진해만 해역은 태풍 내습 시에 우리나라 남동권 해역의 주요 태풍 피항지로 이용되고 있다. 하지만 태풍 내습 시 진해만 내 선박이 폭주하고 주묘가 다수 발생하는 등 해양사고 발생 가능성이 존재한다. 본 논문은 태풍 내습 시 진해만 피항지에 대해 안전 확보 및 효율적으로 관리할 수 있는 방안을 해당 해역의 VTS 관제사로부터 도출하고, 이를 선박 운항자에게 AHP 기법을 통하여 상대적 중요 도를 도출하여 관리자와 이용자 의견이 반영된 안전대책을 제시하였다. AHP 설문조사를 위한 안전 대책 요소를 선정하기 위하여 진해만 내 태풍 내습 시 VTS 관제사의 대응 조치 평가 내용에 대해 분석하였다. 선정된 안전대책 요소를 기반으로 설문조사를 실시한 결과, 선정 된 요소에 대해 선박 운항자는 선박의 안전을 효율적 관리보다 약 2배 이상 중요하게 생각하며, 종합적으로 피항선 관리, 정박구역 관리, 피항정보 관리, 규정 및 지침 마련, 시스템 장비 개선, 교육 및 홍보·알림 활동 순으로 중요하게 고려함을 파악하였다. 본 논문에서 식별된 방안 및 상대적 중요도를 통해서 진해만 태풍 피항지를 안전하고 효율적으로 관리하는 기반이 될 수 있을 것으로 사료된다.
PURPOSES : The aim of this study is to develop a decision-making model for safety countermeasures based on the characteristics of water deer roadkills.
METHODS : Through field investigation, 113 water deer roadkills with factors related to environment, geometry, and ecology were collected from May 2018 to April 2019. From the collected database, the characteristics of water deer roadkills were analyzed. An analytic hierarchy process was applied to establish a decision-making model to prevent water deer roadkills from appearing.
RESULTS : The likelihood of water deer roadkills increases in summer and winter, road sections in suburban areas with low traffic volume, surrounding farmlands, and areas without illumination. The results show that factors such as safety, ecology, road geometry, policy consistency, and the willingness of the local government are critical factors for establishing the decision-making model.
CONCLUSIONS : Appropriate safety countermeasures for water deer roadkills can be developed if the roadkill frequency, degree of sight distance restriction, speed limit for controlling overspeeding, roadkill severity, degree of forest area, traffic volume, and willingness of competent authorities are considered as essential variables.
The purpose of this study is to reveal through discourse analysis the processes and patterns in which discrimination and hate in Korean society is produced. The social aspect of discrimination and hatred is practiced and reproduced through discourse. Discourses related to dogs were selected for this inquiry, because discrimination and hatred against dogs, especially large dogs today, are confirmed through various discourse(language sources) of the media. For this critical discourse study, van Dijk's approach, emphasizing the cognitive component when exploring the relationship between discourse and society, was applied. As a result of the analysis, it was identified that the polarized distinction between ‘we’ group and ‘they’ groups according to categorization, discrimination based on prejudice and stereotypes, and hatred due to contemptuous attitudes were sequentially developed. And it was found that the division and discrimination were represented and reproduced through the discourse at the macro-level of society, and the hate was represented through the discourse at the micro-level.
The leisure life pattern of people is changing to a familial and enthusiastic way that eventually develops the camping culture. Thus, the number of campers and the size of camping market have been dramatically increased due to significant expansion of camping people. However, many camp grounds and facilities are operating without a proper registration by government rules and regulations. In addition, many of electronic and gas equipment and tools are not used in a safe way and in a safety regulatory boundary. Therefore, campers at the camping ground is situated in a fire and safety hazard. In addition, there is limitation in rules and regulations associated with camping ground safety and fire. This study analyzed the fire and hazard guidelines and rules regulations of developed countries of campground and compared them to the current situation in South Korea. Therefore, this study is to develop a safety and fire hazard guidelines and rules and regulations related to camp ground operation, gas and electronic equipment operation and management. The study will eventually reduce the future fire and safety incidents in a campground in South Korea.
This study is a study for finding a solution to the current situation and identify problems such as discharge through a survey of special health and safety training in the construction industry. In particular by identifying the status and problems, such as special health and safety training in the construction industry it was carried out for the purpose of the measures taken.
