        As regulations on carbon emissions increase, the interest in renewable energy is also increasing. However, the efficiency of renewable energy generation is highly low and has limitations in replacing existing energy consumption. In terms of this view, nuclear power generation is highlighted because it has the advantage of not emitting carbon. And accordingly, the amount of spent nuclear fuel is going to increase naturally in the future. Therefore, it will be important to obtain the reliability of containers for transporting safely and storing spent nuclear fuel. In this study, a method for verifying the integrity and airtightness of a metal cask for the safe transportation and storage of spent nuclear fuel was studied. Non-destructive testing, thermal stability, leakage stability, and neutron shielding were demonstrated, and as a result, suitable quality for loading spent nuclear fuel could be obtained. Furthermore, it is meaningful in that it has secured manufacturing technology that can be directly applied to industrial field by verifying actual products.

        Integrity evaluation scheme for Spent Fuel (SF) dry storage has been developed under transportation failure modes. This method especially considered the degradation characteristics of Spent Fuel (SF) during dry storage such as radial and circumferential hydride content, hydride volume fraction, oxide thickness, etc. Hydride and zircaloy cladding are considered as material composite system, using correlation models related to material properties. Critical Strain Energy Density (CSED) is compared with Strain Energy Density (SED), to evaluate cladding integrity. CSED serves as material characteristics, while SED can be considered as boundary condition. To calculate the CSED of cladding in the lateral failure mode, circumferential hydride concentration is used. SED is calculated considering both the bending moment and axial load. On the other hand, in the longitudinal failure case, fuel rod temperature, internal pressure, hoop stress, radial hydride concentration is used to calculate CSED. And pinch force (contact) was considered to evaluate SED. Model validations were conducted by comparing hot cell SF test and existing validated evaluation results. To separately handle normal transportation conditions from hypothetical accident conditions, SED according to stress-strain analysis results was separated into elastic and plastic regions. As a result of applying this scheme for 14×14 SF, failure probability of normal condition was zero, which is the similar result with DOE and same with EPRI. Regarding accident condition, lateral case showed similar result, but longitudinal case showed different but reasonable result, which was due to the different analysis conditions. The proposed methodology which was indigenously developed through this study is named as K-method.

        PURPOSES : The purposes of this study are to identify appropriate numbers of drivers for different time periods by analyzing the service times of the Special Transportation System and to shorten the waiting time to within 15 minutes. METHODS : In this study, the service time is divided into the call connection time (At), dispatch time after reception (Bt), vehicle arrival time after dispatch (Ct), and vehicle boarding time (Dt), and the annual average value for each time zone is calculated by analyzing the dispatch system database. Furthermore, the number of drivers working in each time period is extracted and the appropriate number of drivers for ensuring the dispatch waiting time remains within 15 minutes is determined. RESULTS : It is more accurate to interpret the decrease in dispatches during lunchtime as a decrease in the number of operational vehicles owing to the drivers' lunchtimes rather than a decrease in demand. During lunchtime (as in previous studies) the number of operations decreases, but the average dispatch time (Bt) greatly increases to 22:42; thus, it cannot be seen as a decrease in dispatch demand. The number of operations during lunchtime is proportional to the number of drivers on duty. The number of drivers on duty is inversely proportional to the average dispatch time. If the number of drivers is increased by 11.6%, the average waiting time can be reduced to within 15 minutes. CONCLUSIONS : To resolve delayed call connection issues, we will introduce an artificial intelligence (AI) call center. During the hours of 7 PM to 6 AM, calls will mainly be handled by AI and the counseling personnel will switch to daytime work. We will also increase the number of drivers by 11.6% to ensure that the dispatch time does not exceed an average of 15 minutes after receiving a call. In particular, we will generate the work schedule such that more than 131 drivers work in the 12:00 to 13:00 hours during lunch time to improve the situation where users have to wait for a long time. To do this, we will overlap the work hours for 2 hours in Jeonju and 1 hour in other cities and counties. We have to increase the number of night shift workers from seven to 15 so that all cities and counties can operate vehicles 24 hours a day, 365 days a year.

        Given the domestic situation, all nuclear power plants are located at the seaside, where interim storage sites are also likely to be located and maritime transportation is considered inevitable. Currently, Korea does not have an independently developed maritime transportation risk assessment code, and no research has been conducted to evaluate the release rate of radioactive waste from a submerged transportation cask in the sea. Therefore, secure technology is necessary to assess the impact of immersion accidents and establish a regulatory framework to assess, mitigate, and prevent maritime transportation accidents causing serious radiological consequences. The flow rate through a gap in a containment boundary should be calculated to determine the accurate release rate of radionuclides. The fluid flow through the micro-scale gap can be evaluated by combining the flow inside and outside the transportation cask. In this study, detailed computational fluid dynamic and simplified models are constructed to evaluate the internal flow in a transportation cask and to capture the flow and heat transfer around the transportation cask in the sea, respectively. In the future, fluid flow through the gap will be evaluated by coupling the models developed in this study.

