The selection of topics to be included in the long-term program of work is a part of the working methods of the International Law Commission. A good selection of topics provides a good start to the Commission’s work and fulfills its double function of the progressive development and codification of international law. The process of selecting works for the longterm program of work now faces numerous challenges such as the appearance of new areas of international law and the increased engagement of States and international organizations in the preparation of new conventions outside the Commission’s channel. The challenges call for further improvement of criteria for the selection of works to preserve and enhance the quality of the Commission’s work. This article will briefly highlight the process of the selection of works in the Commission’s history and focus on the implementation of criteria for the selection of topics used during various times, and their advantages and limitations.
This study aimed to examine the relationship between foreign direct investment and economic growth of ASEAN countries. This study also discovered impacts of other factors such as labor force, trade openness, gross fixed capital formation, domestic credit, and pandemic on economic growth. We used country panel data during the period of 1998-2021 from nine ASEAN countries including Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, and Vietnam. Data were collected from world development indicators of the World Bank and UNCTAD database. Estimation results from fixed effects models showed a consistency in terms of impact of foreign direct investment on economic growth between two outputs (GDP per capita and national GDP). This study found that foreign direct investment had a positive and significant effect on economic growth in the ASEAN region. Moreover, control factors also impacted economic growth positively, except for COVID- 19 v ariable, w hich h ad a n egative impact. Labor force had the strongest impact, followed by gross fixed capital formation, COVID-19, and bank credit. Based on these results, some implications for ASEAN policymakers are suggested.
The green supply chain has become a central concern for global businesses, particularly in maritime industries, where sustainable development is pursued as both an economic growth strategy and a means of environmental preservation. This study seeks to identify the key challenges to implementing green supply chain in Vietnam. The Analytical Hierarchy Process (AHP) is employed to assess the significance of various factors, while Fuzzy Structural Modeling (FSM) is used to explore their interrelationships. Five major factors - economic, technological, organizational, governmental, and social - are identified as critical to the implementation of green supply chain. The study highlights that the organizational factor is the most crucial, with customer pressure, particularly regarding environmental standards from export countries, being the most influential sub-factor. The findings provide important insights for developing government policies, offering support to businesses, and guiding investment decisions in green supply chain.
Carbon quantum dots (CQDs) are novel nanocarbon materials and widely used nanoparticles. They have gradually gained popularity in various fields due to their abundance, inexpensive cost, small size, ease of engineering, and distinct properties. To determine the antibacterial activity of metal-doped CQDs (metal-CQDs) containing Fe, Zn, Mn, Ni, and Co, we chose Staphylococcus aureus as a representative Gram-positive strain and Escherichia coli as a representative Gram-negative bacterial strain. Paper disc diffusion tests were conducted for the qualitative results, and a cell growth curve was drawn for quantitative results. The minimum inhibitory concentration (MIC), minimum bactericidal concentration (MBC), and IC50 were measured from cell growth curves. As a result, all of the metal-CQDs showed toxicity against both Gram-positive and Gram-negative bacteria. Furthermore, Gram-negative bacteria was vulnerable to metal-CQDs than Gram-positive bacteria. The toxicity differed concerning the type of metal-CQDs; Mn-CQDs exhibited the highest efficacy. Hence, this study suggested that CQDs can be used as new nanoparticles for antibiotics.
This research paper delves into the effects of noni juice concentration, fermentation temperature, and incubation time on the physicochemical and sensory properties of noni juice-fortified yogurt. The study found that increasing the concentration of noni juice leads to higher acidity in the yogurt, resulting in a decrease in pH, total soluble solids content, and syneresis. The optimal concentration for achieving the desired physical and sensory qualities is 3%. Incubation time and temperature were also found to significantly influence the yogurt’s pH, acidity, total soluble solids content, and syneresis, with higher incubation time and temperature consistently producing higher-quality yogurt. The best incubation time and temperature for noni juice-fortified yogurt were determined to be 10 h at 42oC. Therefore, the research suggests that adding 3% Bestone noni juice and incubating for 10 h at 42oC using the starter culture powder Yogourmet can lead to the production of consistently high-quality noni juice-fortified yogurt, which is of significant relevance and importance to the dairy and fermentation industries.
The increase in the use of artificial intelligence (AI) in the workplace has introduced changes to traditional working environments. However, these are changes not only to employee productivity but also to how employees feel and think about their work. Based on prior research that has suggested connections between employees’ perceptions of AI and their emotions and thoughts at work, the present study tested a moderated mediation model in which the perception of AI opportunity is indirectly related to job insecurity via employee hope, with tenure as a moderator. Data obtained from 290 Korean full-time employees illustrated that the perception of AI opportunity was negatively related to job insecurity through hope acting as a mediator. In addition, this indirect relationship was found to be dependent on the moderating role of tenure. Specifically, at lower levels of tenure, the aforementioned indirect relationship was statistically significant, but at higher levels of tenure, this indirect relationship was no longer found to be statistically significant. The implications, limitations, and future research directions of this study are discussed.
Ophiopogonin D (OPD) is a steroidal glycoside derived from Ophiopogon japonicus , a traditional Chinese medicine with diverse biological activities, including antithrombosis, anti-inflammation, and antitussive effects. To investigate the cellular effects and mechanisms of OPD on oral squamous cell carcinoma, cell viability was explored, and the effects of OPD on cell cycle regulators, apoptotic marker proteins, and key proteins involved in metastasis and signaling pathways were examined by MTT assay and Western blotting in YD38 cells. OPD strongly inhibited cell proliferation and induced caspase-dependent apoptosis of YD38 cells by suppressing the cell cycle and activating caspase-3 and poly ADP ribose polymerase. Additionally, OPD suppressed the expression of vital proteins regulating metastasis and proliferation within the integrin/matrix metalloproteinases/FAK and AKT/PI3K/mTor pathways. Thus, OPD can be a potential treatment candidate for gingival cancer.
