        현대 군사 환경에서 병력 보충 방식은 부대의 전투력 유지와 직접적인 연관이 있으며, 한국군의 경우 기존의 개인보충 방식이 부대 응집력 저하 및 전투력 약화의 원인으로 작용하고 있다. 특히, 2021년 12월 병 복무기간이 18개월로 단축된 이후, 개인보충 방식이 과거와 동일하게 유지되면서 연간 병력 교체율이 66%를 상회하게 되었으며, 이로 인해 부대의 전투 효율성 유지가 더욱 어려워지고 있다. 또한, 현재 동원 부대의 편성 방식 역시 개별 동원지정을 기반으로 하고 있어 부대 고정율이 낮고, 짧은 동원훈련 기간으로 인해 유사시 신속한 전투력 발휘에 한계가 존재한다. 이에 따라, 기존 개인보충 방식의 한계를 극복할 수 있는 새로운 병력 보충 방식의 도입이 필요하다. 본 연구는 한국군의 현역 및 동원전력 보충 방안으로 ‘중대단위 부대보충’ 개념을 제안하고, 이를 통해 전투력 유지 및 응집력 강화를 도모하는 방안을 모색하였다. 이를 위해 독일, 이스라엘, 미국 등의 부대보 충 사례를 분석하고, 이를 한국군에 적용할 수 있는 정책적 시사점을 도출하였다. 또한, 부대보충 방식이 부대의 전투력과 조직 응집력에 미치는 영향을 실증적으로 분석하기 위해 전투력 평가 실험을 설계하고, 경제적 타당성 분석을 수행하였다. 분석 결과, 중대단위 부대보충 방식은 병력 운영의 안정성을 높이고, 장기적으로 전투력 유지 및 국가 방위력 강화에 기여할 수 있는 것으로 평가되었다. 본 연구는 한국군의 병력 보충 방식에 대한 새로운 접근법을 제시하고, 부대보충 방식이 기존 개인보충 방식에 비해 효과적인 대안이 될 수 있음을 실증적으로 검토하였다. 이를 통해, 향후 군사정책 수립 및 동원체제 개편에 있어 중요한 자료로 활용될 수 있을 것으로 기대된다.

        In this study, fire extinguisher system to which form fire extinguisher agents were adopted was applied to the combat vehicle crew room to apply fire extinguishing performance and acid gas safety that meet the national defense standards. As a result of evaluation and verification, the following conclusions were drawn. For standard fire sizes in the combat vehicle crew's standard model, we ignited using a mixture of Novec 1230 and Halon 1301 form extinguisher agent and released form extinguisher agent after 30 seconds to determine the fire extinguishing time. The amount of acid gas generated met the criteria in all cases. When the fire size was increased to 0.12m2 and a 2.0mm nozzle was used, all of the extinguishing time, the amount of acid gas generated, and the concentration of Novec 1230 met the criteria. Despite the more difficult conditions to extinguish the fire by making the fire larger, it was possible to confirm the extinguishing performance of the Novec 1230 form extinguisher agent and its safety against acid gas.

        Combat-armored vehicles were equipped with an automatic-fire-extinguishing system to ensure the safety of the crew and vehicle from fires on the vehicle. When a fire was occurred, the automatic-fire-extinguishing system automatically detects the fire through sensors and detection lines, sprays a fire extinguisher, and notifies the crew visually and audibly. Recently, there had been cases of automatic-fire-extinguishing systems malfunction on combat-armored vehicles. In this study, in order to resolve the automatic-fire-extinguisher's malfunction phenomenon, ground noise and inter-circuit noise generated from the fire detection line were identified, and the resistance connected on the circuit was revised to remove noise. As a result of resistance revision, the noises was eliminated and the electromotive force difference between input circuits was made constant, thereby improving the malfunction of the automatic-fire-extinguishing system. By applying the result, it was confirmed that the control device sensed a temperature similar to the actual temperature on actual vehicles, and it was confirmed that the automatic-fire-extinguishing system's malfunction phenomenon was not founded in the field vehicles after then.

