        This study identifies the limitations of the current medical training system for seafarers, which fails to account for the distinct accident characteristics of merchant and fishing vessels, and proposes practical improvements aligned with international conventions such as STCW and STCW-F. The research methodology involves a comparative analysis of domestic and international regulations alongside a review of 55 maritime accident written judgments from 2024 to 2025 to identify vessel-specific risk factors. Furthermore, a survey of 220 seafarers was conducted to empirically verify differences in first-aid competencies and perceptions using statistical analysis. The findings reveal a stark contrast in accident mechanisms: merchant vessels primarily experienced system-driven accidents, such as asphyxiation in enclosed spaces (63.6%) whereas fishing vessels showed an overwhelming prevalence of severe trauma, including entrapment and amputation caused by machinery (72.7%). Despite completing identical statutory training, fishing vessel personnel exhibited significantly lower proficiency in equipment utilization and basic first-aid skills compared to merchant seafarers (p < 0.001). Additionally, both groups demonstrated insufficient proficiency in advanced medical care and remote medical collaboration. The analysis further indicates that current domestic curricula omit several core subjects required by international standards and lack differentiation due to overlapping content. Based on these findings, this study proposes three key improvements: the introduction of customized curricula that emphasize professional equipment operation for merchant vessels and intensive practical trauma care for fishing vessels; the supplementation of missing subjects to align with international standards including the elevation of Radio Medical Advice (RMA) to a mandatory subject; and a transition from theory-oriented education toward a field-oriented practical training and qualification system. These measures are expected to solidify the maritime healthcare safety net by aligning training with empirical accident data and international standards.

        In 2015, the safety refresher training system for seafarers was reformed with the aim of strengthening practical skills. However, a failure to forecast demand led to a chronic backlog of trainees. Furthermore, the uniform application of merchant vessel standards (STCW) to fishing vessels (STCW-F) created a qualitative problem, undermining the effectiveness of the education. This study aims to diagnose these issues and propose effective improvement measures. This research employed a mixed-methods approach. First, a comparative analysis was conducted between international conventions (STCW and STCW-F) and domestic regulations, institutional standards, and curricula. Second, an empirical analysis was performed through a survey of 220 merchant and fishing vessel seafarers, which was supplemented by in-depth interviews. The analysis revealed several critical gaps. The domestic legal framework does not distinguish between STCW and STCW-F and the curriculum is heavily biased toward theory, failing to meet international practice-oriented competency standards. The survey and interview results confirmed that the current fits all training is severely misaligned with the operational realities of fishing vessels, which have different equipment and environments. Based on these findings, this study proposes three prolonged improvement plans. First, the curriculum should be dualized to reflect the distinct characteristics of merchant and fishing vessels. Second, a hybrid training model that combines mandatory shore-based training for high-risk drills with flexible onboard training for basic skills should be introduced. Third, facility standards for training institutions should be converted from rigid mandates to flexible guidelines. These measures are expected to resolve the chronic training backlog and enhance the practical emergency response capabilities of all seafarers.

        항공기와 여객선과 같은 대형 여객 운송의 핵심 가치는 안전이며, 안전관리를 위해 국제조약을 기반으로 제정된 규칙에 따라 명시된 인원 이상의 훈련받은 승무원이 탑승해야 하는 공통점을 가지고 있다. 참사로 이어졌던 항공기와 크루즈 여객선 사고사례 분석을 통해 승무원의 역량과 교육 및 매뉴얼 관리가 안전에 지대한 영향을 미치고 있음을 확인하였으며, 사고 이후 관리부서를 일원화하고, 법 조항의 신설 및 강화와 함께 승무원 안전교육의 중요성이 대두되었다. 그러나 사고를 예방하고 비상 상황에 즉각 대응하기 위해서는 안 전교육 과정과 방식의 변화가 필요하며 이를 통해 교육 효과를 높여 승무원이 정확히 대응할 수 있도록 해야 한다. 첫째, 수직 형태의 구 조와 비슷한 공간의 반복, 화재 방지를 위해 닫힌 구조인 여객선의 공간적 특성은 여행객들이 쉽게 탈출하기 어려운 구조다. 따라서 이는 승무원의 공간적 이해의 중요성을 시사하며 탈출 교육에 확대 반영될 필요가 있다. 둘째, 항공기에 비해 승객의 이동 공간이 큰 여객선의 여객선 승무원의 비율을 높여, 안전관리 수행이 가능한 환경을 조성해야 하며 법률로 규제할 필요가 있다. 셋째, VR, 사이버, 메타버스 등 을 활용한 교육방식의 변화를 통해 승무원의 교육 효과를 높이고 실습 중심의 교육이 되어야 한다. 사고 사례분석을 통해 여객선 승무원 교육방식 및 방향 개선에 시사점을 제시했다. 이를 통해 대부분의 안전사고에 원인으로 지목된 인적요인 즉, 승무원의 안전관리 역량의 향상과 함께 대한민국 크루즈사업의 안전성 확보 및 완전한 성장에 기여하려 한다.

        This study was attempted to solve the problem that the current training is not consistent with the actual working environment of the fishing vessel, even though the advanced fire extinguishing training for international fishing vessels is mandatory. As a result of the survey, the lack of timely use of fire extinguishing equipment and the difficulty of organizing the fire extinguishing organization were found, and the main problems were analyzed as low understanding of fixed fire extinguishing facilities, low awareness of fire-related laws and regulations, and inefficiency of fire extinguishing training. It was found that the current Seafarers Act does not clearly define the roles and responsibilities of advanced fire extinguishers, and lacks specific standards for designated educational institutions, so there is a problem that the accuracy and reliability of the training contents with the STCW-F Convention and STCW Convention are inconsistent. In addition, it has been confirmed that the fire extinguishing organization, internal communication, and fire extinguishing training in ships, as stipulated in international agreements, are not properly reflected in the domestic curriculum. In particular, the current training consists of general contents that do not take into account the characteristics of fishing vessels, so there is a lack of practical emergency response fire extinguishing training manuals. Therefore, this study proposes the development of customized training content for fishing vessels considering the special working environment and risk factors of fishing vessels based on international agreements, and emphasizes the need for policy support, such as strengthening participation of fishing vessels in education and training, and establishing a legal basis for the operation of emergency fire extinguishing organizations.

