        This study investigates elementary school parents’ perception concerning the starting age for early English education. Four hundred and eighty-four parents located in Seoul and Kyonggi province areas participated in this study. The questionnaire for exploring parents’ perception was used and the major findings revealed that: (1) the children who started to learn English before the official school year tend to learn English from native speakers of English; (2) about 90.9 percent of children learned English before the third grade of elementary school; (3) most parents reported that the proper starting age for learning English is 5 or 6 years although they perceived that it was not an important factor in enhancing their children’s English proficiency. These results indicate that the current status of early English education should be restructured to meet the parents’ perception and needs. Major implications will then be discussed.

        This is an interdisciplinary study based on Library and Information Science and English Education through the examination of scholarly communication on English education objectively. For this study, three scholarly journals English Teaching, Journal of The Applied Linguistics Association of Korea, and Foreign Languages Education were selected through surveys. A total of 1,091 research articles were analyzed in terms of the pattern of article production and writers, research topics, research methodologies, and research participants. Content analysis was performed to clarify the distinction between these three journals. The results showed that topics on language skills were the most examined out of the 16 categories in ET and FLE. On the other hand, topics on SLA ranked first in AL. In terms of methodology, quantitative research was conducted more frequently than qualitative and mixed methods research from the three journals. And in terms of participants, college students, including graduate students ranked first from the three journals. The findings suggest that scholarly communication needs to be extended to a broader context including students, classroom teachers and more researchers from the public and private sectors.

        Effective foreign language learning accompanies the learning of the target language’s culture. But English is said to be not a foreign language, but a global language. What should culture learning be like in teaching English as a global language (EGL)? This paper aims to make some suggestions for the directions of cultural learning in EGL. First, the features of EGL learning are explored in comparison with those of EFL learning. Second, it is discussed why EGL learning does not match the communicative competence on which the communicative approach has been based. Instead EGL learning needs intercultural communicative competence (ICC). Third, it is considered what culture education should take into account for ICC. The main section seeks out the ways in which cultural contents involved in teaching materials contribute to develop ICC. Four (4) series of Korean middle school English textbooks are analysed in respect of the ownership of cultures, the types of culture and the cultural activities, from the intercultural perspective. The result admits the cultural contents of the textbook are not suitable for developing ICC. Finally, some directions will be deduced on how and what teaching materials are equipped to develop ICC in teaching English as a global language.

        The purpose of this paper is to investigate English education experts’ current general views on the college English curriculum at Korean provincial universities and elicit their consensus of opinion on the distinctive characteristics of the curriculum. For that purpose, two rounds of the delphi survey were presented to forty experts, with thirty one experts’ responses in the first round and nineteen in the second. Based on their responses, the following characteristics of the Korean college English curriculum for provincial universities were deduced as a consensus of opinion: the curriculum is supposed to be more intensive, practical, proficiency-based, and university-specific than the curriculum for the universities in the Metropolitan area; it is supposed to be English for Specific Purposes (ESP) rather than English for General Purposes (EGP) in order to promote the future career of the individual provincial university students and the competitiveness of the provincial universities themselves.

        This paper reports the current situation of English and English education in North Korea. Two approaches are taken to achieve the goal: One is to examine social attitudes and government approaches to English education. Interviews with defectors from North Korea, newspaper reports and other related literature are used. The other is to analyze middle school English textbooks and research articles to reveal the current practice of English language teaching at schools. The results show that North Korean government and people are interested in learning and teaching English and they take various measures to improve English learning to meet national or individual goals. English seems to be considered as a way of improving their economic situations and finding a better opportunity for many North Korean people. However, English education in North Korea is still limited in terms of resources including learning materials and native teachers of English. Also academic research and practices in English education are still heavily influenced by Kim Ilsung and Kim Jungil’s words so that scientific investigations are limited. It is an impending issue to narrow a gap in English education between South and North Koreas to overcome difficulties encountered in the future.

        The deficiency of competent native English speaker raters and the inherent problem with intra-rater and inter-rater reliability of the oral proficiency interview (OPI) has precluded the full-fledged implementation of English performance testing, inevitably ushering in the computer- based oral proficiency interview (COPI) as its viable alternative with the help of automatic speech recognition (ASR). The plausibility and feasibility of implementing ASR-based COPI has recently been investigated with favorable results, which warrants more sophisticated research focusing on development of desirable test methods that will meet the rigorous criteria required by high-stakes language tests. In this respect, employing varied statistical methods as correlational, regression analyses, and ANOVA, the present study attempts to explore strengths and limitations of test method facets and to identify valid test methods to maximize the validity and reliability of ASR-based COPⅠ. Within the theoretical framework of communicative language components to be measured, the statistical findings reveal that some test methods prove to be more effective than others in producing COPI test results with better discriminability and reliability. The survey of students and teachers also suggest their favorable attitudes toward utilizing the COPI for in-class evaluation. Both findings strongly corroborates potential of the COPI in question as a valid performance testing tool to measure overall communicative competence. The current research is expected not only to shed light on advancement of performance testing, but also to serve the purpose of enhancing communicative English teaching.

