이 연구에서는 2013년 경남 농촌현장포럼 마을들을 대상으로 색깔마을 유형과 농촌어메니티자원에 따 라 마을유형을 분류하고 농촌현장포럼 효과를 분석하여 활성화 방안을 제시하였다. 마을유형별 현장포 럼 효과 분석 결과를 토대로 색깔마을 1유형과 하위 30% 마을은 기초인프라와 주민역량강화형, 색깔마 을 2유형과 중위 40% 마을은 체험관광과 2차 산업화형, 색깔마을 3유형과 상위 30% 마을은 체험관광 과 6차 산업화형으로 재유형화 하였다. 또한, 설정된 유형에 따라 앞으로 농촌현장포럼과 마을발전방향 등을 제시하였다.
본 연구는 농촌지역 발전 및 주민의 삶의 질 향상을 위해 추진된 정부의 다양한 정책 및 사업의 성과를 분석하기 위해 현재 추진 중에 있는 농촌지역개발사업 중 대표성이 있다고 판단되는 농촌마을종합개발사업을 분석대상 사업으로 선정하였다. 분석을 위해 경남 2개 권역과 전남 2개 권역을 사례연구대상권역으로 선정하였다. 사업에 대한 만족도 분석결과, 전체적으로 사업추진에 있어서 각 지역유형별로 명확한 구분을 통해 만족도를 분석하는 것은 상당한 어려움이 있으나, 전반적으로 지역특성별(농촌지역, 중산간지역)로 주민들의 사업에 대한 이해 및 추진과정에서의 만족도 등은 다소 차이가 있음을 확인하였다. 또한, 전반적으로 농촌지역 2개 권역 주민들이 중산간지역 2개 권역 주민들에 비해 상대적으로 사업 추진 전반에 대해 부정적인 의견을 많이 표출하였다. 향후 원활한 사업추진을 위해서는 주민들의 사업에 대한 이해, 서로 돕고 협력하는 마을 공동체 의식의 복원, 바람직한 리더 육성, 실효성 있는 마을 규약 마련, 개방적·포용적 자세로의 전환과 농촌마을종합개발사업 추진 및 운영방법의 현실화가 필요할 것으로 판단된다.
본 연구의 목적은 남강 하류의 중장기 물이용 계획을 위하여 기초적인 용수 수요와 공급가능성을 검토하는 것 이다. 중장기 물이용 계획을 담고 있는 수자원장기종합계획이나 낙동강유역조사보고서를 바탕으로 수자원단위지 도의 표준유역별 자료를 생성하여 목적별 용수 수요와 수자원 부존량을 추정하였다. 수자원 부존량은 단순 3단 TANK모형을 이용하고 표준유역별 용수 수요는 농업용수, 공업용수, 생활용수, 기타 용수 등으로 나누고 원단위 기법으로 계산하였다. 남강 하류 10개 표준유역에서의 총유출량은 925,414천 ㎥/년이고, 총 용수 수요량은 연 462,988천 ㎥인데 이중 농업용수와 생활용수가 각각 243,194천 ㎥, 105,493천 ㎥이고 공업용수가 32,686천 ㎥, 기타 81,615천 ㎥이었다. 남가람 진주혁신도시 건설을 영향을 고려한 경우는 수자원 부존량의 변화는 미미하나 신규 인구의 유입에 의한 생활용 수 수요로 17,156천 ㎥의 추가 용수가 필요할 것으로 분석되었다.
The purpose of this study is to provide the demand information about services (S/W) and infrastructure (H/W) for rural welfare and culture. The survey was conducted on the overall satisfaction level, the condition change, the importance-satisfaction level of each field and the top priority items for administrative agencies and rural residents. In the overall satisfaction level, administrative agencies responded more than 'normal' to all fields, but the overall satisfaction level was lower than 'normal' in the fields excluding the healthcare field in the case of rural residents. In terms of condition changes compared to the past five years, both administrative institutions and local residents evaluated the improvement. IPA analysis was conducted to identify the priority ranking of each field and it was found that emergency medical facilities in the healthcare field, infant day care facilities in the social welfare field, movie theaters in the culture field, lifelong education institutions and academy facilities in the education field and private sports facilities in the leisure and sports field were most needed, respectively. The results of this study are expected to be helpful in increasing the efficiency and presenting the improvement direction about the development policy of the rural culture and welfare.
