplied to representative nuclear power plants that have been licensed first. The 510 L PC-HICs are planned to be used for underground disposal of high-dose spent resin and dried concentrate waste. Prior to the application of PC-HICs to nuclear power plants and disposal to the repository, it is necessary to establish realistic and reasonable requirements through close consultations between waste generator and disposal operators to ensure the suitability for disposal of PC-HIC packages and to carry out disposal delivery and acceptance work. Since the Polymer Concrete High Integrity Container (PC-HIC) has long-term integrity of more than 300 years and the barrier does not temporarily collapse, spent resin and dried concentrate waste, which are radioactive wastes to be solidified, can be disposed of much more safely in PC-HIC packages than solidified types. Acceptance criteria for the PC-HIC packages should be prepared fully reflecting the advantages of PC-HIC, and quality assurance methods for physical/chemical/radiological characterization results based on the Waste Certification Program (WCP) should be supported. In addition, infrastructure should be secured for safe transportation, handling, and storage of the PC-HIC packages. In this paper, we have tried to find a reasonable acceptance criteria, quality assurance method, and infrastructure level according to the dose and disposal conditions of PC-HIC packages.

        In the Kori-1 radioactive waste storage, the concentrated waste and spent resin drums generated in the past are repacked and stored in large concrete drums. In order to dispose of radioactive waste generated before the establishment of the waste acceptance criteria, it is necessary to develop a large concrete drum treatment and waste treatment process to evaluate disposal suitability and secure technology that meets the latest technical standards. In addition, for worker safety and waste reduction, it is important to develop secondary waste treatment technology generated during waste treatment. In this study, the types and characteristics of secondary wastes that can be generated when large concrete drums are decommissioned were investigated. In addition, considering the characteristics of possible secondary wastes, suitable treatment methods and characteristic evaluations were analyzed. We plan to develop an optimal process for secondary waste treatment in consideration of on-site work space, economic feasibility, and safety.

        The acceptance criteria for low and intermediate level radioactive waste disposal facilities in Korea to regulate that homogeneous waste, such as concentrated waste and spent resin, should be solidified. In addition, solidification requirements such as compressive strength and leaching test must be satisfied for the solidified radioactive waste solidified sample. It is necessary to develop technologies such as the development of a solidification process for radioactive waste to be solidified and the characteristics of a solidification support. Radioactive waste solidification methods include cement solidification, geopolymer solidification, and vitrification. In general, low-temperature solidification methods such as cement solidification and geopolymer solidification have the advantage of being inexpensive and having simple process equipment. As a high-temperature solidification method, there is typically a vitrification. Glass solidification is generally widely used as a stabilization method for liquid high-level waste, and when applied to low- and intermediate-level radioactive waste, the volume reduction effect due to melting of combustible waste can be obtained. In this study, the advantages and disadvantages of the solidification process technology for radioactive waste and the criteria for accepting the solidified material from domestic and foreign disposal facilities were analyzed.

        The decommissioning of nuclear power plant (NPP) consists of various activities, such system decontamination, take out of activated components, segmentation of the activated components, site remediation, etc. During various activities, the generation of radioactive wastes and radiation exposure to workers is expected. The systematic waste management during the activities is important to implement the decommissioning. The inefficient waste management usually bring significant delay in decommissioning process and results in increase of decommissioning cost. The radiation exposure management is also an important issue. It is generally accepted that the hot spot, generated from operation and decommissioning of NPP, is observed in many places within containment building. Although the health physicists measure the radiation in various points, the unintended hot spots are sometimes generated and observed. The effective radiation exposure management also requires the control of personnel and space during various activities. In this study, the radiation exposure and waste management experiences of Zion NPP is reviewed. The primary nuclides and radiation exposure during various activities are systematically studied to achieve the main objectives of this paper.