        수송은 양식어류의 양식과정에서 필수적으로 수행되며, 선별과 같은 물리적인 스트레스 요인 중 하나이다. 이러한 이유로 본 연구에서는 해산어류인 넙치를 이용하여 수송 시 염분, 수온 및 마취제의 영향을 확인하기 위해 수송 시 해수 염분(35‰, 15‰)과 수온은 20℃ (natural water temperature, NWT), 15℃ (cooling water temperature, CWT)로 설정하였으며 마취제(anesthesia, Anes., Sigma USA)는 50 ppm 희석하여 염분, 수온, 마취제 요인들을 혼합한 실험구를 설정하였 다. 실험구는 각각 NWT+35‰, CWT+ 35‰, NWT+15‰, CWT+15‰, NWT+15‰+Anes. 및 CWT+15‰+Anes.으로 설정하였다. 스티로폼 상자(66×42×20 cm)를 수송용기로 사용하였으 며, 해수 3 ℓ와 액화산소를 주입한 비닐봉지에 넙치 8마리씩 수용하여 수송하였다. 연구 결과 수송 전 코티졸 농도는 2.4±0.1 ng ml-1로부터 CWT+35‰ 구(16.7±12.8 ng ml-1)를 제외한 나 머지 실험구에서 유의하게 높아졌다. K+ 농도는 수송 전 3.1±0.0 mEq l-1로부터 NWT+15‰ 구에서 4.5±1.1 mEq l-1로 차이를 보이지 않았으나, 나머지 실험구에서는 모두 유의하게 높은 값을 보였다. 혈액성상의 변화에는 영향을 미치지 않았으며, 수온과 마취제는 스트레스를 유발 로 인한 삼투압조절에 부정적인 영향을 미쳤다. AST, ALT에는 영향을 미치지 않았다.

        PURPOSES : Recently, increasing number of local governments are introducing on-demand public transportation service in real time to improve the management efficiency of public transportation. In preparation for the autonomous driving era, the “autonomous public transportation mobility on-demand service in real time” is being developed in the public transportation sector to introduce on-demand public transportation. For this service to become the public transportation of the future, it must receive publicity. Therefore, in this study, indicators were selected to evaluate the publicity of the autonomous public transportation mobility on-demand service in real time, and a survey was conducted among the general public to examine the validity of the indicators. METHODS : To secure the publicity of on-demand public transportation in real time, the goal of the service was first set. Second, the keywords of the service were analyzed to define the publicity requirements of this service. Based on the analyzed keywords and definition of publicity, service indicator types were classified, and the indicators were defined by type. A user satisfaction survey was conducted on the final selected indicators to improve the degree of completion of indicator development. The user survey was conducted by presenting selected publicity indicators to respondents responding on a five-point scale to determine whether each indicator could satisfactorily evaluate publicity. RESULTS : When examining various previous research cases and the contents required for autonomous public transportation mobility on-demand service in real time, the required items of publicity indicators were found to be “safety” in terms of “autonomous driving” and “convenience” in terms of “demand response.” Publicity indicators were developed according to these three items. Thirty-one indicators were developed, and a satisfaction survey was conducted on the general public for each indicator. In the survey, most of the indicators scored 3.5 points or higher, indicating that the indicators were generally well defined. Users gave the highest score to “fairness” among the three items, and “reasonable fairness” was found to be a necessary item as a publicity indicator. CONCLUSIONS : In this study, evaluation indicators were selected to secure the publicity of autonomous public transportation mobility on-demand service in real time, and a satisfaction survey was conducted for each indicator. Most of the indicators showed a score of 3.5 or higher, indicating that they were generally well defined. However, this study has a limitation in that it surveys the general population. In future, experts should be included in the survey to increase the degree of completeness of the public indicators.