        Reliability analysis of the components frequently starts with the data that manufacturer provides. If enough failure data are collected from the field operations, the reliability should be recomputed and updated on the basis of the field failure data. However, when the failure time record for a component contains only a few observations, all statistical methodologies are limited. In this case, where the failure records for multiple number of identical components are available, a valid alternative is combining all the data from each component into one data set with enough sample size and utilizing the useful information in the censored data. The ROK Navy has been operating multiple Patrol Killer Guided missiles (PKGs) for several years. The Korea Multi-Function Control Console (KMFCC) is one of key components in PKG combat system. The maintenance record for the KMFCC contains less than ten failure observations and a censored datum. This paper proposes a Bayesian approach with a Dirichlet mixture model to estimate failure time density for KMFCC. Trends test for each component record indicated that null hypothesis, that failure occurrence is renewal process, is not rejected. Since the KMFCCs have been functioning under different operating environment, the failure time distribution may be a composition of a number of unknown distributions, i.e. a mixture distribution, rather than a single distribution. The Dirichlet mixture model was coded as probabilistic programming in Python using PyMC3. Then Markov Chain Monte Carlo (MCMC) sampling technique employed in PyMC3 probabilistically estimated the parameters’ posterior distribution through the Dirichlet mixture model. The simulation results revealed that the mixture models provide superior fits to the combined data set over single models.

        Naval combat system developed in-country is progressing at an alarming rate since 2000. ROK navy will be achieved all vessels that have combat system in the near future. The importance of System Engineering and Integrated Logistics Support based on reliability analysis is increasing. However, reliability analysis that everyone trusted and recognized is not enough and applied practically for development of Defense Acquisition Program. In particular, Existing Reliability Analysis is focusing on reliability index (Mean Time Between Failure (MTBF) etc.) for policy decision of defense improvement project. Most of the weapon system acquisition process applying in the exponential distribution simply persist unreality due to memoryless property. Critical failures are more important than simple faults to ship’s operator. There are no confirmed cases of reliability analysis involved with critical failure that naval ship scheduler and operator concerned sensitively.Therefore, this study is focusing on Mean Time To Critical Failure (MTTCF), reliability on specific time and Operational Readiness Float (ORF) requirements related to critical failure of Patrol Killer Guided missile (PKG) combat system that is beginning of naval combat system developed in-country. Methods of analysis is applied parametric and non-parametric statistical techniques. It is compared to the estimates and proposed applications. The result of study shows that parametric and non-parametric estimators should be applied differently depending on purpose of utilization based on test of normality. For the first time, this study is offering Reliability of ROK Naval combat system to stakeholders involved with defense improvement project. Decision makers of defense improvement project have to active support and effort in this area for improvement of System Engineering.

        This paper’s aim is to suggest the Expert System for analyzing relative combat power in ground operations. Since relative combat power analysis in terms of comparing combat power of friendly forces with one of the enemy can determine how the commander and staffs operate their unit afterwards, it requires fast and rational decision-making process. However, it has relied on manual method so far though Tactical Information Communications Network(TICN) into which numbers of applications can be loaded has been developed over a decade. The Expert System that will be built using EXSYS Corvid tool is expected to lessen error rate, provide faster decision- making, and reflect intangible combat power as well as tangible one by using an appropriate weights in analyzing relative combat power.

        In this paper, we proposed the modified method of Metcalfe's law that is "Modfied law" in evaluating the network power for the measurement of combat effectiveness in C4I system. It is applied to JFOS-K(Joint Fire Operating System-Korea) C4I system that can connect KJCCS(Korea Joint Command & Control System) of Korea armed forces with JADOCS(Joint Automated Deep Operations Coordination System) of U.S. armed forces and achieve sensor to shooter system in real time in JCS(Joint Chiefs of Staff) level.
