        이 연구에서는 2013년 경남 농촌현장포럼 마을들을 대상으로 색깔마을 유형과 농촌어메니티자원에 따 라 마을유형을 분류하고 농촌현장포럼 효과를 분석하여 활성화 방안을 제시하였다. 마을유형별 현장포 럼 효과 분석 결과를 토대로 색깔마을 1유형과 하위 30% 마을은 기초인프라와 주민역량강화형, 색깔마 을 2유형과 중위 40% 마을은 체험관광과 2차 산업화형, 색깔마을 3유형과 상위 30% 마을은 체험관광 과 6차 산업화형으로 재유형화 하였다. 또한, 설정된 유형에 따라 앞으로 농촌현장포럼과 마을발전방향 등을 제시하였다.

        본 연구는 농촌 활성화를 위한 국가 지원 사업 중 농촌 마을 종합 개발 사업을 대상으로 하였다. 기본계획 수립을 통해 실행되고 있는 권역의 사업내용에 대한 지역별, 연도별 분류를 통해 사업 내용을 분석함으로써 진행된 사업의 내용 및 자원현황을 파악하고 사업내용에 따른 어메니티 자원 활용 정도에 대한 연구를 실시하였다. 농촌마을종합개발사업의 어메니티 자원 활용도 분석을 위하여 7년간(2005~2011) 229개 권역의 사업특성과 자원현황에 대한 내용분석(Contents Analysis)을 실시하였다. 전체 사업은 Excel로 권역명과 사업유형, 세부사업 등 229개 권역의 전수조사를 통해 코딩하는 과정을 거쳤다. 이러한 과정을 거쳐 7개년도의 사업내용과 지역별 사업내용 등 보다 세부적인 분류를 시도하였다. 연구 결과, 전체적인 권역의 시설물자원이 가장 많이 활용되고 있지만 전체적으로 환경관리와 관련된 자원의 활용도는 낮은 것으로 나타났다. 연도별 사업을 통한 어메니티 자원 활용에 대한 변화 추이를 살펴보면 환경관리 자원, 동식물 자원, 수자원을 활용한 사업은 지속적으로 감소하고 있는 것으로 나타나고 있었다. 지역별 사업을 통한 어메니티 자원 활용에 대한 변화 추이를 살펴보면 전라북도와 경상북도에서 가장 높은 비율을 나타내고 있었다. 이러한 결과를 통해 특정한 자원에 집중되어 활용되고 있는 어메니티 자원에 대한 다양한 활용의 필요성이 나타나고 있었고 특히 농촌의 지속가능한 개발을 위한 환경관리에 대한 자원 활용이 요구되어야 한다는 것을 알 수 있었다.

        본 연구는 농촌지역 발전 및 주민의 삶의 질 향상을 위해 추진된 정부의 다양한 정책 및 사업의 성과를 분석하기 위해 현재 추진 중에 있는 농촌지역개발사업 중 대표성이 있다고 판단되는 농촌마을종합개발사업을 분석대상 사업으로 선정하였다. 분석을 위해 경남 2개 권역과 전남 2개 권역을 사례연구대상권역으로 선정하였다. 사업에 대한 만족도 분석결과, 전체적으로 사업추진에 있어서 각 지역유형별로 명확한 구분을 통해 만족도를 분석하는 것은 상당한 어려움이 있으나, 전반적으로 지역특성별(농촌지역, 중산간지역)로 주민들의 사업에 대한 이해 및 추진과정에서의 만족도 등은 다소 차이가 있음을 확인하였다. 또한, 전반적으로 농촌지역 2개 권역 주민들이 중산간지역 2개 권역 주민들에 비해 상대적으로 사업 추진 전반에 대해 부정적인 의견을 많이 표출하였다. 향후 원활한 사업추진을 위해서는 주민들의 사업에 대한 이해, 서로 돕고 협력하는 마을 공동체 의식의 복원, 바람직한 리더 육성, 실효성 있는 마을 규약 마련, 개방적·포용적 자세로의 전환과 농촌마을종합개발사업 추진 및 운영방법의 현실화가 필요할 것으로 판단된다.

