본 연구는 파라과이에 대한 조림투자의 경제적 타당성을 분석하기 위하여 수행되었다. 한국은 목재자 급률이 낮아 90년대 초반부터 적극적인 해외조림투자에 나서고 있으나, 그 투자의 대부분이 동남아시아 에 집중되어 있다. 이러한 상황에서 조림목 생장이 우수하고 적극적인 조림 지원 정책을 추진하고 있는 파라과이는 한국의 해외조림투자 대상지로서 훌륭한 대안이 될 수 있다. 하지만 지구 반대편이라는 지 정학적 위치에 대한 거리감으로 인하여 한국기업은 파라과이 해외조림투자에 대하여 적극적으로 검토하 지 않고 있다. 파라과이 조림투자에 대한 정보가 부족한 것도 기업의 접근을 막는 하나의 요인이며, 우 선적으로 조림사업의 수익성에 대한 자료가 요구된다. 본 연구에서는 파라과이 해외조림투자를 파라과 이 내수 시장에서의 원목 판매와 현지 위탁가공 후 한국시장으로의 제재목 수출, 두 가지 경우에 대하 여 경제적 타당성을 분석하였다. 그 결과, 두 시나리오 모두 높은 경제적 타당성을 가지고 있는 것으로 분석되었다. 원목의 내수시장 판매의 경우, IRR 9.64%, NPV U$ 2,811,888로 나타났다. 제재목 한국 수출의 경우, IRR은 17.51%로 현지원목판매 대비 7.87%p 상승하였고, NPV는 U$ 38,260,086로 현지 원목판매 대비 U$ 35,448,198 상승하였다. 본 연구는 원거리라는 점으로 인해 외면 받아온 남미, 특히 파라과이 조림 진출에 대한 가능성을 새롭게 분석한 것에 큰 의의가 있다하겠다.

This paper analyzed economic feasibility of aquacultural construction which of large-scale. The results of the economic analysis, cage cultural and water recycling cultural by post-water treatment were analyzed that NPV is 2,083,685 thousand won and －14,105,896 thousand won and B/C ratio is 0.590 and 0.855, respectively. These were shown economic infeasibility. But, running water culture by pre-water treatment(small scale) and running water culture by pre-water treatment(large scale) were analyzed that the one is 5,555,747 thousand won and 15,048,589 thousand won and the other is 1,154 and 1,1221, respectively. these were shown economic feasibility. In addition, measurement of B/C ratio through a sensitivity analysis on running water cultural by prewater treatment(small scale) and running water cultural by pre-water treatment(large scale) is economic feasibility in all cases. However, these were analyzed when the selling price was falling to 20 percent, it has shown economic infeasibility and when the selling price rises to 20 percent, water recycling culture by post-water treatment has economic feasibility. The significance of the study analyzed a sensibility as well as economic feasibility by methods and scales. It is expected that used as basic materials when constructing and operating of land aquaculture in order to minimize the damage from natural disasters.

정부는 훼손된 해양생태계의 현황 및 원인을 파악하고 생태계 기능 복원 및 손실 방지 전략을 수립하기 위해 해양생태계 복원기술개발 사업의 시행을 고려하고 있다. 사업 시행 여부에 대한 판단을 위해서는 이 사업에 대한 경제적 타당성 분석이 필수적으로 요구된다. 이에 본 연구에서는 조건부 가치측정법(CVM, contingent valuation method)을 적용하여 사업 수행의 경제적 타당성을 분석하고자 한다. 지불의사 유도방법으로 유인일치적인 양분선택형 모형을 이용하되, 지불의사액 추정모형으로 영(0)의 응답을 명시적으로 다룰 수 있는 스파이크 모형을 적용한다. CVM 적용을 위한 설문조사는 미국 해양대기청의 지침에 따라 전국 1,000가구를 대상으로 일대일 개별면접을 통해 2013년에 시행되었다. 분석결과 연간 가구당 평균 지불의사액은 5,414원으로 추정되었다. 이 값을 전국으로 확장하면 향후 5년 동안 연간 약 986억원에 달한다. 이 값과 해양생태계 복원기술개발 사업의 투자비 정보를 이용하여 경제성을 분석한 결과, 순현재가치, 편익/비용 비율, 내부수익률은 각각 3,378억원, 5.20, 65.9 %로 산정되어 각각 0, 1.0, 5.5 %를 상회하므로 이 사업은 비용-편익 분석을 통과한다.

국제해사기구는 '1969년 민사책임협약'과 '1971년 국제기금협약' 채택 이후 유류오염사고 규모의 증대 및 물가인상률에 따라 협약의 개정의정서를 채택하여 유류오염사고 피해보상율의 한도를 증대시켜 왔으며, 최근에는 '2003년 추가기금협약'을 채택하여 보상한도액을 1조원 이상으로 증대시켰다. 우리나라는 '1992년 민사책임협약' 및 '1992년 국제기금협약'에만 가입하였으나 2007년 12월 허베이 스피리트호 사고 이후 '2003년 추가기금협약'의 가입 필요성이 증대되었다. 본 연구는 '2003년 추가기금협약'의 가입에 따른 경제적 타당성을 정량적 및 정성적인 측면에서 분석하였다. 정량적인 분석은 자료의 한계상 과거 사고자료 및 국제기금의 분담금 자료 등을 이용하여 수행하였으며, 그 결과는 가입에 따른 편익이 비용을 초과하는 것으로 나타났다. 정성적인 측면은 피해자 구제를 위한 재원문제, 유류운송에 의한 경제적인 수혜자의 부담문제, 우리나라의 국제적인 위상 등을 살펴봄으로써 협약가입의 당위성이 높음을 분석하였다.

This paper presents the economic validity with the cost/benefit analysis on establishing R&D Supreme Academy. To evaluate the profitability of R&D Supreme Academy, willingness to pay (WTP) is measured by contingent valuation method (CVM) and then the net present value (NPV), internal rate of return (IRR) and benefit/cost ratio(BCR) are calculated. The results of economic evaluation verified that the establishment of R&D Supreme Academy is timely and effective in an economic perspective.

With the efforts to development of renewable energy technologies, and increasing awareness to environmental issues, the usage of wood pallets has been increasing every year since the introduction of wood pallet technology to the domestic market. until 2009, majority usage of pellet boiler was in the residential houses. In an effort to increase the distribution of wood pellet boiler to cultivation facilities with high usage of fuels, The Ministry of Agriculture and Forestry has launched a distribution project of wood pellet boiler for fuel usage as a part of the agricultural and fishery energy efficiency projects. Although only small number of farms with a heat-culturing facility have replaced from conventional boiler to pellet boiler. Although part of reason for low usage of pallet boiler is lack of understanding and information of it, the main reasons are high initial cost and uncertainty of its cost efficiency. Also, most people from agricultural industry don’t realize it’s significance in terms of environmental benefit due to lack of understanding in ‘resource circulation’ and ‘adopting to climate change’. In this study, first, we did a costefficiency analysis of the farm which uses a diesel boiler to grow cucumber, tomato, paprika. Then we replaced the diesel boiler to a pallet boiler and measured its cost-efficiency again. By comparing the cost-efficiency of the diesel boiler with the pellet boiler, we analyzed the economic viability of pellet boiler. Then we analyzed viability of pallet boiler usage in terms of ‘resource circulation’ and ‘adopting to climate change’. As a result of our analysis, we have found out that under the current system of government support, the energy usage varies depends of the types crops grown and the higher the energy use, the more cost efficient it is to use the pallet boiler. Also, it is economically viable to use the pallet boiler in terms of ‘resource circulation’ and ‘adopting to climate change’.
