        In Jeju, in order to efficiently manage and coexist fishing boats and passenger ships in narrow ports, it is necessary to establish reasonable policies. The survey was conducted on 99 fishing ports, from December 1 to 31, 2018. A site survey was conducted on 30 parties (15 in Jeju City and 15 in Seogwipo City) concerning with the use of fishing ports in Jeju to review the appropriate conditions for selecting fishing ports as control subjects. The survey determined size of pleasure craft mooring within fishing port (20%), size of fishing boat mooring (20%), and accessibility of fishing port (20%) under on-site survey factors as well as willingness to form a consultative group between fishing boat and pleasure craft users (20%). Upon the request of the survey, positive and negative opinions were collected on the establishment of a safety control center in the fish port. Based on the survey results, the factors mentioned above were applied to each and every fishing port within Jeju. The bottom five fishing ports in Jeju with the lowest total factor scores were identified and selected as control subjects for review and study. Of the five fishing ports selected as control subjects amidst the 99 fishing ports in Jeju, Dodu Fishing Port had the lowest score of 22% among the national fishing harbors. Among the local fishing ports, Hwabuk Fishing Port had the lowest score of 18%, followed by Sagae Fishing Port with a score of 22%. Hamdeok Fishing Port had the lowest score of 24% among the fishing port villages, whereas Ojo Fishing Port had the lowest score of 24% among the small fishing ports.

        As a series of fundamental researches on the development of an automatic identification monitoring system for fishing gear. Firstly, the study on the installation method of automated identification buoy for the coastal improvement net fishing net with many loss problems on the west coast was carried out. Secondly, the study was conducted find out how to install an automatic identification buoy for coastal gill net which has the highest loss rate among the fisheries. GPS for fishing was used six times in the coastal waters around Seogwipo city in Jeju Island to determine the developmental status and underwater behavior to conduct a field survey. Next, a questionnaire was administered in parallel on the type of loss and the quantity and location of fishing gear to be developed and the water transmitter. In the field experiment, the data collection was possible from a minimum of 13 hours, ten minutes to a maximum of 20 hours and ten minutes using GPS, identifying the development status and underwater behavior of the coastal gillnet fishing gear. The result of the survey showed that the loss of coastal net fishing gear was in the following order: net (27.3%), full fishing gear (24.2%), buoys, and anchors (18.2%). The causes were active algae (50.0%), fish catches (33.3%) and natural disasters (12.5%). To solve this problem, the installation method is to attach one and two electronic buoys to top of each end of the fishing gear, and one underwater transmitter at both ends of the float line connected to the anchor. By identifying and managing abnormal conditions such as damage or loss of fishing gear due to external factors such as potent algae and cutting of fishing gear, loss of fishing gear can be reduced. If the lost fishing gear is found, it will be efficiently collected.

        This study is intended to provide navigator with specific information necessary to assist in the avoidance of collision and in operation of ships to evaluate the maneuverability of research vessel Jera. Authors carried out full-scale sea trials for turning test, zig-zag test, and spiral test at actual sea-going condition, which were performed on starboard and port sides with 10-20 rudder angle at service speed of 10 knots. The turning circle was much different at both of the turning of port and starboard which was longer at the starboard than at the port. In the zig-zag test results, the port and starboard was 10˚ the first and second overshoot angles were 6.0˚ , 5.8˚ and 6.3˚ , 7.1˚ respectively and the first overshoot angles were 16.4˚ , 17.6˚ when using 20˚ . Her maneuverability index T and K can be easily determined by using an analogue computer with the data obtained from the zig-zag tests where K is a constant representing the turning ability and T is a constant representing her quick response. In the zig-zag tests under 10˚ or 20˚ at rudder angle, the value K is 0.149. 0.123 sec- and T is 11.853 and 6.193 sec and angular velocity is 0.937˚ /sec and 1.636˚ /sec. In the spiral test, the loop width was unstable at +0.51˚ and -1.19˚ around the midship of rudder, but the tangent line at 0˚ was close to vertical. From the sea trial results, we found that she did comply with the present criterion in the standards of maneuverability of IMO.

        To improve the efficiency of hairtail trolling, it is important to gain an accurate understanding of the distribution of fish based on their diurnal vertical migration patterns. This study evaluated the vertical distribution of hairtails through catch efficiency tests using vertical longlines. Five replicate tests of the efficiency were carried out on the eastern coast of Jeju Island from August to September 2016, from 11:00 AM to 03:00 PM in the daytime and 11:00 PM to 03:00 AM in the nighttime. The fishing gear was composed of 20 hooks per line set, numbered in order from the first hook near the surface to the last hook on the seabed. The depth of the first hook was 18 m, and that of the last hook was 86 m. Pacific saury was used as the baits. In total, 10 sets of fishing gear were used per trip. After fishing, we counted the hairtails at each numbered hook, which were summed up both by number and in aggregate. A total of 232 hairtails were caught using 2,000 hooks: 193 individuals at daytime and 39 at nighttime. The hook rate was 11.5% : 9.6% at daytime; 2.0% at nighttime. For both daytime and nighttime catches, there were variations in the hook rates at each numbered hook. In the daytime, a maximum of 28.5% catches occurred at hook number 18, followed by 21.4% at number 20, and 10.7% at number 17, accounting for 60.6% of the daytime hook rates. In the nighttime, a maximum of 23.0% catches occurred at hook number 1, followed by 15.3% at hook number 4 and 9, accounting for 53.6% of the nighttime hook rate. Based on the above results, hairtails are usually distributed in deeper region in daytime, whereas they occur near the surface in nighttime. Therefore, it is necessary to position trolling lines according to diurnal vertical distribution layers of hairtails for fishing efficiency.

        This study is one of the research series for providing basic data that would contribute to the development of the field of fishing industry through the systematic fishing management, protection of fishery resources and healthy fishing culture with safety measures for fishermen in Jeju island according to the implementation of 「Fishing Management and Support Act」. As a result of analyzing the related acts, the contents of this study are related with provisions of 「Fishing management and Support Act」 on acts on fishing management, fish bait management, support for fishing and fishing related industries and with provisions of 「Act of the preservation and management of desert island」on the preservation, use and development of desert island (use and development in a desert island, behavior in usable desert island). As a result of the survey, the rocks on the seashore showed the highest popularity with 52.6% for fishermen and the seawall was the highest with 47.1% for Maritime police as their fishing place in the fishing related activity data. And as the survey result about the awareness of 「Fishing management and Support Act」, 65.2% of general fishermen, 36.0% of maritime police and 70.5% of fishing related agencies answered that they knew the act. It was also surveyed whether they consider its contribution to fishing related industry development and positive result was shown by general fishermen and maritime police with 46.8%, 48.0% respectively whereas fishing-related enterprises showed negative answer with 47.7%. In the survey of fishing related regulation standard, general fishermen, maritime police and fishing related agencies all showed different opinions regarding the regulation standard. It is recommended that regulation standard needs to be set up after detailed review.