        The purpose of this study is to understand the master plan of “The project on a comprehensive village development with a unit of a based township” through the master plan analysis and to help understand the implications of this project in order to maintain rural villages that can make local residents satisfied with them and promote the project of comprehensive rural village development as a successful way based on a comparative analysis through the in-site survey. The processes of this study are as follows. First, the analysis of development planning created a drawing based on linking business strategy by each region. The current situation and characteristics of planned public spaces were analyzed through the analysis of location and distribution of public spaces and facilities. Second, the situation analysis was performed by the task of shooting based on the basic plan information, and the master plan and status were confirmed through interviews. Also, the analysis of location and distribution of public spaces and facilities was conducted by a created drawings based on a survey. Finally, the detailed information of public spaces and facilities was compared with the investigation by in-site survey and analyzed through the Master Plan Strategy and a detailed classification of the types of facilities among each regional issues. In addition, by overlapping the planned drawings with the results, the results of formations were confirmed and the planned positional changes and the distribution of facilities were analyzed. As the results of “The project of comprehensive village development with a unit of based township”, it was determined that there were many issues on cultural and welfare facilities in this project to meet the business objectives. Also, the facilities the residents needed, identified by interviews, were rural tourism facilities. According to the results, the residents cherished rural tourism facilities as much as basic living facilities. However, as the results of comparative analysis of public spaces and facilities, it was confirmed that mostly the plan was unfulfilled. Therefore, it is concluded that living, cultural and welfare facilities in the township can be maintained and expanded comprehensively as a purpose of “The project of comprehensive village development with a unit of based township” after not only planning process but also the project is fulfilled actually in rural areas.

        The comprehensive rural village development projects (CRVDP) have been carried out as the core one of the rural development schemes in Korea since 2004. CRVDP included the various rural experience programs to increase rural income and in order to promote rural community development in the project area. This study analyzed the operating management conditions, types and characteristics of the rural experience programs targeting the 168 CRVDPs have been completed so that the recommendations and lessons which were found the usefulness, challenges and improvements to the CRVDP can be provided to be better the same kinds of rural development projects. We identified the relationships between performances such as increasing village income and utilization of rural amenity resources to the CRVDP and operational management types of the rural experience programs as well. Employing principle component analysis and cluster analysis technique, this study found 5 clusters of rural experience programs among 168 CRVDPs. The results of analysis of variance indicated that there were significant the mean differences between clusters such as the utilization of rural amenity resources(0.01), income of rural experience programs(0.1). According to the result of the Chi-squire test, there was very significant differences between internet homepage operation and clusters(0.01). Finally, the analysis of covariance about the income of rural experience programs showed that there were significant the mean differences between clusters(0.05).

        This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents' realistic participation in the course of Comprehensive Rural Village Development Project process.

        As the number of aid projects for farming village has been increased, rural amenity is being emphasized. On the contrary, we have a shortfall in excavation and utilization of great resources due to the utilization limit for resources in each village and similarity with the resources from other areas. Thus, we're trying to investigate the ways to make effective use of excellent amenities for farming village development project. In this study, through the principal component analysis, we tried to extract the key factors from the selected areas and examine actual application case of resources. This study categorized the key resource into the big class such as development, farming, nature and experiencing and target areas were categorized into two main classes accordingly. The finding shows 5 example places selected as great areas are taking advantage of extracted excellent resources and 2 target areas are also utilizing enough of excellent resources of each area. Not only limit of used items, subjective view of researcher and resources of each area but also participatory intention of residents and management ways should be additionally considered for another study from now on.

        The study area is Cheonjang-ri, also called Alps village, making continuous profit after performing Comprehensive Rural Village Development Projects. This study aims to determine the development process of activities about urban and rural interchange and its characteristics for making continuous profit by residents themselves. A focus on thinking about the process is necessary to make activities in order to achieve continuous profits in the underdeveloped rural village by residents themselves. As a result of this study, Alps village has developed new activities, improving problems which are encountered on the development process of activities. And, Alps village has developed new activities by linking them with previous activities. To improve problems, Alps village has made an effort by itself and cooperated with the subject, both inside and outside of the village. This way has been effective for increasing the number of visitors in village. Increasing the number of visitors in village has been effective in making a continuous profit. Also, continuing to make new activities in order to substitute previous activities including problems has been effective to increase profit.

        This study has been performed with the purpose of making Rural Village Development Project Landscape Plan in which landscape characteristics in rural villages are reflected so that landscape in the medium to long term shall be established and managed. The issue that has been brought up is that procedures of Rural Landscape Plan and Rural Village Development Project Landscape Plan have been focused on facilities. The study carries out resources survey in agriculture, daily life and history and culture to make Rural Village Development Project Landscape Plan in O-chon district. Through landscape evaluation map participated by local residents, landscape management areas which they can form and manage have been established. The study also suggests Projects and guidelines appropriate to management areas. The study has a different signification from the existing Rural Village Development Project Landscape Plan which is fundamentally devoted to specific projects. The study shows Landscape Plan in the medium to long term and suggests guidelines available to be used by residents.

