        최근 4차 산업혁명이라는 기치아래, 인공 지능, 사물 인터넷, 스마트 공장, 협업 로봇, 3D 프린트, 무인 자동차 등에 이어 최근에는 블록체인이라는 기술과 함께 비트코인이라는 광풍이 한바탕 광풍처럼 지났지만 아직도 여운이 가시지 않은 상태이다. 4차 산업혁명으로 우리 이상의 모든 것을 송두리째 바뀌는 현상이 다가온다. 그럼 우리의 화두인 Project Management는 현재 어디쯤 와 있으며, 세상의 변화 흐름에 따라 어떻게 대처하여야 하는가에 대하여 생각을 해보기로 하자. 세상은 변화를 시도하고 있고 생존을 위하여 살아있는 모든 것들은 이러한 변화에 동참해야 한다. 당면한 변화의 흐름에 따라 Project Management도 새로운 패러다임의 형태 변화가 필요한 시점이 되었다. 여기에는 Project Success에 대한 정의부터 달라져야 할지도 모른다. 새로운 변화의 시대를 맞이하여 Project와 Project Management가 어떻게 달라져야 하는지에 대하여 알아보도록 하자.

        The “Signature” project is the result of several years of study and research in the field of interdisciplinary artistic fields and phenomenology of contemporary fashion, identity, body as a means in fashion and performative arts, and the post-human condition of the body in performance. In contemporary fashion, the clothing item is morphed into a completely new identity. The real body is transformed by clothes, as well as by other forms (prosthetics, plastic surgery), called human extensions. The evolution of the body and clothes enshrining it represents a spectre of methods, theories and styles in line with every author presented in the “Signature” project. For them, the body should be in harmony with its inner and outer surrounding, since it has a need to intervene and change its nature. We live in a hyper-consumerist society in which everything is reduced to recycled, revitalised images of past historical styles. It all becomes personal styles and yet it still represents in our “spectacle” society. At the Signature exhibition of the Arts Association and Lidija Fistrek as a author, held at the Technical Museum in Zagreb in 2013 and 2016 at the Design Week in Zagreb, four Croatian fashion designers’, performance artist’s, sculptures, music producers works were presented. To these designers, clothing represents a medium, which enters visually into our consciousness and becomes significant as we communicate in nonverbal manners. The approach to clothing and bodies as mediums vividly shows how each author leaves his/her recognisable signature. The body itself, and its personal lifestyle-reflecting appearance, is already visually pre-construed. It needs to dress, to change styles, to intervene and redesign its own „nature” according to changes in the inner and outer environment. Fashion designers use the body surface in various ways as a territory for inscription, which erases in a rather appealing way the boundaries of belonging and offers an opportunity to leave a personal signature mark on their original work.

        Project management is a tool for smooth operation during a full cycle from the design to normal operation including the schedule, document, and budget management, and document management is an important work for big projects such as the JRTR (Jordan Research and Training Reactor). To manage the various large documents for a research reactor, a project management system was resolved, a project procedure manual was prepared, and a document control system was established. The ANSIM (Advanced Nuclear Safety Information Management) system consists of a document management folder, document container folder, project management folder, organization management folder, and EPC (Engineering, Procurement and Construction) document folder. First, the system composition is a computerized version of the Inter-office Correspondence (IOC), the Document Distribution for Agreement (DDA), Design Documents, and Project Manager Memorandum (PM Memo) works prepared for the research reactor design. Second, it reviews, distributes, and approves design documents in the system and approves those documents to register and supply them to the research reactor user. Third, it integrates the information of the document system-using organization and its members, as well as users’ rights regarding the ANSIM document system. Throughout these functions, the ANSIM system has been contributing to the vitalization of united research. Not only did the ANSIM system realize a design document input, data load, and search system and manage KAERI’s long-period experience and knowledge information properties using a management strategy, but in doing so, it also contributed to research activation and will actively help in the construction of other nuclear facilities and exports abroad.