        The segmentation of activated components including reactor vessel and reactor vessel internals requires many information. The primary information is material composition, trace materials in the composition, neutron flux during operation, etc. According to the EPRI report the primary basis of activity in a decommissioning source term is the activated metals from the reactor vessel and vessel internal components. The report indicates that over 95% of the radioactivity from decommissioning, except from spent nuclear fuel, consists of activated metals. These are from the reactor vessel, reactor internal structures and expendable components which are constructed primarily of various grades of stainless steel. Stainless steel contains appreciable levels of impurity cobalt. The common primary radionuclides of concern for the disposal environment from activated metals identified in US and international studies include C-14, Cl-36, Ni-59, Co-60, Ni-63, etc. The most common types of stainless steels used in reactor vessel construction and internal components include the Type 304(L), Type 316(L) and various grades of Inconel. The components of stainless steel are mainly Ni, Cr, Mo, Nb, etc., and when these elements are activated, they produce nuclides such as Nb-94, Tc-99, Sr-90, etc. In this study, the current status of activation analysis is reviewed to understand the effects of many variables. Also, the effect of trace materials is reviewed, including transformation of radioactive nuclides.

        High Integrity Container (HIC) made of polymer concrete was developed for the efficient treatment and safe disposal of radioactive spent resin and concentrate waste in consideration of the disposal requirements of domestic disposal sites. Permission for application of Polymer Concrete High Integrity Container (PC-HIC) to the domestic nuclear power plants (NPPs) has been completed or is under examination by the regulatory agency. In the case of 860 L PC-HIC for very-low-level-waste (VLLW) or low low-level-waste (LLW), the application of four representative NPPs has been approved, and the license for extended application to the rest NPPs is also almost completed. A licensing review is also underway to apply 510 L PC-HIC for intermediate and low-level-waste (ILLW) to representative nuclear power plants. In order to handle and efficiently store and manage PC-HICs and high-dose PCHIC packages, a gripper device that can be remotely operated and has excellent safety is essential, and the introduction of NPPs is urgent. The conventional gripper device developed by the PC-HIC manufacturer for lifting test to evaluate the structural integrity of PC-HIC requires a rather wide storage interval due to its design features, and does not have a passive safety design to handle heavy materials safely. In addition, work convenience needs to be reinforced for safety management of high radiation work. Therefore, we developed a conceptual design for a gripper device with a new concept to minimize the work space by reflecting on-site opinions on the handling and storage management conditions of radioactive waste in NPPs, and to enhances work safety with the passive safety design by the weight of the package and the function of checking the normal seating of the device and the normal operation of the grip by the detector/indicator, and to greatly improves the work efficiency and convenience with the wireless power supply function by rechargeable battery and the remote control function by camera and wireless monitoring & control system. Through design review by experts in mechanical system, power supply and instrumentation & control fields and further investigations on the usage conditions of PC-HICs, it is planned to facilitate preparations for the application of PC-HIC to domestic NPPs by securing the technical basis for a gripper device that can be used safely and efficiently and seeking ways to introduce it in a timely manner.

        Nuclear power plant decommissioning generates significant concrete waste, which is slightly contaminated, and expected to be classified as clearance concrete waste. Clearance concrete waste is generally crushed into rubble at the site or a satellite treatment facility for practical disposal purposes. During the process, workers are exposed to radiation from the nuclides in concrete waste. The treatment processes consist of concrete cutting/crushing, transportation, and loading/unloading. Workers’ radiation exposure during the process was systematically studied. A shielding package comprising a cylindrical and hexahedron structure was considered to reduce workers’ radiation exposure, and improved the treatment process’s efficiency. The shielding package’s effect on workers’ radiation exposure during the cutting and crushing process was also studied. The calculated annual radiation exposure of concrete treatment workers was below 1 mSv, which is the annual radiation exposure limit for members of the public. It was also found that workers involved in cutting and crushing were exposed the most.

        The decommissioning of nuclear power plant (NPP) generates large amount of waste. Since the most of the concretes are slightly surface contaminated, the accurate characterization and regionspecific surface decontamination are important for the efficient waste management. After the effective surface decontamination and separation, most of the concrete waste from decommissioning of NPP can be classified as a clearance waste. Various surface characterization and decontamination technologies are suggested. The mechanical technologies are simple and offers direct application. The laser-based technologies offer efficient separation and surface contamination. The high price, however, hesitates the application of the process. The nitro-jet technology, which is based on the evaporation of liquid nitrogen, allows the effective decontamination. However, the high price and uncertainty of large are application hinders the practical application in NPP decommissioning. In this paper, various technologies for characterization, handling, treatment, etc., will be discussed. The advantages and disadvantages of the technologies will be discussed, in terms of practical applications.