        Since 2004, Ministry for Food, Agriculture, Forestry and Fisheries(MIFAFF) has been carrying out comprehensive rural village development project as the core one of Rural Area Development Schemes in Korea. Up to now, 56 projects had been completed after having with 5-year plan implementation period, on which it is possible to try post-project evaluation works. This study aims to propose a rational income-generation works model of comprehensive rural village development project, based on fulfillment checking results of their statutory stepwise working procedures specified in the project guidelines and their interim/post project performance analysis results in 56 project areas above mentioned. In comprehensive rural village development project, income-generation works generally have both quantitative and qualitative effects to rural communities; the former is focussed on income increasement of villagers, while the latter on community revitalization through job creation and spill-over effects of other linked community activities. So, the research works of this study focussed on these two comprehensive effects above mentioned.

        This study analyzed the budget investment plans for the unit-project items(UPI) of 176 project districts for the rural village comprehensive development projects (RVCDP). This study classified the master plan reports of 176 project districts into 88 unit project items in aspect of project management, in order to analyze characteristics of distribution of budget in each project item. Most of all unit project items have similar types of uniform distribution with plus skewness in frequency pattern analysis except the total budget of the project district. This study analyzed the characteristics of budget distribution per province, year, and geographical types of region. Furthermore this paper also analyzed ratio of budget in unit project items to find out distribution pattern of each budget between project items over time. The hierarchical system for UPI of RVCDP consisted of three steps, which are 4 items of the first step on Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture- health-welfare Facility, and Eco-environment & Landscape facility (ELF), 13 items for the second one, and 52 items for the third project items. From the results of the budget investment analysis for 5 years from 2004 to 2008, the budget investment ratios of RURC and ELF have steady state for every year, while GIF in decreasing and ELF in increasing over time. The ratios of UPI on infrastructure were decreased, whereas those on culture, health, and welfare were increased. Portion of tow project items among 52 items, which are community centers for village residents and rural experimental study facility, has 30% of total budget investment. Futhermore, the budget ratios of seven project items showed 50% of total budget. Average value of project budgets for five years was optimized as a type of exponential function in the case of decent array for ranking order.

        The purpose of this thesis is to analyze and evaluate issues and performance of development projects of Gurye Banggwang villages' key projects, especially directly or indirectly related to resident income augmentation. The agricultural products processing factory, the valley resting, the urban and rural exchange center, and the village festival have been closely selected as directly or indirectly related to the resident income. Analysis of survey of resident and two agriculture unions' members led the performance and problem of Banggwang villages' development projects. The income project has the difficulties of recruiting members, lack of professionalism of people in production and marketing of processed products, and conflict between members etc. For this reason, income projects being adopted as the comprehensive rural village development project is often negative. Compare to the other cases, Banggwang village has more reflection of the income project, and has lot of interest by policy makers whether it be pursued successfully. It is too early to evaluate a performance properly because it is the beginning of income projects and the experience are not yet being sufficient. However, the performance is appearing gradually from various sides. For example, dividend of business profits, employment opportunities and sales of agricultural products are developing increasingly. Income projects have strengthens the residents' participation and interest in comprehensive rural village development project and with securing stable funding it will help to maintain the facilities.

        The purpose of this study is to analyze the present condition of the landscape plans(LPs) established in the Rural Village Development Projects(RVDPs) and to propose the ways to improve the LP. Toward this end, the legal system related to rural landscape and the RVDP were examined. Also, the current condition of the LPs was diagnosed through making researches on the RVDP and LP of the 10 regions. The results of examining the legal system showed that the suitable types of the LPs is 'the Specific Landscape Plan' in Rural Area. Of the development projects that have been in operation, RVDP was found to have been equipped with the system. Because the LPs can be established and the contents of formation and readjustment of rural landscape elements were broadly dealt with in RVDP. And the RVDPs consisted mostly of scenery facilities, rural village sightseeing, and income-growth. The results of examining the plan establishment procedures showed that the LPs were set up as subordinate plans of the RVDP, so structural problems such as the positions of the plans, inadequacy in the procedures of approval and collecting opinions were identified. Such problems were pointed out as the cause of the LP to deal with the contents of the basic designs of the RVDP. The schemes to resolve the problems are to give equal positions to the LPs and to the basic plans of the RVDP. When the results of this study are reflected on the policies, the LP will effectively carry out the functions of formation and management of continued scenery preservation of rural villages.

