본 연구에서는 도로법과 건설기술진흥법을 근간으로 하는 두 가지 기준체계를 가지고 있는 우리나라의 도로분야 건설 기준에 대해 조사하고, 이를 통합하여 체계적이고, 합리적으로 관리하기 위한 방안으로, 도로법에서 직접 위임하고 있는 도로의 구조ㆍ시설 기준에 관한 규칙에서 원칙과 기본사항을 정의하고, 계획, 설계, 시공 등 단계별로 요구되는 기술적인 사항은 건설기술진흥법에서 정하는 건설기준에서 정하고, 이를 적용하기 위한 대한 세부사항과 필요한 해설 등은 표준 도, 지침, 편람, 기술지도서, 업무요령 등 국토교통부 훈령인 건설기술진흥업무 운영규정에서 정하는 하위기술기준에서 정하도록 하는 체계를 제안하였다. 이를 위해, 현장에서 실효적인 기준처럼 활용되고 있으나, 건설기준 및 하위기술기준 들과 중복적인 위치를 가지며, 법적 근거 없이 국토교통부 일반 간행물로 발간되고 있는 도로의 구조ㆍ시설 기준에 관한 규칙 해설을 국토교통부 발간물에서 제외하고, 주요 내용을 건설기준과 하위기술기준에 통합하고 폐지 또는 민간 발간물 로 변경하는 방안을 제시하였다. 이를 통해 현장에서의 건설기준 활용도를 제고하고, 하위기술기준들과의 적용에서 사용 자 혼동을 방지할 수 있을 것으로 기대된다. 또한, 본 연구를 통해 제안하는 기준 체계상의 기준은 최소한 건설기준위원 회의 검토를 통해 제정 및 개정할 수 있도록 하는 근거를 마련하여 위계별 기준들의 체계적인 연계와 역할분담을 통해 국가 건설기준 체계를 보다 합리적으로 관리할 수 있을 것으로 기대한다.
In this study, two things were analyzed for Korean Standards certification factory review evaluation items. First, it was examined whether there is a difference between the Practice of factory review evaluation items and Post-Management according to the change in perception of the factory review evaluation items of Korean Standards certification personnel. Second, the moderating effect of the Korean Standards certification personnel's perception of the effect of the Practice of the factory review evaluation items of Korean Standards certification personnel on Post-Management was verified. Although there is a statistically significant difference between Practice and Post-Management according to changes in perception of Korean Standards personnel, there is no statistically significant difference in the impact (slope) of Practice on Post-Management according to changes in perception of Korean Standards certification personnel. As the perception of factory review evaluation items increases, the Practice and Post-Management of factory review evaluation items are increasing, but the impact of the Practice of factory review evaluation items on Post-Management does not affect it. In order to further advance Korean Standards certification, which plays an important role in maintaining the quality level of products produced by companies, efforts to raise the level of perception of Korean Standards certification personnel are considered necessary.
The National R&D Innovation Act emphasizes the improvement of the quality of R&D activities. The research institute is making efforts to improve the quality of research and effectively manage research implementation. KINAC has conducted various R&D projects regarding nuclear nonproliferation and nuclear security, and their scope and scale have been gradually more widened and increased. It consequently becomes important how to successfully manage research projects and ensure their qualification with the growth and complexity of research in KINAC. Unfortunately, no attempt was made to introduce and apply project management methodologies. Therefore, the objective of this study is to introduce project management standards and guidelines as an initial step towards improving the overall research quality of the institute. Project management is the well-organized application of knowledge and techniques to efficiently and effectively initiate, plan, control, and close projects, in order to achieve specific goals and meet success criteria. There are some guidelines regarding project management, including PMBOK (the Project Management Body of Knowledge), PRINCE2 (Projects in Controlled Environments), ISO 21500 (Guidance on Project Management), and PMP (Project Management Professionals), etc. They are international standards that consist of processes, guidelines, and best practices for project management. They provide structured processes and approaches to plan, execute, monitor, control, and complete projects. By reviewing the guidelines, the commonly important factors, including schedule, cost, quality, resources, communication, and risk management were introduced to apply to KINAC R&D project implementation. In addition to the management standards, systematic efforts are also continued to enhance the R&D qualities of the institute. These efforts include the implementation of a quality management system (ISO 9001:2015), development of an integrated research achievements management system, regulation development, and distribution of guidebooks for project managers and researchers. These efforts have been evaluated as improving the quality of the research.