        Many organizations have transformed their business in order to survive and compete in the future. They generate projects by creating a vision, using strategies and objectives with funds aligning strategies and make efforts to complete them successfully because project success leads to business success. All projects have triple constraints such as scope, time, and cost to be completed. Project cost performance is a key factor to achieve project goals and which is mostly related with risks among various cost drivers. Projects require a cost estimation method to complete them within their budget and on time. An accurate budget cannot be estimated due to the uncertainties and risks. Thus some additional money should be funded in addition to the base budget as a contingency reserve for identified risks and a management reserve for unidentified risks. While research on contingency reserve for identified risks included in project budget baseline have been presented, research on management reserve for unidentified risks included in total project budget is still scarce. The lack of research on estimation method and role of the management reserve have made project managers little confidence to estimate project budget accurately with reasonable basis. This study proposes a practical model to estimate budgets including contingency and management reserves for not only project cost management but also to keep the balance of organization’s total funds to maximize return on investments for project portfolio management. The advantages of the proposed model are demonstrated by its application to construction projects in Korea and the processes to apply this model for verification are also provided.

        This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.

        Korea's modern waterworks began with construction of DDukdo water treatment plant in 1908 and has been growing rapidly along with the country’s economic development. As a result, water supply rates have reached 98.5% based on 2013. Despite multilateral efforts for high-quality water supply, such as introduction of advanced water treatment process, expansion of waterworks infrastructure and so on, distrust for drinking tap water has been continuing and domestic consumption rate of tap water is in around 5% level and extremely poor comparing to advanced countries such as the United States(56%), Japan(52%), etc. Recently, the water management has been facing the new phase due to water environmental degradation caused by climate change, aging facilities, etc. Therefore, K-water has converted water management paradigm from the "clean and safe water" to the "healthy water“ and been pushing the Smart Water City(SWC) Pilot Project in order to develop and spread new water supply models for consumers to believe and drink tap water through systematic water quality and quantity management combining ICT in the whole water supply process. The SWC pilot projects in Pa-ju city and Go-ryeong county were an opportunity to check the likelihood of the "smart water management" as the answer to future water management. It is needed to examine the necessity of smart water management introduction and nationwide SWC expansion in order to improve water welfare for people and resolve domestic & foreign water problems.

        『Act on Facilitation of Purchase of Small and Medium Enterprise – Manufactured Products and Support for Development of Their Markets』 was created and implemented. The act states that the materials designated by the Small and Medium Business Administration are directly purchased from the small and medium enterprises and provided to the construction companies so that the materials can be provided as GFGI (Government Furnished and Government Installed) in the case of a public construction project. This thesis is aimed to analyze the current status on the problems of each project party and understand their improvement requests so that mutually beneficial plans can be sought and improved process is presented for the continuous development of the direct construction material purchase system as well as successful construction projects. And This thesis summarized the purpose of the institutions and their change histories, and related law as well as codes for the better understanding of administrative procedures for the purchase system and the analyses as well as the improved process on the difficulties in complying with the current institutions.

        This study identifies influential factors for invigorating the public management office (PMO) system for system integration (SI) projects in public sectors and analyzes the priority of each factor from the point of different stakeholders, i.e., owners, SI company, and PMO. Based on the literature review, four first-level influential factors are identified: legal system maintenance, owner’s capability, SI company’s capability, and PMO’s capability. Among them, the PMO’s capability is determined as the most critical factor by all the stakeholders. Among the second-level influential factors, the capabilities of professional engineers and project managers are considered as important among the PMO’s capability, whereas the reasonable consulting fee is considered as the most critical factor among the legal system maintenance. With respect to each stakeholder, project management capability is considered as the most important factor for owners, while the reasonable consulting fee is considered as the most important factor for PMO.