        Since the introduction of teaching English as a regular subject into primary schools in 1997, it has been said that the discrepancy between students who are receiving private instruction at learning institutions and private tutoring and those who are not receiving private English instruction is steadily increasing. The purpose of this study was to investigate what impact private English instruction had on English achievement and attitudes of fifth- and sixth-grade students in primary schools. For this purpose, an English achievement test was developed based on the 7th National Curriculum and administered, along with two attitude questionnaires: One questionnaire was administered to 696 fifth- and sixth-grade primary school students, and the other questionnaire given to 12 primary school teachers of the students. The results showed that students started learning English at the average age 7.9-years-old and about 80% of the students were receiving a variety of private English instruction. In line with expectations, tutored students outperformed non-tutored students on the English achievement test. In addition most of the teachers, as well as students, thought it helpful to learn English through private English instruction. One implication from the results suggests that to ensure quality English language teaching at public schools, the government should put forth efforts to nurture qualified English teachers through intensive teacher training.

        It has been reported that primary school students have difficulties in the reading process and their interests and achievement in reading is low, in spite of the various methods that have been introduced. This study aims to examine the reading approaches at the primary school level. To achieve this purpose, the primary English curriculum and textbooks were analyzed in order to explore the approaches that were adopted for primary English reading. The textbooks were analyzed in two aspects: the selection of words and the teaching methods for reading. The data revealed that the curriculum looked well-structured according to the developmental stages of reading, but that the textbooks did not facilitate reading for early readers. Although the reading text increased gradually from the letter to the sentence level, the words in each unit were not organized to help readers recognize the text efficiently which impinged on the students’ reading comprehension. Since words at each unit were selected meaning-based, students had to memorize them as a unitary whole. On the other hand, it was rare to find words structured on the basis of letter-sound relations between words. This lack of structure prevented students from recognizing the alphabetic principles of English. As a result, the textbooks did not consider the bottom-up skills at all in its development process. Therefore, students failed to acquire the basic principles of alphabetic language in the early reading stage. Some suggestions for curriculum and textbook development are presented in the end.

        Recently, the use of corpus has been very popular in almost a11 areas of language research, as a means of exploring the actual patterns of language use. The rnain goal of this paper is to show the possibilities of and advocate exploiting corpus for English language education. For this goal, it first provides a basic understanding of corpus by describing the types of corpus, issues in corpus design, and the use of a concordancing prograrn in analyzing corpus. This is fo11owed by the discussion of three different ways in which corpus can contribute to English language education. First, the content of English teaching can be improved by the rnore accurate and detailed description of the target language that is provided by corpus-based research. Secondly, corpus analysis itself can be adopted as a language teaching methodology, in which learners discover various facts about English by thernselves. Fina11y, analysis of learner corpus can help us diagnose and solve the problems that the learners typica11y have.

        English is now commonly called an international or a global language. Korea starts to face some changes in terms of the situational and functional status of English from EFL to ESL. A bilingual education approach called 'immersion education' to teach English is urgently needed to be taken in Korea, especially in the primary school level. The present paper aims to investigate perceptions of primary school teachers about the introduction of English immersion education program. A total of 171 primary school teachers were surveyed employing a questionnaire asking about their knowledge, opinions and attitudes with regard to the introduction of English immersion education in primary schools in Korea. It was found that there are lots of things to take into consideration introducing the English immersion education system in the areas of preor in-service teacher training system, governmental assistance, and other practical issues of deciding starting grade and the subjects for immersion, for example. Some suggestions are provided for a practical guide for the introduction of English immersion education.

        Since the teaching of English was introduced into the primary school as a required subject in 1997, no achievement test has been administered for the purpose of comparing English achievement of primary school students who are receiving private instruction with that of those who are not. The purpose of this study was to investigate what impact private instruction had on English achievement of third- and fourth-year students in the primary school. For this purpose, an English achievement test was developed based on the 7th national curriculum and two questionnaires were administered: one questionnaire among 743 third- and fourth-year primary school students and the other among 22 primary school teachers. The results showed that students who were receiving private instruction outperformed those who were not on the English achievement test and that teachers had difficulty in handling English class due to the discrepancy of overall English proficiency between tutored students and non-tutored students. The findings suggest that teacher training needs to be intensified to ensure quality English language teaching in the primary school.

        The current research aims to enhance the quality of general English in the university by providing level-specific cultural curriculum and instruction based on students’ needs. This study utilized various research analysis methods such as literature-document and survey/interview. In the questionnaire respondents (a sample of 393 university students) showed that class hours per week and the number of semesters were appropriate, but that more interesting and level-specific instruction was needed. It was also suggested that more elective courses should be available after the completion of general English courses. Based on these results, this research study developed 4-tiered level-specific cultural curriculum. The newly proposed curriculum reported in this study encompasses its specific implementation plans, starting with standards, goals, and language functions for each level, ways to offer remedial and intensive courses at each level and elective courses after the completion of the general courses. This new plan initiative requires an extensive revision of existing curriculums and an application of dynamic evaluation methods. Accordingly, the results of the research project will present an important curricular and instructional model to other universities interested in providing level-specific English programs in the effort of maximizing the students’ learning.
