        Purpose - The Korean child welfare services may have different feelings between providers and users. Few studies on the child welfare service quality have been conducted and research on the coorientation model of child welfare services are nonexistent. We compared the perceptions of Korean child welfare service providers and users in this study. It will have many applications in the service quality fields by applying a coorientation model. Research design, data, and methodology - In order to enhance user satisfaction with child welfare services, around 200 samples were carried out both in Busan and Kyungsangnamdo randomly. Seven point Likert scale was used in the questionnaire. Two measurements were made to evaluate the different positions on the part of child welfare service providers and users to assess their mutual orientation. Paired t-test verification was conducted for congruency analysis, and the verification of agreement and accuracy was analyzed by independent t-tests. Results - We empirically examined the differences between the providers and the users stance. The results are as follows. We have verified the statistical significance of the difference in perception between providers and users. We also confirmed a degree of agreement, a degree of congruency, a degree of accuracy and a degree of meta agreement in the study. In the Korean child welfare service quality, the coorientation model of process quality appeared in the form of semi-dissensus, the coorientation model of results quality were shown in the form of ignorances and the coorientation model of physical environment quality were investigated in the form of semi-dissensus. Conclusion - The study concluded that users need to understand more about the providers in order to enhance the coorientation model in process quality and physical environmental quality, and the providers need to persuade the users clearly about the positive factors. To enhance the coorientation model of the result quality, it can be misunderstood by guessing that the other party will positively evaluate it. Therefore, users believe that they need to talk more clearly to the provider about the results of the korean child welfare service quality to reduce misunderstandings and to understand each other about the resulting quality.

        본 연구는 Wee클래스를 이용한 경험이 있는 고등학교 교사를 대상으로 개념도 방법을 사용 하여 학교상담의 주요 관련자(stakeholder)로서 교사가 인식하는 전문상담교사 제공 서비스의 도움요소와 불만족요소를 탐색하였다. 이를 위해 학교상담의 도움요소와 불만족요소에 대한 초 점질문을 바탕으로 서울, 인천, 경기 지역 고등학교에 재직 중인 교사 10명(남자 3명, 여자 7명) 에 대해 심층면담을 실시하였다. 면담 축어록에서 핵심문장을 추출한 뒤 다차원척도법과 군집 분석을 실시하고, 각 핵심문장별 중요도를 분석하였다. 그 결과, 교사가 인식하는 도움요소는 총 12개의 군집으로 ‘군집 1. 자문 및 조언’, ‘군집 2. 심리적지지’, ‘군집 3. 정보 획득’, ‘군집 4. 교사 간 협력’, ‘군집 5. 상담환경 조성 및 홍보’, ‘군집 6. 외부기관 연계’, ‘군집 7. 예방 활동’, ‘군집 8. 위기 개입’, ‘군집 9. 학생과 공감적 관계 형성’, ‘군집 10. 상담교사의 전문성’, ‘군집 11. 학부모 상담’, ‘군집 12. 중재’로 도출되었으며, 각 군집별 중요도(5점 리커트 척도)는 ‘군집 8. 위기 개입(M=4.60)’이 가장 높았고, ‘군집 12. 중재(M=3.75)’가 가장 낮았다. 반면 불만족요 소는 총 7개의 군집으로 ‘군집 1. 학생에 대한 지나친 허용적 태도’, ‘군집 2. 비밀보장의 문제’, ‘군집 3. 수업 중 상담의 문제’, ‘군집 4. 교사 대상 서비스 부족’, ‘군집 5. 상담교사 부족’, ‘군집 6. 상담 업무의 비공개성’, ‘군집 7. 상담교사의 역량 부족’으로 도출되었으며, 각 군집별 중요도 는 ‘군집 5. 상담교사 부족(M=4.30)’이 가장 높았고, ‘군집 2. 비밀보장의 문제(M=3.60)’가 가장 낮았다. 이러한 결과를 바탕으로 교원교육의 측면에서 학교상담의 활성화 방안과 제한점, 추후 연구 방향에 대해 논의하였다.

        O.S.P. shall be criminally liable for offenses committed in cyber space on condition that it could be aware of its occurrences nevertheless nothing is taken expected elimination measures technically by itself. In principle, a professional person who manages its cyber space may suffer punishment and then a company that hires him suffer punishment as prescribed by penalty against employer and employee. O.S.P. could receive a criminal penalty for a crime omission as in the following conditions, first, it has found offenses committed in its cyber space or has not found it because of gross negligence, carelessness by O.S.P., second, O.S.P. have a technical skill and system for expected prevention or elimination a crime happened in cyber space but it didn’t do anything. A willful negligence by O.S.P. may be sufficient for criminal responsibility. The judgement as aforementioned cast a long shadow to us because it has set up the condition of O.S.P.’s criminal penalty in other words, possibilities of awareness, technical prevention, expectation for elimination illegal situation in cyber space etc. It is significant that O.S.P. could supervise and control its cyber space as a dangerous factor connected to offenses. However it feels lack of logical reasoning such like that. Now, we should fully discuss the matter that the building measures of prevention adverse effect by cyber space. The responsibility of O.S.P. should be imposed stringently than ever because offenses in cyber space could be occurred under unsuspected, usual time as a result damage may be very serious, mortal to a personal victim.

        Weather forecasting is one of the key elements to improve health through the prevention and mitigation of health problems. Health forecasting is a potential resource creating enormous added value as it is effectively used for people. The purpose of this study is to estimate 'Willingness to Pay' for health forecasting. This survey was carried out to derive willingness to pay from 400 people who lived in Busan and Kyungnam Province and over 30 years of age during the period of July 1-31, 2009. The results showed that a 47.50% of people had intention to willingness to pay for health forecasting, and the pay was 7,184.21 won per year. Willing to pay goes higher depending on 'tax burden as to benefit of weather forecasting', 'importance of the weather forecasting in the aspect of health', 'satisfaction to the weather forecasting', and 'frequency of health weather index check'. This study followed the suggestion of the Korea Meteorological Administration generally and the values derived through surveys could be reliable. It can be concluded that a number of citizens who are willing to pay for health forecasting are high enough to meet the costs needed to provide health forecasting.

        최근 IMO의 항해안전전문위원회(NAV) 통신작업반을 중심으로 E-Navigation(E-Nav) 전략개발에 관한 연구가 진행되고 있다. E-Nav 전략개발을 위한 통신망 아키텍처의 설계는 선교시스템의 표준 및 미래 항해 및 해양통신 장비에 관한 국가 R&D 프로젝트 방향을 결정하는 중요한 부분이다. 본 연구는 E-Nav 이용자 요구분석을 통하여 항해안전을 향상시키고 해상운송의 부가적인 이익을 가져다 줄 수 있는 E-Nav 서비스를 도출하고 통신망 기준모델을 설계하는데 목적을 두고 있다. 본 연구에서는 E-Nav 서비스를 크게 안전 및 보안, 해양기상, 조난, 비즈니스, 인포테인먼트(infotainment)의 5가지 분야로 나누고, 각 분야 별로 요구되는 E-Nav 서비스를 도출하였다. 그 결과로서 도출된 E-Nav 서비스 지원을 위한 통신망 아키텍처를 제안하였다.