        The purpose of this research is to initiate discussion to simplify existing tools and methods for managing projects which make project management a harder job to perform and a tougher task to handle. Additionally, summarizing the definitions of “project” that have been found from reviewing the relevant literature, it deliberates on revising the duties and responsibilities of project manager and proposes performance expectancy triangle explaining a relationship among accountability, responsibility and authority – the Tri-butes. It sheds light on several factors critical to the success of projects. Finally, we propose a function indicating that customer demands or desires greatly affect project complexity.

        최근 현대 무기체계는 최첨단 기술로 인한 무기체계 개발 속도 증가와 획득환경의 다변화와 더불어 이에 대한 위험도 동시에 증가하고 있다. 이에 따라 미국방부는 무기체계의 수명주기를 고려하여 시험평가를 지속 적용토록 강조하고 있다. 따라서 기존의 무기체계 시험평가 프로세스에서 다루는 시스템 설계에 대한 위험 관리 활동의 강화의 필요성 역시 강조되고 있다. 그 중에서도 무기체계 개발의 탐색개발 및 체계개발 단계는 양산에 들어가기 전의 최종 활동으로서 제대로 수행되어야만 초기에 의도한 무기체계 개발의 목적을 달성할 수 있을 것이다. 본 논문에서는 위험 관리 활동을 고려한 시험평가 프로세스의 개선사항 도출과 모델링을 통해 무기체계 시스템인 무기체계를 대상으로 적용 및 조정 구축에 대한 내용을 기술하고 있다. 본 연구의 결과를 토대로 향후 시험평가 시 위험관리에 대한 투자를 통해 전체 프로젝트의 기간 단축 및 비용 절감과 안전성 확보를 개선시킬 수 있을 것으로 기대된다.

        In this paper, a mathematical model is developed for finding a degree of influence of risks affecting the project. At risk identification step, all risks are structured in forms of block diagrams after risks of project activities are identified. At risk analysis step, reliability functions are derived based on block diagrams of risks. Reliability function represents the probability of the project success. Based on the derived reliability functions, risks importance is defined as a criterion for expressing a degree of influence of each risk affecting the success of the project, which is. Risks importance includes the structural importance of risk, the probability of risk, and the impact of risk. It could be applied to determine the priorities of risks which should be controlled, and the use of such priorities could guarantee successful project activities. Finally, examples of the proposed mathematical models will be given.

        본 연구는 생활도로 속도관리 방안으로 선진국에서 추진되고 있는 Zone 30 제도를 우리나라의 도로 및 교통여건에 맞게 도입하고, 시범운영을 통해 시행의 효과를 분석하는 동시에 시행상의 문제점을 분석하여 향후 제도 확산을 사전에 대비하고자 하였다. 시범운영지역으로 선정된 곳은 경찰청 T/F에서 현장 조사 및 전문가 의견을 수렴하여 상가 밀집지역 주변도로 중 편도 2차로 이내의 도로이며, 보행자 통행량이 많고 보행자 사고율 또는 위험성이 높은 경기 고양시 일산구 장항2동 (면적 0.65km2)이다. 우선 Zone 30 제도 검토 측면에서 생활도로와 생활도로구역의 용어를 정의하고, 생활도로 유형화 및 운영방안을 수립하였으며, 시범사업은 대상지에 대한 정밀 조사를 통해 문제점 및 개선점을 도출하고, 그에 따른 시설개선도면을 작성하여 해당 지자체와 협의하여 시설을 설치완료하였다. 시설 설치 전과 후로 나누어 효과분석을 수행한 결과 차량 속도는 시행전에 비해 가로별로 5~15km/h 감소하였으며, 교통사고의 경우도 시행전 25건에서 시행후 19건으로 24%가 감소한 것으로 나타났다. 또한 속도관리 사업의 시행과정이 빠르고 시설비용이 저렴해 전국적인 확산시행이 유리하여 보행자사고 감소에 실질적 기여가 가능한 것으로 나타났다. 시범사업 연구결과를 토대로 생활도로구역 속도관리 사업추진 방안 등을 제시하였다.