Natural radionuclides-containing substances (NORM) contain natural radionuclides and cause radiation exposure. In Korea, safety management measures were needed to deal with and dispose of radon mattresses containing monazite in relation to such NORM. However, there is no clear safety management system related to NORM waste in Korea. In order to manage this reasonably and systematically, it is necessary to investigate and analyze standards and management measures related to the treatment and disposal of NORM waste. Therefore, this study investigated and analyzed the exemption and clearance level of NORM waste regulations in international organizations and foreign countries. IAEA GSR Part 3, 2013/59/Euratom, ANSI/HPS N13.53, CRCPD SSRCR Part N, and ARPANSA Publications 15 safety management regulations were analyzed to investigate safety management standards for NORM waste. The exemption and clearance level in international organizations and foreign countries were compared and analyzed based on radioactive concentration and dose. In addition, the management measures proposed for each literature were also investigated. As a result of the analysis, IAEA GSR Part 3 applied 1 mSv as a regulatory exemption level, 1 Bq/g for uranium and thorium series as a clearance level, and 10 Bq/g for K-40 nuclides. The IAEA recommends a differential approach to the potential and scale of exposure. The EU applied 1 Bq/g to uranium and thorium families and 10 Bq/g to K-40 nuclides for both regulatory exemption and clearance levels. The EU recommended that it be managed in proportion to the scale and likelihood of exposure as a result of the action. It is analyzed that this is similar to the IAEA’s management plan. In the United States, there was no single federal government radioactive concentration and dose for NORM management. The management plan differed in management status and level from state to state, and K-40 was excluded from regulation unless it was intentionally enriched. In the case of Australia, the radioactive concentration of uranium and thorium was 1 Bq/g as a standard for regulatory exemption and 1 mSv as a dose. As a management plan, it was suggested to dispose of waste by means of accumulation, dilution/dispersion, and reclamation. It was also suggested that the scale of exposure, like international organizations, take into account the possibility. The results of this study are believed to be used as basic data for presenting domestic NORM waste treatment and disposal methods in the future.
Since the National R&D Innovation Act was enacted in 2022, it became a crucial issue how to qualify or improve R&D activities and disseminate their outcomes. Many organizations have referred to various quality management standards such as the American National Standards Institute/American Society for Quality (ANSI/ASQ) Z1.13, International Organization for Standardization (ISO) 9001, and the American Society of Mechanical Engineers Nuclear Quality Assurance-1 (ASME NQA-1), as a means to set up their own quality system. ISO is the international standard for implementing a quality management system (QMS), which provides a framework and principles for managing an organization’s QMS, with the aim of ensuring that the organization consistently provide products or services that meet regulatory requirements. ISO 9001 can cover all aspects of an organization’s operations, and it can also be expanded to include R&D areas. The introduction of ISO 9001 to R&D aims to improve R&D practices and establish a standardized process framework for conducting R&D. ANSI/ASQ Z1.13 provides quality guidelines for research and consists of 10 sections covering various aspects of research quality, emphasizing ethical conduct, clear objectives, reliable data collection, and analysis. ASME NQA-1 is one of quality assurance standards for nuclear facility applications, but it has been extended and applied to R&D activities in the nuclear fields. It just focuses on planning, procedures, documentation, competence, equipment, and material control. KINAC has conducted extensive research on verifying and regulating nuclear activities while providing support for national nonproliferation technologies and policies. In addition to the quantitative growth achieved so far, efforts are being made to establish a qualitative and integrated management system. As a first step to achieve this goal, this study reviewed international standards and methodologies for research quality and derived the key components for R&D quality management. Moreover, the appropriate outline of quality management system framework was proposed for R&D as a regulatory support process, based on the ISO 9001. The implementation of quality management standards and procedures for R&D in KINAC, which could lead to improved research practices, more reliable data collection and analysis and increased efficiency in conducting R&D activities.