        Currently, low and intermediate-level radioactive wastes and spent nuclear fuels are continuously generated in Korea. For the disposal of the radioactive wastes, the transport demand is expected to increase. Prior to transportation, it is necessary to evaluate the radiation risk of transportation to confirm that is not high. In Korea, there is no transportation risk assessment code that reflects domestic characteristics. Therefore, foreign assessment codes are used. In this study, before developing the overland transportation risk assessment code that reflects domestic characteristics, we analyzed the radiation risk assessment methodology in transportation accident codes developed in other countries. RADTRAN and RISKIND codes were selected as representative overland transportation risk assessment codes. For the two codes we analyzed accident scenarios, exposure pathways, and atmospheric diffusion. In RADTRAN, the user classifies accident severity for possible accident scenarios, and the user inputs the probability for each accident severity. On the other hand, in the case of RISKIND, the accident scenarios are classified and the probabilities are determined according to the NRC modal study (LLNL, 1987) in consideration of the cask impact velocity, cask impact angle, and fire temperature. In the case of RISKIND, the accident scenarios are applied only to transportation of spent nuclear fuel, and cannot be defined for low and intermediate-level radioactive waste. However, in the case of RADTRAN, since the severity and probability of accidents are defined by user, it can be applied to low and intermediate-level radioactive wastes. As the exposure pathways considered in transportation accident, both RADTRAN and RISKIND consider external exposure (cloudshine and groundshine), and internal exposure (inhalation, resuspension inhalation and ingestion). In the case of RADTRAN, additionally, external exposure due to loss of shielding (LOS) is considered. Atmospheric diffusion calculation is essential to determine the extent to which radioactive materials are diffused. In both RADTRAN and RISKIND, atmospheric diffusion calculations are based on Gaussian diffusion model. Users must input Pasquill stability class, release height, heat release, wind speed, temperature and mixing height, etc. Additionally, RADTRAN can input weather information relatively simply by inputting only the Pasquill stability class fraction and selecting the US average weather option. This study results will be used as a basis for developing radioactive waste overland transportation risk assessment code that reflects domestic characteristics.

        Republic of Korea (ROK) is operating the Integrated Environmental Radiation Monitoring Network (IERNet) in preparation for a radioactive emergency based on Article 105 of the Nuclear Safety Act (Monitoring of Nationwide Radioactive Environment). 215 radiation monitoring posts are monitoring a wide area, but their location is fixed, so they can’t cover areas where the post is not equipped around the Nuclear Power Plants (NPPs). For this, a mobile radiation monitoring system was developed using a drone or vehicle. However, there are disadvantages: it is performed only at a specific cycle, and an additional workforce is required. In this study, a radiation monitoring system using public transportation was developed to solve the above problems. Considering the range of dose rates from environmental radiation to high radiation doses in accidents, the detector was designed by combining NaI (TI) (in the low-dose area) and GM detector (in the high-dose area). Field test was conducted by installed on a city bus operated by Yeonggwang-gun to confirm the performance of the radiation monitoring system. As a result of the field test, it was confirmed that data is transmitted from the module to the server program in both directions. Based on this study, it will be possible to improve the radiation monitoring capability near nuclear facilities.

        For safe management of spent nuclear fuels, they should be delivered to repository or waste disposal site. As the amount of spent nuclear fuel transportation is expected to increase in the future due to the provision of an intermediate storage facility, the necessity to secure transportation cask is emerging. In order to secure the spent nuclear fuel transportation cask, it is necessary to analyze the regulatory processes for domestic and foreign spent nuclear fuel transportation cask. In this study, the regulatory processes for domestic and foreign spent nuclear fuel transportation cask was analyzed. In this study, the IAEA, US, and Korea spent nuclear fuel transportation cask regulatory processes were analyzed. The domestic and foreign spent nuclear fuel transportation cask regulatory processes consist of design phase, manufacturing phase, and operation phase. In the design stage, the transport requirements are designed in accordance with the safety requirements of international organizations and countries. The application to be submitted when applying for approval should include a safety analysis report, evidence proving compliance with safety requirements et al. In the manufacturing stage, it is a stage to check whether the safety requirements are satisfied before the first use after manufacturing the transportation cask. Inspections include welding inspection, leakage inspection, shielding inspection, and thermal inspection. In the operation stage, it is a stage of periodically performing inspections for continuous maintenance of the package when the transportation cask is used. The inspection items to be performed are similar to the manufacturing stage and typically include performance inspection of components and leakage inspection. In this study, domestic and foreign spent nuclear fuel transportation cask regulatory processes were analyzed. It was found that the domestic and foreign spent nuclear fuel transportation cask regulatory processes consist of the design phase, the manufacturing phase, and the operation phase. The results of this study can be used as basic data for policy decision-making for the spent nuclear fuel cask.

        PURPOSES : The purpose of this study was to investigate directions for future smart city transportation policies and service development by evaluating road service satisfaction levels and predicting future service demand. METHODS : A nationwide survey was conducted in Korea to develop a transportation service evaluation system based on the functions and objects of transportation. The satisfaction level of road service was evaluated using an analytic hierarchy process (AHP), promising service sectors were identified using the revised importance-performance analysis (IPA) technique, and detailed service demands by sector were suggested. RESULTS : The most valuable service value felt by the people was "safety" (weight 0.4), and the overall satisfaction level was 68.9 points, slightly exceeding "normal." As a result of analyzing the promising service sectors by dividing them into urban and rural areas, "handicapped, elderly, and pedestrians" were important in both areas, and "road facility maintenance" was classified as an additional promising sector for rural areas. CONCLUSIONS : People demand that future smart city transportation policies and services should be "people" and "safety" centered. In addition, it is necessary to pay attention not only to the development of new services but also to the improvement of problems with existing services and policies.
