As far as recent investment in railway, disused railway yards is increased in each line and region. As a result, the interest of the related local government and agencies has increased on utilizing disused railway yards. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyzed the disused railway yards use practices through case analysis and also suggested plans to diversify the ways of their usage.
PURPOSES : Lots of criticism such as over/duplication investment, inconsistency of the policies among local governments and national plans etc. has been aroused due to the policy of supply-driven construction for transportation facilities. Recently, according to the environmental-friendly transportation policy, the investment of railroad has been expanded gradually, however the duplication with existing road facility makes it difficult to construct railroad. Thus it is necessary to evaluate the interrelationship between new project and existing facilities in the planning stage. However the method and the criteria for analyzing the duplication and over-investment of projects are not established in the manual, thus the feasibility of these projects are carried out from the economic point of view. METHODS: First, It reviewed about interrelationship criteria(domestic, overseas) and proposed implications and this study directions. Next, It developed the methods of evaluating independency, competitiveness and complementarity. RESULTS : In this study, the methods of evaluating independency, competitiveness and complementarity etc. are suggested to analyze the interrelationship between transportation facilities. The case study was carried out to examine the applicability of the methods. CONCLUSIONS: The methods raise rationality of decision-making compared to existing one. In the future, these methods are introduced into the manual of pre-feasibility study and feasibility study, more efficient decision-making and investment are expected.

In Korea more than 38,000 types of hazardous material(HAZMAT) are distributed, accordingly the accidents during transportation are also increasing. The agencies related to HAZMAT such as Environment Ministry, National Emergency Management Agency and National Police Agency have their own regulations. However, the classification criteria of HAZMAT are different to each other, which causes many problems in response to transportation accidents. In this study the classification standard of HAZMAT and the classification code using CAS number are suggested to manage HAZMAT efficiently. Through efficient management and standard classification of HAZMAT, the rapid and systematic response to transportation accidents related to HAZMAT is expected to be possible.
It is commonly recognized that railway is one of the representative transportation and it offers public service based on strategies for being rapid, automation, safety. Since the opening of high speed railway, 3-hundred-million people have used it and acknowledged its efficiency. However, derailed accident at Kwangmyeong station in February, 2011, frequent malfunction of KTX-Sancheon, and accidents by engineer's careless fault damaged on credibility of safety, Especially, spreaded accidents through social networking service by cell phones amplified anxiety of public, being criticized by the press. This study analyzed statistics of past accident and cases of passing-by accident, and surveyed 152 KTX captain engineers about their recognition of the accident by careless fault and experiences of possibility of occurrence for preventing engineer's careless fault and restoring trust According to the analysis, engineers worry about responsibility and disadvantages related to the accidents for the most, and they are nervous about malfunction for the second most. This study presents prevention methods regarding the result. First, it is required to improve mental stability and concentration on their work, secondly, advanced ability to cope with malfunction or error through repetitive education and training are required to increase confidence, and for the last, improvement of operational supporting system such as ATP, GPS to prevent errors by human factors. Improvement of the system is expected to lead engineers to prevent careless fault and regain the reputation of railway.
현재 위험물 운송 사고는 점차 감소하는 추세이지만 위험물 운송 사고는 특성상 한 번의 사고로 인해 주변의 인명 및 환경에 막대한 피해를 입히게 된다. 이러한 위험물 운송 사고의 대응을 위해 각 기관들이 있지만 기관별로 메뉴얼 및 방침이 다르게 적 용되어 있어 운송 사고에 대한 정확한 정보전달이 미비한 실정이다. 결과적으로 운송 사고에 대한 정보가 부족하여 잘못된 대응계획으로 사고처리가 늦어질 수도 있다. 사 고시 적절한 대응을 위해서는 위험물질의 종류와 양, 사고위치, 주변상황 등에 대한 정보가 전달되어야 사고대응에 대한 장비, 인력 편성 등 정확한 대응이 이루어질 수 있다. 현재 국내의 정부 유관기관별로 위험물질 사고대응메뉴얼을 구축하여 제공하고 있으나, 운송 및 수송 사고에 대한 사고대응메뉴얼의 부재로 2차적인 피해가 발생되고 있다. 따라서 본 논문에서는 위험물질의 표준화하고 이에 대한 사고대응매뉴얼을 개발 하여 위험물 운송 사고시 사고에 대한 정보를 유관기관에게 신속·정확하게 전파하여 통합적인 초동대응이 이루어질 수 있도록 하였다.
생활을 향상시키고 개선하기 위해 화학물질은 전 세계적으로 널리 이용 되고 있고, 또한 국내에는 38,000여종의 화학물질이 유통되고 있다. 그러나 화학물질은 그 이점에 도 불구하고 사람이나 환경에 유해 영향을 가져올 가능성이 있어 위험물안전관리법에 서는 3,000여종을 위험물로 분류하여 규제하고 있다. 위험물에 관련하여 유해화학물질 관리법, 위험물안전관리법, 고압가스안전관리법, 총포ㆍ도검ㆍ화약류단속법, 원자력 진 흥법, 농약관리법 등에서 개별적으로 규정하고 분류하고 있어 위험물질에 대한 표지사 항이 해당 부처에 따라 상이하여 혼란을 야기하고 있고, 위험물에 대한 품목 및 품명 의 고정으로 인하여 새롭게 생성된 위험물질에 대해 적용하는 데 문제점이 있다. 이에 의해 위험물질을 개별법에 따라 관리함으로써 중복된 위험물질 분류 및 관리 의 문제가 있으며, 위험물질 분류에 있어서 위험물질에 따라 수송수단이 상이함에도 불구하고 수송수단별(도로, 철도, 해운, 항공) 위험물질에 대한 세분화된 자료가 부족 하다. 따라서 수송관점에서 표준화된 위험물 물질정보의 분류와 코드화 방안개발이 필 요하다. 본 연구는 국내ㆍ외 문헌 검토 및 위험물에 관련된 법제도 비교를 통하여 위 험물 수송관리체계 정비방안과 위험물 수송사고의 문제점을 도출하고 기존의 위험물 분류체계에서 운송관점에서의 위험물 매칭테이블을 구축하고 신속한 사고대응을 위한 위험물질별 코드화 방안을 제안하도록 하겠다.
Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.