지방관리 무역항은 비교적 중소형 무역항으로 지방도시의 경제력 강화 및 지역 산업 부가가치 제고를 위해 활발한 운영이 필요 하다. 또한, 선박대형화가 이루어지고 있는 국제적 흐름에서 지방관리 무역항의 효율성 증대를 위해 항만기본계획상 기존 선석규모 대비 대형선박의 접안이 필요하며, 부두 및 선박의 안전성 확보를 위해 대형선박 접안시 계류시설 확충 및 안전운용기준 마련이 필요하다. 본 연구에서는 지방관리 무역항 중 옥계항을 선정하여, 현행 2만 DWT급 부두에 5만 DWT급 선박이 계류시 시나리오에 따른 계류안전성 평 가를 수행하였다. 평가 결과, 대상 부두에 100톤급 계선주를 신설하였을 경우, 긴급이안기준은 기존 파주기 3.2초에서 풍속 27노트, 파주기 5.0초에서 풍속 22노트의 계류 한계 조건이 파주기 3.2초에서 풍속 41노트, 파주기 5.0초에서 풍속 36노트로 약 50 % 정도 증가하는 것으로 분석되었다. 본 연구 결과는 지방관리 무역항에 기존 선석규모 대비 대형선박 접안시 부두 계류시설의 안전성 강화와 안전운용기준 설정 을 위한 기초 자료로 활용될 수 있다.
1. 이 연구는 목재합법성 제도의 핵심이라 할 수 있는 실사 체계의 요건을 ISO 위험 관리 표준과 국외 우수 사례분석을 통해 탐색·분석함. 2. 이 연구는 ISO 위험 관리 표준에 기반하여 불법목재 위험 관리 실사체계에서 주요하게 다루어야 하는 요건을 1) 위험 정의, 2) 위험 평가, 3) 위험 조치, 4) 모니터링 및 검토, 5) 기록 및 보고 등 다섯 가지로 설정하고, 이 분석틀을 기반으로 호주의 목재합법성 제도 내 실사체계를 분석함. 3. 호주의 목재합법성 제도 실사체계는 ISO 표준에 비추어 불법목재 위험성을 효과적으로 관리하기 위한 요건을 세부적으로 잘 갖추고 있었기에 우리나라의 실사체계 설계 시 벤치 마킹이 용이한 우수 사례임. 4. 이 연구는 국외 사례 조사를 통해 우리나라의 합법목재 교역촉진제도 내 실사 체계 수립 및 운영에 대한 의미 있는 정책 제언을 제공할 수 있을 것으로 기대함. 5. 특히 우리나라가 2019년도에 도입한 합법목재 교역촉진 제도의 실사체계 구축을 위한 논의가 현재 진행되고 있는 바, 본 연구가 제공하는 구체적인 실사 틀과 실사 요건에 대한 고 찰이 우리나라 임업정책에 시사하는 바가 큼.
In the recent business environment, risks related to product safety problems are increasing. These are arising from various factors such as increasing product and production complexity, supply chain diversification, enhanced PL (product liability) law and strengthening regulations of the government. Accordingly, ISO (international organization for standardization) published standards of PSMS (product safety management system) for suppliers such as ISO 10377 and ISO 10393. Meanwhile, the ISO 9001 QMS (quality management system) was revised in 2015, and it has established itself as an effective tool that can consistently meet the various requirements of stakeholders and promote customer satisfaction. This study aims to suggest an integration framework of QMS and PSMS based on the recent ISO international standards. To this end, firstly, the relationship between QMS and PSMS is studied based on the quality and product safety definitions, PDCA (plan-do-check-act) cycle and risk-based thinking. Secondly, the requirements of ISO 10377 and ISO 9001 are compared and classified as the common and ISO 10377 specific requirements. Finally, integration steps of two systems are suggested and guidelines that can systemize the integrated requirements are presented in the aspect of processes and documentation. This study is expected to be used as a guideline that helps companies those have already acquired QMS certification to build an international-level product safety management system early.
The ISO 9000 Quality Management System(QMS) standard is an effective tool that can consistently meet the various requirements of stakeholders and promote customer satisfaction management. In particular, risks related to product safety problems which are arised from product convergence, diversification of methods of production and globalization of supply chain pose a great threat to the sustainability of companies. Accordingly, ISO published standards of Product Safety Management System(PSMS) for suppliers such as ISO 10377 and ISO 10393. This study aims to suggest an integration framework of QMS and PSMS based on ISO international standards. To this end, the relationship of QMS and PSMS are analyzed and the requirements of the both systems are integrated based on the Plan-Do-Check-Act(PDCA) cycle and risk-based thinking. In addition, guidelines that can systemize the integrated requirements are presented in the aspect of processes and documentation. This study is expected to be used as a guideline that helps companies that have already acquired QMS certification to build an international level product safety management system early.
PURPOSES : For the compaction control on the subgrade layer, dynamic cone penetration test (DCPT) is being applied to the Korea pavement subgrade construction guidelines. The existing equation in the Korean guidelines for estimating the resilient modulus, MR, from the DCPT test result penetration rate (PR), is a correlation developed from a small amount of data and does not consider the degree of compression. Therefore, this study attempts to propose an advanced MR-DCPT PR correlation through the correction of existing data and additional field tests.