        The purpose of this study is to identify the trend of the contents of the plan that was implemented through contents analysis on the master plan project of rural village development projects that began in 2004. Contents analysis is based on the classification of business in the detailed enforcement regulations of rural village development project. Analysis on the project contents was conducted for 30 days from June 20 to July 20 for the 132 regions established in the master plan during the period from 2004 to 2007. The results of the analysis showed the following. First, scenery facilities, rural tourism, cultural welfare and income basis projects accounted for 76.5% of the total projects. Second, with regard to investment costs depending on the contents of the projects, cultural welfare, rural tourism and income basis projects accounted for 66.3% of the total investment costs. Third, it was found out that, with regard to the trend of change in the project contents by year, income basis projects were sharply reduced whereas cultural welfare and scenery facilities projects were increased. Finally, with regard to the analysis on the projects by region, it was found that Gangwon, Gyeonggi and Chungnam gave high weight on rural tourism, whereas Gyeongbuk, Jeonnam and Jeonbuk gave low weight on rural tourism. Particularly, Gyeongnam was found to have given low weight on income basis project.

        In this study, We developed an evaluation system for the interim check of Integrated Rural Village Development Project and analyzed its applicability to an actual evaluation process through a pilot evaluation on regions selected. The evaluation system consists of documentary assessments(30%) and field inspections(70%). The documentary assessments are quantitative assessments on check-lists reports by self-evaluation prepared by local governments. The field inspections are qualitative assessments by evaluation teams. Sixteen evaluation indices were developed for documentary assessments and seven criteria were designed for field inspections. For a pilot evaluation, one region in each province excluding Jeju Do, eight regions was selected and the field inspections due to circumstances was proceeded in two regions. The results of documentary assessments indicate that most of regions are evaluated low in project performance attributable to the delay in security for sites. In the field inspections, it appears that most of the regions evaluated high at the documentary assessments got a high point from them. They also show that coordination of action plans, rather than quantitative achievements, is a base determining success of the projects.

        This study attempts to develop an interim evaluation system for the Integrated Rural Village Cluster Development Project(IRVCDP) which can secure its identity and sustainability, and induce its early settlement, and to derive plans for its steady progress. The evaluation system consists of three levels. The highest-order level is evaluation purposes, which describe IRVCDP's goals. They are expansion of income bases(EIB), improvement of living environments(ILE), strengthening of regional capabilities(SRC) and constructing effective project operation system(CEPOS). The second level is evaluation items, which each characterize the relevant evaluation purposes. The last level is evaluation indices, which observe achievement f3r evaluation purposes. 22 evaluation indices are selected to satisfy the purposes of this study through a brainstorming process and a survey on opinions of experts for those evaluation purposes and evaluation items which are derived from analyzing the IRVCDP's properties. The relative importance of the evaluation indices selected are determined through the AHP analysis. The most intriguing result from the AHP analysis is that strengthening of regional capabilities is found to be the most important one among evaluation purposes. It can be said that this result is parallel to a ultimate goal of the IRVCDP.

        The objective of this study is to suggest a planning direction for the management and conservation of a rural landscape. For suggesting the planning direction, this study was classified rural landscape resources based on spatial type to understand the assessment of rural landscape. This study examined literature reviews and site investigations for collecting the data on the resources of a rural landscape to maintain rurality. First above all, it was classified into physical and non-physical resources. Non-Physical resources include elements such as inhabitants' will, leaders' will and the software. It is also to reflect all these factors on the planning. Next, this study classified the resources of a landscape into artificial and natural resources and applied these resources to rural areas which were divided into five types: industry area, life area, natural landscape area, program area and human behavior area. The pictures obtained from this field survey were used for a questionnaire survey to understand the value of a rural landscape. The contents of questionnaire survey were divided into two parts: the presentation condition of a rural land-scape and assessment of a rural landscape. Especially, the value of a rural landscape was divided into the ecological value, socio-cultural value and holistic value.

        In order to revitalize rural areas fundamentally through multifunctional utilization of their resources, it should be necessary to prepare the rational development plan to the areal characteristics and conditions, and the first priority of its planning works should be given to spatial planning. The space syntax method, a powerful objective and quantitative analysis tool on the relationship between social and spatial characteristics, was introduced in this study. Five Comprehensive Rural Clustered Villages Development Areas in the Jeonnam-province were selected as case study areas, of which total area's and included villages' spatial variables were measured and analyzed. Rural villages analyzed in this study have the spatial structure badly systematized and much complicated, which results from low integration and deep spatial depth of them. And, by virtue of relatively many axial lines, there should be few differences between villages in terms of local integration, connectivity and control, while being significant difference in terms of global integration showing the whole areal characteristics. Intelligibility, the correlation coefficient between connectivity(local variable) and integration(global one) is low, which means that the spatial structure of the study areas is difficult for visitors to understand the area or village well. Spatial configuration analysis results in the case study areas showed that each development area has a unique spatial structure and is differentiated in terms of not only local spatial variables but also global spatial variables. Therefore, global and local characteristics should be considered in spatial analysis of development areas.
