        Physical smothering in a long time and toxic components due to the oil spill and oil slick disasters can not only affect directly, very seriously marine creatures, plants and life of other animals but also they pollute the air environment and reduce the health of human. Some activities such as the waterway accidents, the tanker or bilge discharges, and the acts of wanton vandalism are the main causes that pollute the ocean environment. The regulations of many countries such as the prevention of oil spill, reducing maximally the effects of the oil spill, and speeding up the oil spill degradation are to aim at treating and recovering fast, efficiently oil spills and oil slicks. The selection of suitable techniques for oil spill recovery and treatment depends on many factors such as the spilled oil volume, oil type, weather conditions (wind velocity), sea conditions (current velocity and wave height), cost and the fact situations of each country. In this paper, four methods used for oil spill recovery including physical-, chemical-, thermal-, and biodegradation method are introduced. The structure of mechanical devices including booms, skimmers and absorbent materials, the properties of chemicals such as dispersants and solidifies, the methods based on the thermal technologies, the major microorganisms for oil degradation for oil spill recovery, treatment and cleanup are analyzed. Each mentioned method also shows the advantages and disadvantages, as well as its applicability. The selection of suitable method for oil spill recovery purpose on the basis of the available equipment and techniques must be ensure that the collected oil spill volume is the largest, the period of time for recovery process is the shortest, aiming at minimizing the negative effects on the human, marine ecosystem, social economy.

        AIS는 상대선박의 식별 및 정보 등의 전송을 담당하는 주요 항해통신설비이지만, 최근 AIS 활용도의 증가로 과부하 문제 등 문제점이 대두되고 있다. 정부는 SMART-Navigation 사업 추진의 일환으로 연안 100 km에 무선 LTE망을 도입하는 계획을 수립 중에 있고 해양사고예방 및 환경보호 등 주요 목표를 달성하기 위해서는 이러한 Platform 위에 이용 가능한 서비스의 지속적인 개발·보급이 필요할 것이다. 본 연구에서는 이러한 서비스 개발의 기반이 될 수 있는 차량용 무선통신기술(WAVE)을 해상에 적용하고자 실선 해상실험을 통 해 WAVE 환경성능 평가를 실시하였다. 연구 수행 결과, 도로교통에서는 최대 1 km 내로 서비스가 제한되었지만 해상에서는 약 5마일 정 도의 통신범위에서 신뢰성 높은 Data 전송이 가능한 것으로 도출되었다. 이러한 실험 결과에 따라 추가적인 연구를 통해 충돌 회피 및 선박간 해양안전정보 전송 등 해양사고 예방에 WAVE 통신기술이 다양하게 활용 될 것으로 기대된다.

        이 연구는 국내 대륙붕 주변에서 진행되는 심해 시추의 개요 및 현황에 대하여 시추의 개념 및 종류, 대륙붕 개발의 연혁 및 현황을 중심으로 검토하였고, 시추와 관련된 해양 환경, 안전법상 적용의 범위, 문제점 등에 대하여 법적으로 분석하였다. 그리고 이 연구는 해저광물자원의 체계적인 개발을 위하여 영국의 ‘해양구조물(안전관리절차)규정’ 기초로 별도의 법률 신설 방안 및 해양환경관리법, 해사안전법, 석유광산안전규칙에 대한 개선안을 입법론적으로 제안하였다. 특히 해외 해양플랜트와 관련된 사고 사례를 기초로 국내 인력에 대한 국제인증교육에 준하는 교육훈련 및 평가 제도의 구축의 필요성을 강조하였다.

        According to Software Quality Assurance (SQA) and the Human Centred Design (HCD) guidelines for e-navigation by Maritime Safety Committee of International Maritime Organization, software quality related activities and practices will be in demand in the maritime field. To provide high quality software and a usable system to users, e-navigation SQA is supported by Republic of Korea. After merging with the HCD as suggested by Australia, it has been endorsed as IMO Circ.1512 in June 2015. To apply SQA to the maritime industry, it needs to achieve the current status of maritime software related industries. This article introduces the IMO Circ.1512 and the progress of e-navigation SQA so far including the international workshop held in Busan, Korea as previous accomplishments. Also, the result of a survey on the status of software quality management of the Korean domestic maritime IT related industry will be described. The purpose of survey is to find out how SQA is dealt with in domestic industry, what experiences the industry have had so far and what software project related issues they have. The questionnaire is composed of two parts. The first part mainly deals with fundamental knowledge about the scale of the company and the number of development teams s. The second part consists of three sub-parts with Quality Management, Configuration Management, and Process Management. Otherwise, several questions are surveyed with respect to engineering tools for SQA and education support. Approximately 150 cases were gathered. The outcome of the survey shows some points that both of industry and government can contemplate for the future.

        There are approximately 116 straits used for international navigation around the world. Some of them are important international maritime chokepoints, namely the Dover Strait, Hormuz Strait, Straits of Malacca and Singapore and the Russian straits across the Northeast Arctic Passage. Due to the high number of navigational traffic going through these straits, vessel-source pollution is endemic in these waters. This article examines the applicable international legal framework on protection of the marine environment of straits used for international navigation such as Part XII of the United Nations Convention on the Law of the Sea and other related legal measures like International Maritime Organization conventions on protection of the marine environment. This article concludes by stating that the present framework is not sufficient in properly balancing two vital interests in the maritime world – protection of the marine environment vis-à-vis shipping.
