최근 도로선진국이라 할 수 있는 나라들에서는 다양한 도로사업의 발굴 및 장려정책이 도입되고 있다. 본 논문에서는 새로운 도로사업의 발굴을 위한 대안모형을 제시하였다. 새로운 도로사업 발굴을 위한 절차로는 근거법령의 모색 신개념 도로사업의 발굴, 평가 모형구축 및 운영지침 개발, 관련행정체계 개선 등 크게 4가지의 주요 절차가 필요한 것으로 제시되었다. 근거법령의 모색은 도로법 및 도로법 시행령, 시행규칙 등이 우선 고려되어야 할 것으로 분석되었으며 신개념의 도로사업 발굴절차는 크게 국가적 차원의 유일성 확보 도로, 다양한 가치기준에 의해 선정되는 도로 및 단일시설, 기술(설계 우수VE 및 LCCA사례 포함) 및 구조물 형태로서 발굴될 수 있는 사례로 세분류하였다. 평가모형 구축 및 운영지침 개발절차에서는 미국 NSBP프로그램의 절차 혹은 지속가능한 도시대상의 절차를 사례로 할 수 있으며 분석적 계층화법(AHP) 및 다지역산업연관모형(MRIO)의 적용가능성도 제시하였다. 또한, 관련 행정체계의 개선에서는 건설교통부의 도로기획관실 업무내역 분석을 통해 도로정책팀과 도로환경팀의 역할을 제시하였으며 평가위원회의 구성, 평가과정과 일체화된 예산지원절차를 추진방안으로 제시하였다.

This study is to provide information in the development of energy conservation technologies by means of technological demand survey covering energy market and industrial field among energy-related technologies. For this purpose, we check both the present state of energy technologies and trends of social change in Korea, and then combine social needs with major, bottleneck, and essential technologies required for the future. The range of this study covers the field of industry, kiln, furnace, metal, building, transport, and electricity. For case study, valid 120 companies among the 500 companies selected randomly in the energy data-base of Korea institute of energy research (KIER) are considered.
The Sustainable Water Resources Research Center (SWRRC) was established to manage water resources in an integrated manner and has been supported as a part of the 21st Frontier Research and Development Program by the Ministry of Science and Technology (MOST) and Ministry of Construction and Transportation since August 2001. The mission of the SWRRC is to cope with future water shortage problems through development and implementation of technologies of integrated water resources management. This mission ultimately aims at improving of living standards of human being, which is one of the major goals of the 21st Frontier Research and Development Program. The project is conducted by three phases. Duringthe first phase (2001. 8 ~ 2004. 6), the majority of funding is used for development of core and supporting technologies. In the second phase (2004. 7 ~ 2007. 6), with the core and supporting technologies financed continuously, the fund will be usedon different parts of studies in terms of sectors, subjects and integrated researches, and the rest of the fund (50%) will go toward implementation combined with business in the form of providing technologies.