The Government of Vietnam recently issued a Strategy for Intellectual Property 2030 and amended the Law on Intellectual Property in 2022 for the economic development of Vietnam through stimulating innovation and creativity. Many solutions are recommended to foster the integration of research and development, and intellectual property such as recycling, water cleaning, treatment of poisonous exhausted air, energy saving, green technology for conserving ecosystems. To have more inventions and patents, Vietnam needs to protect its intellectual property rights (IPRs) involving all its various sectors and entities more. However, the current status of IPRs protection in Vietnam shows limitations in this field due to lack of appropriate legal rules on civil and criminal sanctions. This article will give an overview of IPRs protection in Vietnam and then analyze some current provisions relating to civil and criminal sanctions for IPRs infringement based on the experiences of some foreign countries. It will also recommend some solutions for overcoming these challenges.
Composites of carbon quantum dots (CQDs) are important materials to utilize the optical properties of CQDs in diverse applications including photoluminescence-based sensing and LED phosphors. Combining pre-prepared CQDs with a polymeric matrix usually causes changes in the optical properties of CQDs due to unavoidable aggregation. Recently, the preparation of composites based on in-situ formed CQDs has been debated to overcome the aggregation limits of the conventional mixing methods. Herein, we have demonstrated the synthesis of homogeneous CQDs composites by simple thermal annealing blends of aluminum hydroxide (AlOH), citric acid (CA), and urea (URA). Transmission electron microscopy (TEM), X-ray diffraction, and Raman spectroscopy studies revealed the formation of individual CQDs with a diameter of about 2–9 nm dispersed homogeneously over the AlOH matrix. The composites have a broad excitation band centered at about 360 nm and exhibit excitation-dependent photoluminescence which was similar to that of hydrothermally synthesized CQDs from CA and URA. The photoluminescent intensity of the composite was stable to UV irradiation and responded selectively to Cu(II) ion demonstrating its potential application in Cu(II) sensing.
Immunity is largely divided into innate immunity and adaptive immunity. We conducted a study using HongJam extract to confirm its innate immunity-enhancing effect. Our data using Natural Killer (NK) cells, which play an important role in innate immunity, confirmed that HongJam extract promotes the proliferation of NK cells and also enhances the function of NK cells to attack and destroy cancer cells. (Grant No. PJ017024022023)
The enzyme digestion of foods is known to have certain advantages, such as enhancing health improvement functions of functional foods. In this study, we investigated whether the memory enhancement effects of HongJam could be enhanced by enzymatic digestions. We found that enzyme digested HJ had more enhanced functionality than undigested HJ. We also found the molecular basis of memory enhancement by performing various biochemical and molecular biological experiments. (Grant No. PJ016908032023)

In this study, we are presenting diverse eco-friendly technologies to control the fall webworm. (Grant No. PJ014845032023).
Automation of frontline service encounters, or the replacement of frontline employees by technologies, is increasingly more common. This new service style, often called self- service, has attracted the attention of service providers who are looking to cut costs (Lin & Hsieh, 2007; Walker et al., 2002) and increase efficiency (Bitner et al., 2002; Curran et al., 2003; Dabholkar, 1996). On the other hand, a major disadvantage of self-service is that it puts the burden of service delivery on consumers (Lu et al., 2019). In other words, the introduction of self-service means a shift from consumers being served by frontline employees to their serving themselves by interacting with technologies. This means that consumers’ acceptance is key for self-service to be implemented successfully.
This study investigated the effects of processing three types of texts, namely expository texts, narrative texts, and a combination of both known as twin texts, on incidental vocabulary acquisition and retention in L2 learners. College freshmen (N = 109), who were lower to upper intermediate learners of English, were assigned into a control group and three experimental groups representing different reading conditions. Over a period of seven weeks, the experimental groups engaged in two reading sessions to read their assigned texts accompanied by output tasks and input enhancement. The participants’ receptive and productive vocabulary gains were measured with an immediate posttest and a delayed posttest to assess retention. Results revealed significant impacts of text genres on L2 incidental vocabulary learning and retention. Processing twin texts and expository texts yielded significantly greater vocabulary gains than processing narrative texts alone. These effects might be due to different processing mechanisms required for texts structured in distinct ways. Expository texts are informative and explanatory in nature, providing explicit and contextually rich information for word comprehension and retention.
This study uses first-principles calculations to investigate the mechanical properties and effect of strain on the electronic properties of the 2D material 1H-PbX2 (X: S, Se). Firstly, the stability of the 1H Pb-dichalcogenide structures was evaluated using Born’s criteria. The obtained results show that the 1H-PbS2 material possesses the greatest ideal strength of 3.48 N/m, with 3.68 N/m for 1H-PbSe2 in biaxial strain. In addition, 1H-PbS2 and 1H-PbSe2 are direct semiconductors at equilibrium with band gaps of 2.30 eV and 1.90 eV, respectively. The band gap was investigated and remained almost unchanged under the strain εxx but altered significantly at strains εyy and εbia. At the fracture strain in the biaxial direction (19 %), the band gap of 1H-PbS2 decreases about 60 %, and that of 1H-PbSe2 decreases about 50 %. 1H-PbS2 and 1H-PbSe2 can convert from direct to indirect semiconductor under the strain εyy. Our findings reveal that the two structures have significant potential for application in nanoelectronic devices.