As the impacts of climate change have been emerged all the way through society, the potential risks specifically on agricultural water and facilities are recently getting concerned. Evaluating vulnerability of agriculture to climate change on is a time-tested strategy. While a number of researches on the adaption and mitigation of climate change were performed in various aspects for sustainable agricultural production, the vulnerability of management system for agricultural water and infrastructure has not been investigated yet. This study is aimed to clarify the definition of vulnerability to climate change, find the major indicators able to presume the vulnerability, and finally determine the relative importance of the indicators based on the specialist questionnaire survey and its analyses. The lists of indicators for major parts of agricultural water management such as, water use, flood control, reservoir related issues, and pumping and drainage systems are initialized referring to the related precedent studies. The primary survey was conducted in the form of Delphi to complement the list and methods and the main survey was then conducted using AHP(Analytic Hierarchy Process) technique to quantitatively prioritize the indicators. The results derived in this study would be directly adopted in weighting importance of indicators to investigate the indicator-based vulnerability analysis to climate change in agricultural water and infrastructure management.
After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.
The purpose of this study is to analyze the actual condition of the already established rural theme park, draw the weak and strong points, and come up with an efficient performance plan for Changwon Persimmon Theme Park through the benchmarking of the best overseas case. According to the analysis, it is necessary to introduce a facility and a program for family customers as a plan for promoting Changwon Persimmon Theme Park. It is required to secure safety through public operation and management, improve scalability of the facility through the establishment of multi-functional complex facility, and come up with a plan for operating a special program associated with local resources. Therefore, this study drew three activation factors: the establishment of operation and management system, the development of operation contents by facility, and the establishment of operation in each area. First, to establish the operation and management system, it is necessary to classify the organization of the theme park into the operation business area and into operation & management area by job function. Secondly, it is necessary to establish a special program in consideration of space and facility, suggest a differentiated plan for operation contents, and create a facility operation plan and program for Changwon Persimmon Theme Park. Lastly, to operate and manage Changwon Persimmon Theme Park smoothly, it is necessary to set the theme park space as open collaboration space which the local residents can share and participate in by avoiding the conventional administration-based business performance and operation. This study suggested the plan for establishing an operation and management system for Changwon Persimmon Theme Park and its operation, the establishment of a special program, a business performance strategy, and the use of internal and external spaces of the theme park.
This study is intended to prepare an revitalization plan of region where rural development project is completed through an analysis of the actual condition of facility operation and maintenance in the region where the project is completed. The results of survey of actual condition of facility operation in the region where rural development project was completed showed that the facilities were not self-sufficient in terms of operation and maintenance cost. Therefore, a prerequisite to the revitalization of region where the project is completed is to prepare an alternative plan for increasing the efficiency and applicability of currently already prepared facilities. Second, a project operation organization system should be streamlined and the competency of operation personnel should continue to be strengthened. Third, it is necessary to prepare a support system and establish cooperation networks for increasing the extensibility of project and continuing to induce community revitalization in the region where the project is completed in the future.
The purposes of this research are to review the current economic measures to be used to assess the economic effects of agricultural infrastructure projects, to find some effects not included into the current measures, and to suggest new additional economic measures. So thus, economic assessment for agricultural infrastructure projects has been criticized to be overestimated. For example, some research reported that the projects enhanced rice productivity by 20% or 30%. We suggest four new measures to evaluate economic effects of agricultural infrastructure projects: (1) enhancement in productivity, (2) switchover from low-income crops to high-income crops, (3) rises in land price, and (4) lower fluctuation in production.
Rural villages have many problems such as the collapse of rural village communities with continued over-depopulation and aging, reduced functions of towns and villages, deteriorated services with changes in the structure of settlement class and decreased use of the facilities. they also have difficulties in maintenance in spite of the increase of the roles of rural village community facilities. Various plans for the utilization of community facilities to promote the vitality of rural villages and the revitalization of communities have been needed. Thus, this study aimed to offer basic data to seek for future plans to utilize community facilities and reconstruct communities through an analysis of the current uses of energy and community facilities in rural villages. The results indicated that the consumption of petroleum was highest in mountain villages at an average of 187,475 won/month(137ℓ), followed by fishing villages at an average of 144,142 won/month(104ℓ) and rural villages at an average of 126,070 won/month(93ℓ). The rate of utilization of community facilities was reversely highest in rural villages at 84.3%, followed by fishing villages at 61.1% and mountain villages at 40.7%. This research also found that households saved energy when they used community facilities and areas with a high rate of utilization of community facilities at a lower average temperature in winter. It saved approximately 33% energy compared to other areas. Finally, efficient and economical methods for community facilities in villages to be newly developed and the remodeling of existing facilities should been needed in the future to contribute to reconstructing rural village communities that face a crisis of maintenance or abolition.
The existing standard cost of project management of empowerment sector in general rural development project has problems with standard cost system without considering characteristics of empowerment project and unclear division of works. These problems are a lot of trouble to fulfill the project. Thus, it needs an arrangement of standard cost considering detailed characteristics of project management in the empowerment sector. The contents and results of this study can be summarized as follows. 1) To set accurate standard cost, we carried out three-step processes, such as elicitation of standard works, calculation of workload and determination of standard cost. (1) In an investigation of 30 rural area dividing 8 parts about an workload of empowerment project, an average workload is 1,499 hours. (2) Based on this results, the standard cost is calculated at 15% of project cost in over 600 million won, at 28.75% of project cost in under 500 million won, by standards of empowerment project cost. 2) It set the responsibility management cost to 15% of empowerment project cost considering existing awareness, workload and work professionalism of project management. Based on the results, It suggested the practical use as basis for efficient management of the future empowerment projects. To achieve this, It needs to promote maximizing results on the whole project through the legalization processes including amendment of existing regulations.