        The Safe Korea Training is a national-level training program that has been conducted since 2005 to create a safe Korea by preventing various disasters and minimizing the damage in the event of a disaster, and it has contributed a lot to the safety of Korea. However, there are still some problems that need to be solved, and one of the most urgent problems is that the Safe Korea Training is focused on efficient response measures in the event of a disaster, and the evaluation of the Training is limited to the evaluation of the training organization, which does not meet the main purpose of the Safe Korea drill to prevent various disasters. Therefore, in order to achieve the purpose of preventing various disasters, it is necessary to share the results and evaluations of the drill with other relevant public institutions other than the Ministry of the Interior and Safety in order to prevent various risk factors recognized during the drill in advance, and to establish a network that can lead to legislation so that the problems recognized during the drill are not repeated. By doing so, it is hoped that the Safe Korea Training will fulfill its purpose and lead to a truly safe Korea.

        This study attempted to solve the problem that the current education does not match the actual working environment of the fishing vessel despite the mandatory lifeboat training of international fishing vessel. The survey analyzed the difficulties of using life rafts and communication facilities and found that the main problems were the launch of life rafts, lack of communication equipment proficiency, and absence of emergency training scenarios. Due to the lack of standards for designated educational institutions, the current Seafarers Act has been discovered to be a problem that the accuracy and reliability of education are not consistent with the international fishing vessel agreement and the merchant vessel agreement. Additionally, the training for retreat and emergency response as stipulated by international agreements were not properly reflected in the domestic curriculum. In particular, the current training consists of general contents without considering the characteristics of the fishing crew, and there was a lack of practical emergency response training manuals. Therefore, based on international agreements, this study proposes the development of customized training contents for fishing vessel that takes into account the special working environment and risk factors of them. In addition, it emphasizes the need for policy support, such as strengthening participation of fishing boats in education and training and establishing a legal basis for the operation of emergency life raft organizations.

        STCW 협약 A-VI에 의거, 승선 필수 증서를 발급받기 위해 소화 과정 최저 훈련 이수를 거치게 되는 공간이 수소화 훈련장 이다. 선박 화재의 상황과 유사한 장소에서 발생한 화재 진압 훈련을 위한 실습 장소의 특성상, 재실자의 안전을 보장할 수 있는 운영 을 위해 안전성을 수치화하여 평가하고 기준을 수립하는 연구의 필요성이 대두되었다. 화재 안전 평가를 위해 FDS를 기반으로 한 Pyrosim을 활용하여 제연설비 유무에 따른 Case를 설정, vector의 분석을 통한 연기 유동 및 열기에 대한 평가를 수행하였다. 피난 안전 평가는 Pathfinder를 통해 허용 피난시간, 총 피난시간을 수치화된 결과로 해석, 비교하여 안전성을 분석하였다. 각 Case에 대한 안전성 을 평가함으로 제연설비별 기능의 적정성을 수치, 시각적으로 나타내었으며, 현재 운영 상태는 안전성이 양호한 것으로 평가하였다. 집 진설비가 정지한 비상상황은 각 피난시간과 111.2초의 여유시간으로 나타내어 수소화 훈련장의 비상상황에 대한 피난시간의 기준으로 활용할 것을 제시하였다.

        Purpose: This study aimed to develop a program using the Room of Errors (ROE) technique to enhance the patient nursing student’s safety competencies and determine the effectiveness of simulation-based education. Methods: We conducted a methodological study using the ADDIE model for program development (Molenda, 2003). During the ROE activities, students identified errors that threatened patient safety. The program's effectiveness was evaluated in the implementation phase by measuring students' confidence in patient safety using a one-group pretest-posttest design. Results: Participants' satisfaction with the ROE program was 4.90 ± 0.36 on a 5-point Likert scale. The pre- and post-ROE program patient safety confidence scores (H-PEPSS) were statistically significant, increasing from 3.62 ± 0.54 to 4.19 ± 0.60. Participants' subjective evaluations were generally positive, indicating increased insight, confidence, and vigilance in error prevention. Conclusion: Based on this study’s significant findings, it would be beneficial to encourage students and healthcare providers to utilize ROE programs to enhance patient safety competencies.

        Since cranes are a kind of complex human-machine systems, it is almost impossible to completely secure safety with current technologies. Therefore, managerial interventions to prevent human errors are needed for safely operating a crane. The Occupational Safety and Health law states that cabin-type crane operators should have crane drivers’ licence and crane-related operators (e.g., pendent-type crane operators, slinging workers) should take a special safety training. However, statistics on industrial accidents showed that fatalities due to crane accidents (185 accidents occurred during 2013~2017) were the highest among hazardous machinery and equipment. To effectively control the crane-related accidents, voices of crane workers need to be analyzed to investigate the current status. This study surveyed perceived causes of crane accidents and status of special safety training for crane workers of 387. The survey revealed that 24.3% of the respondents experienced crane accidents and 31.4% eye-witnessed crane accidents. 79% of the respondents pointed human errors such as improper crane operation and improper slinging as the first cause. Lastly, only 16.7% of the respondents took a professional special safety training; but the rest took lecture-based or incomplete education. The findings of the present study can be applied to improve crane-related policies and special safety training systems.