METHODS : The in-situ DCPT tests were conducted according to the types of subgrade soils in the field. Thereafter, the existing guideline‘s data were collected and corrected with the degree of compaction, R.
RESULTS : In this study, the correlation coefficient is improved such that it is considerably higher than the existing equation using additional field data and converting the data used in the existing equation into data with over 95% degree of compaction.
CONCLUSIONS : Through verification, it was found that the relative errors of the proposed correlations in this study were reduced when compared with the existing equation.
본 연구는 연안여객선사의 안전관리 운영 효율성을 분석하기 위한 기초연구로 적절한 안전경영지표 평가항목을 설계하고 연안여객선 사를 대상으로 평가항목의 유효성을 검증하는데 목적이 있다. 이를 위해 먼저 연안여객운송사업자의 안전관리책임자, 공무원(선박검사관), 여객 선 운항관리자 등으로 구성된 전문가 그룹을 통해 연안여객선사의 자발적 안전관리 활동을 평가하기 위한 5개의 평가항목과 14개의 세부 평가요 인을 선정하고 사전검증 및 테스트를 통해 객관성을 제고하였다. 이 안전경영지표 평가항목을 이용하여 44개 연안여객선사에 대한 자발적 안전 관리 수준을 평가하였다. 그리고 평가항목의 유효성을 검증하기 위하여 안전경영지표 평가항목 결과와 중대해양사고 비율을 비교분석하여 평가 항목의 타당성을 확인하였다. 이를 통해 자발적 안전경영 수준이 높은 업체일수록 중대해양사고가 발생하지 않고 자발적 안전관리에 무관심하거 나 소홀한 업체는 상대적으로 높은 중대해양사고가 발생하고 있는 것을 알 수 있었다. 이처럼 안전경영지표 평가항목 선정을 통해 연안여객선사 의 안전관리 운영 효율성을 분석하는데 중요한 항목을 객관적인 관점에서 도출하였다. 따라서 향후 안전관리 효율성 분석을 위한 기초자료로 활 용될 수 있을 것이다.
There are more than 30,000 chemical substances handled in domestic university laboratories. Among them, hazardous materials are selected and managed as designated substances by the standards of 19 Ministries and 16 Acts. However, domestic safety-related laws and regulations are used to manage industrial risk factors based on industrial activities. In case of installing a university chemical laboratory in accordance with the installation standards applicable to general workplaces. It is not suitable to use as a laboratory installation standard that can be applied to a chemical laboratory installed at a university such as a problem occurs in applying to a university using a small quantity of dangerous substances in a small amount. In order to establish the laboratory structure and facility standards that are appropriate for the laboratory characteristics and apply systematic laboratory safety, the National Security Administration shall apply the special handling standard of chemical experiment to places where handling less than 30 times the designated quantity of chemical substances for chemical experiments. On August 2, 2016, the regulations for the enforcement of the Dangerous Goods Safety Management Act and the standards for the structure and facilities of the university chemical laboratory were enacted. In this study, we investigated the domestic chemical substances laws and regulations to determine the chemical substances that are over-regulated in the relevant laws, and define them as substances against accidents. The management criteria for the substances were analyzed. The R value for the designation of the designated quantity by the concept of the space in the management standard was calculated.
Nowadays worldwide leading companies try to establish more efficient and comprehensive management system for getting high quality, reliability and safety. In this paper, we investigate standards for quality management, dependability management and risk management. We also suggest an integrated and comprehensive system of quality(ISO/TS16949), dependability (IEC60300)and risk(JIS Q2001).
정부에서는 안전사고의 방지, 기존시설의 수명연장과 성능개선을 통한 재정투자의 효율성을 제고를 위하여 「지속가능한 기반시설 관리 기본법(이하 “기반시설관리법”, 공포 ’18.12.)」을 시행(’20.1.)할 예정이다. 이 법에서는 개별법에 따라 상이하게 관리되는 기반시설의 유지관리 수준을 상향 평준화하기 위하여 최소유지관리 공통기준을 제정하도록 하고 있으며, 기반시설 관리체계의 분석과 정부시책에 대한 검토 등을 통하여 유지관리 개선 방향을 결정하고, 이를 근거로 최소유지관리 공통기준을 마련중이다. 공통기준의 지침화를 위해 기반시설 유형별 적용성을 평가하여 범용성과 확장성을 검토할 예정이다.