The aim of the research was to analyze a correlation between rural villages and a space of amenity resources in order to provide objective basic data for rural renewal planning in the future. 15 villages were selected to analyze amenity resources. A Space Syntax Method(SSM) was used to analyze a spacial structure of each village and location characteristics of amenity resources. Finally, Statistical Package for the Social Sciences(SPSS) was used for a cluster analysis. The results of spacial analysis showed that the MeanDepth of rural villages was 4.482 and Global Integration Value(GInteg) was 0.956. Relatively, a depth was lower and GInteg was higher, compared to other villages. Rural villages were easily recognized and accessible by outsiders, compared to mountain and fishing villages. In the case of rural villages, the MeanDepth of amenity resources was low and GInteg was high in the results of cluster analysis using a nonhierachical method. Results indicated that an access was easy and amenity resources were closely located each other. However, the deviation of each village was great in mountain villages. This research suggests that an effective maintenance of road network for improving accessibility would be given priority in an undeveloped farming and fishing villages' renewal. Especially, using a spacial analysis in village renewal planning process can improve accessibility and maximize an utilization of public facilities and amenity resources.
Recently urban areas have been advanced in the aspects of convenience, traffic, and cultural environments, but they have faced various problems including environmental issues, traffic congestion, and increasing stress. In contrast, rural areas are in charge of various functions, conservations of natural environments and traditional cultures. Rural life style may be beneficial to urbanites. As urbanites are increasingly interested in leisure activities, such as experiences of tradition cultures and education, safe foods and rural tourism are gaining attention as alternative ways of satisfying their desires. In other words, the rural tourism not only provides urbanites with leisure spaces by playing a role in relations between urban and rural areas, but also acts as a nonfarm income to the rural residents. With the changes of time, the number of current rural experience tourism on a nationwide is increasing and competition among locations is getting intensive. Particularly, despite various rural tourism villages in operation, there is not a standard in the dice for experience cost and accommodation costs. Accordingly, the aim of the study was to estimate urbanites' willingness to pay(WTP) for rural experience tourism and to provide basic data for qualitative growth and revitalization with regard to the tours. The estimated WTP for rural experience tourism was found to be 5,600won for experience, 5,600won for food, 42,000won for accommodation, and 13,000won for purchasing farm products, respectively. This trend could be similarly found (there were slight differences in food cost) on all analyses, such as the research of the current situations of rural tourism villages in Gyeongnam province, the pilot survey and the estimation depending on whether or not urbanites experienced the tours. In other words, the WTP for urban hands-on experience tours estimated by this study is considered highly significant in terms with possibility of its application in the sites. It is concluded that the urbanites' WTP for rural experience tourism obtained by this study will contribute to the setup of standard index of rural tourism, the qualitative development of rural hands-on experiences, and the raise of nonfarm income.
Rural policies in Korea have been changed into amenity-oriented ones recently to enhance the quality of life for villigians, which should be supported by the amenity-oriented maintenance system for rural space or environment too. Although so many studies on the classification system of amenity resources had been carried out, few ones which classified them principally by their spatial characteristics had been tried. From the viewpoint mentioned above, this study tried to propose a tentative classification system of amenity resources focussed on their locational characteristics. By the literature review, its draft was prepared, and after 2-round expert checks, the final table determined, which composed of 3-subsystems; green, production and living environment. Through the field application works in two case villages, its practical applicability was ascertained, from which two regarding points were found; public usability of terms and seasonality of amenity resources, especially green ones.
This study aimed to systematically adjust rural area development projects that have been carried out by a variety of government departments for activation of rural areas and overcome inefficient problems caused by the policies and projects promoted separately. As its alternative, this study aimed to explore efficient improvement scheme of rural villages associated with various projects. Major agriculture/rural policies and projects that have been promoted were classified by the target space of the policies and projects as Environment space, living space, and production space. Each space was categorized into five sub-items without duplication. By assessment results of rural area improvement level and preference by Analytic Hierarchy Process(AHP) method, maintenance of rural areas was classified into four types. And outer space structure was analyzed by using Space Syntax Method(SSM). Based on the analysis result above, facilities for improvement of rural villages were placed around representative facilities. Facility allocation was based on selection and concentration in terms of facility maintenance and on type attributes in terms of spatial aspects. And finally, alternatives schemes for setting up the basic direction of improvement of rural villages are local area characteristics and environmentally conscious business plan.
